AbstractThis article describes the existence of local media, discourse of media information dissemination, and implication of construction of reality in local media. Furthermore, this article contributes in study about top down communication and bottom up communication in rural development, especially in Yogyakarta, Indonesia. The change of development paradigm in the world has involved the communication development shift after 1970. The old model of communication development have been rising since the implementation of modernization in the third world. With the pattern of trickle down effect, communication model have been designed as the linier communication process. Nowadays, we can learn about the phenomenon: development communication in globalization, human interaction as information society, roles of ICT (Information and Communication Technology), participation of grass root in community development, and more. Because of that reasons the application of linier communication model does not suitable for the communication system in rural development. Therefore the development communication have no relevance with another system in globalization era. Indonesia is a developing countries with many issues of rural development such as the poverty, political intrigue, conflict of interest, disparity of wealthiness, and sovereignity. Huge amount of the rural community in Indonesia should be the consideration in development policies. Local society in Yogyakarta have strong cultural heritage. Information flow in communication development will be an important point of the communication effectiveness. The grass root people in local area need the right informations which are related with the struggle to reach sovereignity. According to the social culture factor, many local media and community media did the construction of media news with local wisdom discourse.Key words: development, development communication, local media, community media, construction of reality, local wisdom.

APIP is an internal government supervisory agency with the strategic function, but its capabilities are still to be improved. Especially the auditor’s competence to prevent and detect fraud. Pusdiklatwas BPKP in supporting the mission of the organization and maintain also enhance the image of the organization, has published a scientific magazine Kampus Pengawasan (KP). The purpose of this study is (1) to test the effect of the use of media magazine KP to change knowledge and attitudes APIP about fraud, (2) test the effect of media usage Magazine KP to the image of the organization, (3) analyze the effect of the characteristics of the reader, the information needs, assess the effectiveness of magazines and selectivity to improve the knowledge and attitudes APIP about fraud and the organization's image. This research uses quasy experimental method with a pretest and posttest nonekuivalen group design. Respondents in this study were 80 auditors from the Inspektorat office throughout Indonesia who are following the training program in Pusdiklatwas BPKP. The research proves that the scientific magazine KP significantly influence the rising effect of the magazine in the form of knowledge and attitudes APIP about fraud but does not significantly affect the organization's image enhancement both image institution and the teacher's image. Other variables that contributed significantly affect the influence of the magazine is characteristic of the reader, the assessment of effectiveness and selectivity while the organization's image is affected by characteristic of the reader.

Farmers welfare needs extra attention from agricultural development stakeholders. SRI's organic rice farming program implemented by the Harapan Dhuafa (Harfa) humanitarian agency in Parigi Village, Saketi Sub-district, Pandeglang District, Banten Province has scored social change agents. The steps taken by Harfa in running the program is through participatory communication approach in the process of adoption of organic rice farming innovation SRI method. The purpose of this study was to identify the characteristics of beneficiary individuals and to analyze the relationship of individual beneficiary characteristics, the intensity of participatory communication, the perception of program benefits and the level of social entrepreneurship, so that participatory communication in the context of social entrepreneurship can be well described in the organic rice farming program SRI. Research results show participative communication in the development of organic rice farming SRI method has a positive impact for the development of social entrepreneurship in Parigi Village. Through intensive participatory communication, the farmers actively engage in dialogue, arguing to reflect the results of the training/field schools in their respective fields. The emergence of individual beneficiary character in organic rice farming in increasing income and also awareness in improving environmental quality and health by producing and consuming organic rice. Based on the analysis using chi square correlation showed that there is no real relationship between the characteristics of individual beneficiaries with the intensity of participatory communication, the perception of program benefits and the level of social entrepreneurship. That is, the characteristics of individual beneficiaries is not a benchmark in an effort to increase organic rice farming methods SRI. Factors that have major influence on the intensity of participatory communication, the perception of program benefits and the level of social entrepreneurship.

