Abstract

Abstract: The transformation of higher education institutions is inseparable from the role of leaders capable of driving change in a visionary, inclusive, and sustainable manner. Responding to this need, the present study explores how transformational leadership shapes and strengthens organizational development within universities, with a focus on Universitas Djuanda Bogor and Universitas Singaperbangsa Karawang. A qualitative exploratory approach was employed to capture the meanings, values, and leadership practices through in-depth interviews, document analysis, and data triangulation. Thematic analysis supported by NVivo 15 was used to identify patterns, categories, and core themes within the dynamics of leadership and organizational change. The findings reveal that transformational leadership enhances institutional performance through practices of humanism, role modeling, two-way communication, and the cultivation of a collaborative–innovative culture. This leadership model also strengthens the institution’s adaptive capacity toward national policies such as IKU and MBKM through structural flexibility, policy alignment, and strategic networking. The study additionally identifies constructive collaboration patterns among lecturers, students, and stakeholders, as well as the development of a prototype dashboard-based leadership measurement system. It concludes that transformational leadership serves as a strategic foundation for building adaptive, innovative, and competitive higher education institutions. Recommendations include enhancing leadership development programs, fostering collaborative cultures, implementing comprehensive leadership evaluation systems, and expanding reputation-building strategies grounded in social impact. Abstrak: Transformasi perguruan tinggi tidak dapat dilepaskan dari peran pemimpin yang mampu menggerakkan perubahan secara visioner, inklusif, dan berkelanjutan. Berangkat dari kebutuhan tersebut, penelitian ini bertujuan mengeksplorasi bagaimana kepemimpinan transformasional membentuk dan memperkuat pengembangan organisasi perguruan tinggi, dengan studi pada Universitas Djuanda Bogor dan Universitas Singaperbangsa Karawang. Pendekatan kualitatif eksploratif digunakan untuk menangkap makna, nilai, dan praktik kepemimpinan melalui wawancara mendalam, analisis dokumen, serta triangulasi data. Analisis tematik berbantuan NVivo 15 digunakan untuk mengidentifikasi pola, kategori, dan tema utama dalam dinamika kepemimpinan dan perubahan organisasi. Hasil penelitian menunjukkan bahwa kepemimpinan transformasional mendorong peningkatan kinerja institusi melalui praktik humanisme, keteladanan, komunikasi dua arah, dan penciptaan budaya kolaboratif–inovatif. Kepemimpinan ini juga memperkuat kapasitas adaptif organisasi terhadap kebijakan nasional seperti IKU dan MBKM melalui fleksibilitas struktural, sinkronisasi kebijakan, dan jejaring strategis. Penelitian juga menemukan pola kolaborasi dosen–mahasiswa–stakeholder yang konstruktif serta pengembangan prototipe sistem pengukuran kepemimpinan berbasis dashboard digital. Penelitian menyimpulkan bahwa kepemimpinan transformasional merupakan fondasi strategis bagi terwujudnya organisasi perguruan tinggi yang adaptif, inovatif, dan berdaya saing. Direkomendasikan agar perguruan tinggi memperkuat program pengembangan kepemimpinan, membangun budaya kolaboratif, mengimplementasikan sistem evaluasi kepemimpinan yang komprehensif, dan memperluas strategi reputasi berbasis dampak sosial. Abstract

This study aims to conceptualize and describe a new school companion competency model designed to guide educational practitioners in Indonesia, following a recent policy reform that abolished the official role of school supervisors. This reform coincides with the accelerating digital transformation of education, demanding new professional capacities that emphasize collaboration, adaptability, and digital fluency. To address this gap, the study employed a mixed-methods design over a nine-month period, combining in-depth semi-structured interviews and focus group discussions with purposively selected participants who had direct experience in supervisory role transitions. The findings identified the Instructional Coaching Competencies (ICC) framework as the most relevant model for current educational needs. The ICC model represents an adaptive, integrative, and holistic approach consisting of three interrelated dimensions: Digital Instructional Leadership, Digital Ethics and Communication, and Transformational Coaching. Collectively, these dimensions redefine supervision as an act of facilitation and reflective partnership rather than bureaucratic inspection. The results hold substantial relevance beyond Indonesia, particularly for countries with decentralized education systems undergoing similar policy transitions. The model also provides practical guidance for school principals in strengthening leadership and professional competence in the digital era. With strong confidence, this study recommends the broader application of the ICC framework and encourages future research using a quasi-experimental approach to validate its reliability and impact on teaching performance and instructional quality.

