Abstract

Data-Driven Planning (DDP) is a crucial strategy for improving the quality of education through the use of objective and accurate information. This article aims to comprehensively review various national and international journals highlighting the implementation of DDP in elementary and secondary schools. Using a literature review approach, this article analyzes the basic concepts of DDP, the roles of principals and teachers, the benefits, steps, and obstacles encountered in implementing DDP. The synthesis results indicate that DDP helps schools identify learning problems, improve resource efficiency, strengthen accountability, and build a culture of data-driven reflection. Obstacles include low data literacy, limited infrastructure, and resistance to change. This article suggests the need for ongoing data literacy training, information system strengthening, and cross-stakeholder collaboration. Abstrak Perencanaan Berbasis Data (PBD) menjadi salah satu strategi penting untuk meningkatkan kualitas pendidikan melalui pemanfaatan informasi yang objektif dan akurat. Artikel ini bertujuan untuk mengkaji secara komprehensif berbagai jurnal nasional dan internasional yang menyoroti implementasi PBD di sekolah dasar hingga menengah. Dengan menggunakan pendekatan literatur review, artikel ini menganalisis konsep dasar PBD, peran kepala sekolah dan guru, manfaat, langkah-langkah, serta kendala yang dihadapi melaksanakan PBD. Hasil sintesis menunjukkan bahwa PBD membantu sekolah mengidentifikasi masalah pembelajaran, meningkatkan efisiensi penggunaan sumber daya, memperkuat akuntabilitas, dan membangun budaya refleksi berbasis data. Kendala yang dihadapi antara lain literasi data yang rendah, keterbatasan infrastruktur, dan resistensi terhadap perubahan. Artikel ini menyarankan perlunya pelatihan literasi data berkelanjutan, penguatan sistem informasi, dan kolaborasi lintas pemangku kepentingan.

Abstract

This study examines the management of literacy and numeracy programs at SD Sumbermulyo, Sarang District, Rembang Regency, based on an analysis of educational reports (Rapor Pendidikan). The research employs a qualitative approach, utilizing interviews, observations, and document analysis to evaluate the effectiveness of the programs. The findings indicate that while the school has made progress in planning and organizing literacy and numeracy programs, there are challenges in meeting the targeted competencies for students, especially in the early grades. The use of educational reports as a data-driven tool has enabled the school to identify areas of improvement and adjust the programs accordingly. However, further improvements are needed in terms of resource allocation, teacher training, and community involvement. The study contributes to the understanding of how data from educational reports can enhance the planning and evaluation of educational programs in primary schools.

Abstract

This study explores the implementation of academic supervision based on coaching to improve teacher performance at SD Negeri 1 Sedan. The research employed a qualitative approach, using observations, interviews, and document analysis to assess the effectiveness of coaching-based supervision. The findings reveal that the systematic planning of supervision, which includes identifying teachers' developmental needs, scheduling, performance indicators, and the selection of coaches, plays a crucial role in enhancing teacher competency. The implementation of coaching-based supervision through direct classroom observation and reflective feedback was found to significantly contribute to continuous professional development. This study highlights the importance of a collaborative and reflective approach in academic supervision and distinguishes itself from previous research by emphasizing the role of the school principal as an active coach. The study concludes that coaching-based supervision has a positive impact on improving teacher performance and recommends further research in different school contexts to assess long-term effects.

Abstract

Educational planning plays a strategic role in guiding the success of policy implementation at the school level. This study aims to evaluate the planning and implementation of the Independent Curriculum in Senior High Schools in Semarang City using the CIPP evaluation model (Context, Input, Process, Product). A descriptive qualitative approach was employed, with data collected through interviews, observations, and document analysis. The findings show that in the context aspect, schools demonstrate strong support for the new curriculum, although challenges remain in terms of understanding and infrastructure. In the input aspect, teachers were actively involved in curriculum development, yet training and technical assistance remain suboptimal. The process aspect reveals collaborative efforts among teachers, but the implementation of the Pancasila Student Profile projects and authentic assessment still face several obstacles. Meanwhile, in terms of product, teacher creativity and student participation have improved, although a comprehensive evaluation instrument for holistic learning outcomes is still lacking. These findings underscore the need to strengthen teacher training, reduce administrative burdens, and develop adaptive evaluation tools for future curriculum implementation.

