Abstract

The development of the marine tourism sector in conservation areas creates a dilemma in its management. When economic interests are prioritized, it will have a negative impact on ecological aspects, so it is necessary to have a balance between environmental conservation activities and tourist activities. Therefore, the purpose of this study is to design a sustainable tourist allocation management model in conservation areas and the optimal economic value of each dive tourism site. The results of the analysis of the carrying capacity of the area per dive location point are then analyzed using dynamic models to predict the growth in tourism demand and supply, so that the economic value of each dive tourism site can be known. The results of the analysis show that not all conservation areas are suitable for diving tourism sites and appropriate locations have varying carrying capacities, depending on the area of the area. The number of offers from each dive tourism location some are more than the capacity and some are still below the capacity, so that in order to achieve sustainable diving tourism management, the allocation of requests is carried out proportionally and does not exceed the level of the area's carrying capacity (supply).

Abstract

The COVID-19 pandemic has a major impact on all business sectors, this can be evidenced by the soaring number of layoffs and cuts in labor wages in various companies. Ida Fauziyah (2021) stated that Indonesia's unemployment rate during the Covid-19 pandemic increased 4.9% to 7% or 9.7 million people. Therefore, business actors need to make effective and efficient business policies, including the Human Resource Department, which has the task of making employment policies within the company effectively and efficiently. The compensation system, work discipline, and work motivation are some of the urgent tasks of HRD during this COVID-19 pandemic. At PT. Borwita Citra Prima there are phenomena that indicate that the courier at the company is suspected of lacking good work motivation, from some of the data collected it is suspected that the source of the problem is the compensation system and work discipline of the courier in the company. On this basis, the researcher aims to obtain information about the effect of the compensation system and work discipline on the work motivation of couriers at PT. Borwita Citra Prima Surabaya. This study uses primary data obtained from respondents' answers (all couriers) in the company. To meet the research objectives, the researchers distributed a total of 60 questionnaires. Regarding the analysis, the researcher used the partial least square method with the help of PLS ​​software. From this research, two conclusions are obtained, the first is that the compensation system affects work motivation significantly (positively) with path coefficients of 0.270074, and the T-statistic value of 3.104459. The second is that work discipline affects work motivation significantly (positively) with path coefficients of 0.565998, and a T-statistic value of 7.515237.

Abstract

One of the potency for development of Sangihe Islands is sea and the availability of fish resources which is relatively high, both in terms of quantity and diversity. One of the fish types with high quantity in this area are pelagic fish group. This research aims to analyze the management of small pelagic fishing in order to maintain its sustainability. The research result indicate that the average sustainable production of the small pelagic for 20 years (1988-2007) observation was 3,128.45 tons/year. Depreciation value has reduced the rents value received by fishermen. With the method of the present value, the revenues from the market at discount rate of 15% should be Rp 274.97 billion. However, due to depreciation, the amount received just Rp 118.59 billion only. For the optimal and sustainable fisheries management, the effort level for small pelagic capture should be 5,342 trips/year at discount rate of 15%. To maintain the sustainability, the level should be lowered down around 46% from the present level in small pelagic management. Keywords : Sangihe archipelago, CYP, MAPLE, development of the small pelagic fishes

Abstract

Sustainability is not only measured by the ecological aspect, but also  the economic and social aspects. In the Taman Wisata Perairan (Tourism Waters Park) of Gili Indah Village, there are 26 dive sites. In this study only used 12 point dive as study locations. Each locations have different economic value and different appeal. The purpose of this study was to analyze the economic capacity of sustainable water tourism area based on carrying capacity. Data analysis using combination of analysis between the carrying capacity of area and analysis of the economic value of the water area. The results showed that the total area of 9.404 ha of areas devoted to diving tourism, it can accommodate the number of tourist as much as 112.850 people per year, or as many as 3.762 people per day. While the existing condition indicates that the total number of visitors who made a dive as much as 15.467 people with the frequency of dives as much as 35.717 dives per year spread across the 12 point dive sites. Each rating average dives twice a day. Economic capacity based on frequency of dives amounted to 132.3 billion rupiah per year.Keywords: Water Tourism, Carrying Capacity, Economic Capacity, Sustainability

Abstract

Agricultural quarantine is the forefront of Indonesia’s natural biodiversity and technical barrier in agricultural    commodities trade. This study aimed to analyze the user behavior of service users in utilizing agricultural quarantine services in relation to supporting the protection of natural resources biodiversity. This study used primary data, with purpossive random sampling as the sampling technique. Multiple regression analysis, Customer Satisfaction Index (CSI), and Structural Equation Modelling(SEM) were carried on this study. Through CSI calculation obtains the CSI value is 78.26% at satisfied range.The result of multiple re-gression analysis test indicated that emphaty, responsiveness, reliability, assurance, and tangible have    significant influence to service user satisfaction. Hypothesis testing using SEM so that it is known that the perception and service quality have significant influence on user behavior characterized by participation and compliance level. By knowing the level of participation and compli-ance of service users is useful in determining and formulating strategies to increase protection of natural resources biodiversity through quarantine action.

