Abstract

ABSTRACTVarious policies of fisheries development have been implemented by Indonesian government. However, they have not reached the expected results. Until now the policy/program of empowerment has not been able to significantly increase fishermen income and welfare. Fishermen are still poor and underdeveloped compared to other community groups. Therefore, some corrective measures are needed to improve programs/policies that have been implemented over the years. To get the answer, a study that examines factors affect the success of a fisheries policy is conducted in Indramayu, West Java. By using analysis of Structural Equation Modelling (SEM), the research defines that fisheries institutions factor significantly led to the success of fisheries development.Keywords: fisherman, Indramayu, capture fisheries, SEM-------ABSTRAKBerbagai upaya pembangunan perikanan tangkap sudah dilakukan pemerintah. Namun demikian, hasil pembangunan perikanan tersebut belum membuahkan hasil seperti yang diharapkan. Sampai saat ini kebijakan/program pemberdayaan belum secara signifikan meningkatkan pendapatan dan kesejahteraan nelayan. Nelayan masih dalam kondisi miskin dan terbelakang dibandingkan kelompok masyarakat lainnya. Oleh sebab itu, diperlukan langkah-langkah untuk memperbaiki program/kebijakan yang telah dilaksanakan selama ini. Untuk mendapatkan jawabannya, telah dilakukan suatu kajian faktor-faktor yang mempengaruhi tingkat keberhasilan suatu kebijakan pembangunan perikanan tangkap di Indramayu, Jawa Barat. Tujuan penelitian ini adalah mengkaji faktor-faktor yang mempengaruhi keberhasilan pembangunan perikanan di Indramayu. Analisis Structural Equation Modelling (SEM) telah diperoleh hasil bahwa faktor (variabel utama) yang mempengaruhi keberhasilan pembangunan perikanan tangkap adalah kelembagaan. Berdasarkan hal tersebut, pelaksanaan kebijakan perikanan selanjutnya perlu menempatkan aspek kelembagaan sebagai faktor yang penting dilakukan.Kata kunci: Indramayu, nelayan, perikanan tangkap, SEM

Abstract

AbstractSegara Anakan, Cilacap Regency is an important marine fisheries producer in Central Java Province, especially for shrimps. The objective of this study were to analyze the production and fishing ground of shrimps, to analyze dynamic patterns of shrimps cat ch affected by sedimentation and  industrial waste in Segara  Anakan, and to develop intervention option to the degradation  of shrimp  catch  as  well.   Some  methods  were  used  in  this  study  such  as  descriptive  method, geographic information system, and dynamic model approach included the test of model structural stability and performance. In  2002–2013, the highest production of shrimps in the Segara Anakan was in 2006 (2263.0 ton) and the lowest was in 2010 (884.7 ton). Fishing ground of shrimp in the Segara  Anakan  already  had high total suspended solid, and also  low contaminated oil and  lead (Pb). Results of dynamic model analysis showed that shrimp catch degraded exponentially along with the increasing of sediment accumulation and industrial waste. Shrimps production in 2013 was 1147.8  tons,  and  might  decrease   43.04  %  to  be  653.8  tons  over  75  years  later  without intervention. If the model was intervenced by fishing open -close system and limited acces fishing ground,  hence  shrimps  catch  showing  stable  around  902.2–929.1  ton  every  year.  While  if  the intervention was conducted by the stopping of industrial waste to Segara Anakan, hence shrimps catch only decrease 13.00 % to be 998.6 tons over 75 years later.Keywords: dynamic model, fishing ground, industrial waste, shrimp catchAbstrakABSTRAKSegara Anakan, Kabupaten Cilacap merupakan basis produksi perikanan laut yang penting di  Provinsi  Jawa  Tengah  terutama  jenis  udang.   Penelitian  ini  bertujuan  menganalisis  kondisi produksi dan daerah penangkapan udang, menganalisis pola dinamis penurunan hasil tangkapan udang  akibat  pengaruh  pengendapan  dan  pembuangan  limbah  industri  di  kawasan  Segara Anakan,  serta  mengembangkan  alternatif  intervensi  secara  modelling  terhadap  penurunan tersebut.  Metode  yang  digunakan  terdiri  dari  metode  deskriptif,  sistem  informasi  geografi, pendekatan  model  dinamis,  serta  uji  kestabilan  struktur  dan  kinerja  model.  Pada  periode  tahun 2002  –  2013, produksi tertinggi udang terjadi pada tahun 2006 (2263,0 ton) dan terendah terjadi pada tahun 2010 (884,7 ton). Daerah penangkapan udang di kawasan Segara Anakan mempunyai total padatan tersuspensi dan kekeruhan yang tinggi, serta tercemar ring an oleh minyak dan logam timbal. Analisis model dinamis menunjukkan bahwa hasil tangkapan udang cenderung menurun secara eksponensial seiring meningkatnya akumulasi endapan  dan cemaran limbah industri dari waktu  ke  waktu.  Hasil  tangkapan  udang  yang  saat  ini  (tahun  2013)  mencapai  1147,8  ton,  bisa menurun 43,04 % menjadi 653,8 ton setelah 75 tahun kemudian. Bila model tersebut diintervensi dalam  bentuk  penerapan  sistem  open-close  dan  pembatasan  daerah  penangkapan  yang  bisa diakses,  maka  hasil  tangkapan  udang  cenderung  stabil  pada  kisaran  angka  902,2  –  929,1  ton setiap  tahunnya.   Akan  tetapi  bila  intervensi  dilakukan  dalam  bentuk  penghentian  pembuangan limbah industri ke kawasan Segara  Anakan  dan sekitarnya, maka hasil  tangkapan udang hanya turun 13,00 % (menjadi 998,6 ton) setelah 75 tahun kemudian.Kata kunci: model dinamis, daerah penangkapan, limbah industri, hasil tangkapan udang

