Abstract

Kabupaten Sigi adalah salah satu kabuapten yang memiliki BUMDES yang sudah begitu banyak dan sebagai Latar belakang penelitian ini terkait dengan Capacity Buliding Kelembagaan BUMDES dimana ditemukan permasalahan yang dihadapi oleh BUMDES. terkait dengan peningkatan kapasitas sumber daya manusia, seperti sulitnya membangun motivasi belajar masyarakat karena masyarakat awam belum mengetahuinya. tentang potensi alam, dan kesulitan karyawan dalam menerapkan hasil proses pelatihan mereka di bidang pekerjaannya. Tujuan penelitian yang ingin dicapai adalah untuk mengetahui tentang Capacity Building Kelembagaan Badan Usaha Milik Desa (BUMDes) dalam meningkatkan perekonomian masyarakat di Kabupaten Sigi. Penelitian ini menggunakan pendekatan kualitatif dan fenomenologi. Penelitian ini menentukan informan penelitian yang terkait langsung dalam pengelolaan sumber daya alam yang dilakukan oleh BUMDES. Teknik analisis data yang digunakan dalam penelitian ini adalah proses identifikasi dan pengorganisasian data yang diperoleh dari hasil wawancara, catatan lapangan dan sumber lainnya. Sehingga, dapat mudah dipahami dan temuan dapat diinformasikan secara cermat kepada khalayak luas. Berdasarkan hasil penelitian dan pembahasan dapat disimpulkan bahwa Capacity Building Badan Usaha Milik Desa (BUMDes) dalam meningkatkan perekonomian masyarakat di Kabupaten Sigi diukur dari unsur-unsur kapasitas, seperti pengembangan kelembagaan, Capacity building sumber daya manusia dan capacity building sistem. yang belum efektif.

Abstract

Pengelolaan perpustakaan di Provinsi Sulawesi Tengah masih menyisakan beberapa Permasalahan antara lain: kurangnya jumlah pegawai perpustakaan dibandingkan dengan jumlah pemustaka yang berkunjung dan menggunakan layanan perpustakaan, minat baca dan apresiasi masyarakat di Sulawesi Tengah terhadap perpustakaan masih rendah, koleksi bahan perpustakaan yang masih terbatas. Kurangnya dana operasional perpustakaan menyebabkan kesulitan dalam pengadaan buku baru atau pembaruan koleksi, Penempatan buku-buku di rak yang tidak sesuai atau kurang teratur. Tujuan penelitian ini mengetahui pengelolaan perpustakaan Provinsi Sulawesi Tengah. Tipe penelitian Deskriptif Kualitatif, dengan jumlah informan berjumlah 6 orang, teknik pengumpulan data dalam penelitian ini adalah Observasi, Wawancara, dan Dokumentasi untuk pengumpulan data yang dibutuhkan berupa data primer dan data sekunder. Analisis data dengan Pengumpulan data, kondensasi data serta penyajian data serta penarikan kesimpulan. Dari hasil penelitian yang terdiri aspek planning sudah berjalan dengan maksimal. Aspek organizing masih belum berjalan maksimal bisa dilihat dari penempatan pegawai atau pemustaka yang tidak sesuai keahliannya. Aspek actuating berjalan maksimal tapi lambat seperti pergerakan dalam pengadaan buku, tetapi dalam pergerakan yang dilakukan oleh Kepala Dinas Perpustakaan sudah berjalan maksimal. Aspek controlling berjalan belum maksimal pengawasan dalam pengadaan buku dan pegawai perpustakaan. Kesimpulannya adalah pengelolaan perpustakaan di Provinsi Sulawesi Tengah belum efektif.

