Abstract

Dioxin/furan is one of the persistent organic pollutants (POPs) that the government and public in Indonesia has not taken care of, as there is currently no policy on reducing dioxin/furan emission, even according to previous research dioxin/furan emission has already high. Steel industries produce dioxin/furan emission that will give negative impact to the people (cancer and death) and environment. The objective of this research was to estimate dioxin/furan emission and to determine factors that influence dioxin/furan emission concentration on the air, especially from steels industries. Methods employed in this research used emission factors to estimate dioxin/furan emission and Gaussian dispersion modeling to estimate emission concentration. The result showed that dioxin/furan emission is 9,38-13,54 gTEQ and it has to be reduced. Production is main factor to contribute dioxin/furan emission to the air. Besides that, emission concentration also depends on temperature, wind speed, height of stacks and radius from the site to the recipient. The conclusion of the research is dioxin/furan emission should be reduced, by means of first or second treatment.

Abstract

The aim of this research is to estimate the value of health degradation caused by nitrogen oxide (NOx) gas as one of the air pollutions in Jakarta Province. The economic growth in urban area may affect lifestyle which will increase the energy demand. Fossil fuel as the main energy emitting some gases to the ambient, one of them is NOx gas. In this research analysis of factors that influenced NOx ambient concentration is based on the socials, economics, and meteorological data from Indonesia Statistics Center (BPS) and Bureau of Meteorology and Geophysics (BMG). The prediction of the cost that has to be paid by the persons who are exposured by NOx gas and will get respiratory symptomps is done by developing the dynamic simulation model. The result of this research is by 2025 the Jakarta residences that will have respiratory symptomps caused by the NOx air pollution should pay about 1 trillion (1012) rupiahs. To reduce this pollutant it is recommended to develop public policies based on the economic and environmental concern.

Abstract

EnglishIndragiri Hilir Regency is one of the coconut production centers in Indonesia and is considered as the main source of income for most of the farmers. However, this Regency has a high percentage of poverty during the past few years in Riau Province. This research aims to analyze the impact of coconut sector development on regional economy, identify the potential of regional losses, and formulate policy options to improve of regional income and to decrease poverty level. Primary and secondary data were analyzed using Social Accounting Matrix, Foster-Greer Thorbecke Poverty Index and descriptive analysis. The result indicates that coconut and its processing activities have high impact on structure of output, gross added value, and employment opportunity. Coconut sector has indicated regional losses, especially at the large-scale processing activity caused by the flow of both employment and capital incomes to other regions. Investment policies amounted to Rp. 50 billion each in coconut sector (Simulation 1), large-scale coconut industry sector (Simulation 2), and household scale industry sector (Simulation 3) could only reduce poverty level at 2.78 percent (for farm household landholding size ranges from 0.00 to1.00 ha), and 5.67 percent (for landholding size more than 1.00 ha). Other household groups have no change in poverty level. Simulation 1 provides higher contribution in improving incomes of production factors and household, respectively at 2.07 and 2.08 percent compared with Simulation 2 and 3. Meanwhile, Simulation 3 contributes the highest impact in increasing income of production sector (about 2.79 percent). IndonesianKabupaten Indragiri Hilir merupakan salah satu sentra produksi kelapa di Indonesia dan sebagian besar peduduknya berusaha di sektor kelapa sebagai mata pencaharian utamanya. Disisi lain, kabupaten ini memiliki persentase penduduk miskin yang tertinggi diantara kabupaten/kota yang ada di Provinsi Riau pada beberapa tahun terakhir. Penelitian ini bertujuan untuk menganalisis dampak pengembangan sektor kelapa terhadap perekonomian wilayah, menganalisis indikasi dan potensi kebocoran wilayah sektor kelapa serta dampaknya terhadap perekonomian wilayah, dan menganalisis opsi kebijakan yang dapat meningkatkan pendapatan dan menurunkan kemiskinan. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder yang dianalisis dengan menggunakan Sistem Neraca Sosial Ekonomi, Indeks kemiskinan Foster-Greer-Thorbecke, dan analisis deskriptif. Hasil penelitian menunjukkan bahwa sektor kelapa dan sektor industri pengolahan kelapa memiliki dampak yang besar terhadap pembentukan output, nilai tambah bruto, dan penyerapan tenaga kerja di Kabupaten Indragiri Hilir. Sektor kelapa mengalami kebocoran wilayah, terutama pada sektor industri pengolahan kelapa skala besar yang disebabkan oleh adanya aliran pendapatan modal dan tenaga kerja yang keluar wilayah. Kebijakan investasi pada sektor kelapa (simulasi 1), sektor industri kelapa skala besar (simulasi 2), dan sektor industri kelapa skala rumah tangga (simulasi 3) masing-masing 50 milyar rupiah hanya mampu menurunkan kemiskinan sebesar 2,8 persen untuk rumah tangga petani yang memiliki lahan 0,00-1,00 ha, dan 5,67 persen untuk rumah tangga petani yang memiliki lahan > 100 ha. Disisi lain, pada kelompok rumah tangga lainnya tidak mengalami penurunan kemiskinan. Simulasi 1 memberikan kontribusi yang lebih besar dalam peningkatkan pendapatan faktor produksi dan pendapatan rumah tangga, yaitu 2,07 persen dan 2,08 persen dibandingkan simulai 2 dan 3. Sedangkan simulasi 3 memiliki dampak yang tertingi dalam meningkatkan pendapatan pada sektor produksi yaitu sebesar 2,79 persen.