Abstract

AbstractThe critical thinking skills are an important component to be instilled in elementary schools. The purpose of this study was to test the critical thinking skills of fifth grade students elementary school through the Problem Based Learning model and the Inquiry model based on the interest in learning social science using authentic assessments. Employing a quasi-experiment with Pretest-Posttest Control Group Design, this study involved 49 fifth grade elementary school students in two classes. A total of 24 students in the experimental class A learned using the Problem Based Learning (PBL) model, whereas 25 students in the experimental class B learned using the Inquiry model. The data were collected using description tests and questionnaires. The test was based on the level of reliability of 0.551, while the questionnaire with reliability of 0.893 was tested using ANOVA. The results of the study revealed that the implementation of the PBL model in social science learning was quite effective in improving critical thinking skills compared to the Inquiry model. The highest critical thinking ability was in students who had high learning interest in social science learning. This research contributed differently to the improvement of the social science learning process to acquire one of the 21st century thinking skills.Keywords: problem-based learning model, inquiry model, critical thinking.Abstrak Kemampuan berpikir kritis merupakan komponen penting yang perlu ditanamkan di sekolah dasar. Tujuan penelitian ini adalah untuk menguji kemampuan berpikir kritis siswa kelas V sekolah dasar melalui model Problem Based Learning (PBL) dan model Inquiry berdasarkan minat belajar mata pelajaran IPS dengan menggunakan penilaian autentik. Menggunakan eksperimen semu dengan Pretest-Posttest Control Group Design, penelitian ini melibatkan 49 siswa kelas V sekolah dasar. Sebanyak 24 siswa di kelas eksperimen A belajar dengan model Problem Based Learning, sedangkan 25 siswa pada kelas eksperimen B belajar dengan model Inquiry. Data dikumpulkan dengan menggunakan tes deskripsi dan kuesioner. Pengujian didasarkan pada tingkat reliabilitas 0,551, sedangkan kuesioner dengan reliabilitas 0,893 diuji menggunakan ANOVA. Hasil penelitian menunjukkan bahwa penerapan model PBL dalam pembelajaran IPS cukup efektif dalam meningkatkan kemampuan berpikir kritis dibandingkan dengan model Inquiry. Kemampuan berpikir kritis tertinggi terdapat pada siswa yang memiliki minat belajar yang tinggi pada pembelajaran IPS. Penelitian ini memberikan kontribusi yang berbeda terhadap peningkatan proses pembelajaran IPS untuk memperoleh salah satu keterampilan berpikir abad 21.Kata kunci: model PBL, model inquiry, berpikir kritis.

