Abstract

Masalah terbesar dalam sistem arsip adalah arsip yang kacau. Arsip yang kacau mengakibatkan administrasi perkantoran yang tidak efektif dan efisien. Tujuan dari penelitian ini adalah untuk menemukan solusi untuk mengatasi kearsipan dinamis yang tidak aktif yang kacau di Kantor Kementerian Agama Kabupaten Lingga dan untuk mengetahui bagaimana kebijakan Kantor Kemenag Kabupaten Lingga terhadap arsip dinamis yang tidak aktif. Metode penelitian yang digunakan adalah kualitatif. Teknik data melalui observasi, wawancara, dan studi dokumen. Pengelolaan arsip dinamis yang tidak aktif di Kantor Kemenag Kabupaten Lingga tidak sesuai dengan standar pengelolaan arsip, dikarenakan kurangnya sumber daya manusia yang kompeten di bidang kearsipan dan tidak adanya dana dukungan khusus dalam pelaksanaan kearsipan. Kebijakan kepemimpinan hanya dalam bentuk proposal, bertabrakan dengan sistem keagenan secara vertikal.

Abstract

This study aims to evaluate the Indonesian Doctor Internship Program (PIDI) at Bhayangkara Hospital Class III, Palu City. The evaluation was conducted to determine the effectiveness, efficiency, adequacy, equality, responsiveness, and accuracy of this program. The study used a qualitative method with a purposive approach in selecting informants. Data were collected from five main informants, including interns, supervisors, and patients. The results showed that the effectiveness of the internship program was quite good, especially in improving the competence of new doctors in dealing with clinical situations in the field. However, there were shortcomings in the aspects of efficiency and adequacy, especially in terms of time management and distribution of workload among interns. In addition, although the program's responsiveness to patient needs was quite good, improvements were still needed in terms of communication between interns and patients. The aspect of equality or fairness had been running well, where the distribution of tasks and learning opportunities was quite even among interns. The conclusion of this study is that the Indonesian Doctor Internship Program at Bhayangkara Hospital Class III, Palu City has been running quite well, but still requires some improvements in terms of efficiency and adequacy of training.

Abstract

Equitable development between the Western and Eastern regions of Indonesia is one of the major challenges in achieving national welfare. The significant development gap between these regions is caused by various factors such as centralized policies, limited infrastructure, and low human resource (HR) quality in Eastern Indonesia. The Western region, particularly Java, is more advanced in many sectors, while the Eastern region, rich in natural resources, is still lagging behind in access to education, health, and infrastructure. Several policies have been implemented by the government to reduce this gap, including the Special Allocation Fund (DAK) and the Regional Autonomy program, but the results remain limited. Therefore, solutions to reduce this gap include optimizing the potential of natural resources in Eastern Indonesia, equitable infrastructure development, and empowering the private sector to invest in the Eastern region. Developing the tourism sector, resource-based industries, and improving HR quality in Eastern Indonesia are also important steps to achieving more equitable development. With the right approach, development disparities can be reduced, enabling Indonesia to achieve inclusive and just development.

Abstract

This study aims to analyze the implementation of the Village Fund Allocation Program (ADK) policy in Muara Lawa District, West Kutai Regency, with a focus on supporting and inhibiting factors. The study used a descriptive qualitative approach with key informants consisting of village heads, village officials, community leaders, and Muara Lawa District officials. The analysis was conducted by referring to the policy implementation theory of Mazmanian and Sabatier which emphasizes three main indicators, namely the characteristics of the problem (tractability of the problem), the ability of the policy to structure the implementation process (ability of statute to structure implementation), and non-policy variables that influence the implementation process (non-statutory variables). The results show that the implementation of ADK in Muara Lawa faces problems of limited human resource capacity, geographical constraints, and weak coordination between actors, even though regulations have provided a clear legal framework. On the other hand, local government support and community participation are important factors supporting program implementation. This study concludes that the effectiveness of ADK implementation requires strengthening the capacity of apparatus, optimizing coordination mechanisms, and increasing community involvement so that the policy truly provides tangible benefits for village development.

Abstract

This study aims to analyze the competency development of State Civil Apparatus (ASN) in the Regional Development Planning, Research, and Development Agency (BappedaLitbang) of West Kutai Regency. The focus of the study is directed at three main indicators, namely competency development planning, implementation of competency development, and competency development evaluation . This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation analysis. Research informants consist of structural officials, functional officials, and implementing staff within the BappedaLitbang environment selected by purposive sampling technique. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña, while data validity testing used triangulation of sources, methods, and member checks. The results of the study indicate that ASN competency development planning in BappedaLitbang West Kutai is not fully based on job analysis and is still constrained by budget constraints. At the implementation stage, the implementation of the training program is not optimal, with only 27% of ASN participating in training according to job requirements, far below the target of 68%. Furthermore, the available training is more general in nature and less relevant to the demands of post-equivalency functional positions. At the evaluation stage, competency development program assessments are still administrative in nature and do not measure the training's impact on performance. This research emphasizes the need for a more contextual, systematic, and sustainable ASN competency development strategy to improve the effectiveness of regional development planning.