Abstract

Penelitian ini bertujuan untuk menganalisis kendala dan peluang untuk pengelolaan Wisata Konservasi Orangutan Bukit Lawang (WKOB) dan merumuskan strategi kebijakan alternatif dalam mengatasi kendala dalam mengelola WKOB. Metode penelitian menggunakan pendekatan sistem dengan melibatkan ahli pariwisata konservasi orangutan, ahli kehutanan, praktisi pariwisata, manajer WKOB dan orang-orang kunci yang berpengaruh terkait dengan tema penelitian. Analisis data didasarkan pada identifikasi para ahli menggunakan metode analisis Interpretative Structural Modelling (ISM) untuk analisis kendala dalam pengelolaan dan merumuskan kelembagaan dan Analitical Hierarchy Process (AHP) untuk menyusun strategi pengelolaan. Hasil penelitian menunjukkan nilai ekonomi kawasan konservasi Orangutan di Bukit Lawang adalah sebesar Rp. 1,721,082,350 yang menggambarkan nilai manfaat langsung, tidak langsung dan efek pengganda. Hasil analisis biaya manfaat menghasilkan NPV positif setelah tahun ke 10 NPV sebesar Rp. 1,880,508,946.76 dan IRR yang diperoleh sebesar 20.2% lebih tinggi dari suku bunga bank saat ini serta BCR sebesar 1.84 (di atas 1) sehingga investasi pada WKOB secara finansial dikatakan layak untuk, diterapkan. Kendala utama dalam pengelolaan WKOB adalah (a) Belum terintegrasinya retribusi dan tarif masuk, (b) Buruknya infrastruktur menuju WKOB, (c) Kurangnya sarana dan prasarana serta fasilitas dan (d) Banyaknya pintu masuk. Alternatif strategi kebijakan dalam mengatasi kendala pengelolaan WKOB adalah Pengelolaan wisata terintegrasi dan profesional dengan bobot sebesar 0.419 (41.9%) artinya alternatif utama yang dilakukan untuk mengelola WKOB adalah dengan cara pengelolaan wisata yang terintegrasi dan dijalankan secara profesional. Alternatif selanjutnya adalah melakukan pembinaan dan pemberdayaan masyarakat/wisatawan dengan bobot sebesar 0.263 (26.3%), alternatif yang ketiga adalah penyediaan infrastruktur, sarpras dan fasilitas dengan bobot sebesar 0.160 (16%), sedangkan alternatif keempat dan kelima adalah promosi wisata dan penyebaran informasi (0.097) dan pengembangan atraksi dan produk (0.062).