Abstract

Abstract: This study aims to map the development of research on principal transformational leadership in promoting learning innovation for educational quality improvement. The study employed a Systematic Literature Review combined with bibliometric analysis. Data were retrieved from the Scopus database using the keywords “transformational leadership”, “educational innovation”, “quality of education”, and “principal” within the 2021–2026 publication period. A total of 32 documents were analyzed through document selection, metadata screening, descriptive analysis, and visualization using VOSviewer. The findings show that transformational leadership is the central keyword connecting teachers, principals, educational innovation, school leadership, and educational quality. The distribution of documents by author and affiliation indicates that this research area remains dispersed and is not yet dominated by particular authors or institutions. By country, Indonesia appears as the largest contributor, followed by Malaysia and China, suggesting strong scholarly attention to school leadership and educational innovation in the Asian context. This study concludes that principal transformational leadership plays a strategic role in promoting learning innovation through teacher motivation, creativity, collaboration, communication, and adaptive school culture. Future studies are recommended to expand data sources beyond Scopus, use a longer publication period, and develop deeper thematic analyses of the relationship between transformational leadership, learning innovation, and educational quality improvement. Abstrak: Penelitian ini bertujuan untuk memetakan arah perkembangan kajian kepemimpinan transformasional kepala sekolah dalam pengembangan inovasi pembelajaran untuk peningkatan mutu pendidikan. Penelitian ini menggunakan metode Systematic Literature Review yang dikombinasikan dengan analisis bibliometrik. Data diperoleh dari database Scopus dengan kata kunci “transformational leadership”, “educational innovation”, “quality of education”, dan “principal” pada rentang tahun 2021–2026. Sebanyak 32 dokumen dianalisis melalui tahapan seleksi, pemeriksaan metadata, analisis deskriptif, dan visualisasi menggunakan VOSviewer. Hasil penelitian menunjukkan bahwa kata kunci transformational leadership menjadi simpul utama yang menghubungkan tema guru, kepala sekolah, inovasi pendidikan, kepemimpinan sekolah, dan mutu pendidikan. Distribusi dokumen berdasarkan penulis dan afiliasi menunjukkan bahwa kajian ini masih tersebar dan belum didominasi oleh penulis atau institusi tertentu. Berdasarkan negara, Indonesia menjadi kontributor terbesar, diikuti Malaysia dan China, yang menunjukkan kuatnya perhatian kawasan Asia terhadap isu kepemimpinan sekolah dan inovasi pendidikan. Penelitian ini menyimpulkan bahwa kepemimpinan transformasional kepala sekolah berperan strategis dalam mendorong inovasi pembelajaran melalui motivasi guru, kreativitas, kolaborasi, komunikasi, dan budaya sekolah adaptif. Penelitian selanjutnya disarankan memperluas sumber data selain Scopus, memperpanjang rentang waktu analisis, dan mengembangkan kajian tematik yang lebih mendalam mengenai hubungan kepemimpinan transformasional, inovasi pembelajaran, dan mutu pendidikan. Abstract

Abstract: This study aims to analyze the influence of organizational culture and faculty management on motivation and their role in enhancing the competitiveness of higher education institutions. The research is grounded in the growing demands placed on universities to improve their internal organizational quality in order to compete at national and global levels. A quantitative approach was employed using Structural Equation Modeling with Partial Least Squares (SEM-PLS) through SmartPLS. The data were collected from permanent lecturers using a Likert-scale questionnaire. The analysis consisted of two stages, namely the assessment of the outer model and the inner model, although the available document presents only the results of the outer model. The findings indicate that all constructs, Organizational Culture, Faculty Management, Motivation, and Institutional Competitiveness, meet the criteria for validity and reliability. The indicators show strong outer loading values, AVE scores above the required threshold, and high Cronbach’s Alpha and Composite Reliability values. These results demonstrate that the measurement instruments used in the study are robust and highly reliable. Substantively, the findings reveal that organizational