Abstract

This study aims to analyze the implementation of transformational leadership by the principal in developing teacher competencies at Public Elementary School 270 Lebani, Belopa District, Luwu Regency. The research was conducted using a descriptive qualitative approach, employing in-depth interviews, participatory observation, and documentation study. The findings reveal that the principal applies transformational leadership through four main dimensions: role modeling, inspirational motivation, intellectual stimulation, and individualized consideration. These dimensions directly contribute to the improvement of teachers’ pedagogical, professional, social, personal, and digital competencies. The novelty of this study lies in the integration of digital competence as part of teacher development within the context of the Merdeka Curriculum, as well as the reinforcement of the principal’s role as an agent of change in rural areas. The conclusion emphasizes that transformational leadership is key to creating a school culture that supports learning innovation and sustainable professional development of teachers.

Abstract

UPTD SDN 14 Lapongkoda, Tempe District, Wajo Regency, an elementary school located at Jalan Batam No. 3 Sengkang. This study aims to analyze the implementation of class administration in improving the learning process and analyze the supporting and inhibiting factors of class administration in improving the learning process at UPTD SDN 14 Lapongkoda. The research method used is a qualitative approach with an exploratory research type with data collection techniques through interviews, observations, and documentation. The main data sources in this study include the principal and 4 class teachers (from grade III to grade VI). The results of the study indicate that there is an increase in the learning process through the implementation of class administration that is well planned and supported by adequate facilities, so that the learning process can run more effectively, efficiently, and sustainably so that the learning process can be achieved optimally. In addition, there are inhibiting factors in the implementation of class administration such as limited learning resources, limited classroom space, and inadequate facilities and infrastructure. These findings indicate that improving the learning process through the implementation of well-managed class administration is expected to run more effectively, efficiently, and meaningfully for students.

Abstract

Kurikulum Merdeka yang diimplementasikan sejak Tahun Ajaran 2022/2023 menuntut guru untuk menguasai Pembelajaran Berbasis Proyek (Project-Based Learning/PjBL) sebagai metode utama dalam pelaksanaan Proyek Penguatan Profil Pelajar Pancasila (P5). Namun, hasil evaluasi di sekolah mitra menunjukkan bahwa pemahaman dan keterampilan guru dalam menerapkan PjBL dan menyusun Modul P5 masih sangat terbatas. Program pengabdian masyarakat ini bertujuan meningkatkan kompetensi guru melalui pelatihan PjBL dan penyusunan Modul P5. Metode kegiatan meliputi sosialisasi, pelatihan, penerapan teknologi, pendampingan, evaluasi, dan keberlanjutan program. Hasil program menunjukkan peningkatan pemahaman konsep PjBL sebesar 54,55%, kemampuan menyusun Modul P5 sebesar 60%, dan peningkatan persentase guru yang mampu menyusun Modul P5 sesuai standar dari 10% menjadi 90%. Pendampingan intensif, pelatihan interaktif, dan penggunaan teknologi terbukti efektif dalam meningkatkan kompetensi guru. Temuan ini menunjukkan pentingnya pengembangan berkelanjutan untuk memperkuat implementasi PjBL dan Modul P5 guna mendukung profil Pelajar Pancasila secara optimal.

Abstract

Program Kemitraan Masyarakat (PKM) ini bertujuan mendukung implementasi Kurikulum Merdeka melalui pemberdayaan Musyawarah Guru Mata Pelajaran (MGMP) IPA Kabupaten Wajo dengan memanfaatkan Platform Merdeka Mengajar. Latar belakang kegiatan ini adalah kebutuhan guru untuk meningkatkan kompetensi profesional dan pedagogis dalam menghadapi dinamika kurikulum baru yang berorientasi pada pengembangan pembelajaran berbasis proyek, profil pelajar Pancasila, serta teknologi digital. Metode yang digunakan meliputi analisis kebutuhan, pelatihan intensif, pendampingan praktik, dan evaluasi berkelanjutan. Kegiatan ini melibatkan 30 guru anggota MGMP IPA dengan pendekatan partisipatif dan kolaboratif. Hasil program menunjukkan bahwa pelatihan dan pendampingan berbasis kebutuhan nyata guru berhasil meningkatkan pemahaman mereka terhadap prinsip Kurikulum Merdeka serta keterampilan memanfaatkan fitur-fitur pada Platform Merdeka Mengajar, seperti perencanaan pembelajaran, asesmen diagnostik, dan referensi pembelajaran. Selain itu, implementasi pembelajaran berbasis proyek berhasil diaplikasikan di beberapa sekolah mitra, dengan peningkatan keterlibatan siswa dalam kegiatan pembelajaran. Kesimpulannya, program ini memberikan kontribusi signifikan dalam membekali guru dengan keterampilan dan pengetahuan yang relevan untuk menerapkan Kurikulum Merdeka secara efektif. Kegiatan ini juga memperkuat peran MGMP sebagai wadah kolaborasi guru dalam mengembangkan praktik pembelajaran inovatif. Hasil ini penting untuk direplikasi dan dikembangkan guna mendukung transformasi pendidikan yang lebih luas di Indonesia.

