Abstract

Abstract Friday is a special day for Muslims, explained by Ibn Kathir as a day of gathering. On this day, the Friday prayer (Salat al-Jumu'ah) is performed, consisting of two obligatory units (rak'ahs) following two sermons (khutbahs), with specific conditions and pillars that must be met for the prayer to be valid according to Islamic law. One important aspect discussed in the context of Friday prayer is the prohibition of "attakhatti," which refers to stepping over the shoulders of worshipers during the sermon. This act is viewed differently by the Hanafi and Shafi'i schools of thought. The Hanafi school considers the act to be forbidden (haram) as it occurs during the sermon and has the potential to disturb other worshipers. In contrast, the Shafi'i school views attakhatti as merely disliked (makruh), though both agree that it disrupts the congregation. This study uses a normative legal research method with a descriptive and comparative approach, analyzing Islamic law books and fiqh texts from various schools of thought. The results reveal that the difference of opinion between the Hanafi and Shafi'i schools regarding attakhatti stems from divergent interpretations of the evidence (dalil). This highlights the variations in Islamic legal interpretation, particularly concerning actions that disrupt the performance of the Friday prayer. Pada hari ini dilaksanakan ibadah salat Jumat, yaitu salat wajib dua rakaat yang dilaksanakan setelah dua khutbah, dengan syarat dan rukun yang harus dipenuhi agar sah menurut syariat Islam. Salah satu aspek penting yang dibahas dalam konteks salat Jumat adalah larangan melakukan perbuatan "attakhatti" atau melangkahi pundak jamaah saat khutbah. Perbuatan ini memiliki pandangan berbeda dalam mazhab Hanafi dan Syafi'i. Mazhab Hanafi menganggap perbuatan tersebut haram, karena dilakukan saat khutbah berlangsung dan berpotensi mengganggu jamaah lain. Sementara itu, mazhab Syafi'i memandang attakhatti sebagai makruh, meskipun keduanya sependapat bahwa perbuatan ini bisa mengganggu jamaah. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan deskriptif dan komparatif, mengkaji buku-buku hukum Islam dan kitab-kitab fiqih dari berbagai mazhab sebagai bahan analisis. Dari hasil penelitian, perbedaan pendapat antara mazhab Hanafi dan Syafi'i terkait attakhatti disebabkan oleh perbedaan dalam memahami dalil-dalil yang digunakan oleh masing-masing mazhab. Hal ini menunjukkan adanya variasi dalam interpretasi hukum Islam, khususnya terkait tindakan yang dianggap mengganggu pelaksanaan ibadah salat Jumat. Abstract

Abstract Fasting is an obligation for a mature Muslim as an expression of the fear of a servant of God, some things can cancel fasting such as eating, drinking, putting something into the body cavities deliberately, in this case there are differences of opinion about the abolition of fasting, bekam is a type of treatment by sucking blood from the skin to cleanse the blood from toxins and increase the flow of blood. The author is interested in two major mazhabs, the mazhab of Shafi’i and the mazbab of Hambali, which have different views on the law of fasting. This study aims to study and analyze the views of both Mazhab on the Law of Fasting for the fasting people. The results of this study found that the two mazhab have differences of opinion about the law of fasting for people who are fasting although the same use of the sohih law of the hadith, the Mazhab Shafi’i argued that fasting during fasting does not cancel the fasting with the Hadith that was preached by Ibn Abbas, but there is a makruh opinion because it can weaken the body. Meanwhile, the mazhb Hambali viewed that the fast when fasting cancelled the fast, based on the good-bye hadith of Syaddad bin Aus. Keywords: fasting, cupping, mazhab of Shafi’i, mazbab of Hambali Abstrak Puasa adalah kewajiban bagi seorang muslim yang sudah dewasa sebagai sebuah ungkapan ketakwaan seorang hamba kepada Allah, beberapa hal dapat membatalkan puasa seperti makan, minum, memasukan sesuatu kedalam rongga tubuh dengan sengaja, dalam hal ini terdapat perbedaan pendapat tentang pembatal puasa, bekam adalah jenis pengobatan dengan penghisapan darah dari kulit untuk membersihkan darah dari racun dan meningkatkan aliran darah. Penulis tertarik pada dua mazhab besar yaitu mazhab Syafi’i dan mazhab Hambali, yang mempunyai pandangan yang berbeda tentang hukum berbekam saat sedang berpuasa. Penelitian ini bertujuan untuk mengkaji dan menganalisis pandangan kedua mazhab terhadap hukum berbekam bagi orang yang sedang berpuasa. Hasil penelitian ini mendapati bahwa kedua mazhab memiliki perbedaan pendapat tentang hukum berbekam bagi orang yang sedang berpuasa meskipun sama sama menggunakan dasar hukum hadis yang sohih, mazhab Syafi’i berpendapat bahwa berbekam saat berpuasa tidak membatalkan puasa dengan dalil Hadis yang diriwayatkan Oleh Ibnu Abbas , namun ada pendapat makruh karena dapat melemahkan tubuh. Sementara itu, mazhab Hambali berpandangan bahwa berbekam saat berpuasa membatalkan puasa, didasarkan pada hadis sahabat Syaddad bin Aus. Abstract