Abstract

ABSTRACTSquid fishing inside and outside waters of tin mining area in South Bangka District is carried out by using boat lift nets, stationary lift nets, and hand lines. Squid fishing activities need effective information to achieve maximum results. Good information related to fishing areas and seasonsfor squid fishing can optimize the cost of fishing operations, time and energy. An alternative solution is understanding the patterns of the squid fishing seasons. The objective of this research is to analyze the patterns of the squid fishing seasons outside and inside waters of tin mining area in South Bangka District. Collecting data was done from January to December 2013. This research applied a descriptive survey method using a case study. The results indicatedsquid fishing season outside waters of tin mining area is in September, October, and November (Musim Peralihan II). Whereas in the inside waters of tin mining area, the best season for squid fishing is December, January, and February (Musim Barat), with the highest is in December.Keywords: fishing, patterns of the season, South Bangka, squidABSTRAKPenangkapan cumi-cumi di wilayah perairan luar dan dalam daerah penambangan timah di Kabupaten Bangka Selatan dilakukan dengan menggunakan bagan perahu, bagan tancap, dan pancing. Kegiatan penangkapan cumi-cumi diperlukan informasi yang efektif agar hasil tangkapan bisa mencapai hasil yang maksimal. Informasi yang berkaitan dengan area dan musim dimana cumi-cumi bisa tertangkap dalam jumlah yang besardapat menghemat biaya operasi penangkapan, waktu dan tenaga.Salah satu alternatif yang menawarkan solusi terbaik adalah mengetahui pola musim penangkapan cumi-cumi.Tujuan penelitian adalah menganalisis pola musim penangkapan cumi-cumi di wilayah perairan luar dan dalam daerah penambangan timah Kabupaten Bangka Selatan. Penelitian telah dilaksanakan di wilayah perairan Kabupaten Bangka Selatan Provinsi Kepulauan Bangka Belitung. Pengambilan data di lapangan dilakukan dari bulan Januari sampai bulan Desember 2013. Metode dalam penelitian ini adalah metode deskriptif survei yang bersifat studi kasus (case study). Hasil penelitian menunjukkan bahwa musim cumi-cumi di wilayah perairan luar daerah penambangan timah laut Kabupaten Bangka Selatan, terjadi pada Musim Peralihan II (September, Oktober, dan November) dan puncak musimnya pada bulan November. Sedangkan di wilayah perairan daerah penambangan timah laut, yaitu pada Musim Barat (Desember, Januari, dan Februari) dan puncak musimnya pada bulan Desember.Kata kunci:  penangkapan, pola musim, Bangka Selatan, cumi-cumi