Abstract

School leadership is a key determinant of education quality, requiring principals who can inspire, motivate, and foster teacher commitment to create a positive work culture and effective learning. This study aims to explain the concept of transformational leadership, describe its implementation by school principals, and examine its impact on improving teacher performance. The research employed a descriptive qualitative approach using observation, documentation, and literature review of relevant studies, with principals and teachers as the main subjects.The findings reveal that principals apply transformational leadership through role modeling, providing motivation and recognition, involving teachers in decision-making, and encouraging innovation in teaching. These practices lead to increased discipline, creativity, and teacher self-confidence, while fostering a harmonious work environment. The novelty of this study lies in highlighting the contextual application of transformational leadership in Indonesian schools, emphasizing the integration of local cultural values with leadership practices. The study concludes that transformational leadership is effective in enhancing teacher motivation and performance while strengthening positive school culture. Practical implications suggest the need for leadership training, managerial competence development, and collective reflection among educators.

Abstract

This study aims to analyze the application of situational leadership styles by the principal in improving teacher performance at SMKN 8 Luwu. Leadership in schools plays a strategic role in guiding and motivating teachers to carry out their professional responsibilities effectively. Employing a quantitative approach with a descriptive correlational design, the study involved all teachers at SMKN 8 Luwu, totaling 40 respondents selected through total sampling. Data were collected using observation, interviews, and questionnaires based on a Likert scale measuring four dimensions of situational leadership: telling, selling, participating, and delegating. The data were analyzed using descriptive statistics and Pearson correlation. Results revealed that the most dominant leadership style applied by the principal was participating (35%), followed by selling (30%), telling (25%), and delegating (10%). Furthermore, the correlation analysis indicated a strong and positive relationship between situational leadership and teacher performance, with a correlation coefficient of 0.70. These findings highlight that flexible and adaptive leadership styles significantly contribute to enhancing teacher performance in vocational education settings. The novelty of this research lies in mapping situational leadership styles according to teachers’ readiness and independence across different vocational programs. The study provides theoretical contributions to educational leadership research and practical implications for principals to adopt adaptive leadership strategies that foster a conducive work environment and improve the quality of teaching and learning.

Abstract

The shift toward regional autonomy in Indonesia aims to bring public services closer to the community, with the expectation of improving service quality and ensuring that the benefits are felt by all stakeholders. However, local governments continue to face significant challenges in meeting the growing demand for high-quality public services, especially in crucial sectors such as clean water, health, population management, and licensing. This research evaluates the bureaucratic capacity of Makassar City, South Sulawesi, from 2020 to 2024, using a qualitative approach and descriptive analysis. Data was gathered through interviews with 12 key informants and secondary sources, including official documentation. The analysis reveals that the public service performance in Makassar does not meet community expectations, mainly due to limitations in the local government's bureaucratic capacity. These limitations include insufficient personal, organizational, and system capacities, weak political will, and low community engagement. The study concludes that improving bureaucratic capacity is essential for enhancing public service delivery. To address these challenges, the study proposes four key policy recommendations: 1) Developing a strategic plan for bureaucratic capacity building, 2) Innovating government policies to better meet community needs, 3) Implementing participatory reforms, and 4) Investing in information technology to enhance governance. The main contribution of this research is providing a deeper understanding of the role of bureaucratic capacity in improving quality of public service and developing policies that are more responsive to the needs of the community.

Abstract

This study to analyze innovation in public service governance and identify determinant factors that influence its implementation at Prima Husada Sengkang Hospital, Tempe District, Wajo Regency. This study uses a qualitative research method with a descriptive approach. The research informants consisted of 5 people: doctors, nurses, administrative staff, patients, and patients' families. Data collection techniques were carried out through interviews and documentation. Data analysis used the Miles and Huberman model which includes data reduction, data presentation, data verification, and conclusion drawing. The results show that public service governance at Prima Husada Sengkang Hospital has implemented the principles of transparency, accountability, responsiveness, and effectiveness. Supporting factors for innovation are the existence of good resolution and accommodation in resolving patient problems or complaints supported by effective communication and coordination. Meanwhile, inhibiting factors come from societal dynamics in the form of increasing public demands for service quality, expectations of cooperation with BPJS, improvements in service facilities, timeliness of doctor services, and network constraints that affect the use of SIM RS.

Abstract

This study aims to analyze the implementation of electronic-based government procurement of goods and services at the Department of Communications, Informatics, and Statistics of Wajo Regency and to identify the supporting and inhibiting factors affecting its implementation. A qualitative approach with a descriptive research design was employed. Data were collected through observation, interviews, and documentation involving the Head of Department, structural officials, implementing officers, and service providers. The findings indicate that the implementation of electronic procurement has generally been effective. Effective communication and coordination through socialization, meetings, and technical assistance have supported the procurement process. Adequate human resources and information technology infrastructure have facilitated the implementation of procurement through the Electronic Procurement System (SPSE). Furthermore, the commitment of implementers to comply with applicable regulations has enhanced transparency, efficiency, effectiveness, and accountability. The bureaucratic structure has functioned according to established duties and procedures while promoting information transparency through electronic systems. Supporting factors include strong coordination, competent personnel, adequate technological infrastructure, and transparent procurement information. However, implementation continues to face challenges, including internet network disruptions, technical issues in application systems, and the need to strengthen personnel capacity in adapting to evolving electronic procurement systems and regulations.
