Abstract

In earthquake-affected areas, community-based disaster response strategies are an approach that requires communities to actively participate in actions to reduce the risk of potential earthquakes and improve preparedness plans. Earthquake-prone areas often face significant challenges in terms of vulnerability and disaster impact; Therefore, more sustainable and adaptable solutions are needed. A community-based approach builds disaster strategies based on the capabilities, knowledge, and participation of local communities. This includes forming a disaster response team, learning methods to reduce risk and learning how to build earthquake-resistant buildings. The study aims to identify the key components that influence the success of community-based disaster risk reduction in earthquake-prone areas and to assess how these factors affect disaster risk reduction.

Abstract

Disaster risk management is a systematic effort that aims to reduce the negative impacts of natural and social disasters. In disaster-prone areas, the implementation of disaster risk management policies is crucial to protect communities and critical assets. Disaster-prone areas face complex challenges in managing the risks and impacts of natural disasters that have the potential to threaten the safety and well-being of communities. Disaster risk management combines technical, social and political aspects in mitigation, preparedness, response and recovery efforts against disasters. This research aims to deeply analyse disaster risk management policies implemented in disaster-prone areas, focusing on the conceptual framework, research methodology, empirical findings and relevant policy implications. This research adopts a comprehensive disaster risk management conceptual framework, covering hazard identification, vulnerability analysis, risk assessment, mitigation planning, emergency response and post-disaster recovery. Each component within this framework is described in detail, taking into account interrelated physical, social, economic and environmental factors. This research method uses a multi-method approach that combines qualitative and quantitative methods. Qualitative methods, such as case studies and in-depth interviews, were used to understand stakeholders' perspectives and context.

Abstract

Assessing local government preparedness for tsunami disaster is a crucial step to evaluate the effectiveness of local government policies, strategies and capacities in dealing with tsunami threats, especially in highly vulnerable coastal areas. Tsunami disaster management requires harmonious coordination between various government agencies, communities and other stakeholders. This includes aspects of mitigation, early warning systems, evacuation processes, as well as post-disaster recovery. Therefore, the objective of this study is to assess the extent to which local governments are prepared to deal with the tsunami threat, taking into account the actions already implemented, the availability of resources, as well as the readiness of personnel and existing infrastructure. In this study, the author used a qualitative analysis method that involved interviews with local government officials, disaster management officers, as well as local communities. In addition, the author also reviewed documents and data related to preparedness strategies and training. The results of the evaluation revealed that while some areas have adequate infrastructure and early warning systems in place, challenges remain in terms of inter-authority coordination, community outreach and human resource capacity strengthening. The study recommends enhancing inter-sectoral coordination, improving communication and early warning systems, and conducting regular training for civil protection officials and communities. All of these aim to improve tsunami preparedness. It is hoped that with better preparation, the negative impacts of tsunami disasters can be minimized and the number of victims reduced.

Abstract

A disaster is an event or series of events that threatens and disrupts people's lives and livelihoods caused by natural and/or non-natural factors and human factors, resulting in human casualties, environmental damage, property losses, and psychological impacts. With its vast expanse of land and sea, Indonesia is not only rich in natural wonders, but also faces a variety of dire disaster threats. The government recorded more than 161 natural disasters, including earthquakes, volcanic eruptions, tsunamis, tornadoes, landslides and floods, between January and November 2014. This was not the case for the forest fires that ravaged almost all major islands in Indonesia. In dealing with this situation, it is important for all parties involved to work together, including the mass media. People's understanding of natural disaster warnings greatly influences their preparedness to deal with the impact of future disasters. The average percentage of households that are aware of signs or warnings of natural disasters in their neighbourhood, both in urban and rural areas, includes 11.35% and 8.08% respectively. The low level of community knowledge, especially regarding their own life safety, potentially increases the risk of becoming a victim when facing the impact of natural disasters.

Abstract

Studi ini bertujuan untuk membandingkan kebijakan manajemen bencana di negara-negara ASEAN Melalui analisis komparatif terhadap kerangka hukum, lembaga, dan praktik di lapangan, penelitian ini mengungkap keragaman pendekatan yang diterapkan oleh masing-masing negara dalam menghadapi risiko bencana. Hasil penelitian menunjukkan bahwa meskipun terdapat kesamaan dalam prinsip-prinsip dasar manajemen bencana, terdapat perbedaan signifikan dalam hal penekanan pada tahap mitigasi, kesiapsiagaan, dan respons darurat. Studi ini menyoroti pentingnya mempertimbangkan konteks lokal dan kapasitas institusional dalam merumuskan kebijakan yang efektif.

Abstract

This research examines the effectiveness of the disaster management system in Indonesia with a focus on a case study of flooding in Jakarta. Flooding is an annual disaster that often occurs in Jakarta due to high rainfall, poor drainage patterns and land use change. The disaster management system in Indonesia covers various stages, including mitigation, preparedness, response and recovery. However, implementation in the field often faces challenges, such as suboptimal coordination between agencies, budget constraints, and low public awareness. From these findings, it is recommended to increase human resource capacity, strengthen the coordination system between agencies, and increase public awareness and involvement in disaster mitigation and preparedness. In addition, the use of modern technology such as data-based flood mapping and more effective early warning is expected to improve the response to flood disasters. With these efforts, it is hoped that the disaster management system in Jakarta can be more effective in reducing the impact of flooding and protecting public safety.