Abstract

ABSTRACTMinistry of Marine Affairs and Fisheries Republic of Indonesia has a management information system on data processing of fishing surveillance. The information system can be useful if the system is works successfully. This research aim to formulate a strategic plan for the successful implementation of management information systems of data processing fisheries resources surveillance. Elements of the system on strategy was condected by using interpretative structural modeling (ISM), which is a strategic planning technique. The results show for the implementation of the model, there are seven elements of the system that need to be considered. Seven elements of the system with each sub element key, namely Directorat General PSDKP as affected sectors, support policies / regulations, conflict of interest between units echelon 1, up date data licensing continuity and fixed information technology (IT) expert. The implementation of fisheries resources surveillance program by IT based, mostly regional operators started to use information systems surveillance of fishery resources, increased access to data and information across echelons in MMAF and involvement MMAF as agencies involved in the success of the program.Keywords: Directorate of fisheries resources surveillance and management, information system,        implementing strategy, ISMABSTRAKKementerian Kelautan dan Perikanan  memiliki sistem informasi manajemen pengolahan data pengawasan penangkapan ikan. Sistem informasi tersebut berguna jika dalam implementasi sistem berhasil dengan baik. Penelitian  ini  bertujuan merumuskan rencana strategis untuk keberhasilan implementasi sistem informasi manajemen pengolahan data pengawasan perikanan tersebut. Strategi penerapan implementasi sistem informasi dilakukan dengan teknik interpretative structural modelling (ISM). Elemen sistem pada strategi perencanaan implementasi sistem informasi, yaitu Direktorat jenderal Pengawasan Sumberdaya Kelautan dan Prikanan (PSDKP) sebagai sektor yang terpengaruh, dukungan kebijakan/peraturan, up datedata perizinan yang kontinuitas dan tenaga ahli Teknologi Informasi (IT), terlaksananya program pengawasan sumber daya perikanan berbasis IT, sebagian besar operator daerah mulai menggunakan sistem informasipengawasan sumber daya perikanan, peningkatan akses data dan informasi lintas eselon lingkup Kementerian Kelautan Perikanan (KKP) dan  keterlibatan Kementerian Kelautan dan Perikanan sebagai lembaga yang terlibat dalam keberhasilan program.Kata kunci:  Dit. Abstract

ABSTRACTThe government’s programs on the sustainability of fisheries management had not been fully supported by fishermen. We had conducted a research in Tanjungbalai Asahan, North Sumatra to understand the fishermen’s perception on the criteria’s of environmental friendly fishing gears, perception about the exsistence of fisheries resources, and the compliance to the rule. The results showed that the fishermen who use selective gears (such as: traps and dregdes) had better understanding on the criteria’s of environmentally friendly fishing gears than the fishermen who use unselective gears (such as: trawls and  pushnets). The fishermen who use gillnets scored the exsistence of fisheries resources lower than others. The fishermen who use trawls and pushnets had the lowest compliance, while traps had the highest. There was a correlation between fisherman’s perception (about the criteria’s of environmentally friendly fishing gear and about the sustainable fisheries)  and the compliance to the rule.Keywords: Code of Conduct for Responsible Fisheries, Compliance, Perception, Sustainable, Tanjungbalai AsahanABSTRAKProgram pemerintah dalam pengelolaan perikanan yang berkelanjutan belum sepenuhnya mendapat respon yang baik dari nelayan. Nelayan banyak yang tidak mematuhi aturan yang berlaku, seperti; penggunaan alat tangkap yang dilarang, tidak memiliki dokumen perizinan, dan tidak melaporkan hasil tangkapan. Penelitian telah dilakukan di Tanjungbalai Asahan, Sumatera Utara yang bertujuan untuk mengetahui persepsi nelayan terhadap kriteria alat penangkap ikan yang ramah lingkungan menurut Code of Conduct for Responsible Fisheries (CCRF), persepsi terhadap keberadaan sumberdaya perikanan, dan kepatuhan terhadap aturan yang berlaku. Hasil penelitian menunjukkan bahwa nelayan yang menggunakan alat tangkap yang lebih selektif (seperti: bubu dan penggaruk) menilai kriteria alat penangkap ikan yang ramah lingkungan lebih baik daripada nelayan yang menggunakan alat tangkap yang kurang selektif (seperti: pukat tarik dan pukat dorong). Nelayan yang menggunakan jaring insang menilai keberadaan sumberdaya perikanan dengan skor yang lebih rendah daripada nelayan lainnya. Nelayan pukat tarik dan pukat dorong memiliki kepatuhan yang paling rendah, sedangkan nelayan bubu memiliki kepatuhan yang paling tinggi. Terdapat korelasi antara persepsi nelayan (persepsi terhadap kriteria alat tangkap ramah lingkungan dan persepsi terhadap keberadaan sumberdaya perikanan) dengan kepatuhan terhadap aturan.Kata kunci:         Tata Laksana Perikanan Bertanggungjawab, Kepatuhan, Persepsi, Berkelanjutan, Tanjungbalai Asahan