This study analyzes the legal and operational challenges hindering Indonesia's State Intelligence Agency (BIN) from effectively coordinating national intelligence activities. Findings reveal that BIN's establishment via presidential regulation, rather than statutory law, weakens its authority over law-based agencies like TNI and Polri, causing coordination failures. The absence of constitutional recognition, a permanent coordinating body, and enforcement mechanisms further exacerbates these issues. Urgently, the research proposes: (1) elevating BIN's legal status through constitutional amendment, (2) creating a binding coordination body, and (3) implementing oversight safeguards. These reforms aim to strengthen Indonesia's intelligence system against dynamic threats while balancing centralized authority with democratic accountability. The study contributes a practical framework aligned with international best practices (Thailand and Netherlands) to address critical national security gaps.

Abstract

For effective teak plantation management, early detection system in controlling teak mistletoe requires various basic information, including degree of infestation and accuracy of the species names. Mistletoe infestations in teak and mistletoe species name have been reported, but there are still problems in identifying the correct species or subspecies due to morphological similarity. The objective of this study was to clarify the species identity of hemi-parasitic mistletoe plants, which were found in teak Clonal Seed Orchard (CSO) in Padangan, East Java Province, Indonesia using DNA barcodes. Species identification of teak mistletoe based on leaf morphological characteristics and universal DNA barcode regions (i.e. matK and rbcL) were carried out. The results showed that the Canonical Discriminant Analysis (CDA) could differentiate Dendrophthoe pentandra and Macrosolen tetragonus based on leaf morphological characteristics. Variables having high correlation to distinguish both species were length of petiole, width of the widest leaf, number of secondary leaf veins, leaf base shape, aspect ratio, form factor and perimeter ratio of diameter. The results of DNA barcoding showed that the two DNA barcode regions presented good amplification and sequence results. Both DNA barcode regions successfully differentiated two species i.e. D. pentandra and M. tetragonus which belong to Loranthaceae family and have similar leaf morphological characteristics. Those regions were also able to identify Viscum articulatum and other species belonging to Santalaceae family. These results suggested that the two DNA regions could become recommended universal DNA barcode for identifying teak mistletoe.