Abstract

Program kredit tebu rakyat melalui kemitraan terutama upaya untuk meningkatkan produksi tebu dengan penyediaan kredit untuk sarana produksi. Tujuan penelitian ini adalah untuk mengetahui keuntungan pro-duksi tebu rakyat dengan bantuan kredit dan menjelaskan faktor-faktor yang mempengaruhi keuntungan produksi tebu. Penelitian ini menggunakan data selama satu musim tanam 2013/2014. Pengambilan sampel dilakukan secara purposive, dengan kriteria (1) petani tebu rakyat yang memperoleh kredit KKP-E; (2) luasan lahan >1,0 ha dan jumlah sampel ditentukan secara quota sampling sebanyak 30 orang. Kuesioner terstruktur digunakan untuk mengumpulkan data produksi dan pendapatan petani, didukung dengan data sekunder. Statistik deskriptif seperti rata-rata, standar deviasi, nilai minimum, dan maksimum digunakan dalam analisis data. Analisis benefit dan cost digunakan untuk menghitung keuntungan, sementara analisis regresi linier berganda digunakan dalam mengidentifikasi faktor-faktor yang mempengaruhi keuntungan per hektar. Hasil penelitian menunjukkan bahwa keuntungan rata-rata per hektar sebesar Rp12.400.000,00. Variabel luas lahan, rendemen, umur, pendidikan, biaya pupuk per hektar, dan biaya tenaga kerja per hektar secara signifikan (p<0,01) mempengaruhi keuntungan petani tebu rakyat kredit di daerah penelitian. Hal ini memberikan gambaran bahwa petani tebu yang mengakses kredit KKP-E untuk pinjaman permodalan dalam usaha tani berupa sarana produksinya dapat meningkatkan produksi dan berdampak terhadap keuntungan produksi tebu per hektar. Financial aid for smallholder sugarcane farmers through partnership program is mainly for production means.  This research is aimed to determine the farmers’ profit of one hectare sugarcane production and to explain factors that affect the profit.  This study used data of 2013/2014 sugarcane planting season.  Samplings were taken purposively with criteria: (1) the farmers received KKP-E credit scheme, (2) the land ownership was >1.0 ha, and the number of samples were determined using quota sampling for 30 farmers. Structured questioners were used to collect data on production and income of the farmers, which were also supported by secondary data. Description statistics such as means, standard deviation, minimum, and maximum values were used for data analyses.  Benefit and cost analysis were used to calculate the profits, while the multiple linear regression analysis is used to identify the factors that affect the profit per hectare. The results showed that favorable circumstances with the average profit per hectare were Rp12,400,000.00. The variables: land area, yield, farmers’ age and education, the cost of fertilizer and labor per hectare affected significantly (p<0.01) to the farmers profit. This study showed that farmers who have access to KKP-E credit scheme for loan capital in the form of farm production facilities could increase production and had impact on profit.

EnglishRapid development on Ciliwung watershed converts farmland to other uses causing decreased catchment area and flood. Flood occurrence on Ciliwung watershed indicates that current land use planning is not in accordance with its carrying capacity. Currently, most of the policies issued to manage watershed are dominated by structural approach. Moreover, land use planning often leads regional and sectoral conflicts. Based on a literature study, a non-structural approach should be done prior to a structural approach. Land use planning using an institutional approach is part of a non-structural approach. An institutional approach in managing Ciliwung watershed could be based on Ostrom’s Institutional Analysis and Development (IAD). Payment mechanism for environmental services and compensation can be carried out through the operation and maintenance of irrigation and watershed management simultaneously. Good watershed quality is able prevent flood incidence and to guarantee continuity of irrigation water supply resulting in farming productivity improvement. Optimum allocation of Ciliwung watershed can be achieved by accommodating both conservation and economic requirements simultaneously. Effective institutional interaction is the appropriate way to ensure implementation of integrated watershed management.  IndonesianPembangunan yang sangat pesat di Daerah Aliran Sungai Ciliwung mendorong terjadinya konversi lahan pertanian menjadi lahan terbangun. Hal ini menyebabkan berkurangnya daerah resapan air sehingga terjadi banjir. Banjir tersebut merupakan indikasi bahwa tata ruang saat ini tidak sesuai dengan daya dukung wilayah. Selama ini, kebijakan pemerintah untuk penyelesaian pengelolaan kawasan DAS lebih didominasi oleh penyelesaian secara struktural. Selain itu, perencanaan penataan ruang yang telah disusun seringkali menimbulkan adanya konflik sektoral dan kewilayahan. Melalui studi literatur, dapat diketahui bahwa pendekatan yang bersifat nonstruktural harus dilakukan terlebih dahulu sebelum pendekatan struktural. Penataan ruang menggunakan pendekatan kelembagaan merupakan bagian dari pendekatan nonstruktural. Pendekatan kelembagaan dalam pengelolaan kawasan DAS Ciliwung dapat mengacu pada Ostrom’s Institutional Analysis and Development (IAD). Mekanisme imbal jasa lingkungan dan pemberian kompensasi dapat dilakukan melalui operasi dan pemeliharaan irigasi serta pengelolaan DAS secara bersamaan. Kualitas DAS yang terjaga dengan baik mampu menanggulangi banjir sekaligus menjaga kontinuitas air irigasi sehingga produktivitas usahatani meningkat. Alokasi tata ruang kawasan DAS Ciliwung yang optimum dapat diperoleh dengan mengakomodir kebutuhan konservasi dan ekonomi secara bersamaan. Interaksi kelembagaan yang efektif merupakan langkah yang tepat untuk menjamin implementasi pengelolaan DAS secara terpadu.

