Abstract

Purpose – This study aims to evaluate the implementation of counselor accountability at MTs Negeri Kota Bogor and formulate evidence-based strategies to strengthen their professional practice. The research responds to systemic challenges in Indonesian public madrasahs, where high student-to-counselor ratios, limited facilities, and fragmented institutional support hinder effective counseling services aligned with national policy goals. Design/methods/approach – A qualitative intrinsic case study approach was employed, focusing on two key informants—a counselor and the school principal—through semi-structured interviews, direct observation, and document analysis. Thematic analysis was conducted using NVivo 12, guided by the M.E.A.S.U.R.E accountability framework (Dahir & Stone, 2003), with methodological triangulation and member checking to ensure credibility. Findings – Findings indicate that while the counselor applies systematic planning and evaluation procedures, accountability practices remain constrained by structural barriers. Notable initiatives include weekly documentation, digital-based student needs assessment, and collaborative service integration into classroom learning. However, ineffective communication with parents, insufficient training in data use, and the absence of specialized supervision impede sustainable accountability. Research implications – The findings support five actionable recommendations: (1) institutionalization of service-specific SOPs, (2) low-tech digital integration for reporting and assessment, (3) regular training in program evaluation and data utilization, (4) strengthened principal–counselor collaboration, and (5) strategic partnerships with external psychological service providers. These steps align with the goals of the Kurikulum Merdeka and Permendikbud No. 111/2014, and can inform national-scale policy refinements

Abstract

This article aims to evaluate the digital competencies of prospective teachers in Indonesia in the context of digital education. A survey method was used to collect data from students and alumni of the physics education program from 2017 to 2022. A total of 248 respondents participated in the study, consisting of 202 students and 46 alumni. The collected data were then analyzed quantitatively. The research findings indicate that the majority of respondents showed a positive response to their abilities in all assessed dimensions of digital competencies. Literacy in information and data, communication and collaboration, digital content creation, safety, and problem-solving received favorable ratings. However, there is potential to improve skills in digital content creation. Overall, the respondents demonstrated a good level of competence in the evaluated digital competency indicators. The data also revealed that students and alumni of the physics education program are accustomed to using technology in their academic activities. They utilize Learning Management Systems (LMS) to access course materials, submit assignments, and take exams. Additionally, they employ various applications and collaborate online in groups. The program also offers courses that support the use of technology in learning. Abstract

The present focus of school counselling accountability extends beyond merely tallying activities and time invested by counsellors; it necessitates that school counsellors implement results-oriented and evidence-based methods. This study is to examine the literature about trends, models, and barriers faced by counsellors in the implementation of accountability practices. This study employs a Narrative literature review and Bibliometric analysis covering the period from 2003 to 2023, analysed using Vosviewer. The research findings indicate that the literature on accountability in school counselling is intricately linked to program evaluation, data-driven decision-making, and stakeholder collaboration, all aimed at enhancing the efficacy of counselling services in educational institutions and ultimately fostering student success. The findings of the narrative literature review elucidate models that serve as references for school counsellors in implementing accountability practices, specifically data-driven decision-making, the transformative individual school counselling model, MEASURE, the evidence-based model, and the IDEAS model. Additionally, researchers identified accountability barriers stemming from both internal and external factors affecting school counsellors. These findings may serve as a foundation for future study aimed at establishing a data-driven approach to enhance school counsellor accountability.

Abstract

This article explores the relationship between family economic status and parental involvement in supporting student success through effective school-family partnerships. Using a qualitative literature review approach, the authors analyzed 29 selected studies 20 qualitative and 9 quantitative published within the past decade. The review reveals that family economic status significantly influences the level and quality of parental involvement in children’s education. Parents from low-income families often face barriers such as limited time, knowledge, and resources, while those from higher economic backgrounds may display selective involvement due to reliance on external support systems. The study highlights that both extremes of economic status can result in reduced collaboration between parents and schools, ultimately affecting student outcomes. The paper emphasizes the importance of teachers’ and counselors’ roles in fostering inclusive, culturally responsive partnerships that bridge economic disparities. By integrating insights from family-systems and school-based counseling perspectives, the study advocates for collaborative models that empower parents regardless of their socioeconomic conditions. The authors conclude that sustainable school-family partnerships can enhance students’ academic achievement, emotional well-being, and long-term development through equitable access to support and engagement

Abstract

This study aims to develop a comprehensive school guidance and counseling program model by integrating the international models of ASCA (American School Counselor Association) and ABKIN (Indonesian Guidance and Counseling Association), tailored to the local context of Indonesia. The research utilised the Borg and Gall research and development design, which includes development, testing, and validation steps. A purposive sample of 141 guidance and counseling teachers from various educational levels across Indonesia participated in the study. The developed model consists of two main frameworks: a general framework and a specific framework. The general framework includes the foundation, delivery system, management, and accountability, while the particular framework covers the rationale, philosophy, vision and mission, and program audit. The model was validated by four expert validators: (1) a professor of Guidance and Counseling from Semarang State University, focusing on junior high school education; (2) a professor from Malang State University, focusing on senior high school education; (3) a professor from Indonesian Education University, focusing on elementary school education; and (4) an expert lecturer in Early Childhood Education (PAUD). The validation results showed an average score of 4.1 out of 5, indicating that the model was considered satisfactory in feasibility and completeness. Suggested improvements emphasised further adaptation to local conditions and strengthening evidence-based accountability. This model is expected to enhance the effectiveness of school counseling services by supporting student development in three main domains: the academic domain (learning to learn), the career/vocational domain (learning to earn), and the personal/social domain (learning to live). With a more adaptive approach to the specific needs at various educational levels, this guidance and counseling model can better support student growth.
