Abstract

Dinas Komunikasi, Informasi, dan Persandian Yogyakarta is a combination of 3 assignments used to be handled by 4 different divisions : (1) Telematics and Information Technology, (2) Promotion, Publication, and Public Relation, (3) Coding, and (4) Sectorial Statistics. The merging of those 4 divisions weren’t followed by addition of resources. All human resources, equipment, and technical rules used are those already available at the time. Based on Yogyakarta’s Mayor’s Rules number 79 year 2016 about Organization Structure, Position, Duties, Function, and Working Procedures of Dinas Komunikasi, Informasi, dan Persandian Yogyakarta, the duty of Dinas Komunikasi, Informasi, dan Persandian is to carry out regional government matters based on the principle of regional autonomy in communication, information, coding, and statistics area. Dinas Komunikasi, Informasi, dan Persandian Yogyakarta must have some strategies in order to carry out its duties and functions, especially to support the acceleration of implementation of smart city for Yogyakarta City Government. Some matters that need to be prepared in order to support the program are (1) Human Resources who are competent in information technology (e-skills) and implementation of electronic based services concepts, (2) Infrastructures of communication and information technology which include infrastructures for network and data centre, information system, and data integration and integrated application development.

Abstract

Bidkeu Polda D.I. Yogyakara as a work unit for financial development within the Kepolisian Daerah D.I. Yogyakarta is responsible for making the implementation of the financial administration process run smoothly, transparently, accountably and professionally. In order to support the implementation of the achievement of these goals, it is necessary to know the extent of the performance conditions and determine the strategy for improving the performance of the Bidang Keuangan Polda D.I. Financial Yogyakarta. Data analysis in this study used Importance Performance Analysis (IPA) and SOAR. IPA is an analyst by comparing the performance and level of expectations or interests of service recipients as an effort to improve the performance of the service provider organization. Furthermore, SOAR consists of four variables, namely S: Strength, O: Opportunity, A: Aspirations, R: Result. SOAR analysis comes from the Appreciative Inquiry (AI) approach, which is basically a strategy based on the positive things that a business or organization has to develop and make it its main advantage.Based on the results of research with IPA and SOAR, it is concluded that the strategy to improve the performance of the Bidang Keuangan Polda D.I. Financial Yogyakarta is a strategy: (1) Improving the quality of work results and timeliness of reporting. (2) Making efforts to add and maintain the facilities and infrastructure to office support . (3) Maintaining the friendliness of personnel in service. (4) Increasing the discipline of personnel working time. (5) Developing personnel potential. (6) Increase the work motivation of personnel. (7) Striving for the regeneration of Bidkeu Polda D.I. Yogyakarta.

Abstract

The purpose of this study is: to test whether there are differences in financial performance between Savings and Loans Cooperatives and Sharia Financing (KSPPS) and Conventional Savings and Loans Cooperatives (KSP) by comparing 5 (five) variables, namely: Liquidity, Solvency, Economic Rentability, Asset Growth , and Member Growth. This study uses secondary data with a total of 10 (ten) Cooperatives with details of 5 (five) Savings and Loan Cooperatives and Shari’ah Financing (KSPPS) and Conventional Savings and Loans Cooperatives (KSP) of 5 (five) with observation periods between 2013 - 2017. The statistical analysis method used is the two average differences used to test the difference in performance of the two data groups with 5 (variables) measured. The results showed that the variable Liquidity, Solvabolity, Asset Growth, and Member Growth there was no difference in performance between Savings and Loans Cooperatives and Sharia Financing (KSPPS) with Conventional Savings and Loans Cooperatives (KSP). While the Economic Rentability variable shows a difference, namely KSPSS has better performance than KSP. The limitations of this study are the shorter observation time and the small number of samples. While suggestions can be given for future research is that more research samples can be added, research variables can also be added and the research area can be expanded.

Abstract

Human resource is a very important asset for a company. A good human resource management will result to good output for company. Employee engagement is a relatively new term in the field of human resource management. According to Tritch (2003), employees who have engagement value are those who have full and enthusiastic involvement in their work. Another view of employee engagement is proposed by Macey and Schneider (2008) which states that employee engagement does not only make employees contribute more, but also result to higher loyalty which reduces the desire to leave the company voluntarily. Thomas (2007) provides an understanding of employee engagement as a stable psychological state, the result of interaction between an individual and the environment in which the individual works. The factors or aspects that make up employee engagement, popularly developed by the Kenexa Employee Engagement Index standards (EEI), are measured based on four components: Pride, Satisfaction, Advocacy and Retention. The sample of this research is all 738 employees of PT. Taman Wisata Borobudur, Prambanan, and Ratu Boko consisting of 389 Organic Employees and 349 Cooperative Employees. This research is referred to as population research since the entire population is used as a sample of the research.