culture and faculty management are perceived positively by respondents, and motivation emerges as a significant variable reflecting the institution’s readiness to compete. The study concludes that strengthening organizational culture, improving faculty management, and fostering lecturer motivation are strategic factors in enhancing institutional competitiveness. It is recommended that higher education institutions reinforce the internalization of organizational values, develop systematic faculty management programs, and create a supportive work environment that promotes motivation and academic performance. Keywords: organizational culture; faculty management; motivation; competitiveness; SEM-PLS Abstrak: Penelitian ini bertujuan untuk menganalisis pengaruh budaya organisasi dan manajemen dosen terhadap motivasi serta perannya dalam meningkatkan daya saing institusi pendidikan tinggi. Latar belakang penelitian berangkat dari meningkatnya tuntutan kualitas perguruan tinggi yang harus mampu bersaing di tingkat nasional maupun global melalui penguatan aspek internal organisasi. Penelitian ini menggunakan pendekatan kuantitatif dengan analisis Structural Equation Modeling berbasis Partial Least Squares (SEM-PLS) melalui SmartPLS. Data diperoleh dari kuesioner berskala Likert yang disebarkan kepada dosen tetap. Analisis dilakukan melalui dua tahap, yaitu pengujian outer model dan inner model, meskipun dokumen hasil penelitian hanya menampilkan outer model. Hasil penelitian menunjukkan bahwa seluruh konstruk, meliputi Budaya Organisasi, Manajemen Dosen, Motivasi, dan Daya Saing Institusi, memenuhi kriteria validitas dan reliabilitas dengan nilai outer loading yang kuat, AVE di atas batas minimum, serta Cronbach’s Alpha dan Composite Reliability yang tinggi. Temuan ini mengindikasikan bahwa instrumen yang digunakan memiliki kualitas pengukuran yang sangat baik. Secara substantif, hasil menunjukkan bahwa budaya organisasi dan manajemen dosen dipersepsikan kuat oleh responden, sementara motivasi dosen muncul sebagai variabel yang sangat signifikan dalam menggambarkan kesiapan institusi untuk bersaing. Simpulan penelitian menyatakan bahwa penguatan budaya organisasi, efektivitas manajemen dosen, dan pengembangan motivasi merupakan faktor strategis bagi peningkatan daya saing institusi. Penelitian menyarankan agar perguruan tinggi meningkatkan internalisasi nilai organisasi, memperkuat pengembangan dosen secara sistematis, serta menciptakan lingkungan kerja yang mampu mendorong motivasi dan kinerja akademik. Abstract

Abstract: This study aims to analyze and formulate a POAC-based management model for pesantren students’ self-development oriented toward character excellence at Pesantren Terpadu Almuslim, Bireuen Regency. The study responds to the need for pesantren to manage students’ self-development not merely as routine extracurricular activities, but as an integrated character-building system supported by planning, organizing, actuating, and controlling. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews, participatory observation, and documentation studies involving pesantren leaders, teachers, dormitory supervisors, student organization administrators, and parents. Data were analyzed through reduction, display, and conclusion drawing, while validity was ensured through source and technique triangulation. The findings show that planning was based on the pesantren’s vision, mission, Islamic values, and student development needs, although measurable character indicators were not fully documented. Organizing involved leaders, teachers, supervisors, student administrators, and parents, but supervisor placement still required competency-based mapping. Actuating was implemented through habituation, role modeling, and active participation in worship, dormitory life, extracurricular activities, social programs, and leadership training. Controlling was conducted through tiered monitoring, guidance, evaluation, rewards, and sanctions, although character assessment instruments still needed standardization. The study concludes that the POAC-based model is integrative, participatory, and contextual in shaping religiosity, discipline, independence, responsibility, leadership, and social awareness. Pesantren are advised to strengthen program documentation, supervisor competency mapping, reflective activities, and standardized character evaluation instruments. Future researchers may test the model quantitatively in other pesantren contexts to examine its effectiveness, scalability, and empirical contribution to broader character excellence sustainably. Keywords: educational management, self-development, POAC, character, pesantren Abstrak: Penelitian ini bertujuan menganalisis dan merumuskan model manajemen pengembangan diri santri berbasis POAC yang berorientasi pada keunggulan karakter di Pesantren Terpadu Almuslim Kabupaten Bireuen. Penelitian ini dilatarbelakangi kebutuhan pesantren untuk mengelola pengembangan diri santri bukan sekadar sebagai kegiatan rutin atau ekstrakurikuler, melainkan sebagai sistem pembinaan karakter yang terintegrasi melalui planning, organizing, actuating, dan controlling. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi yang melibatkan pimpinan pesantren, guru, pembina asrama, pengurus organisasi santri, dan wali santri. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan, sedangkan keabsahan data dijaga melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa perencanaan berbasis pada visi, misi, nilai Islam, dan kebutuhan pembinaan santri, meskipun indikator capaian karakter belum terdokumentasi secara lengkap. Pengorganisasian melibatkan pimpinan, guru, pembina, pengurus santri, dan wali santri, namun penempatan pembina masih memerlukan pemetaan kompetensi. Pelaksanaan dilakukan melalui pembiasaan, keteladanan, dan partisipasi aktif dalam ibadah, kehidupan asrama, ekstrakurikuler, kegiatan sosial, dan pelatihan kepemimpinan. Pengawasan berjalan melalui monitoring berjenjang, pembinaan, evaluasi, penghargaan, dan sanksi, tetapi instrumen evaluasi karakter masih perlu distandardisasi. Penelitian menyimpulkan bahwa model POAC bersifat integratif, partisipatif, dan kontekstual dalam membentuk religiusitas, disiplin, kemandirian, tanggung jawab, kepemimpinan, dan kepedulian sosial. Pesantren disarankan memperkuat dokumentasi program, pemetaan kompetensi pembina, kegiatan reflektif, dan instrumen evaluasi karakter terstandar. Peneliti selanjutnya dapat menguji model ini secara kuantitatif pada pesantren lain untuk menilai efektivitas, keterukuran, keberlanjutan, dan kemungkinan replikasinya dalam pengembangan karakter santri secara lebih luas di berbagai konteks pendidikan Islam modern masa kini. Penelitian ini menggunakan metode Systematic Literature Review yang dikombinasikan dengan analisis bibliometrik. Data diperoleh dari database Scopus dengan kata kunci “transformational leadership”, “educational innovation”, “quality of education”, dan “principal” pada rentang tahun 2021–2026. Sebanyak 32 dokumen dianalisis melalui tahapan seleksi, pemeriksaan metadata, analisis deskriptif, dan visualisasi menggunakan VOSviewer. Hasil penelitian menunjukkan bahwa kata kunci transformational leadership menjadi simpul utama yang menghubungkan tema guru, kepala sekolah, inovasi pendidikan, kepemimpinan sekolah, dan mutu pendidikan. Distribusi dokumen berdasarkan penulis dan afiliasi menunjukkan bahwa kajian ini masih tersebar dan belum didominasi oleh penulis atau institusi tertentu. Berdasarkan negara, Indonesia menjadi kontributor terbesar, diikuti Malaysia dan China, yang menunjukkan kuatnya perhatian kawasan Asia terhadap isu kepemimpinan sekolah dan inovasi pendidikan. Penelitian ini menyimpulkan bahwa kepemimpinan transformasional kepala sekolah berperan strategis dalam mendorong inovasi pembelajaran melalui motivasi guru, kreativitas, kolaborasi, komunikasi, dan budaya sekolah adaptif. Penelitian selanjutnya disarankan memperluas sumber data selain Scopus, memperpanjang rentang waktu analisis, dan mengembangkan kajian tematik yang lebih mendalam mengenai hubungan kepemimpinan transformasional, inovasi pembelajaran, dan mutu pendidikan. Abstract

Abstract: This study aims to analyze the influence of organizational culture and faculty management on motivation and their role in enhancing the competitiveness of higher education institutions. The research is grounded in the growing demands placed on universities to improve their internal organizational quality in order to compete at national and global levels. A quantitative approach was employed using Structural Equation Modeling with Partial Least Squares (SEM-PLS) through SmartPLS. The data were collected from permanent lecturers using a Likert-scale questionnaire. The analysis consisted of two stages, namely the assessment of the outer model and the inner model, although the available document presents only the results of the outer model. The findings indicate that all constructs, Organizational Culture, Faculty Management, Motivation, and Institutional