Penelitian ini bertujuan untuk mengetahui posisi Program Studi Magister PengembanganIndustri Kecil Menengah (PS MPI) dan penyelenggaraan yang perlu dikembangkan di masa-masamendatang. Since 2012, management of PTPN V Pekanbaru implemented a new system of performance appraisal, named Competency-Based Performance Management (CBPM) for replaced the earlier system. The difference between CBPM and the earlier system is CBPM use a set of measured performance indicator, while in the old system, performance appraisal done by graphic rating scale method. One of performance appraisal effectiveness indicator is organizational justice on performance appraisal. The purpose of this study is to analyze organizational justice in performance appraisal and their influence on satisfaction toward performance appraisal and employee’s performance. Data collected from 196 respondents from managerial employee by a set of online questionnaire with purposive sampling’s technique. Descriptive analysis carried out by mean value’s analysis and range’s criteria analysis. Hypothesis testing has done by Structural Equation Modelling-Partial Least Square (SEM-PLS) analysis. The descriptive analysis shows that organizational justice in the performance appraisal had run well and the employees had satisfied toward the performance appraisal. SEM-PLS analysis shows that organizational justice in performance appraisal effect to satisfaction of performance appraisal and employee’s performance significantly. Satisfaction toward performance appraisal does not play a role in mediating the influence of justice in the performance appraisal to employee performance

Perwiratama Group is one of the companies in the business industry that must compete with another company in the same segmentation. One way to compete is by knowing the factors of job satisfaction and employee engagement at Perwiratama Group. These variables are job satisfaction factors and employee engagement. Respondents of this study were 84 employees of Perwiratama Group in four business units. The research method used is multiple linear regression. The result of this study shows that job satisfaction variable on work, job satisfaction on salary, and job satisfaction on co-workers influence employee engagement variables. While job satisfaction variables on promotion and job satisfaction on supervision of employee engagement variables have no effect. Adjusted R Square results are 0.431 or 43.1%. This value shows that the variables of job satisfaction factors (job satisfaction at work, job satisfaction on salary, job satisfaction on promotion, supervision of job satisfaction, and job satisfaction on colleagues) affect employee engagement variables at Perwiratama Group by 43.1%, while the rest is influenced by other factors not examined in this study.

ABSTRAK: Air Minum Dalam Kemasan (AMDK) merupakan komoditi SNI wajib, perusahaan harus memperoleh sertifikat produk penggunaan tanda SNI (SPPT SNI) dari Lembaga Sertifikasi Produk (LS Pro) yang salah satu syaratnya harus menerapkan Sistem Manajemen Mutu (SMM) Pangan. Tujuan penelitian ini melakukan evaluasi penerapan SMM Pangan IKM AMDK LSPro X menggunakan model traffic light system. Hasil penelitian diperoleh zonasi secara umum yaitu 35% perusahaan berada pada zona hijau, artinya sudah siap dan baik dalam penerapan SMM Pangan, 19% berada di zona kuning, perlu peningkatan dan 46% berada pada zona merah, penerapan SMM Pangan perlu diperbaiki. Zonasi sesuai wilayah yaitu Jawa Barat, DKI Jakarta, dan Banten dengan persentase hampir seimbang antara merah dan hijau, sedangkan Jawa Tengah dan Jawa Timur lebih banyak di zona merah, Sulawesi, Bali, Nusa Tenggara, dan Papua lebih banyak zona kuning, dan Sumatera Kalimantan seimbang antara zona merah dan kuning. Zonasi sesuai skala industri, hasil penelitian menunjukkan industri besar memiliki persentase dominan sebesar 83,33% berada pada zona hijau, industri menengah 54% zona hijau, sementara industri kecil memiliki persentase 76,47% berada di zona merah. Aspek Penerapan SMM Pangan AMDK secara umum masih perlu ditingkatkan pada aspek Perencanaan (klausul 6), penerapan GMP, dan aspek dukungan/ supporting (klausul 7) ISO 9001:2015.Kata kunci: AMDK, FQMS, SPPT SNI, traffic light system, zonasiABSTRACT: Bottled Drinking Water (AMDK) is a mandatory SNI, companies must obtain product certificate for SNI marking from the Product Certification Body (LS Pro) and must be applied the Food Quality Management System (FQMS). This study aimed to evaluate the application of FQMS for small medium industries of AMDK on LSPro X using the traffic light system. The results of the study are 35% of companies in the green zone, means the companies were applied the FQMS well. 19% are in the yellow zone, need few improvements, and 46% are in the red zone, needs several improvements. West Java, Jakarta and Banten have a nearly balanced percentage between red and green. Central Java and East Java have more companies in the red zone, Sulawesi, Bali, Nusa Tenggara, and Papua have more companies in yellow zones, and Sumatra Kalimantan balanced between the red and yellow zones. The large industries 83.33% in the green zone, medium industries 54% in the green zone, small industries 76.47% in the red zone. The application of FQMS in bottled drinking water small medium industries still need to be improved in the aspects of Planning (clause 6), application of GMP, and aspects of support (clause 7) ISO 9001:2015.Keywords: bottled drinking water, FQMS, mandatory SNI, traffic light system, zoning

