Abstract

The aim of this study is to determine the Performance of the Population and Civil Registration Office in Family Card Services in North Morowali Regency. This research employs a qualitative approach through observation, in-depth interviews, and documentation as data collection techniques. Informants were selected using purposive sampling technique, including the Secretary, Head of Dafduk, Head of Pencapil, Population Identity Officer, and a representative of the community. Data analysis techniques include data collection, data display, data condensation, verification, and drawing conclusions. The results show that in the Family Card Services at the Population and Civil Registration Office in North Morowali Regency. Employees have demonstrated good technical skills, including knowledge of task execution, and equipment usage, acquired through training in the office. Employees have been able to understand the complexity of the organization and adapt to their tasks and responsibilities. However, abilities in interpersonal relationships, such as cooperation, motivation, and negotiation, still need improvement. In conclusion, although the Population and Civil Registration Office in North Morowali Regency has shown progress in the technical and conceptual abilities of its employees in Family Card Services, there is still room for improvement in interpersonal relationship skills. It is important to pay special attention to cooperation, motivation, and negotiation skills among employees to enhance the effectiveness and efficiency of services and advance the organization as a whole.

Abstract

This study aims to explore and analyze the effectiveness of office management systems in Poso Kota District, focusing on goal achievement, departmental integration, and adaptation to change. Using a qualitative descriptive approach, the study describes, analyzes, and interprets current conditions in Poso District, Poso Regency. The research was conducted over one fiscal year using primary data from in-depth interviews and systematic observations, as well as secondary data from literature and official documents. Informants were selected purposively based on their understanding of the phenomenon under study. The research instruments included interview guidelines and the researcher as the main instrument. Data analysis followed an interactive model, encompassing data collection, condensation, presentation, verification, and conclusion drawing. Findings indicate that despite structured steps to manage policy and technological changes, the office management system faces significant challenges in achieving administrative efficiency, optimal public service, effective integration between departments, and adaptation to a dynamic work environment. In terms of the three main dimensions—goal achievement, integration, and adaptation—the office management system in Poso Kota District still requires improvements in internal communication, enhanced use of information technology, and staff training to optimize operations and organizational responsiveness.

Abstract

This study investigates the implementation of the Village Fund Allocation policy in Sansarino Village, Ampana City District, Tojo Una-Una Regency. Utilizing a qualitative descriptive approach, this research identifies factors influencing the policy’s effectiveness, including standards, resources, communication, and the socio-economic environment. Data were collected through purposive sampling, involving key informants such as village officials and community members. The analysis applies Van Meter and Van Horn’s policy implementation model. Results indicate significant challenges, including resource inadequacies, lack of coordination, and discrepancies between policy objectives and community needs. Recommendations include enhancing human resources, fostering collaboration among stakeholders, and ensuring better alignment between policy goals and local contexts. This study contributes to the discourse on public policy implementation in rural settings.

Abstract

This research is to determine the effectiveness of the scholarship program for North Morowali Regency students. This analysis uses qualitative research with a descriptive approach. The informants for this research were the Head of the Department and Secretary of the Regional Education and Culture Service of North Morowali Regency, as well as three students who received regional scholarships. Information collection uses information techniques, interviews and documentation. In this research, data analysis uses the data condensation framework, data presentation, and drawing conclusions by Miles and Huberman. Meanwhile, the effectiveness indicators used in this research are Program Success, Target Success, Program Satisfaction, and Input and Output Levels. The conclusion of this research is that of the four indicators, target success has not gone well. The aspect of access to information by students is limited. Meanwhile, the other three indicators based on research have been running effectively.

Abstract

Performance can be explained as the level of evaluation or achievement of individual work results in the context of the work relationship between the individual and the organization. The millennial generation as a group was born between 1982 and 2000. They are a generation that grew up with technology and tend to prioritize balance between work and personal life. The organizational performance of the National Unity and Political Agency of Central Sulawesi Province in 2020 to 2022 received a weight below that determined by the Regional Inspectorate of Central Sulawesi Province with a value in 2020 of 9.25%, in 2021 of 9.25% and in 2022 of 22. 5%. The aim of this research is to determine the performance of the Millennial Generation ASN in the National Unity and Political Agency of Central Sulawesi Province. The research method used is a descriptive qualitative method, by emphasizing performance indicators according to Robbins, namely, Work Quality, Quantity, Timeliness, Effectiveness, Independence, and Commitment. The data used are primary and secondary data through interviews, observation, and documentation studies. The data analysis techniques that researchers carry out are data condensation, data presentation and describing and drawing conclusions. The results of the research show that the performance of the Millennial Generation ASN in the National Unity and Political Agency of Central Sulawesi Province based on the indicator assessment from Robbins can be said to be good with the target being implemented optimally. However, what makes organizational performance low is because there are several obstacles, one of which is that the number of ASNs is not commensurate with the organization's workload.