Abstract

Tanda Jasa dan Tanda Kehormatan diberikan kepada individu sebagai penghargaan atas prestasi kerja dari organisasi atau pemerintah. Salah satu organisasi pemberi tanda jasa dan tanda kehormatan adalah Kepolisian Negara Republik Indonesia. Proses pemberian tanda jasa dan tanda kehormatan diawali dengan pengusulan dari Kepolisian Daerah Istimewa Yogyakarta. Usulan tersebut kemudian diajukan ke Kepolisian Negara Republik Indonesia. Namun, tidak semua usulan dapat diterima. Berdasarkan data dari 3 tahun terakhir menunjukkan bahwa terjadi penurunan jumlah pengajuan yang diterima. Tahun 2016 jumlah usulan yang diterima sebanyak kurang lebih 46%, tahun 2017 kurang lebih 41% dan tahun 2018 kurang lebih 39%. Hal ini menunjukkan bahwa perlu dilakukan penelitian untuk menganalisis faktor penyebab belum optimalnya kinerja untuk pengajuan tanda jasa dan kehormatan. Selain itu, perlu dirumuskan upaya untuk peningkatan kinerja. Penelitian ini menggunakan desain kualitatif deskriptif dengan melakukan wawancara terhadap 5 orang informan. Informan tersebut dipilih karena dianggap mampu memberikan informasi yang relevan. Teknik analisis dilakukan dengan keabsahan data dan analisis data untuk menyajikan data hasil wawancara dan menarik kesimpulan. Hasil penelitian menunjukkan bahwa faktor penyebab dari belum optimalnya kinerja terdiri dari 2 faktor. Faktor pertama yaitu kurangnya sosialisasi administrasi usulan tanda jasa dan kehormatan. Faktor kedua yaitu kurangnya pemahaman tentang mekanisme pengusulan. Hasil penelitian juga menunjukkan upaya yang dapat dilakukan untuk meningkatkan kinerja. Upaya tersebut adalah melaksanakan sosialisasi administrasi dan membuat surat edaran warning order agar usulan tepat waktu dan akurat.

Abstract

This study aims to identify the use of the E-Performance application and additional income for Civil Servants in increasing the commitment of Civil Servants at Secretariat of the Regional Peoples Representative Board of Pacitan Regency and to formulate what efforts must be made thus that the E-Performance application and additional income for Civil Servants can be optimal in increasing the commitment of Civil Servants at Secretariat of the Regional Peoples Representative Board of Pacitan Regency. The type of research used in this research is descriptive qualitative research. The research results show that the E-Performance application and provision of additional income for Civil Servants has not been able to increase the commitment of Civil Servants at Secretariat of the Regional Peoples Representative Board of Pacitan Regency due to the lack of Civil Servant knowledge of information technology; lack of motivation in filling out the E-Performance application; mismatch of duties, principals and functions with the appointment decree; delays in filling out E-Performance application; network error or the application is under maintenance; the nominal of the additional income is still lower than other regions, additional income for Civil Servants is not commensurate with the workload of employees, and a fairly large nominal range among position classes.

Abstract

Anemia pada ibu postpartum merupakan kondisi medis dimana jumlah sel darah merah atau hemoglobin kurang dari 10gr%1. Secara fisiologis anemia terjadi apabila terdapat kekurangan jumlah hemoglobin untuk mengangkut oksigen ke jaringan tubuh. Penurunan konsentrasi hemoglobin dikarenakan terganggunya pembentukan sel-sel darah merah akibat kadar zat besi di dalam darah berkurang 3. Data World Health Organization (WHO) melaporkan bahwa prevalensi anemia ibu postpartum sekitar 56%. Menurut Survey Demografi Kesehatan Indonesia tahun 2012 bahwa prevalensi anemia pada ibu postpartum mencapai 30%. Penelitian ini bertujuan untuk mengetahui pengaruh suplemen bayam terhadap perubahan kadar hemoglobin pada mencit anemia. Jenis penelitian yang digunakan adalah eksperimental laboratorium dengan pretest posttest control group design. Adapun sampel dalam penelitian ini adalah mencit betina anemia sebanyak 24 mencit dibagi menjadi 3 kelompok. Kelompok yang diberikan suplemen bayam hijau (8 mencit), kelompok yang diberikan suplemen bayam duri (8 mencit), kelompok kontrol (8 mencit). Hasil Penelitian didapatkan ada perbedaan kadar hemoglobin kelompok kontrol dengan kelompok perlakuan dengan p value 0,0001 (p< 0,01). Besar perbedaan pada ketiga kelompok tersebut menggunakan uji satistik ANOVA, didapatkan bahwa bayam duri paling berpengaruh terhadap peningkatan kadar hemoglobin mencit.