Competitiveness, meet the criteria for validity and reliability. The indicators show strong outer loading values, AVE scores above the required threshold, and high Cronbach’s Alpha and Composite Reliability values. These results demonstrate that the measurement instruments used in the study are robust and highly reliable. Substantively, the findings reveal that organizational culture and faculty management are perceived positively by respondents, and motivation emerges as a significant variable reflecting the institution’s readiness to compete. The study concludes that strengthening organizational culture, improving faculty management, and fostering lecturer motivation are strategic factors in enhancing institutional competitiveness. It is recommended that higher education institutions reinforce the internalization of organizational values, develop systematic faculty management programs, and create a supportive work environment that promotes motivation and academic performance. Keywords: organizational culture; faculty management; motivation; competitiveness; SEM-PLS Abstrak: Penelitian ini bertujuan untuk menganalisis pengaruh budaya organisasi dan manajemen dosen terhadap motivasi serta perannya dalam meningkatkan daya saing institusi pendidikan tinggi. Latar belakang penelitian berangkat dari meningkatnya tuntutan kualitas perguruan tinggi yang harus mampu bersaing di tingkat nasional maupun global melalui penguatan aspek internal organisasi. Penelitian ini menggunakan pendekatan kuantitatif dengan analisis Structural Equation Modeling berbasis Partial Least Squares (SEM-PLS) melalui SmartPLS. Data diperoleh dari kuesioner berskala Likert yang disebarkan kepada dosen tetap. Analisis dilakukan melalui dua tahap, yaitu pengujian outer model dan inner model, meskipun dokumen hasil penelitian hanya menampilkan outer model. Hasil penelitian menunjukkan bahwa seluruh konstruk, meliputi Budaya Organisasi, Manajemen Dosen, Motivasi, dan Daya Saing Institusi, memenuhi kriteria validitas dan reliabilitas dengan nilai outer loading yang kuat, AVE di atas batas minimum, serta Cronbach’s Alpha dan Composite Reliability yang tinggi. Temuan ini mengindikasikan bahwa instrumen yang digunakan memiliki kualitas pengukuran yang sangat baik. Secara substantif, hasil menunjukkan bahwa budaya organisasi dan manajemen dosen dipersepsikan kuat oleh responden, sementara motivasi dosen muncul sebagai variabel yang sangat signifikan dalam menggambarkan kesiapan institusi untuk bersaing. Simpulan penelitian menyatakan bahwa penguatan budaya organisasi, efektivitas manajemen dosen, dan pengembangan motivasi merupakan faktor strategis bagi peningkatan daya saing institusi. Penelitian menyarankan agar perguruan tinggi meningkatkan internalisasi nilai organisasi, memperkuat pengembangan dosen secara sistematis, serta menciptakan lingkungan kerja yang mampu mendorong motivasi dan kinerja akademik. Abstract

Abstract: This study aims to analyze and formulate a POAC-based management model for pesantren students’ self-development oriented toward character excellence at Pesantren Terpadu Almuslim, Bireuen Regency. The study responds to the need for pesantren to manage students’ self-development not merely as routine extracurricular activities, but as an integrated character-building system supported by planning, organizing, actuating, and controlling. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews, participatory observation, and documentation studies involving pesantren leaders, teachers, dormitory supervisors, student organization administrators, and parents. Data were analyzed through reduction, display, and conclusion drawing, while validity was ensured through source and technique triangulation. The findings show that planning was based on the pesantren’s vision, mission, Islamic values, and student development needs, although measurable character indicators were not fully documented. Organizing involved leaders, teachers, supervisors, student administrators, and parents, but supervisor placement still required competency-based mapping. Actuating was implemented through habituation, role modeling, and active participation in worship, dormitory life, extracurricular activities, social programs, and leadership training. Controlling was conducted through tiered monitoring, guidance, evaluation, rewards, and sanctions, although character assessment instruments still needed standardization. The study concludes that the POAC-based model is integrative, participatory, and contextual in shaping