Abstract

The purpose of this research is to determine the work motivation of state civil servants in improving performance at the Pasangkayu Regency Food Security Service, which was studied based on the work motivation theory model according to David Mc Clelland (Siagian, 2004: 167). 1). The need for achievement, 2). The need for power, 3). The need for affiliation, the type of research used is descriptive qualitative with purposive selection of informants and the number of selected informants is 5 people using data collection techniques, 1). Observation, 2). Interview, 3) Documentation. By analyzing all the interview results. The data was analyzed using several steps according to the theory of Miles, Huberman and Saldana (2014), namely analyzing the data in three steps: data condensation, presenting the data (data display), and drawing conclusions or verification (conclusion drawing and verification). The results of research on work motivation for state civil servants in improving performance at the Pasangkayu Regency Food Security Service showed that the need for achievement requires the work enthusiasm of officials to develop creativity and direct all their abilities in order to achieve work performance, so it is necessary to increase abilities both technically, conceptually and human relations. Meanwhile, the research results were obtained from the need for power, the work spirit of an employee so that he mobilizes all his abilities in order to achieve the best power/position in the organization, with the hope of being promoted to occupy a position. And the need for affiliation has the desire to create and maintain friendship and warm relationships with other people. Collaboration between teams also continues to be improved. Overall, employee work motivation can be said to be good, but it needs to be improved further so that the Vision and Mission of the Food Security Service can be achieved.

Abstract

The aim of this research is to analyze the implementation of human resource development carried out by the Central Sulawesi Province Manpower and Transmigration Office. The type of research currently being carried out is descriptive research with a qualitative approach. Informants in this study were determined using a purposive technique with a total of 7 informants. This research uses qualitative data, while the data sources in this research are primary data obtained from observations and interviews, as well as secondary data. Analyzing data uses James Spradley's thinking which is known as a gradual forward flow, divided into four types, namely making domain analysis, making taxonomic analysis, making component analysis, and finding cultural themes. The results of the research show that the implementation of HR development for the Manpower and Transmigration Department of Central Sulawesi Province has been carried out but has not run optimally, this is because development through learning activities has been carried out but has not been effective. Because encouragement to direct employees to be motivated to learn independently is still rarely carried out by the Central Sulawesi Province Manpower and Transmigration Office, so it still needs to be improved. Apart from that, development through edication (education) activities has also been implemented but has not been effective because there are still many employees with civil servant status who currently still have secondary education and are not yet motivated to take part in development programs through study assignments. Meanwhile, the other two aspects, namely training, have been carried out and the implementation is going well, where the agency always assigns its employees to every training activity and seminar held by competent institutions at both regional and central levels. Then the development aspect has also been carried out and the implementation has gone well, namely developing employee competency through mentoring activities, employee involvement in special or strategic programs, and giving additional tasks has been carried out quite well by the Central Sulawesi Province Manpower and Transmigration Office.

Abstract

Implementation of the Village Fund Allocation Policy in Bambaira Village, Sarjo District, Pasang Kayu Regency. The research method uses a qualitative descriptive approach and determines informants purposively. The research informants were the Head of Bambaira Village, BPD of Bambaira Village, Village Secretary of Bambaira Village, Finance Staff and Planning Head of Bambaira Village. Data collection uses observation, interviews and documentation. Data analysis uses Miles and Huberman's interactive model approach, namely data collection, data reduction, data presentation, and conclusion verification. The research results show that: (1) Policy standards and targets are less effective, such as the village development program implemented by the Bambaira village government through village meetings which is still not on target, giving rise to dynamics or differences in perception between the village government and the BPD in formulating village development programs. (2) Educational resources for implementing Village Fund Allocation in Bambaira Village are still low, thus affecting the quality of work and resources to support facilities for use. Then, in realizing the village fund allocation policy, cooperation is needed, but this has not gone well so matters related to village development still need to be discussed openly, both in formal and non-formal activities.