Abstract

Peran kepala sekolah sebagai manajer memiliki posisi strategis dalam meningkatkan prestasi sekolah, baik akademik maupun nonakademik. Penelitian ini dilatarbelakangi oleh capaian prestasi SMP Negeri 1 Grobogan yang menunjukkan peningkatan dalam beberapa tahun terakhir. Penelitian ini bertujuan untuk menganalisis peran manajerial kepala sekolah dalam perencanaan program, pengelolaan pembelajaran, pengembangan sumber daya manusia, serta evaluasi program sekolah. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Subjek penelitian terdiri dari kepala sekolah, guru, dan siswa. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Analisis data menggunakan model interaktif yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan, sedangkan keabsahan data diuji melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa kepala sekolah telah melaksanakan fungsi manajerial secara efektif melalui perencanaan program yang sistematis, pengelolaan pembelajaran yang inovatif, pengembangan profesional guru, serta evaluasi program secara berkelanjutan. Implementasi tersebut berkontribusi terhadap peningkatan prestasi akademik dan nonakademik serta penguatan budaya mutu di sekolah. Penelitian ini merekomendasikan agar penelitian selanjutnya dapat mengkaji peran manajerial kepala sekolah dengan pendekatan kuantitatif atau mixed methods untuk mengukur pengaruhnya secara lebih luas, serta memperluas objek penelitian pada berbagai jenjang dan konteks sekolah guna memperoleh generalisasi yang lebih komprehensif.

Abstract

This study explores the implementation of an educational management strategy based on work motivation and teacher performance to develop educational human resources at SMP Multazam Semarang. The background of this research lies in the strategic role of human resource management (HRM) and school leadership in improving teacher professionalism, motivation, and performance, which ultimately shape educational quality. Using a descriptive qualitative case study approach, data were collected through semi-structured interviews with school leaders, foundation management, permanent and non-permanent teachers, as well as through classroom observations, school meetings, training activities, and document analysis. Data were analyzed using thematic analysis and validated through source and technique triangulation. The findings are expected to show: (1) the formulation and implementation of HRM strategies, including teacher recruitment, training, performance appraisal, and reward systems; (2) driving and inhibiting factors of teacher work motivation in a religious school climate; (3) manifestations of teacher performance in planning, implementing, and evaluating learning and school participation; and (4) the implications of these strategies for the development of educational human resources. The study concludes that structured and vision-aligned educational management, mediated by teacher work motivation, contributes positively to teacher performance and the systematic development of educational human resources at SMP Multazam.

Abstract

The background of this research is the disconnect between the high psychological well-being of teachers and the decline in the quality of student learning in literacy and numeracy aspects in rural elementary schools. This qualitative case study research aims to dissect the typology of social-emotional competencies (SECs) of teachers at SDN Rajek, Grobogan Regency, to understand the disparity in cognitive achievement. Data were collected through observation, in-depth interviews, and a review of the 2024-2025 Education Report Card documents. The results revealed that the majority of teachers fall into the "Reflective-Stagnant" profile, where personal emotional maturity has not yet transformed into effective instructional resilience. The findings indicate that teacher empathy tends to be passive towards students' sociogeographical barriers. This study recommends a behavioral intervention matrix to shift teacher typology towards the "Resilient-Accelerative" profile through the integration of diagnostic SECs to restore the quality of learning in rural areas.

Abstract

This research is motivated by the challenge of school visions, which are often trapped in administrative slogans without a real internalization of the work culture. This study aims to analyze the role of instructional leadership, vision transformation, and achievement-based learning management at SDN 1 Bugel. Using a qualitative case study method, data was collected through interviews, observations, and document review. The results indicate that the principal successfully transformed into an instructional leader through dialogic clinical supervision and ongoing mentoring. The school vision was systemically internalized through assertive communication strategies and strategic budget support. An evaluation of learning management demonstrated a positive transition toward an outcomes-based model and the utilization of educational report card data, despite ongoing administrative constraints. In conclusion, the success of the achievement ecosystem is determined by "lived leadership" and adaptive governance synergy.

Abstract

This research was driven by the low cognitive reasoning abilities of elementary school students, despite administrative scores showing a positive trend. The objective of the study was to analyze the determinants of literacy and numeracy achievement at SDN 2 Manggarmas through Education Report Card data. The research method used a descriptive qualitative case study with data triangulation techniques involving the 2024–2025 Education Report Card document, interviews, and observations. The results showed a 23.62-point increase in numeracy scores (reaching 84.98) and the successful elimination of 0% of students below the standard. However, a significant Cognitive Gap was found between the ability to know (89.13) and reason (74.60), as well as disparities in the geometry domain (77.93). The conclusion suggests that the quantitative increase is influenced by adaptive instructional leadership, but further pedagogical transformation is needed to improve the depth of students' reasoning (L3).

Abstract

The low literacy and numeracy scores on the Education Report Card (Report Card) have prompted the urgency of precise financial governance. This study aims to analyze data-driven financing management strategies to improve priority indicators at SDN 5 Godong. Using a qualitative case study method, data was collected from eight informants (the Principal, Treasurer, Teachers, School Committee, and parents) through interviews, observations, and document review. Data validity was ensured through triangulation of sources and techniques. The results indicate that integrating the ARKAS (School Budget Alignment) with the Education Report Card (Report Card) increased the efficiency of instructional allocation by 15%. The findings identified the "Triple-Check Data Alignment" model as key to success, but it was hampered by the high digital administrative burden on teachers. The establishment of an internal "Data Literacy Cluster" for longitudinal analysis and diversification of funding sources is recommended to ensure the sustainability of the school quality improvement program.