Abstract

Mistletoes are hemiparasitic macroparasite plants that interfere with trees and other wild plants in nutrient acquisition. As the plant has low leaf water potential, it draws water from teak wood tissues during the deciduous stage of the teak host, thereby killing the twigs and eventually the teak tree. Mistletoes are also key players in plant diversity. Therefore, the mistletoe population needs to be regulated not only as a parasite but also as a keystone species affecting biodiversity. Knowledge scarcity on the status of mistletoes includes their genetic variation. Hence, the purpose of this study is to analyze the level of genetic variation of teak mistletoe (Dendrophthoe pentandra) using RAPD markers. At the Padangan teak Clonal Seed Orchard (CSO), leaf samples were randomly collected from three layers of the mistletoe crown (upper, middle, and below) taken from five host teak trees randomly selected from each of the sub-observation measure plots (OMP). Four OMP units inside the observation sample plots (OSP) (n = 3, 50 × 50 m) at different levels of infestation (light, moderate, and heavy) were established. Analysis of genetic variation and genetic distance of mistletoes across different crown layers was conducted using RAPD markers. The leaf samples from crown layers UU (upper crown, subsection upper), UM (upper crown, subsection middle), and UB (upper crown, subsection below), including U (upper crown), had significantly greater genetic variation (He = 0.181–0.255) than those from the M layer (middle crown, He = 0.227) and the B layer (below crown, He = 0.114). Furthermore, the greatest genetic distance occurred between mistletoes in the UB and B crown layers (0.310), whereas the shortest genetic distance occurred between mistletoes of the UU and UM layers in the upper crown (0.038). Practical implications of the low genetic variation include the control of D. pentandra infestation by restricting its population so that the Perhutani State-Owned Forestry Enterprise can maintain damage levels below the economic threshold.

Abstract

This study examines how DSN-MUI fatwas can be transformed into operational and binding legal norms within the governance of Sharia fintech in Indonesia. The main problem identified is the absence of an integration mechanism between fatwas and OJK regulations, resulting in a dualistic supervisory framework that creates legal uncertainty and weakens the enforcement of Sharia compliance. Using a normative legal research method with legislative, conceptual, and comparative approaches, this study analyzes regulatory gaps, supervisory structures, and governance practices across several countries. The findings indicate that the dual authority model hampers regulatory effectiveness and undermines public trust in Sharia fintech. This study recommends an integrated governance framework through normative harmonization, the establishment of an OJK-DSN-MUI coordination platform, and the incorporation of fatwa provisions into formal regulations to strengthen legal legitimacy, ensure Sharia compliance, and enhance consumer protection. Study analyzes the transformation of fatwas into enforceable legal frameworks within the governance of Sharia fintech in Indonesia. Using a normative and comparative legal approach, this study examines the relationship between the regulations of the Financial Services Authority (OJK) and the fatwas issued by the National Sharia Council–Indonesian Ulema Council (DSN–MUI).

Abstract

BackgroundMalignant meningiomas (MM) are rare aggressive tumors associated with poor survival outcomes. Due to their rarity, there is limited data on the outcomes and prognostic factors of MM patients, particularly on adjuvant radiotherapy roles in this tumor population. This study aims to investigate the clinical characteristics, prognostic factors, and survival outcomes of MM with focus on survival benefits of adjuvant radiotherapy. MethodsThis retrospective cohort study analyzed 19 MM patients, who were initially subjected to postoperative radiotherapy, at Dr. Kariadi General Hospital, Semarang, from 2013 to 2023. Kaplan-Meier analysis was used to estimate survival rates at 1, 2, and 5 years. Univariate and multivariate Cox regression analyses were performed to identify factors associated with overall survival (OS). Variables with a p-value ≤ 0.25 in univariate analysis were included in the multivariate models. ResultsThe median OS was 16 months (95% CI 0.0–40.2), with estimated 1-year, 2-year, and 5-year survival rates of 52.6%, 42.1%, and 15.8%, respectively. Adjuvant radiotherapy (RDT) was associated with a significantly improved OS (p<0.001). However, sex, age, tumor location, and extent of resection did not show a significant association with OS. Cox regression showed that RDT had no statistically significant effect on OS in the multivariate model (HR = 0, 95% CI 0–1.8, p=0.923). ConclusionAdjuvant radiotherapy is critical for improving OS in MM patients, and gross-total resection (GTR) alone does not guarantee better long-term outcomes. Further studies with larger cohorts and molecular analysis are necessary to refine treatment strategies for MM.