Abstract

Ketimpangan ekonomi antar wilayah pulau utama di Indonesia merupakan sesuatu yang secara alamiah akan terjadi. Hal ini karena, sebagai negara  epulauan, Indonesia memiliki enam wilayah pulau utama dengan karakteristik yang berbeda, yang tentunya akan menyebabkan pola pembangunan dan tingkat kemampuan tumbuh yang berbeda pula. Penelitian ini bertujuan: (1) Menganalisis tendensi proses konvergensi ekonomi antar wilayah pulau utama, dan; (2) Menduga faktor penentu pertumbuhan ekonomi wilayah pulau utama dan konrtibusinya terhadap tendensi konvergensi. Penelitian dilakukan menggunakan unit analisis wilayah pulau utama dan data sekunder periode 1985-2010 yang dianalisis dengan pendekatan ekonometrika model data panel. Hasil penelitian mununjukkan bahwa tendensi proses konvergensi ekonomi wilayah pulau utama di Indonesia selama periode analisis telah terjadi namun berlangsung lambat dengan kecepatan konvergensi ekonomi sebesar 3,22-8,50% per tahun (secara kondisional). Berdasarkan model fixed-effect, peubah modal fisik dan modal manusia berpengaruh positif terhadap tingkat pertumbuhan PDRB per kapita kondisi mapan. Sementara peubah resultan dari pertumbuhan penduduk dan penyusutan modal berpengaruh negatif terhadap tingkat pertumbuhan PDRB per kapita kondisi mapan. Dengan mengontrol peubah-peubah penentu pertumbuhan ekonomi, mampu mendorong kecepatan tendensi proses konvergensi meningkat sebesar 1,56-4,75% per tahun dengan half-life time 10,34-31,76 tahun. Hal ini berarti bahwa untuk mempercepat konvergensi ekonomi antar wilayah utama Indonesia dibutuhkan peningkatan modal fisik dan modal manusia yang terdistribusi secara lebih merata, dan diikuti pengendalian pertumbuhan penduduk dan penyusutan modal. Mengingat bahwa wilayah pulau utama di Indonesia memiliki sumberdaya kelautan yang besar, maka kebijakan untuk mempercepat konvergensi tersebut perlu diimplementasikan dengan mempertimbangkan peran kelautan yang disinergikan dengan upaya meningkatkan interrelasi (konektivitas) sektoral dan spasial antar wilayah di Indonesia. Title: Tendency of Convergence Process and Determinant of Economic Growth of Main Island Regions in Indonesia, 1985-2010The economic disparity among the main island regions in Indonesia is a natural occurrence. Due to the fact that, as an archipelago, Indonesia is consisted of six main island regions, each with its own indigenous characteristic, thus generating different development patterns and different developing abilities. Therefore, a research has been done to: (1) Analyze the tendency of economic convergenceprocess among the main island regions; and (2) Estimate the determinant factors of economic growth within the main island regions, as well as their contributions toward the convergence tendency. The research was conducted with the main island regions as the analysis unit, and secondary data covering a 25 years period, spanning from 1985 to 2010. The data acquired were analyzed using a data panel  econometric model. The analysis resulted in a finding that there has been a convergence tendency among the main island regions in Indonesia during the period analyzed. The economic convergence rate found was considered low with an estimated rateper annum of 3,22%-8,5% (Conditionally). Based  on the fixed effect model, both physical and human capitals were the variables which positively affecting the growth of the steady state per capita Regional Gross Domestic Product. While population growth and capital depreciation were the variables which negatively affecting the growth of the steady state per capita Regional Gross Domestic Product. The simulation done using the model developed showed that by controling the previously mentioned economic growth determinant factors, it was possible to induce faster convergence process tendency per annum rate to 1,56%-4,75%, with reduced half-life time to 10,24-31,76 years. Therefore, a faster regional economic convergence would require more physical and human capital to be distributed evenly among the main island regions, while constraining population growth and capital depreciation. Considering that each main island region owns a relatively abundant marine resource, therefore the convergence rate inducing policy should be implemented by pushing the role of marine sectors, while strengthening the sectoral and spatial connectivity among regions in Indonesia.

Abstract

Kuantitas produksi udang tambak Indonesia meningkat signifikan dalam dua dekade terakhir, dari 97,2 ribu ton tahun 1989 menjadi 352 ribu ton tahun 2010, dengan puncaknya 409 ribu ton pada tahun 2008. Studi ini bertujuan untuk menganalisis kinerja produktivitas tambak udang dan mengetahui faktor-faktor yang mempengaruhi TFP menggunakan pendekatan angka Indeks Tornqvist Theil. Hasil studi menunjukkan bahwa pertumbuhan udang tambak Indonesia periode 1989-2008 lebih karena pertumbuhan input/faktor produksi bukan karena pertumbuhan TFP. TFP berfluktuasi disebabkan belum berhasil diatasinya permasalahan penyakit. Hasil konfirmasi pada tingkat lapang menggunakan data primer dari 163 petak tambak menunjukkan bahwa serangan penyakit berpengaruh negatif dan signifikan terhadap TFP. Intensifikasi, benur bersertifkat, dan lamanya pendidikan berkorelasi positif, akan tetapi kondisi riil Indonesia berbeda yaitu mayoritas tambak dikelola secara non intensif. Studi ini juga menunjukkan bahwa luas pengusahaan dan sistem kerjasama antara pembudidaya dengan lembaga pemasaran lainnya berpengaruh negatif terhadap TFP. Terkait dengan hal itu, pemerintah perlu memprioritaskan meningkatkan produktivitas dengan mengatasi serangan penyakit melalui penambahan anggaran riset bidang penyakit, penyediaan benur bermutu, peningkatan sumber daya manusia (SDM). Selain itu, diperlukan regulasi dalam hal pengaturan pola tanam dengan penggantian species yang dapat memutus rantai penyakit. Disamping itu, direkomendasikan agar mengurangi padat penebaran. Tittle: Productivity Performance and Factors Influencing to the Total Factor Productivity (TFP) of Indonesia Shrimp Cultured.Production of Indonesian shrimp cultured has experienced a remendeous growth during the last two decades with its peak performance at 409 metric tons in the year of 2008. The objective of this research was to analyze productivity performance of Indonesian shrimp cultured using the Tornqvist Theil Index and its determinants. Results showed that source of growth was mainly due to input gowth. TFP fluctuations were mainly because of disease outbreaks. Using field data comprises a total of 163 ponds confirm that disease outbreaks plays an important role in lowering TFP. Intensification, fry certification, and education halved a positive correlation with TFP. However, the Indonesian shrimp farmers in majority cultured the shrimps using traditional system. On the other hand, cooperation between farmers and other marketing institution and total pond area show a negative effects on achieving higher TFP. Therefore, the government could improve farmed shrimp productivity through increasing research budget on diseases, improving seed quality and human resources. The government should also put a priority regulation on changing cropping system accompanied by changing shrimp species cultured so that carrier agents of diseases can be broken. Apart from these, lowering stocking density was also suggested.