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas manajemen aset daerah dalam meningkatkan kesejahteraan masyarakat di Provinsi Banten. Manajemen aset daerah yang efektif diharapkan dapat memberikan kontribusi signifikan terhadap optimalisasi pemanfaatan sumber daya daerah, peningkatan pelayanan publik, dan pencapaian kesejahteraan masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis. Data diperoleh melalui wawancara mendalam, studi dokumen, dan observasi lapangan. Hasil penelitian menunjukkan bahwa pengelolaan aset daerah di Banten masih menghadapi sejumlah tantangan, seperti kurangnya transparansi, keterbatasan kapasitas sumber daya manusia, serta belum optimalnya pemanfaatan teknologi dalam pengelolaan aset. Namun, terdapat potensi besar untuk meningkatkan efektivitas melalui penerapan tata kelola yang baik, penguatan regulasi, dan pengembangan sistem informasi manajemen aset. Dengan perbaikan tersebut, diharapkan pengelolaan aset daerah dapat memberikan dampak positif yang lebih besar terhadap kesejahteraan masyarakat di Banten.

Abstract

Gunung Merapi merupakan gunung berapi paling aktif yang terletak di provinsi jawa tengah indonesia yang mana lebih tepatnya berada di perbatasan antara Kabupaten Seleman, Kabupaten Magelang, Kabupaten Boyolali, Kabupaten Kelaten, Atau antara Provinsi Jawa Tengah dan Daerah Istimewa Yogyakarta. Gunung ini memiliki ketinggian ±2.968 mdpl, Gunung merapi beberapa kali mengalami letusan dan yang paling parahnya terjadi dalam kurun waktu 100 tahun terakhir yaitu pada tahun 2010, Atas kejadian ini sedikitnya menewaskan 353 jiwa termasuk kuncen dari gunung merapi tersebut yaitu mbah Maridjan dan lebih dari 300.000 orang mengungsi. Letusan gunung merapi tentunya sangat berdampak bagi masyarakat sekitar, utamanya berdampak pada lingkungan, sosial, kesehatan, ekonomi dan juga material yang dialami warga sekitar gunung merapi. Dalam hal analisis manajemen risiko bencana yang ditimbulkan oleh gunung merapi dan bagaimana pemerintah pusat dan daerah melakukan mitigasi dan meminimalisir terjadinya kerusakan dan dampak yang sangat buruk kembali terjadi yang di timbulkan akibat letusan atau erupsi dari gunung merapi dengan metode literatur review bersifat deskriptif, Gunung Merapi Sampai saat ini masih seringkali menunjukan keaktifannya serta terakhir kali erupsi pada 1 januari 2024 menyemburkan abu vulkanik dan juga awan panas yang tersebar ke beberapa wilayah di sekitarnya

Abstract

Khususnya mengingat kebutuhan akan perubahan yang cepat dan meningkatnya kompleksitas kesulitan, peran kepemimpinan visioner menjadi semakin signifikan dalam konteks reformasi kebijakan sektor publik. Kemampuan seorang pemimpin untuk mengembangkan, menyampaikan, dan melaksanakan visi jangka panjang yang kreatif dan berfungsi sebagai peta jalan untuk menentukan arah kebijakan dan taktik organisasi publik dikenal sebagai kepemimpinan visioner. Pemimpin visioner di sektor publik memiliki peran penting dalam mengelola perubahan dan mengatasi pertentangan yang mungkin muncul dari birokrasi, sistem yang tidak fleksibel, dan sumber daya yang langka. Selain menciptakan tujuan jangka panjang yang fleksibel, kepemimpinan visioner memungkinkan mereka untuk membuat kebijakan yang relevan, mudah beradaptasi, dan peka terhadap tuntutan masyarakat. Untuk menjamin bahwa kebijakan yang dihasilkan dapat diterima secara sah dan diterima secara umum, para pemimpin yang visioner mengambil sikap inklusif dan kooperatif, mendorong keterlibatan aktif dari berbagai pemangku kepentingan, termasuk masyarakat. Strategi ini tidak hanya mempermudah pengesahan kebijakan, tetapi juga membuat masyarakat merasa lebih berinvestasi dalam kebijakan yang diusulkan. Selain itu, budaya organisasi yang mudah beradaptasi yang memprioritaskan pendidikan, pemberdayaan staf, dan inovasi dalam pelayanan publik dipupuk oleh kepemimpinan yang visioner. Proses transformasi kebijakan yang berkelanjutan di sektor publik dipicu oleh kepemimpinan visioner yang mengedepankan tata kelola pemerintahan yang efektif, efisien, dan berorientasi pada hasil. Reformasi yang dipimpin oleh kepemimpinan visioner dapat menciptakan sektor publik yang lebih mudah beradaptasi, akuntabel, dan memperhatikan tuntutan masyarakat, sehingga meningkatkan kepercayaan masyarakat terhadap pemerintah dan meningkatkan standar kualitas pelayanan publik.

Abstract

Kepemimpinan transformasional berperan penting dalam keberhasilan implementasi kebijakan di tingkat pemerintah daerah. Studi kasus ini menganalisis pengaruh gaya kepemimpinan daerah terhadap pembuatan dan implementasi kebijakan publik. Penelitian menunjukan bahwa kepemimpinan transformasional, yang ditandai dengan visi jelas, kemampuan menginspirasi, dan stimulasi intelektual, secara signifikan meningkatkan efektivitas kebijakan. Temuan ini menekankan pentingnya pemimpin tranformasional dalam mendorong inovasi, partisipasi masyarakat, dan pencapaian tujuan pembangunan daerah
