Abstract

The food problem in Mentawai has been a polemic since the New Order (Soeharto's government) due to the development program. The FSVA (Food Security and Vulnerability) report shows that Mentawai Islands Regency is the only food-insecure district in West Sumatra Province. This is a dilemma due to the food transition from sago to rice, the resettlement program, and forest destruction caused by timber companies. This research looks at three major areas of the Mentawai Islands: Siberut Island, Sipora Island, and Pagai Island. Through a descriptive approach, 20 informants from the three islands were selected, and interviews, observations, and a literature review were conducted. Data were analyzed step-by-step. The results show that the mission to modernize the Mentawai people has disrupted their food security. The modern development program has changed the living habits of the Mentawai people, especially regarding food. The native food of the Mentawai people switched to rice and was forced to adjust due to the scarcity of sago because the forest has been commercialized into production forests. They were also moved from traditional houses to settlements built by social programs (Resettlement of Terasing Communities). The development program becomes a discourse that binds the facts of domination, reproduction, and socio-politics. Thus, we forget the local wisdom that grows and develops in the Mentawai community about food.

Abstract

The objectives of this study are to examine the implementation of government policies on the empowerment program of Suku Anak Dalam (SAD) related to livelihood assets and to describe the performance of SAD assets in Jambi Province. The study was conducted in 2024. The study location was determined purposively in Dwi Karya Bhakti Village, Pelepat District, Bungo Regency, and Muara Kilis Village, Tebo Tengah District, Tebo Regency, considering that these locations had received various empowerment programs and obtained agricultural land for the SAD community. Respondents were identified through the census, specifically 93 SAD individuals who had been empowered. They were then interviewed, along with the Head of the Service/Secretary of the Food Crops, Horticulture, and Plantation Service of Bungo Regency and Tebo Regency, as well as Tumenggung and SAD Companion Figures. This study used a descriptive analytical approach to describe the implementation of government policies. The livelihood assets were scored using indicators of natural capital, financial capital, social capital, human capital, and physical capital. The research findings indicate that there are no regulations or policies from the Jambi Provincial Regulation regarding SAD assistance, specifically in the agricultural sector, in Bungo and Tebo Regencies. Based on livelihood assets, it is known that the livelihood assets of SAD are not yet optimal. This study highlights the need for maximum assistance that focuses on livelihood assets so that the level of nomadic people in SAD can be overcome and the success of the program, especially in the agricultural sector, can be achieved.

Abstract

Abstract

This research analyzes the impact of decentralization policies on the quality of local public services in the road infrastructure sector and evaluates the role of citizen participation in improving road accessibility in Ermera Municipality, Timor-Leste. Decentralization is viewed as a strategy to enhance service delivery and democratic legitimacy through community involvement, yet its effectiveness is often limited by institutional capacity, fiscal dependence on the central government, and weak citizen participation mechanisms. A qualitative case study approach was employed, with data collected through in-depth interviews with local officials, community leaders, and residents, as well as field observations and document analysis. Thematic analysis was used to process the data, ensuring validity through triangulation. The findings show that while decentralization has increased local government authority in road planning and implementation, fiscal constraints, lack of transparency, and weak coordination limit its effectiveness. Citizen participation has a positive impact on identifying needs and supporting project execution, but it remains largely consultative and insufficiently institutionalized, particularly in monitoring and evaluation. In conclusion, decentralization and citizen participation complement each other in improving local public services. Strengthening the technical and fiscal capacity of local governments and institutionalizing citizen involvement at all stages is crucial for achieving inclusive, responsive, and sustainable road infrastructure. The study offers strategic implications for decentralization reforms in developing countries.
