Abstract

This research is a neo-institutionalism analysis study to political dynasty issue in the accordance with the embodiment concept of good governance in Tabanan district. As it is known that after the reformation, Tabanan was led by the same family generation. By focusing on the health service sector, this study will look at to what extent the dynastic politics has an impact on the public policy sector and the realization of good governance. In general, the health service policy pursued by the Tabanan Regency government is a non-populist policy. The local government chose to build international hospital rather than providing free health services for the poor. All this time, the study about political dynasty and the effect to the public policy sector in Tabanan is only seen as a mere political problem without looking at the deep state structure, the normative function and culture in it. This study found that there are a conflict between sociological institution, historical institution, and rational choice institution behind the strong dynastic politics as well as the struggles in realizing good governance in Tabanan Regency. Keywords: political dynasty, good governance, neo-institutionalism, public policy, Tabanan district.

Abstract

Various questions arise in the community, whether this OṀ-kāra is a product of Balinese culture or whether this script is a derivative of OM-kāra from India. This research raises the question of how is the origin and evolution of the OṀ-kāra script in Bali? This research data was collected through a literature study and supplemented by interviews. The results of this research are in the form of the history of the script that developed in Bali, namely Pre-Nagari and Ancient Bali including Bali Lumrah which was used to write down the origin and evolution of the sacred script OṀ-kāra in Bali. Based on the results of this study, it is known that this sacred script was derived through two scripts in Bali in the VIIIth/ IXth centuries, namely Pre-Nagari and Ancient Balinese, which were derivatives of the Brahmi script. However, this sacred script has not envolved after the VIIIth century in the pre-Nagari script. Instead, what is seen in its evolution is the sacred OṀ-kāra script written using the Balinese Lumrah script, which is a derivative of the Old Balinese script, from the niskala to the birth of creation theology.  Based on the evolution of this sacred script, it is known that OṀ-kāra is a sacred script as a symbol of God/ Ida Sang Hyang Widhi Wasa who niskala, then from the niskala, evolved into the nature of niskala-sakala, Nirguna-Saguna, Paramasiwa-Sadasiwa.

Abstract

This research examines Mahabharata epic puppet (wayang) comics, created by three renowned comic artists: R. A. Kosasih, Teguh Santosa, and Gun Gun, who respectively have Sundanese, Javanese, and Balinese cultural backgrounds, through the lens of Indonesian identity articulation. The comics of wayang which translates ‘puppet’, are a distinctive genre that employs panels to depict puppetry tales. While being influenced by foreign cultures such as American comic art and the Indian Mahabharata epic, these artists intentionally incorporate Indonesian elements into their works. This is evident from 1955 to the present. This research used a critical qualitative descriptive approach to investigate the articulation of the identity discourse within the cultural realm of comics. The comic works of the artists are analysed through articulation and hegemony theory. The research concludes that the artists’ works establish a cultural connection and relate cultural comic art to Indonesian readers. This not only constructs Indonesian identity but also promotes cultural diversity.

The transformation was from gondang sabangunan traditional music into uning-uningan modern music. Furthermore, uning-uningan modern music dominated or used more often rather than gondang sabangunan traditional music in Denpasar city.