Abstract

Terdapat pandangan secara global mengenai status sebagai nelayan yang diidentikkan dengan kemiskinan, suatu pandangan yang sejalan dengan beberapa hasil penelitian di Indonesia. Produksi perikanan tangkap laut di Provinsi Jawa Barat relatif besar secara nasional. Produksi perikanan demersal berkontribusi sebesar 34,52% dari total produksi pada tahun 2017. Hasil produksi ini diperoleh dari aktivitas nelayan Provinsi Jawa Barat yang berada di WPP-712 dan di WPP-573. Tujuan pengelolaan perikanan, baik dari sisi ekonomi maupun dari sisi pemerintahan adalah untuk menyejahterakan pelaku usahanya. Indikator yang saat ini digunakan untuk mengukur kesejahteraan nelayan adalah Nilai Tukar Nelayan (NTN). Nilai tersebut untuk Provinsi Jawa Barat adalah 105,06 pada tahun 2014, dan 113,02 pada tahun 2017. Besaran tersebut menunjukkan bahwa secara keseluruhan nelayan di Provinsi Jawa Barat adalah sejahtera. Di sisi lain, konsep NTN tidak menunjukkan bahwa biaya yang dikeluarkan adalah biaya korbanan (opportunity cost), dan tidak mengakomodir konsep time value of money. Melihat kondisi ini maka pertanyaan yang ditimbulkan adalah apakah nelayan di Provinsi Jawa Barat masih sejahtera apabila dilihat melalui indikator lain selain NTN. Tujuan penelitian ini adalah menganalisis kesejahteraan nelayan perikanan demersal di Provinsi Jawa Barat menggunakan Surplus Produsen sebagai alat ukurnya. Hasil penelitian menunjukkan bahwa secara rata – rata, Surplus Produsen terbesar yang dialami nelayan yang berada di Laut Jawa adalah sebesar Rp3.897.109.483.225,20 pada discount rate 10%, dan nelayan di Samudra Hindia sebesar Rp104.452.115.805,11 pada discount rate 20%. Besaran discount rate tidak seiring dengan peningkatan Surplus Produsen. Perbandingan besaran Surplus Produsen dengan Angka Kemiskinan menunjukkan bahwa nelayan di Laut Jawa tidak dapat dikategorikan sebagai miskin, namun mereka yang berada di Samudra Hindia masih berada tepat di atas garis kemiskinan. Hal ini suatu hasil yang sedikit berbeda dibandingkan dengan angka NTN. Penelitian ini merekomendasikan penggunaan variabel Surplus Produsen sebagai komplemen bagi Nilai Tukar Nelayan sebagai ukuran kesejahteraan nelayan.Title:  Producer Surplus Of Demersal Fisheries in West Java Province With Various Discount Rate ValuesThere is a global view of status as a fishers who is identified with poverty, a view that is in line with several research results in Indonesia. Marine capture fisheries production in West Java Province is nationally relatively large. Demersal fisheries production contributed 34.52% of total production in 2017. This production result was obtained from the activities of fishers in West Java Province of WPP-712 and in WPP-573. The purpose of fisheries management, both from an economic perspective and from a government perspective, is the welfare of business actors. The indicator currently used to measure fishers’s welfare is in terms of fishers term of trade index (NTN). The value for West Java Province was 105.06 in 2014, and 113.02 in 2017. This figure shows that overall fishers in West Java Province are prosperous. On the other hand, the NTN concept does not indicate that the costs incurred are opportunity costs, and does not accommodate the time value of money concept. Seeing this condition, the question raised is whether fishers in West Java Province are still prosperous when viewed through other indicators other than NTN. The purpose of this study was to analyze the welfare of demersal fishers in West Java Province using Producer Surplus as a measuring tool. Results show that on average, the largest producer surplus experienced by fishers in the Java Sea is Rp. 3,897,109,483,225.20 at a discount rate of 10%, and fishers in the Indian Ocean are Rp. 104,452.115,805.11 at a discount. 20% rate. The discount rate is not in line with the increase in Producer Surplus. Comparison of the Producer Surplus with the Poverty Figure shows that fishers in the Java Sea cannot be categorized as poor, but those in the Indian Ocean are still just above the poverty line. This is a slightly different result compared to the NTN figure. This study recommends the use of the Producer Surplus variable as a complement to the Fishers Exchange Rate as a measure of fishers’s welfare.