Abstract

Laktasi adalah keseluruhan proses produksi dan pengeluaran ASI. Laktasi terjadi dibawah pengaruh berbagai kelenjar endokrin, terutama hormon-hormon hipofisis prolaktin dan oksitosin. Gangguan pada laktasi terjadi karena berbagai faktor diantaranya faktor bayi, ibu dan lingkungan yang dapat berpengaruh pada peningkatan kadar hormon prolaktin dan volume ASI. Cakupan ASI Eksklusif Kabupaten Tegal pada tahun 2011 hanya 47,9%, target pencapaian ASI Ekslusif sebesar 80%. Salah satu upaya peningkatan laktasi pada ibu postpartum dengan kombinasi metode pijat woolwich dan endorphine. Tujuan penelitian untuk membuktikan perbedaan pengaruh kombinasi metode pijat woolwich dan endorphine terhadap kadar hormon prolaktin dan volume ASI. Jenis penelitian quasy-experiment rancangan non randomized controlled trial design pretest posttes control group. Jumlah sampel 20. Analisis data secara univariat, bivariat dengan independent t test, wilcoxon signed rank test dan mann whitney test. Hasil penelitian berdasarkan analisis bivariat menunjukkan rata – rata kadar hormon prolaktin pada kelompok intervensi 103,80 ng/ml, sd 12,60 ng/ml dan rata-rata volume ASI kelompok intervensi 17,40 cc, sd 6,91 cc . Kelompok kontrol rata – rata 60,90 ng/ml, sd 41,45 ng/ml dan rata-rata volume ASI kelompok kontrol 0,60 cc, sd 0,84 cc, p value kadar hormon prolaktin 0,034 sedangkan p value volume ASI 0,000 (p value < α 0,05) artinya ada perbedaan bermakna rata rata kadar hormon prolaktin dan volume ASI pada kelompok intervensi dan kelompik kontrol. Kombinasi metode pijat woolwich dan endorphine berpengaruh terhadap peningkatan kadar hormon prolaktin dan volume ASI ibu postpartum. Diperlukan sosialisasi, pelatihan, dukungan serta penerapan program manajemen laktasi dalam kunjungan masa nifas (KF) tentang terapi komplementer kombinasi metode pijat woolwich dan endorphine terhadap peningkatan kadar hormon prolaktin dan volume ASI. Abstract

Cakupan ASI Eksklusif di Puskesmas Dawe yaitu 11,9%, droup out ASI Eksklusif satu bulan pertama 65%. Study pendahuluan 70% karena produksi ASI kurang. Upaya pemerintah belum optimal, diperlukan upaya alternatif untuk meningkatkan produksi ASI dengan pijat oksitosin dan aromaterapi. Penelitian ini bertujuan membuktikan perbedaan efektifitas pijat oksitosin tehnik Effleurage, aromaterapi rose dan kombinasi pijat oksitosin tehnik Effleurage dan aromaterapi rose terhadap kadar prolaktin. Jenis penelitian quasy eksperimen rancangan non randomized controlled trial desain pretest posttes control group. Jumlah sampel 40. Analisis data secara univariat, bivariat dengan independent t test dan metode anova. Hasil penelitian berdasarkan analisis bivariat menunjukkan rata – rata hormon prolaktin pada kelompok pijat 34,33 ng/ml, sd 47,13 ng/ml. Kelompok aromaterapi rata – rata 45,04 ng/ml, sd 156,04 ng/ml, kelompok pijat dan aromaterapi rata – rata 224,99, sd 145,45 ng/ml, kelompok kontrol rata – rata 14,97, sd 155.17 ng/ml,p value 0,004 (p < 0,05) artinya ada perbedaan bermakna rata rata kadar hormon prolaktin ketiga perlakuan. Pijat oksitosin tehnik effleurage dan aromaterapi rose paling efektif terhadap peningkatan kadar hormon prolaktin ( 95% CI 120,95-329,02 ; p value 0,008). Perlunya sosialisasi, penerapan, dukungan, pelatihan serta kebijakan program manajemen laktasi di Dinas Kesehatan Kabupaten tentang terapi komplementer kombinasi pijat oksitosin tehnik effleurage dan aromaterapi rose.

Abstract

Many rivers in Indonesia had very poor water clarity due to a mixture of dirt and mud in the water. Polluted rivers were often found in areas near settlements, where household waste that flowing into rivers made the water look dirty and turbid. Pollutants dissolved in water will bind to small particles and settle at the bottom of the river, due to sedimentation. This research designed a device to detect sediment volume in the rivers. This device used an ultrasonic sensor type DYP-L04 and a rotary encoder for calculating volume, with Arduino Mega 2560 R3 as a processor. There is a PG45 motor that was used to set the motor speed to be constant. This ultrasonic sensor works based on the Arduino programming algorithm that has been designed, so that the device can measure sediment volume optimally. The results of this research showed that the device could determine the volume of sediment with the average error score less than 10 %.
