Abstract

This study examines how DSN-MUI fatwas can be transformed into operational and binding legal norms within the governance of Sharia fintech in Indonesia. The main problem identified is the absence of an integration mechanism between fatwas and OJK regulations, resulting in a dualistic supervisory framework that creates legal uncertainty and weakens the enforcement of Sharia compliance. Using a normative legal research method with legislative, conceptual, and comparative approaches, this study analyzes regulatory gaps, supervisory structures, and governance practices across several countries. The findings indicate that the dual authority model hampers regulatory effectiveness and undermines public trust in Sharia fintech. This study recommends an integrated governance framework through normative harmonization, the establishment of an OJK-DSN-MUI coordination platform, and the incorporation of fatwa provisions into formal regulations to strengthen legal legitimacy, ensure Sharia compliance, and enhance consumer protection. Study analyzes the transformation of fatwas into enforceable legal frameworks within the governance of Sharia fintech in Indonesia. Using a normative and comparative legal approach, this study examines the relationship between the regulations of the Financial Services Authority (OJK) and the fatwas issued by the National Sharia Council–Indonesian Ulema Council (DSN–MUI).

Abstract

BackgroundMalignant meningiomas (MM) are rare aggressive tumors associated with poor survival outcomes. Due to their rarity, there is limited data on the outcomes and prognostic factors of MM patients, particularly on adjuvant radiotherapy roles in this tumor population. This study aims to investigate the clinical characteristics, prognostic factors, and survival outcomes of MM with focus on survival benefits of adjuvant radiotherapy. MethodsThis retrospective cohort study analyzed 19 MM patients, who were initially subjected to postoperative radiotherapy, at Dr. Kariadi General Hospital, Semarang, from 2013 to 2023. Kaplan-Meier analysis was used to estimate survival rates at 1, 2, and 5 years. Univariate and multivariate Cox regression analyses were performed to identify factors associated with overall survival (OS). Variables with a p-value ≤ 0.25 in univariate analysis were included in the multivariate models. ResultsThe median OS was 16 months (95% CI 0.0–40.2), with estimated 1-year, 2-year, and 5-year survival rates of 52.6%, 42.1%, and 15.8%, respectively. Adjuvant radiotherapy (RDT) was associated with a significantly improved OS (p<0.001). However, sex, age, tumor location, and extent of resection did not show a significant association with OS. Cox regression showed that RDT had no statistically significant effect on OS in the multivariate model (HR = 0, 95% CI 0–1.8, p=0.923). ConclusionAdjuvant radiotherapy is critical for improving OS in MM patients, and gross-total resection (GTR) alone does not guarantee better long-term outcomes. Further studies with larger cohorts and molecular analysis are necessary to refine treatment strategies for MM.

Abstract

This study analyzes the implementation of Flexible Working Arrangement (FWA) policy enacted by East Java Provincial Government through Governor's Circular Letter Number 11410 of 2025 in response to security dynamics during September 1-4, 2025. Employing a descriptive qualitative approach with Edwards III Implementation Model as analytical framework, this research examines four key variables: communication, resources, disposition, and bureaucratic structure. The analysis reveals that FWA policy represents an adaptive strategy successfully balancing employee safety protection and essential public service continuity. Implementation success was supported by structured policy communication, utilization of existing digital infrastructure, strong leadership commitment, and bureaucratic structure flexibility in operational decision decentralization. This study recommends institutionalizing FWA mechanism within permanent Business Continuity Plan (BCP) framework and developing output-based performance evaluation system to measure adaptive policy effectiveness during crisis.

Abstract

The development of digital technology is expected to improve the quality of e-commerce services through innovations such as AI chatbots that provide fast, accurate, and responsive information. However, in practice, problems remain, particularly misinformation that may harm consumers and create uncertainty regarding legal liability. This study aims to analyze Shopee’s legal responsibility for misinformation delivered by AI chatbots from the perspective of consumer protection. The research method used is library research with a qualitative approach through normative juridical analysis, employing primary sources such as the Consumer Protection Act (UUPK), the Electronic Information and Transactions Act (UU ITE), and the Government Regulation on Electronic Systems and Transactions (PP PSTE), along with secondary sources including legal books, journals, and articles. The findings show that Shopee remains legally responsible since consumers are entitled to accurate, clear, and honest information under the Consumer Protection Act, and electronic system providers are obliged to maintain system reliability and security under the ITE Law and PP PSTE. Thus, legal responsibility lies with the platform provider rather than the AI system itself, highlighting the need for more adaptive regulations to ensure consumer protection in the digital era.

Abstract

The current centralized regime is preventing the implementation of climate change policy in line with the needs of affected regions. Consequently, many regions with distinctive coastal and small-island characteristics have been adversely affected by centralized policy largely due to a lack of regional government authority to establish climate change mitigation policy tailored to local needs. In this context, mitigation efforts based on green autonomy, namely the authority of regional government to establish climate change mitigation policy, are essential. Therefore, this research aims to identify the form of regional government policy addressing the impacts of climate change in coastal and small island regions, based on environmentally friendly autonomy. A doctrinal legal method was used with a descriptive-analytical approach, specifically a juridical-normative analysis that provides a descriptive analysis of regional government authority in climate change prevention. The results showed that the concept of climate change based on green autonomy emphasizes regional authority, independence, and independence in environmental management, particularly climate change efforts. This approach is operationalized by establishing cross-sectoral policy across structured and non-structured stages, starting with preparing coastal spatial plans consistent with regional interests without excluding national objectives. In conclusion, the concept of green autonomy offers a value contribution for government consideration in establishing climate change mitigation policy, and represents a new legal development for regional government in implementing concurrent authority matters.

