Abstract

To maintain the existence of traditional markets, one of the efforts that can be done is to make traditional markets become thematic markets. The purpose of this study is to identify the potential development of thematic markets in Semarang City and to find out the thematic market development strategies in Semarang City. This research method is secondary data and primary data. Determination of samples in this study was carried out by purposive sampling method, that is judgment sampling. The analytical method uses description analysis, and SWOT analysis. The results of the study show that the potential of thematic market development in Semarang City is directed at two things, (a) thematic-based products, (b) themati-based village (c) based on creative economy. The potential of thematic / tourism village based thematic market development is directed at thematic villages that have been formed and developed by each Subdistrict according to their characteristics, potential and superiority. Some thematic market development strategies based on SWOT Analysis are facilitation of funds and bureaucracy in the development of thematic markets, conducting marketing promotions on thematic markets on a regular basis to the community, and empowering the market community. Efforts should be made to integrate tourism villages, thematic products, industrial centers and people's markets in maximizing the development of thematic markets in the city of Semarang so that there is no need to build new thematic markets that spend a lot of budget.

Abstract

Penelitian ini bertujuan untuk menyusun model strategi pengembangan ekonomi kreatif yang inklusif dan berkelanjutan di Kota Semarang. Penelitian ini menggunakan data primer dan data sekunder. Data sekunder diperoleh dari pemerintah daerah Kota Semarang dari SKPD terkait maupun BPS. Sedangkan data primer diperoleh dari survei dan Focus Group Discussion (FGD), sedangkan data sekunder terkait dengan capaian ekonomi kreatif di Kota Semarang. Metode analisis yang digunakan adalah deskriptif kualitatif untuk mendesain model pengembangan ekonomi kreatif sebagai alternatif pendekatan pembangunan yang inklusif dan berkelanjutan. Hasil penelitian menunjukkan bahwa Berdasarkan hasil dan pembahasan penelitian dapat disimpulkan bahwa Industri kreatif di Kota Semarang terus mengalami perkembangan secara signifikan. Dari 17 subsektor, Kota Semarang memiliki lima sub sektor utama Ekonomi Kreatif, yaitu kuliner (81,93 %), music (9,67%), kriya (1,83 %), seni pertunjukkan (1,64 %) dan fashion (1,17 %), Tiga subsektor andalan seperti kuliner, kriya, dan fashion masih sangat menjanjikan karena permintaan yang masih tinggi. Beberapa komponen strategis perlu dikembangkan untuk mendukung pengembangan ekonomi kreatif yang inklusif dan berkelanjutan meliputi kemudahan perizinan, efisiensi dan efektifitas penganggaran dan lainnya. Kemudian perlu adanya optimalisasi pelatihan-pelatihan yang diberikan kepada para pelaku ekraf secara merata dan meningkatkan kolaborasi dengan stakeholder lainnya. Untuk meningkatkan kualitas produk ekraf, maka harus ada pendampingan dan penjaminan mutu produk agar diterima dipasar.  Sedangkan dari komponen pemasaran, maka perlu adanya inovasi pemasaran digital. Dalam upaya meningkatkan perkembangan ekonomi kreatif di Kota Semarang, maka perlu optimalisasi peran masing-masing stakeholder baik akademisi sebagai peneliti, pemerintah sebagai regulator dan fasilitator, swasta sebagai investor dan inisiator, masyakat sebagai pelaku dan konsumen, maupun media sebagai mediator dan publisher.

Abstract

One of the national development programs is to increase the popularity of traditional markets. The existence of the traditional market is affected by several aspects, in which one of them is the availability of modern markets that provides a concept of comfort and cleanness. This has contributed to the decline of traditional sellers’ revenue. Another reason which causes the traditional market is not favoured by people is due to the bad condition of the facility provided by the market, the unorderly management, the behaviour of some elements in the market, the changes of consumers’ behaviour who favour to shop some dry basic needs in the modern market also contributes to the process of traditional market marginalization. Therefore, the objective of this research is to identify the condition of the existing traditional markets in Semarang city and the action of optimization strategies for the traditional market in Semarang city. The analysis method being employed in this research is the quantitative description analysis, qualitative description, and SWOT (Strength, Weakness, Opportunity, and Threat) analysis. The result reveals that traditional markets in Semarang city are divided into 6 UPTD amounting to 54 markets in total. From 2012 until 2014, the market which contributed the highest retribution is UPTD Johar, while in 2016 the highest retribution contributor was from UPTD Karangayu. Market revitalization has been done in 14 traditional markets which include Rejomulyo, Dargo, Waru, Bulu, Sampangan, Surtikanti, Purwogondo, Jerakah, Peterongan, Rasamala, Pedurungan, Genuk, Suryo Kusumo, and Penggfaron. The SWOT analysis shows that the total score of each factor could be elaborated as such, Strength (1.89), Weakness (0.76), Opportunity (1.66), and Threat (1.63). Optimization strategies of traditional market in Semarang include (1) improving the market in a periodical schedule, (2) integrating transportation with Semarang public transports, (3) strengthening the organization of market players/elements and the human resources of the traditional markets’ management, (4) refining the system and expanding the parking areas, (5) adding facilities such as lifts or escalators, (6) fixing the drainage system, rubbish management, and the area sanitation, (7) improving the product zoning / grouping in the market, (8) holding some events for activities or promotion, (9) renewing the mindset through intensive training, (10) planning for a more comprehensive and thorough traditional market’s development, (11) periodically controlling or giving warnings to sellers who are doing business activity outside the traditional markets by Satpol PP, (12) fixing or innovating the service for the consumers, (13) including all stakeholders in the markets’ development, (14) creating rules regarding the construction of modern retails.

Abstract

Gunungpati District has an ex-JSDF land area of 73.2 ha consisting of 67 parcels of land spread across 12 Sub-Districts. The ex-JSDF land area was originally a poverty alleviation program and critical land conservation in the City of Semarang in collaboration with the JSDF (Japanese Social Development Fund), Worldbank and the City Government of Semarang. The development of several ex-JSDF land locations has developed into agro-tourism areas such as those managed by the Agriculture Service in Cepoko Village. However, several other locations managed by farmer groups were abandoned and then experienced land conversion. So that the potential of the ex-JSDF in the region was identified to obtain a pilot strategy for sustainable tourism in the city of Semarang. The research was carried out by identifying tourist attractions and tourism development factors so that directions for developing integrated and sustainable tourism areas in Gunungpati District could be obtained. the results of the analysis of the suitability of cultivated land in the former JSDF land locations spread across 12 sub-districts, 11 of which have an S1 suitability class, namely its use is very suitable for cultivating fruit crops. Meanwhile, one other location, namely Sumurrejo Village, has a Masters degree of suitability (quite appropriate). In general, the limiting factors in the heavy research sites were soil texture and fertility which were in class S3. Another mild limiting factor is temperature and groundwater productivity which are in class S2. Sustainability analysis found that the level of sustainability of fruit cultivation on ex-JSDF land in the Gunungpati District area was in a less sustainable status, the resulting index value only reached 58.94. Integrated tourism development area in Kec. Gunungpati with the main tourism zones covering, 1) Agroeduwisata Kandri Tourism Village, 2) Kreo Cave & Jatibarang Reservoir, 3) Kandri Boat Tourism, 4) Ngrembel Asri, and 5) Firdaus Fatimah Zahra.