Abstract

The development of digital technology is expected to improve the quality of e-commerce services through innovations such as AI chatbots that provide fast, accurate, and responsive information. However, in practice, problems remain, particularly misinformation that may harm consumers and create uncertainty regarding legal liability. This study aims to analyze Shopee’s legal responsibility for misinformation delivered by AI chatbots from the perspective of consumer protection. The research method used is library research with a qualitative approach through normative juridical analysis, employing primary sources such as the Consumer Protection Act (UUPK), the Electronic Information and Transactions Act (UU ITE), and the Government Regulation on Electronic Systems and Transactions (PP PSTE), along with secondary sources including legal books, journals, and articles. The findings show that Shopee remains legally responsible since consumers are entitled to accurate, clear, and honest information under the Consumer Protection Act, and electronic system providers are obliged to maintain system reliability and security under the ITE Law and PP PSTE. Thus, legal responsibility lies with the platform provider rather than the AI system itself, highlighting the need for more adaptive regulations to ensure consumer protection in the digital era.

Abstract

The current centralized regime is preventing the implementation of climate change policy in line with the needs of affected regions. Consequently, many regions with distinctive coastal and small-island characteristics have been adversely affected by centralized policy largely due to a lack of regional government authority to establish climate change mitigation policy tailored to local needs. In this context, mitigation efforts based on green autonomy, namely the authority of regional government to establish climate change mitigation policy, are essential. Therefore, this research aims to identify the form of regional government policy addressing the impacts of climate change in coastal and small island regions, based on environmentally friendly autonomy. A doctrinal legal method was used with a descriptive-analytical approach, specifically a juridical-normative analysis that provides a descriptive analysis of regional government authority in climate change prevention. The results showed that the concept of climate change based on green autonomy emphasizes regional authority, independence, and independence in environmental management, particularly climate change efforts. This approach is operationalized by establishing cross-sectoral policy across structured and non-structured stages, starting with preparing coastal spatial plans consistent with regional interests without excluding national objectives. In conclusion, the concept of green autonomy offers a value contribution for government consideration in establishing climate change mitigation policy, and represents a new legal development for regional government in implementing concurrent authority matters.

Sebagai alternatif reboisasi konvensional menggunakan benih tanaman, lereng yang sedikit berbukit dapat direvegetasi menggunakan metode tanpa olah tanah dan hidroseeding. Penelitian ini bertujuan untuk mengevaluasi efektivitas campuran hidroseeding untuk revegetasi pada lereng 15–25% di area kampus Universitas Nusa Bangsa. Penelitian dilakukan pada skala plot menggunakan Observed Sample Plot (OSP) berukuran 2,0 m × 1,2 m, mengikuti kondisi lereng. Setiap plot (PCP) terdiri dari 60 subplot menggunakan metode Templok yang disusun dalam pola kotak-kotak, dengan 30 subplot yang diberi perlakuan campuran hidroseeding. Perlakuan tersebut meliputi kombinasi dua media tanam—serbuk gergaji sengon (Falcataria moluccana) dan serasah JUN (Jati Unggul Nusantara) cincang (masing-masing 1,1 kg)—dan tiga konsentrasi tackifier (0, 3, dan 6 g/L air). Hasil penelitian menunjukkan bahwa media yang mengandung serasah JUN cincang yang dikombinasikan dengan perekat 6 g/L menghasilkan tingkat perkecambahan benih Sesbania grandiflora (Turi) tertinggi. Kombinasi ini secara signifikan meningkatkan perkecambahan dibandingkan dengan perlakuan lainnya. Namun, erosi percikan diamati di semua plot, yang menyebabkan hilangnya media tanam dalam jumlah besar. Oleh karena itu, penerapan penyemaian hidro dalam skala besar di lereng memerlukan pengendalian erosi tambahan, seperti penyangga bambu, jaring kelapa, atau geo-jute, untuk menjaga stabilitas tanah. Temuan ini menunjukkan bahwa bahan organik yang bersumber secara lokal dan konsentrasi perekat yang tepat dapat meningkatkan keberhasilan revegetasi tahap awal di medan miring.