Abstract

Handling in fishing vessel is urgent to maintaining the quality of tuna products, while the existenceof waste components can bother the performance of fishing operations. The aims of this research are toevaluate the handling system of tuna products in fishing vessel and to analyze the influences of fishingoperation to the existence of waste components. This research methods are no control chart and regressionmodel approach. Research result shows that the handling system in the fishing operation of tuna in Bitungis not optimum. But the quality of tuna products which landed is still in controlled as shown by amountof rejecting products in UCL-LCL range (0 – 3,63 reject products/processing). The influence of amount oftuna caught per setting (X) to existence of bait waste (Y) formulated with model Y = - 1,176X+37.794, theinfluence of amount of tuna products (X) to the existence of ices remained Y) formulated with model Y =- 0,002X + 62,226, and also the influences of fishing operation which deputized by the amount of ABK (X1)and number of operating days (X2) to the existence of freshwater remained (Y) formulated with model Y= 50,000X1-23,704X2+288,889. The significant impacts are only the influence of amount of tuna productsin existence of ices remained (sigh = 0,036) and number of operating days of the existence of freshwaterremained (sigh = 0,037).Keywords: Bitung, waste components, handling system, tuna

Abstract

Makassar city of South Sulawesi Province has potency and opportunity to develop fisheries industry to become the biggest fisheries industry in the eastern Indonesian region.  Geographically, the Makassar city is located in a strategic eastern Indonesian region that bringing consequency to become the gate of export for trading product.  The research objectives are to create development model of fisheries industry in Makassar city base on the fishing port, to describe the existing condition of fishing activities and its influence level to formulate significant influence factors, and to formulate development strategy of fisheries industry in Makassar city.  This research was conducted from March to November 2009 in Makassar city.  Data was taken from fishery industries as respondent, such as fishing characteristic, fishing industry, management industry, export, and policy.  The result of SEM analysis showed the goodness of fit index criterias, namely: chi-square, probability, RMSEA, CFI, IFI, GFI, AGFI, and PGFI.  Based on the regression analysis on weight values of the interaction with other factors, it can be significant or non-significant relation, wherereas the significant relation is necessary.  The goverment policy on the development of Untia Archipelago Fishing Port in Makassar city is to continue fishing activity to provide materials of fishery industry.  Developing model of fisheries industry base on the fishing port with eight factors can be used to plan the fishery industry development.   Key words: model, fishing port, fishery industry, SEM