religiosity, discipline, independence, responsibility, leadership, and social awareness. Pesantren are advised to strengthen program documentation, supervisor competency mapping, reflective activities, and standardized character evaluation instruments. Future researchers may test the model quantitatively in other pesantren contexts to examine its effectiveness, scalability, and empirical contribution to broader character excellence sustainably. Keywords: educational management, self-development, POAC, character, pesantren Abstrak: Penelitian ini bertujuan menganalisis dan merumuskan model manajemen pengembangan diri santri berbasis POAC yang berorientasi pada keunggulan karakter di Pesantren Terpadu Almuslim Kabupaten Bireuen. Penelitian ini dilatarbelakangi kebutuhan pesantren untuk mengelola pengembangan diri santri bukan sekadar sebagai kegiatan rutin atau ekstrakurikuler, melainkan sebagai sistem pembinaan karakter yang terintegrasi melalui planning, organizing, actuating, dan controlling. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi yang melibatkan pimpinan pesantren, guru, pembina asrama, pengurus organisasi santri, dan wali santri. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan, sedangkan keabsahan data dijaga melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa perencanaan berbasis pada visi, misi, nilai Islam, dan kebutuhan pembinaan santri, meskipun indikator capaian karakter belum terdokumentasi secara lengkap. Pengorganisasian melibatkan pimpinan, guru, pembina, pengurus santri, dan wali santri, namun penempatan pembina masih memerlukan pemetaan kompetensi. Pelaksanaan dilakukan melalui pembiasaan, keteladanan, dan partisipasi aktif dalam ibadah, kehidupan asrama, ekstrakurikuler, kegiatan sosial, dan pelatihan kepemimpinan. Pengawasan berjalan melalui monitoring berjenjang, pembinaan, evaluasi, penghargaan, dan sanksi, tetapi instrumen evaluasi karakter masih perlu distandardisasi. Penelitian menyimpulkan bahwa model POAC bersifat integratif, partisipatif, dan kontekstual dalam membentuk religiusitas, disiplin, kemandirian, tanggung jawab, kepemimpinan, dan kepedulian sosial. Pesantren disarankan memperkuat dokumentasi program, pemetaan kompetensi pembina, kegiatan reflektif, dan instrumen evaluasi karakter terstandar. Peneliti selanjutnya dapat menguji model ini secara kuantitatif pada pesantren lain untuk menilai efektivitas, keterukuran, keberlanjutan, dan kemungkinan replikasinya dalam pengembangan karakter santri secara lebih luas di berbagai konteks pendidikan Islam modern masa kini. Abstract

The persistent misalignment between national higher education policy mandates and institutional governance practices in Indonesian vocational higher education institutions (VHEIs) continues to obstruct effective lecturer performance management. This study develops and validates the Data-Driven Policy–Governance Alignment Model (DPGAM), a theoretically integrated framework that synthesizes policy alignment theory, institutional analytics theory, and organizational learning theory to diagnose and bridge the policy–governance gap in VHEIs. Employing a sequential explanatory mixed-methods design with a comparison group longitudinal component, this study aimed to analyze data from 4,424 lecturers across 142 VHEIs between 2022 and 2024. A 48-item validated instrument, the Governance Alignment Assessment Tool (GAAT), measured six governance dimensions. Common method bias was assessed using Harman's single-factor test (variance explained = 22.7%, below the 50% threshold) and procedural remedies. Structural equation modeling (SEM) identified Policy Compliance Index (? = 0.421, p < .001), Governance Transparency Score (? = 0.318, p < .001), and Data Infrastructure Quality (? = 0.287, p = .003) as the strongest predictors of the Policy Alignment Score (PAS). Post-DPGAM implementation demonstrated a statistically significant improvement in the Composite Lecturer Performance Index (CLPI) from 63.5 to 76.8 (Cohen's d = 1.32, p < .001; difference-in-differences = 11.4 points). Unexpectedly, private polytechnics showed disproportionately lower transparency compliance than community colleges, challenging assumptions about institutional size and governance capacity. The model demonstrated strong construct validity (Cronbach's ? = 0.74–0.87) and acceptable model fit (CFI = .962, RMSEA = .048). These findings offer a theoretically grounded, empirically validated, and reproducible governance framework for policymakers and administrators in vocational higher education
