Abstract

Fiscal decentralization policy is one of the mos t important part of the concept of decentralization. By fiscal decentralization, we could hope that each regional government could enforcing the development in their region. But, fiscal decentralization policy in field could not be implemented in a whole sector caused of political factor. Then, each regional government has a good financial capability since 2001 because they get a bog amount of fund transfer from the central government, but the allocation to development is very few. For example, there are still many broken road. This case may be caused by the transfer fund from the central government is allocated mostly to employement expenditure.

Abstract

Work engagement serves as one of the dimensions contributing to the development of professional identity. This article aimed to describe the level of work engagement of school counselors, and the influence of work experience and educational background on counselors' work engagement. To this end, this comparative study involved school counselors as participants of the study, recruited using an incidental sampling technique. The participants were asked to share the invitation link to several school counselor social media groups in Indonesia. A work engagement scale adapted from the Utrecht Work Engagement Scale was employed to collect the data. The data were analyzed by inferential statistics using two-way ANOVA. The result shows that the average work engagement of participants was categorized as high. It was also found that work experience and educational background did not affect counselors' work engagement. The results of this study serve as preliminary findings of a complete framework for further research on the professional identity of school counselors in Indonesia.

Abstract

This study examines the Tandem campaign's impact in a general election as a strategy, supported by the party, and political patronage in Indonesia. Tandem is a campaign for more than one candidate. The investigation finds that tandem not only has the parallel model in numbering tandem with candidates from the People‘s Representatives Council (DPR) and the Regional People’s Representatives Council (DPRD), but the zigzag model also applies because of agreement from candidates. This pattern is supported by the political party, so the parliamentary threshold can be achieved, accounting for 4 % in DPR and 15 % in DPRD. During Regional Leaders Election (Pilkada), a political party can promote its candidate for a regional leader without paying another candidate from another party. Tandem can grow political patronage, and the candidates for DPR can be patrons of the DPRD candidates. This is because DPR members have many resources while candidates for DPRD as clients understand no further than the condition in their electoral district and social-political behavior, or they can even serve as broker-vote buyers. We hypothesize that this is a part of finding a solution to political costs in general elections.

Abstract

Dyes are one source of heavy metal waste originating from the textile industry, this is caused by the manufacture of dyes that use heavy metals as catalysts. Heavy metals are very dangerous because they cannot be broken down or degraded. Wastewater produced from the textile industry can contain dangerous metals, namely chromium (Cr), copper (Cu) and lead (Pb), where if these metals enter water bodies they can damage the food chain. Therefore, an alternative method is used that can reduce this waste, namely the biosorption method using microorganisms in the form of bacteria. This research uses gram positive bacteria in the form of Streptococcus mutans bacteria which will be exposed to chromium (VI) metal and gram negative bacteria in the form of Flavobacterium sp bacteria which will be exposed to lead (Pb) metal and Pseudomonas sp bacteria which will be exposed to chromium (VI) metal, lead. (Pb), and copper (Cu). The aim of this research was to determine the absorption ability of negative and gram-positive salt bacteria on these heavy metals. Literature results show that Streptococcus mutans bacteria are able to absorb chromium (VI) metal with a maximum of 90.80% with a concentration of 5 ppm on the 5th day. Flavobacterium sp bacteria are able to absorb lead metal (Pb) with a maximum of 96% with a concentration of 2 ppm on the 18th day, while Pseudomonas sp bacteria are able to absorb chromium (VI) metal with a maximum of up to 96.192% with a concentration of 5 ppm on the second day. -14, lead(Pb) metal can be absorbed to a maximum of 36.874% with a concentration of 4 ppm on the 16th day and Cu(II) metal can be absorbed to a maximum of 84.447% with a concentration of 3 ppm on the 16th day. Abstract

Abstract

The research was conducted in Padang, a city prone to natural disasters like earthquakes and tsunamis. A major earthquake in 2009 and the risk of a tsunami emphasized the ongoing disaster threat. The study examines labor conditions related to quality of work life (QWL) and wages, focusing on how QWL is affected by disasters like earthquakes and the environment, particularly for coastal workers. Factors considered include social support, work nature, age, and workplace location (altitude and proximity to the beach). The research focused on 384 employees in Padang across various job categories, selected through Probability Sampling and Area Sampling based on BNPB evacuation maps. Quantitative methods 3SLS and STATA software were used for analysis, revealing that QWL in earthquake and tsunami-prone areas is influenced by location, worker age, and social support, while wages are affected by location and job characteristics. The study indicates that the work environment impacts safety perceptions, which in turn affect QWL. Workers prefer locations farther from the coast, at higher altitudes, and near tsunami shelters or safe zones to enhance their work life quality.