Abstract

This study aims to analyze the optimization of work culture through the implementation of the Performance Monitoring System (SI PENA) performance monitoring application in the Fire and Rescue Department of Mahakam Ulu Regency. The background of the study is based on the need for public organizations to improve the effectiveness of apparatus performance through digital innovation that not only functions as a monitoring instrument, but also as a catalyst for work culture change. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and document reviews. Research informants include the Head of Division, Head of General and Personnel Sub-Division, Fire Department staff, and Regional Secretariat officials. The research results show that SI PENA has had a positive impact on the five dimensions of Electronic Performance Monitoring (EPM): purpose, invasiveness, constraints, target control, and synchronicity. This application effectively strengthens transparency, accountability, and real-time reporting synchronization, although it still faces challenges such as limited digital infrastructure and employee psychological resistance due to the feeling of being monitored. From a work culture perspective, SI PENA has been proven to encourage increased discipline, openness, mutual respect, and cooperation among employees. Thus, this application functions not only as a performance monitoring tool, but also as an instrument that strengthens the values of the organization's work culture. The study's conclusions confirm that optimizing work culture through SI PENA requires adaptive policy support, increased staff capacity, and strengthened information technology infrastructure. The practical implications of this research are the need to integrate technology, organizational culture, and leadership to strengthen public sector performance.

Abstract

This community service activity aims to increase the competitiveness of Micro, Small, and Medium Enterprises (MSMEs) in Kotarindau Village through the use of digital systems. Technological developments require MSMEs to adapt to increasingly competitive market changes, particularly in marketing, management, and business administration. Through a socialization program, the community service team provides assistance in the form of training on the use of digital platforms, online marketing strategies, and application-based financial management. The methods used include counseling, live demonstrations, and interactive discussions with MSMEs. The results of the activity indicate an increase in community understanding and skills in utilizing digital technology as a means of promotion, transactions, and business development. Thus, this program is expected to encourage the independence of MSMEs in Kotarindau Village and expand market reach, thereby increasing the competitiveness of local products.

Abstract

Socialization of Increasing Beginner Voter Involvement in the 2024 Election in Sarjo District is a very important thing where the involvement of first-time voters in 2024 is very substantive and a very good support for the success of the upcoming general elections which will give birth to leaders who come from party results bureaucracy, be it presidential election or election for members of DPRRI, DPDRI, Provincial DPRD and Regency/City DPRD. The purpose of carrying out this activity is to find out the strategy that must be carried out in maximizing first-time voters, then the Beginner Voter Management Strategy which is dominated by Generation Z. The targeted outputs of this service are: first, strengthening the understanding of first-time voters through the results of outreach; second, Journal Publication in national service journals; and third, HKI is made to support the University's IKU. The result of this dedication and research is that Beginner Voter Socialization and Education has not been carried out intensively and education about the importance of political participation, rights and responsibilities as citizens, and the election process. Beginner voters must be given a comprehensive understanding of the political system and the impact of their active participation in selecting representatives.

Abstract

Small businesses have an important and significant role in the economy of Sarjo District, as well as a provider of employment. Although they do not face capital problems, small companies face challenges in marketing, workforce, technology, people skills, and networks. This study aims to describe and analyze small businesses in Sarjo District by using a qualitative approach and inductive method, as well as case study and outreach strategies. The focus of this research is aimed at small businesses in Sarjo District and related parties as targets. Data was collected through observation, interviews, document collection, and outreach. Data analysis techniques include data collection, data condensation, and drawing conclusions. The results of the study show that digital marketing strategies for small businesses are not optimal due to limited resource capacity. This is caused by the orientation of business owners who are more focused on production without regard to market opportunities and lack of knowledge in running a business. The lack of follow-up stages such as technical guidance and business assistance in Sarjo District is also an obstacle, especially in personal development through an understanding of digital marketing. Based on the results of field research on small businesses in Sarjo District, it appears that entrepreneurial abilities such as enthusiasm, attitudes, actions, and knowledge in running a business are still weak. Networking is also identified as an important aspect for the survival and resilience of small businesses in the region. Thus, this service aims to provide solutions and education through comprehensive digital marketing training for small and medium business actors and prospective novice entrepreneurs.

Abstract

This research is to determine the effectiveness of the scholarship program for North Morowali Regency students. This analysis uses qualitative research with a descriptive approach. The informants for this research were the Head of the Department and Secretary of the Regional Education and Culture Service of North Morowali Regency, as well as three students who received regional scholarships. Information collection uses information techniques, interviews and documentation. In this research, data analysis uses the data condensation framework, data presentation, and drawing conclusions by Miles and Huberman. Meanwhile, the effectiveness indicators used in this research are Program Success, Target Success, Program Satisfaction, and Input and Output Levels. The conclusion of this research is that of the four indicators, target success has not gone well. The aspect of access to information by students is limited. Meanwhile, the other three indicators based on research have been running effectively.