Abstract

The sustainability in the integrated human and nature systems or social–ecological systems(SES) of reef fishery needs attention, because the livelihood of many coastal communities is dependentupon it. Likewise, coral reef ecosystem is important marine resource as a source of biodiversity, aspawning aggregation for various reef fish and biota. However, coral reef ecosystem in South Sulawesihas been pressured by reef-related fishing activities, which include destructive practices of bomb andpoison fishing.This study assesses the condition of fishery sustainability in five selected small islands situated inTaka Bonerate Marine National Park and Spermonde Archipelago, South Sulawesi. Multi-criteriaanalysis (MCA) is used as a decision-making tool to analyze and evaluate multiple indicators under aparticipatory group decision-making environment (Mendoza and Prabhu 2004). Four variable criteriaof sustainability indicators are included, namely ecological-criterion indicators, economic-criterionindicators, social-criterion indicators, and institutional-criterion indicators. The result of theassessment is analyzed with the state of coral reef and the state of destructive fishery in the area.

Abstract

Regional Development encompasses many aspect of economic, social, and environmental attributes. In the context of developing country, the decision to fulfill these attributes are often hindered by lack of clear development scenarios and constraints. This study is an attempt to capture the complexity of decision makers for regional development scenarios using imprecise decision modeling (IDM) by incorporating imprecise information and uncertainties. A series of social, economic and environmental criteria based on agreement from multi stakeholders dialogues were developed along with four policy development scenarios. Results from such a modeling provides variety of decision alternatives based on probabilities and risk assessment associated with achieving policy objectives.

Abstract

The current trend shows that the growth of suburban area is increasingly massif, both its total areas as well as quantity. However, the phenomenon is not followed with the attention of researchers to conduct the study on it. Even if there is, their attention escape on an important approach in the analysis. Their analysis rests on old theories which assume that the space planning and land just triggered by the company's and household’s behavior. Nonetheless, the fact remains that land use planning involves complex functions of institution. Therefore, this brief article reports the results of a literature review about the condition of suburban areas in Indonesia. The approach is conducted by critical review using institutional analysis to elaborate classical and neoclassical regional economic theories, as well as comparing and synthesizing the literature. To sharpen the argument, I also present the relevant descriptive data. Through institutional perspective, I argue that the real question of land use planning and its development in the suburbs exists beyond land and infrastructure issues.

Abstract

Mangrove forest is one of the important ecosystems in Karimunjawa, Indonesia. It provides a variety of services both ecologically and economically. However, over-exploited activity, such as timber theft, can be threatening the sustainability of mangrove forest in Karimunjawa now and in the future. Thus, the improved management for mangrove forest is necessary to ensure its sustainability, and it is depending on how people value the conservation from economic and environment consideration. This study examines the factors influencing on the willingness to pay (WTP) of respondents for mangrove restoration in Karimunjawa. A total of 502 respondents were interviewed using census method. The method employed is Contingent Valuation Method (CVM)Single Bounded. In CVM, the logit model was defined based on dichotomous choice method to estimate the willingness-to-pay (WTP) randomly with three different starting bid value. Findings showed that local awareness of the importance of the values given by mangroves was popularized among local communities. The findings also indicated that respondents who are higher education and have more income were more likely to pay for the mangrove restoration.

Abstract

Coastal communities are known to prone to vulnerability arising from their nature of work. As they are mostly working as fishermen, natural hazards, isolation and climate variabilities are often constraining their ability to obtain sufficient income to support their livelihood. Hence, finding sustainable alternatives source of income is a sensible way to cope with such uncertainty and vulnerability. Achieving sustainable income, nevertheless, is challenging issue since it is affected by various factors from socio-economic as well as institutional perspectives. This paper is an attempt to assess the issue of alternative livelihood by identifying key variables affecting its sustainability. A MICMAC method was used and key variables from the analysis were then identified to support sustainable alternative livelihood in the communities. Lessons learned were also drawn from this study for policy makers and fisheries authorities in the regions.