Abstract

Perkembangan produksi perikanan di Pelabuhan Perikanan Nusantara (PPN) Pelabuhan Ratu secara total mengalami peningkatan lebih dari dua kali lipat pada periode 2002 sampai 2013. Peningkatan produksi hanya terjadi pada armada Kapal Motor (KM) dengan armada lebih 5 GT, sedangkan produksi ikan dari Perahu Motor Tempel (PMT) dengan armada kurang dari 5 GT mengalami penurunan tajam. Pada tahun 2013 share produksi ikan dari KM sebesar lebih 95 % sedangkan produksi ikan dari PMT kurang dari 5 %. Kondisi ini mengakibatkan ketidakseimbangan dalam alokasi sumber daya. Tujuan penelitian untuk mengetahui faktor produktivitas total dan indeks ketidakstabilan pada perikanan tangkap. Penelitian dilakukan pada bulan Agustus – Desember 2014 di Pelabuhan Ratu, Jawa Barat. Teknik analisis menggunakan pendekatan Data Envelopment Analysis (DEA) dan Coppock Index Instability (CII). Data yang digunakan adalah data time series statistik PPN Pelabuhan Ratu. Hasil analisis yang diperoleh menunjukkan bahwa sebagian besar armada telah mencapai tingkat efisiesni (nilai efisiensi=1); sedangkan perubahan total faktor produktivitas mengalami fluktuasi yang tajam (berada dikuadran III) pertumbuhan tinggi disertai ketidakpastian yang tinggi, mengindikasikan terjadi ketidakstabilan. Kondisi ini mengindikasikan terjadinya persaingan yang ketat diantara pelaku usaha sehingga menyebabkan terjadinya over-fishing dan over-capasity. Oleh karena itu diperlukan kebijakan untuk dapat mengurangi ketidakstabilan dengan cara rasionalisasi armada tangkap terutama alat tangkap yang sudah tidak efisien dan pengendalian kapal tuna long line. (Total Factor Productivity And Instability Index Of Marine Capture Fisheries: Case in Pelabuhan Ratu, West Java)Fishery production at the Nusantara Fishery Harbour in Pelabuan Ratu increases more than double of production from 2002 to 2013. The increase was only occured for number of marine inboard motor size more than 5 GT, while marine outboard motor size less than 5 GT experienced a sharp decrease. In 2013 the production share of marine inboard motor was more than 95 per cent, while the production share of marine outboard motor was less than 5 per cent. This condition had an impact on imbalaced resource allocation. The applied policy was formulated for fishery management in Pelabuhan Ratu based on information of efficiency, productivity change, and instability index. The analysis was done by using Data Envelopment Analysis (DEA) and Coppock Index Instability (CII) approaches. The result showed that most of big boats (more than 5 GT) have been efficient (efficiency value=1), while total productivity factor fluctuated sharply and indicated instability of production. Coppock Index Instability and growth index showed that most of conditions were on positive growth stage with high level of instability. This conditon caused tight competition among businessmen leading to over fishing and over capacity. A policy is needed to reduce instability by rationalizing capturing boat, especially the infficient ones and to controlling tuna long line vessel.
