Abstract

This study aims to describe and analyze the concept and practice of quality-based budgeting as a strategy to support the achievement of educational accreditation and improve institutional performance. The method used is a literature review, analyzing various scientific sources, including books, journal articles, and policy documents relevant to educational budgeting, quality management, and accreditation standards. The study results indicate that quality-based budgeting functions not only as a mechanism for allocating financial resources but also as a strategic instrument linking budget planning to the fulfillment of quality standards and accreditation indicators. This approach has been proven to promote transparency, efficiency, and effectiveness in financial management, while strengthening the internal quality assurance system of educational institutions. The discussion emphasizes that the integration of budgeting and quality management is crucial because accreditation assesses the conformity between educational inputs, processes, and outputs. Therefore, the implementation of quality-based budgeting contributes to increased institutional accountability and the sustainability of educational quality. These findings imply the need for quality-oriented financial management policies as a basis for achieving optimal and sustainable accreditation outcomes.

Abstract

Increasingly fierce global competition demands educational organizations to transform and consistently improve quality excellence to maintain competitiveness. This study aims to analyze in depth how the concept of excellence, particularly based on Tom Peters' eight principles, can be implemented holistically to ensure the sustainable competitiveness of educational institutions. The approach used is a systematic literature study from various academic sources, including journals, books, and articles related to the concept of excellence, total quality management (TQM), and the competitiveness of educational organizations. The collected data were then analyzed by searching, grouping by theme, and synthesizing to obtain comprehensive conclusions. The findings indicate that to achieve sustainable competitiveness, educational organizations must implement eight principles: 1) Action orientation; 2) Closeness to customers (students and parents); 3) Autonomy and entrepreneurship; 4) Productivity through people (HR); 5) Practical and value-oriented culture; 6) Focus on core competencies; 7) Simple structure and lean staff; and 8) Simultaneous loose-tight approach. The conclusion of this study confirms that the competitiveness of educational organizations in the modern era is not solely determined by static factors, but rather by strategic consistency in instilling and implementing a culture of excellence across all institutional elements.

Abstract

This study aims to examine the utilization of the Fishbone Diagram as an analytical approach to improving the quality of learning in educational settings. The research employed a literature review method by analyzing various relevant scientific sources, including books, national and international journal articles, and previous research publications related to educational quality management and cause-and-effect analysis. The collected data were analyzed using a descriptive-analytical approach to identify patterns and implications of Fishbone Diagram implementation in learning quality improvement. The results indicate that the Fishbone Diagram is effective as a systematic analytical tool for identifying the root causes of low learning quality. The main factors identified include teacher competence, instructional methods, learning facilities, teaching materials, and school management. Through structured cause-and-effect mapping, educational institutions are able to design more focused, measurable, and sustainable improvement strategies. The novelty of this study lies in its comprehensive synthesis of the Fishbone Diagram application as an analytical instrument that integrates pedagogical and managerial dimensions of education. This study confirms that the Fishbone Diagram is not only relevant as a quality management tool but also as a practical analytical approach to support strategic decision-making for continuous improvement of learning quality.

Abstract

This research aims to comprehensively describe the application of the Malcolm Baldrige model in measuring the performance of educational organizations in Indonesia. In the era of globalization and educational transformation, educational institutions are required to implement measurable, directed, and sustainable quality management systems. The Malcolm Baldrige Excellence Framework (MBEF) provides systematic guidance through seven key categories: leadership, strategic planning, customer focus, measurement and data analysis, workforce management, operational processes, and results. This study applies a qualitative approach using a literature review method from various national academic sources, including textbooks and journals discussing the implementation of the Baldrige model in Indonesian education. The analysis reveals that the Baldrige model is effective in improving institutional performance, particularly in data-driven decision-making, strategic planning, and stakeholder satisfaction. The main challenges include limited human resources, lack of managerial training, and weak quality culture in some educational institutions. Therefore, it is crucial for educational institutions to integrate the Baldrige model into their internal quality assurance systems (SPMI) to achieve continuous and competitive quality improvement.

Abstract

Global competition in the field of education requires every educational institution to possess effective strategies for improving quality, relevance, and competitiveness. However, many educational institutions in Indonesia still face challenges in systematically identifying and optimizing their internal potential, causing quality development programs to operate below expectations. Based on this issue, this study aims to analyze the role of field strength analysis as a managerial strategy to enhance the competitiveness of educational institutions. This research employs a qualitative approach using the library research method, focusing on conceptual exploration and the review of previous studies. Data were collected from various sources, including books, national and international scientific journals, research reports, and educational policy documents. The data were analyzed using the content analysis technique, which involved stages of data reduction, thematic classification, interpretation of interrelated variables, and drawing theoretical conclusions. The findings reveal that the   implementation of field strength analysis plays a significant role in strengthening institutional competitiveness through improving strategic planning effectiveness, optimizing internal resources, enhancing institutional image and identity, and developing innovative programs based on local potential. Moreover, this approach serves as an essential instrument in establishing a sustainable, participatory, and innovation-oriented quality management system.

Abstract

Quality assurance in higher education in Indonesia requires the implementation of a structured and sustainable system to ensure the achievement of institutional performance and compliance with accreditation requirements. This article aims to examine the implementation of the PPEPP cycle (Establishment, Implementation, Evaluation, Control, and Improvement) within the higher education quality assurance system, highlighting the role of each stage as an integrated and continuous quality improvement cycle. This study adopts a qualitative descriptive–analytical approach through a review of policy documents, regulations, and relevant academic literature related to quality assurance and higher education accreditation. The results indicate that the establishment of contextual and relevant standards constitutes the primary foundation for the effective implementation of the PPEPP cycle. Consistent implementation of these standards strengthens the effectiveness of the internal quality assurance system. Furthermore, evaluation and control conducted through internal quality audits serve as reflective mechanisms to ensure performance accountability, while continuous quality improvement directly supports the achievement of outcome-based accreditation. These findings demonstrate that the PPEPP cycle functions not merely as an administrative requirement, but as a strategic framework for enhancing the quality and competitiveness of higher education institutions in a sustainable manner.