As Indonesian government endorse of growing creative economy, it also relates to the Information and Communication Technology (ICT) which is growing rapidly in Indonesia. The ICT is used by many people in rural area, especially at coastal area. At coastal area most women work for helping the family income. They produce the fish production. Thus it leads to their creativity in producing new product from fish. This creativity should be enforce by utilizing the ICT in particular for enlarging the market. The case from women in Indramayu District specifically in Indramayu sub-district, a coastal area, becomes locus for this research. This paper examines how women at coastal area produce the fish production becoming a creative economy and how they use the internet? The qualitative research is applied in this research. The result show that most women do not really use the internet, only a few of them utilize the internet to market their product by using social media. In conclusion, ICT cannot be applied maximally in Indramayu except the women are obtaining the media literacy.

Penelitian ini mendeskripsikan tentang pemaknaan ritual Rion-rion dan Orom Sasadu dalam praktik budi daya padi ladang suku Sahu Jio Tala’i Padusua di Kabupaten Halmahera Barat, sebagai bentuk komunikasi ritual. Paradigma yang digunakan adalah konstruktivisme dengan pendekatan kualitatif dan metode etnografi komunikasi. Pengamatan, wawancara dan dokumentasi merupakan teknik pengumpulan data pada saat ritual budi daya padi ladang Rion-rion dan Orom Sasadu dilakukan. Informan penelitian ini berasal dari petani padi ladang suku Sahu di Desa Worat-Worat dan Desa Cempaka Kabupaten Halmahera Barat, kepala desa, ketua adat, tokoh perempuan, tokoh masyarakat dan tokoh pemuda pada kedua desa tersebut. Data dianalisis dengan mereduksi, menyajikan data dan menarik kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa walaupun mulai tergerus oleh perkembangan peradaban, tetapi ritual budi daya padi ladang Rion-rion dan Orom Sasadu masih dimaknai dan dilestarikan oleh suku Sahu Jio Tala’i Padusua sebagai identitas budaya, karena memiliki nilai-nilai historis, budaya dan simbolis pangan pokok.

The purpose of this study is to analyze the credit risk of housing finance with the scheme of Liquidity Facility of Housing Finance and to find out the management and control of the credit risk of housing finance with the scheme of FLPP at Bank BTN. Credit risk measurement uses the Credit Risk+ method and obtains the alternative of credit risk control strategy using the Analytical Hierarchy Process(AHP). The result of calculation of the credit risk with the Credit Risk+ method shows the value of VaR for March 2013 of Rp 2,450 million or 9.38% of the total credit and it is based on the testing of the validity with the back testing method and the calculation of potential losses with the method of Credit Risk+ portfolio resulting the deviation of 5.27%. This shows that the method is in accord with the measuring of the potential loss of the credit risk of housing finance with the scheme of FLPP BTN in March 2013. The alternative strategies becoming the priority in controlling the credit risk of housing finance of the scheme of FLPP at Bank BTN are to tighten the character assessment of borrowers with the weight of 0.3547 and to give the intensive training about the eligibility analysis of borrowers to the Account Officers (AO) and Marketers in order to be more ready and competent in facing the increase of the filing of financing with the value of 0.2808. The study result shows that most involved actor and having the effect in controlling the credit risk of housing finance with the scheme of FLPP is AO with the weight of 0.2734, while the purpose is becoming the main priority in controlling the credit risk of housing finance of FLPP scheme and it is the eligibility of prospective borrower with the weight of 0.3716.Keywords : credit risk, controlling risk strategy, FLPP