Abstract

Sebagai alternatif reboisasi konvensional menggunakan benih tanaman, lereng yang sedikit berbukit dapat direvegetasi menggunakan metode tanpa olah tanah dan hidroseeding. Penelitian ini bertujuan untuk mengevaluasi efektivitas campuran hidroseeding untuk revegetasi pada lereng 15–25% di area kampus Universitas Nusa Bangsa. Penelitian dilakukan pada skala plot menggunakan Observed Sample Plot (OSP) berukuran 2,0 m × 1,2 m, mengikuti kondisi lereng. Setiap plot (PCP) terdiri dari 60 subplot menggunakan metode Templok yang disusun dalam pola kotak-kotak, dengan 30 subplot yang diberi perlakuan campuran hidroseeding. Perlakuan tersebut meliputi kombinasi dua media tanam—serbuk gergaji sengon (Falcataria moluccana) dan serasah JUN (Jati Unggul Nusantara) cincang (masing-masing 1,1 kg)—dan tiga konsentrasi tackifier (0, 3, dan 6 g/L air). Hasil penelitian menunjukkan bahwa media yang mengandung serasah JUN cincang yang dikombinasikan dengan perekat 6 g/L menghasilkan tingkat perkecambahan benih Sesbania grandiflora (Turi) tertinggi. Kombinasi ini secara signifikan meningkatkan perkecambahan dibandingkan dengan perlakuan lainnya. Namun, erosi percikan diamati di semua plot, yang menyebabkan hilangnya media tanam dalam jumlah besar. Oleh karena itu, penerapan penyemaian hidro dalam skala besar di lereng memerlukan pengendalian erosi tambahan, seperti penyangga bambu, jaring kelapa, atau geo-jute, untuk menjaga stabilitas tanah. Temuan ini menunjukkan bahwa bahan organik yang bersumber secara lokal dan konsentrasi perekat yang tepat dapat meningkatkan keberhasilan revegetasi tahap awal di medan miring.

Abstract

This paper presents a detailed exploration of the architectural development of an offline-first Progressive Web Application (PWA) prototype, specifically designed for gamified learning systems. The core research involves the technical examination of the PWA prototype, emphasizing its architectural design and crucial offline capabilities in the context of gamification elements. The study highlights the critical architectural components necessary for offline-first PWAs in educational settings, including the usage of PWA service workers and caching mechanisms. Key gamification features were identified and integrated, differentiating between those suitable for offline settings (like Points Systems, Badges/Achievements, Progress Tracking) and those requiring online connectivity (like Global Leaderboards and Social Interactions). The prototype, built using the React frontend framework and Supabase BAAS for the backend, demonstrates the potential of offline-first strategies in educational technology. It provides practical insights into the challenges and opportunities of maintaining engaging, uninterrupted learning experiences, particularly in low-connectivity environments. In conclusion, while offline-first PWAs effectively support learning activities with intermittent internet access, the research suggests that a careful balance must be managed between robust offline functionality and the richness of dynamic online interactivity to fully maximize the benefits of gamification.

Abstract

Background: Postoperative cognitive dysfunction (POCD) is a prevalent complication that occurs after surgery, impacting cognitive function. Cognitive performance may be hindered by anemia, as it reduces the delivery of oxygen to the brain and leads to tissue hypoxia, affecting metabolism and ultimately diminishing cognitive function.Objective: The objective of this study is to examine the potential correlation between hemoglobin levels and the occurrence of POCD in individuals undergoing heart valve replacement surgery.Methods: This retrospective cohort study included all individuals aged 20 years and above who underwent heart valve replacement surgery from July to December 2021. Hemoglobin levels were assessed both before and after the surgical procedure, and cognitive function was evaluated using the Indonesian-adapted Montreal Cognitive Assessment (MOCA-INA) on the third day after the operation. Statistical analysis involved the use of either Student's t-test or the Mann–Whitney nonparametric test.Results: A total of 70 participants were included in the study from July to December 2021. The majority of the participants were female (57.1%), and a significant proportion were below 60 years old (81.4%). The average preoperative hemoglobin levels were higher (13.30 g/dL) than the average postoperative hemoglobin levels (10.78 g/dL). In terms of cognitive function, 61.4% of participants experienced postoperative cognitive dysfunction (POCD), with a higher mean MoCA-INA score before surgery (28.41) than after surgery (22.37), along with a delta Hb of -0.27. Furthermore, postoperative hemoglobin levels were significantly lower in POCD patients than preoperatively (p = 0.003).Conclusion: The occurrence of postoperative cognitive dysfunction (POCD) was linked to the hemoglobin levels after heart valve replacement.
