Abstract

This study aims to establish Arabic language proficiency standards through a TOAFL-based competency evaluation model that is recognised both nationally and internationally. The research employed a Research and Development (R&D) approach following the Gall and Borg model. Data analysis ensured validity and reliability through prolonged engagement, persistent observation, and triangulation. The prototype developed in this study measures three key aspects of Arabic proficiency: listening comprehension, structure and written expression, and reading comprehension. Each aspect consists of several sections that assess different linguistic skills through 150 multiple-choice questions. The study also produced a question bank containing structured Arabic test materials designed for standardised assessment. Test scores are processed using a tabulation system that converts correct and incorrect responses into numerical values to generate total scores. The outcome of this research is a prototype of a standardised web-based Arabic language competency test model for Indonesian speakers, which can be used as a valid instrument for assessing Arabic language proficiency at the undergraduate and master’s levels.

Abstract

Abstract

The DPR, as the manifestation of popular sovereignty, is currently facing intense scrutiny due to structural dysfunction in the execution of its three functions. This study aims to analyze the constitutional critique of legislative dysfunction, oversight paralysis, and the crisis of representation under political party hegemony, and to formulate a concept for institutional reconstruction through an amendment to the relevant Law. Employing doctrinal legal research with statutory, conceptual, and comparative approaches, this research dissects the disparity between the constitutional design of the 1945 Constitution and the implementation reality of Law Number 17 of 2014. The results indicate that the DPR for the 2019-2024 period experienced legislative hegemony characterized by hyperregulation and absolute dominance over the DPD within a soft bicameral system. Furthermore, the oversight function was paralyzed by procedural hurdles regarding the Right of Inquiry quorum and by political subordination to the executive. The fundamental root of the problem lies in the crisis of representation, where the constitutional mandate of people’s representatives has been degenerated by party sovereignty through a unilateral recall mechanism. This study concludes that institutional reconstruction cannot be pursued through institutional dissolution, but must proceed through regulatory reform encompassing the application of a regulatory guillotine, reformulation of Right of Inquiry requirements, abolition of member impunity, and tightening of recall conditions. The main recommendation is to amend Law Number 17 of 2014 to restore the checks-and-balances mechanism and restore the dignity of the DPR as the mouthpiece of the people.

Abstract

UAV imagery-based semantic segmentation is crucial for mapping tropical agricultural areas such as oil palm plantations. The main challenges are overlapping vegetation objects, unclear boundaries, and spectral similarities between classes, which reduce the accuracy of conventional models. This study proposes a modified U-Net architecture with a VGG-19 backbone, achieved through hyperparameter tuning (M7) and the integration of residual blocks (M8), to enhance multi-class segmentation performance. Experiments were conducted on aerial imagery with two resolutions (512×512 and 256×256) using four-class and three-class scenarios. The results show that M7 and M8 consistently outperform the baseline model (M2) in terms of accuracy, precision, recall, and average Intersection over Union (IoU). In the 512x512 four-class scenario, M8 achieved the highest accuracy (87.40%), precision (88.32%), recall (86.32%), and MIoU (0.132). M7 reached similar accuracy (>86%) but trained significantly faster than the baseline. In the 256x256 scenario, M8 maintained strong performance with 86.44% accuracy and 0.302 MIoU. For the three-class experiment, M8 reached a top MIoU of 0.178. Accuracy, precision, and recall were all above 87%, showing improved recognition of minority classes such as waterways. Confusion matrix analysis confirmed that M8 provided more balanced class predictions. It also reduced false negatives for oil palm vegetation. M7 showed slight fluctuations, suggesting possible overfitting. These findings support M8 as a robust solution for UAV-based oil palm mapping and large-scale monitoring.

Abstract

This study analyzes legal certainty in the resolution of land rights disputes in Makassar City and identifies factors affecting the effectiveness of non-litigation dispute settlement. Land disputes remain a significant legal issue in Indonesia, particularly in rapidly developing urban areas. This research applies a combined normative and empirical legal approach with qualitative analysis. Normative research examines legal norms and regulations governing land dispute resolution, while empirical research explores their implementation in practice. Data were collected through literature review, interviews, and field observations involving judges, officials of the National Land Agency (BPN), and legal practitioners in Makassar. The findings indicate that although mediation and other non-litigation mechanisms offer faster and less costly solutions, their implementation remains suboptimal. The effectiveness of legal certainty is influenced by several factors, including community culture, legal knowledge, legal structure, legal awareness, and supporting facilities and infrastructure. Among these, facilities and infrastructure as well as community culture are the most dominant factors. Strengthening institutional capacity, improving mediator competence, and enhancing legal literacy are essential to improve non-litigation land dispute resolution in Makassar City

Abstract

Shooting accuracy is a crucial element in basketball, but student athletes often face consistency issues due to a lack of explosive leg muscle power. This study aims to examine the impact of half squat jump and resistance band training on basketball shooting accuracy in students at High School 16 Makassar. Using experimental research design, this study involved 20 basketball players selected through total sampling. The main instrument used was a free throw test, with data analyzed through descriptive statistics, normality tests, homogeneity tests, and t-tests. The results showed: (1) There is a significant effect of half squat jump training on shooting accuracy (t_count = 11.196 > t_table = 1.833; p < 0.05) which contributes to increasing explosive leg muscle power. (2) There is a significant effect of resistance band training on shooting accuracy (t_count = 7.562 > t_table = 1.833; p < 0.05) which strengthens the kinetic chain for shooting stability. (3) Independent sample t-test showed a significant difference in effectiveness between the two methods (t_count = 4.352 > t_table = 2.101; p < 0.05), where both modalities provide different physiological adaptations. Collectively, both methods are effective strategic solutions, but resistance band training showed a tendency for higher results in improving accuracy compared to half squat jumps. This study provides practical contributions for coaches in developing varied physical programs to improve the technical performance of high school level players.

Abstract

This study examines the dynamics of the Galasi community in Cobodoe Village as a form of traditional organization based on mutual cooperation that has played an active role in shaping the social and economic order of the local community for more than five decades. Through a descriptive qualitative approach, this study explores how social capital values such as trust, participatory leadership, and collective responsibility are the main foundations of community sustainability. The results of the study show that community work practices, such as a division of labor system using a local tool called Duga, deliberation-based work time management, and leadership regeneration rooted in social legitimacy, are the main pillars of community sustainability. In addition to contributing to meeting economic needs through monthly and annual crop management, the Galasi community has also been proven to have a positive impact on social development, including increasing access to education for the younger generation. These findings indicate that local values-based development approaches and social solidarity are still very relevant in strengthening community resilience, especially in the midst of the flow of modern social change that is individualistic.