Abstract

The development of tourism activities in industrial scale since 2004 in the region of Gili Sulat and Gili Lawang have caused problem to local fishermen for catching reef fish. The objective of this research was to analyse the preeminent fishing gears of reef fish, the contamination types of tourism industries to fishing ground, and the degradation pattern of reef fish catch as an effect of tourism industry activities. The method used in this research was scoring method, quality standard test of water to fishery activities, and exponential regression model. The results showed that preeminent fishing gears of reef fish in the region of Gili Sulat and Gili Lawang were handline (Fgab = 2.000) and fish trap (Fgab = 1.556). The contamination types of tourism industries which bothering fishing ground of reef fish were total suspended solid (TSS), garbage, detergent, and timbal (Pb). The degradation pattern in quantity of reef fish catch (Y1) by activities of tourism industry (X) was formulated with moel Y1 = 31.574e-0.305X (R2=0.403, p=0.000). The degradation pattern of reef fish catch by activities of tourism industry (X) in the form of value of reef fish catch (Y2) and figuring waste in reef fishing (Y3) was formulated with model Y2=474823e-0.236X (R2=0.206, p=0.012), and Y3=1.296e0.329X (R2=0.071, p=0.156).

Abstract

Lempasing is a Coastal Fishing Port (CFP) which located in Bandar Lampung. It is one of the centers of fisheries activities in the city. One of the fishing gear which operated by most of fishermen in Lempasing is mini purse seine. Mini purse seine fishing activities in the Lampung Bay Area and Lempasing CFP is not in accordance with the conditions of the surrounding waters area. The research was conducted in the Lampung Bay Area and Lempasing CFP, Lampung. This study aims to: 1) determine the status of fisheries resources utilization, 2) to describe the dominant fish caught by mini purse seine.  Analysis methods were used in this study namely: 1) Fishing Power Index (FPI), Catch Per Unit Effort (CPUE), and Maximum Sustainable Yield (MSY) to determine the status of fisheries resource utilization. The dominant small pelagic fishes caught were scad fish Selaroides sp., mackerel fish Rastrelliger sp., longnose trevally fish Carangoides chrysophrys. The result showed that Fox model was the best fits models with estimated maximum sustainable yield of 15.5 ton and fishing effort of 992 trip/year for mini purse seine. The longnose trevally fish in lampung bay area in do not exceeded the optimal catch fish condition can be used to sustainably. In these condition is necessary to wisely manage and setting the catches to not exceed the allowable catch of the small pelagic fish, so the stock of small pelagic fish in the Lampung Bay Area can be used sustainably.

Abstract

Salah satu kebijakan pemerintah Indonesia untuk pengelolaan perikanan berkelanjutan adalah PERMEN-KP No. 2 tahun 2015 tentang pelarangan alat tangkap pukat hela dan pukat tarik di seluruh wilayah pengelolaan perikanan Indonesia. Kebijakan dikeluarkan karena pukat tarik dianggap merusak habitat sumberdaya ikan. Tujuan penelitian adalah mendeskripsikan unit penangkapan ikan pukat tarik, mengukur ikan dominan yang tertangkap dan mengukur kondisi sumberdaya ikan. Penelitian dilaksanakan pada bulan Juli – September 2017 di Kabupaten Takalar Sulawesi Selatan. Data yang dikumpulkan berupa data primer dan sekunder. Analisis data dalam penelitian adalah analisis deskriptif, CPUE, hubungan CPUE dengan upaya penangkapan, serta perhitungan tingkat pemanfaatan. Hasil penelitian menunjukkan alat tangkap pukat tarik saat ini sebanyak 58 kapal berukuran 5-6 GT. Hasil tangkapan mengalami penurunan ukuran dibandingkan 9 tahun yang lalu. CPUE ikan pelagis kecil menurun dari tahun 2008-2014, namun meningkat 55% pada tahun 2015. Nilai MSY ikan pelagis kecil dan demersal sebesar 16844,15 dan 2126,6 ton/tahun dengan upaya optimum adalah 320 dan 274 unit. Tingkat pemanfaatan ikan pelagis kecil dan demersal adalah 66% dan 94% menunjukkan sumberdaya ikan sudah fully exploited. Naiknya CPUE di tahun 2015, maka pelarangan penggunaan pukat tarik secara nyata memang dapat memulihkan sumberdaya ikan.