Abstract

This study aims to explore and understand the dynamics of community participation in the village development planning process (Musrenbangdes) in Tambayoli Village, Soyo Jaya District, North Morowali Regency. Using a qualitative approach, data were collected through purposive sampling, open data collection methods, and analysis of both textual and visual materials. The primary methods of data collection included participatory observation, in-depth interviews, and document review. The findings reveal that, although some awareness of Musrenbangdes has been achieved through existing announcement systems, the overall effectiveness of community participation remains limited. Many residents perceive the process as a formality, with decisions dominated by specific stakeholders, leading to low levels of trust and engagement. The study identifies significant barriers to active participation, such as inadequate information dissemination, lack of transparency, and limited involvement in both the implementation and benefit-sharing of development projects. The research suggests that for Musrenbangdes to be more effective, there needs to be a concerted effort to enhance transparency, ensure equitable information distribution, and create a more inclusive participatory framework. These findings have implications for improving governance and promoting sustainable development at the village level.

Abstract

The purpose of this study is to Determine the Quality of Service for the First Time Certificate Issuance at the Donggala Regency Land Office. Qualitative method as the basis of the research, the object of the research is the quality of the service of the First Time Certificate Issuance at the Donggala Regency Land Office, while the research subject involves the apparatus that serves the service process as the target of analysis. Informants are selected based on the Purposive Sampling technique. Data collection is carried out through literature studies, field studies (observation and interviews), data analysis is carried out inductively through the stages of reduction, presentation, and conclusion. Based on the results of the research, the quality of the first certificate issuance service at the Donggala Regency land office is as follows: The Dimension of Precision Has Been Running Quite Effectively However, the Dimension of Speed Has Not Been Effective, the Dimension of Convenience Has Not Been Fully Effective, and the Dimension of Justice Has Not Been Fully Effective. In conclusion, the quality of the service for the issuance of certificates for the first time at the Donggala Regency Land Office has not been effective.

Abstract

The purpose of this study is to find out the development of the institutional capacity of the National Police in the implementation of the 2023-2024 Mantap Brata Tinombala Operation in the Central Sulawesi Regional Police area. This study uses a qualitative approach with strategic case studies to collect data through observation, in-depth interviews, and documentation, involving five key informants from the Regional Police. The theoretical framework used is Grindle's theory and the concept of institutional capacity building that includes the dimensions of individuals, organizations, and systems. The results showed that the individual dimension had been effective with a good work culture and smooth communication, although some members still felt that they lacked relevant training. In the organizational dimension, the decision-making structure is democratic with strong synergy between the National Police, the community, and the government, but the increase in member participation in decision-making still needs to be considered. In the system dimension, rules and SOPs are clear, but periodic evaluations and internal supervision need to be improved to prevent deviations and increase transparency. The conclusion of this study shows that although many aspects have been effective, there is still room for improvement that can improve the overall performance in the implementation of Operation Mantap Brata Tinombala.

Abstract

This study aims to investigate the influence of leadership and competence on the effectiveness of village fund management in Walea Kepulauan Subdistrict, Tojo Una-Una District. The specific objectives are: (1) to examine the effect of village head leadership on the effectiveness of village funds, (2) to explore the impact of village apparatus competence on the effectiveness of village funds, and (3) to analyze the simultaneous influence of both village head leadership and apparatus competence on the effectiveness of village funds. The research utilizes a survey approach with a quantitative method. A total of 117 respondents, including village government officials and members of the Village Consultative Body (BPD), were selected from Walea Kepulauan Subdistrict. Data analysis was conducted using multiple regression analysis with the assistance of SPSS software. The results show that: (1) village head leadership has a negative and significant effect on the effectiveness of village funds, contributing 11.9%, (2) village apparatus competence has a positive and significant effect on the effectiveness of village funds, contributing 45.6%, and (3) both village head leadership and apparatus competence together have a positive and significant effect on the effectiveness of village funds, contributing 51.2%. These findings suggest that enhancing leadership quality and the competence of village apparatuses is crucial for improving the management and effectiveness of village funds in Walea Kepulauan Subdistrict.

Abstract

This study aims to evaluate the Indonesian Doctor Internship Program (PIDI) at Bhayangkara Hospital Class III, Palu City. The evaluation was conducted to determine the effectiveness, efficiency, adequacy, equality, responsiveness, and accuracy of this program. The study used a qualitative method with a purposive approach in selecting informants. Data were collected from five main informants, including interns, supervisors, and patients. The results showed that the effectiveness of the internship program was quite good, especially in improving the competence of new doctors in dealing with clinical situations in the field. However, there were shortcomings in the aspects of efficiency and adequacy, especially in terms of time management and distribution of workload among interns. In addition, although the program's responsiveness to patient needs was quite good, improvements were still needed in terms of communication between interns and patients. The aspect of equality or fairness had been running well, where the distribution of tasks and learning opportunities was quite even among interns. The conclusion of this study is that the Indonesian Doctor Internship Program at Bhayangkara Hospital Class III, Palu City has been running quite well, but still requires some improvements in terms of efficiency and adequacy of training.