Abstract

Abstract Problems related to the availability of clean water for natural disaster survivors living in Permanent Housing (Huntap) in Palu City are still a serious problem that needs to be addressed by the government, especially since this problem has existed since Huntap was occupied by survivors in 2019. The process of resolving public problems related to water Cleaning is no longer the domain of the government, but must be resolved by involving other stakeholders such as the Community, Academics, the Private Sector and the Media. Therefore, this research uses a collaboration modelPenta Helix as a solution to solving clean water problems in Huntap, Palu City. This research uses a descriptive method with a qualitative approach. The informants in this research came from aspectsPenta Helix. The research results confirm that the role of the media and community is significant in monitoring and offering solutions related to clean water management. In this process the involvement of academics is still relatively lacking. In fact, the academic studies carried out can be a reference for the government in overcoming clean water problems in Huntap, Palu City. Abstract

The direct cash assistance (BLT) program was implemented as a response to the increase in world fuel prices at that time, and the main aim of this program was to help poor people continue to meet their daily needs for welfare. The BLT program is a priority for the central government and regional governments by selecting potential recipients and distributing the Direct Cash Assistance program to regions selectively and objectively to avoid public dissatisfaction and causing injustice during the implementation process. This BLT program is expected to be able to improve the welfare of the poor in Indonesia, especially in North Morowali Regency. To find out how the BLT program policy was implemented in North Morowali Regency, researchers used Edward III's theory to look at aspects of communication, disposition, resources, and bureaucratic structure. This research uses a qualitative method with a descriptive approach. Data collection methods are carried out through observation, direct interviews, and documentation. The informant selection technique uses a purposive technique. From field research, the BLT program has contributed to the economic lives of poor communities in North Morowali Regency, especially pregnant women and schoolchildren. Implementation of the Family Hope Program (BLT) policy in North Morowali district has not been effective. There are still shortcomings in several aspects. Among them is the resource aspect; the resource aspect in question is human resources. This is because there are still several field assistants (PKH assistants) in certain villages who do not have adequate qualifications, which has an impact on implementation. The second aspect is the bureaucratic structure. Which is related to standard operating procedures. Other aspects that have been implemented well are the communication aspect and the disposition aspect.

Abstract

This research aims to analyze public service ethics in population administration, with a focus on the Palu City Population and Civil Registry Service. Problems such as long processing times, unclear procedures, discrimination, unreasonable fees, unresponsive services, poor document quality, non-transparency and corrupt practices in processing Family Cards are the background for this research. The research method used is qualitative with a descriptive approach. Data was collected through in-depth interviews, observation and document analysis. Informants were selected using a purposive sampling technique from various levels in the organizational hierarchy, service applicants, and people who had interacted with population administration. The research results show several important findings. Efficient use of public funds, separation between personal and office property, and implementation of a merit system in employee recruitment and promotion are important aspects that need to be improved. In addition, responsibility, professional standards and accountability in the use of public funds must be improved. Responsiveness to complaints, problems and aspirations of the community is also a key factor in improving public service ethics. It is hoped that this research can contribute to understanding and improving ethical practices of public services in population administration. The practical implications of this research include recommendations for improvements in procedures, policies, and better organizational culture to ensure public services that are more ethical and responsive to community needs.

Abstract

This research aims to determine and analyze the effectiveness of licensing administration in Pesaku Village, West Dolo District, Sigi Regency. This research uses a qualitative approach with in-depth interview techniques, focus group discussions (FGD), participant observation, and document analysis. Informants were selected from the Pesaku Village community who actively use licensing services. Based on research results, the effectiveness of Pesaku Village licensing services is still low. Achievement oisimely services, contribution to the vision and mission, and community satisfaction are still below the targets set. Service capacity is also not optimal and not yet responsive to community needs. From the dimensions of objectives, systems and multiple constituents, the effectiveness of licensing services in Pesaku Village still needs improvement. There is a need to increase human resource capacity, innovate service systems, and listen more and respond to community input.

Abstract

The development of digital technology has transformed the landscape of public administration in Indonesia. One notable digital platform is Tik Tok, a short-video sharing application that has gained significant popularity among the public. This journal aims to analyze the role and implications of Tik Tok in the context of public administration in Indonesia. The research method employed is a literature study and secondary data analysis. The findings indicate that Tik Tok has been utilized by government and public institutions to enhance public engagement, disseminate public information, and promote government programs. However, challenges related to privacy issues, ethics, and user data security remain. This journal concludes that the utilization of Tik Tok in public administration must be carefully managed and aligned with the principles of good governance.
