Abstract

The Impact of Interpersonal Communication and Self-Esteem on Teacher Turnover. Objectives: The purpose of this study is to see how interpersonal communication and self-esteem play a role in the turnover of civil servant teachers in Public Elementary School, Sub-District Setiabudi, Jakarta’s Special Capital District. Methods: This study used a basic random selection technique to select 126 civil servant teachers as a sample. To investigate the contribution and influence of the independent factors on the dependent variable, this study used multiple linear regression models. Findings: After conducting the research, several findings were obtained, include: (1) Interpersonal communication has a negative and significant effect on teacher turnover with a significance value of 0.000; (2) Self-esteem has a negative and significant effect on teacher turnover with a significance value of 0.000; (3) Interpersonal communication and self-esteem have an effect on teacher turnover with a determination coefficient value of 0.944. Conclusion: Well-maintained communication between colleagues and build self-esteem in teachers will make a teacher more receptive to himself, improve his performance and reduce teacher’s turnover. Keywords: interpersonal communication, self-esteem, turnoverDOI: http://dx.doi.org/10.23960/jpp.v11.i2.202104

Abstract

Based on research by the Indonesia Ministry of Education from January to April 2021, 3,391 elementary school (SD) students from seven districts in four provinces experienced significant learning loss in both literacy and numeracy. Due to the pandemic the learning loss experienced for numeracy was equivalent to five months of study and literacy was equivalent to six months of study. Merdeka Curriculum is a new policy established to develop students' potential character. One of them is the implementation of the Merdeka curriculum which is carried out in two Public Elementary Schools, Central Jakarta. There were five research subjects: the principal, deputy principal for curriculum, and teachers. The research was conducted using descriptive qualitative methods. The research results show that schools welcome the Merdeka Curriculum because it is pro-child. School principals and teachers try their best, starting from preparing the curriculum, teaching modules, implementing the learning process, to evaluating student competency. In the Merdeka Curriculum there is character education based on Pancasila values. However, the implementation of the Merdeka Curriculum was considered too hasty with a lack of socialization and training carried out by the education office and supervisors. Therefore, the Merdeka Curriculum needs to be prepared carefully by policy makers in order to prepare expert practitioners who can provide training directly according to teacher needs, so that teachers get clear information to develop themselves and improve their teaching abilities, as well as textbooks that should be adapted to student development.

Abstract

Based on Government Regulation Number 57 of 2001 concerning National Education Standards & Minister of Education, Culture, Research and Technology Regulation Number 09 of 2022 concerning Evaluation of the Education System by Regional Governments for Early Childhood, Primary and Secondary Education, an Educational Report Platform has emerged to help staff education and those responsible for education in improving the quality of education. Starting from the issue of the quality of Indonesian education, according to the Central Statistics Agency, Sakernas data (2018) recorded that the population of North Central Timor aged 15 years and over who worked was mostly elementary school graduates or below at 65.78%. Meanwhile, Diploma graduates or above only amounted to 11.10%. Apart from that, the School Participation Rate in 2018 for the population aged 7-12 years (SD) was 99.48% who attended school while the rest did not, the population aged 13-15 years (SMP) attended school 92.75% while the rest did not, the population aged 16-18 years old (SMA) who attend school are 64.97% while the rest are not. So, data-based educational planning is needed through education reports. This research was conducted at the North Central Timor Regency Education Service, East Nusa Tenggara using a qualitative approach, and the research objects were the Head of the Education Service and service operators. The results of the research illustrate data-based educational planning that contains holistic student learning outcomes from both cognitive and non-cognitive (character) aspects and encourages educational units and education offices to make improvements through preparing achievement improvement activities based on the results of identification and reflection on achievements. Educational report cards that are appropriate to the field conditions of educational units by carrying out three stages of the Data Based Planning (PBD) process, namely Identification, Reflection, and Improvement (IRB).

Abstract

The implementation of budget efficiency in education through government policies such as Presidential Instruction No. 1 of 2025 has raised various concerns regarding its impact on the quality of education. This article aims to examine strategies for managing educational financing in the face of budget efficiency using a systematic literature review approach. Data were collected from relevant literature on education financing and budgeting. The findings reveal that effective governance of educational financing must uphold the principles of transparency, accountability, effectiveness, and efficiency. Proper financial governance not only ensures optimal budget utilization but also prevents fund misuse and enhances the quality of educational services. In the context of budget efficiency, financial management strategies should focus on optimizing operational costs, improving infrastructure, and empowering human resources to remain aligned with national education development goals and the Vision of Advanced Indonesia 2045. Strengthening governance requires synergy between regulations, financial management, and collaboration among stakeholders.

Abstract

Abstract Higher education is a strategic instrument for promoting social mobility and national development. However, inequality in access due to uneven funding policies poses a serious challenge to achieving social equity. This article evaluates higher education funding policies in Indonesia through a literature review, focusing on BOPTN, KIP-K, and UKT schemes. The findings indicate the persistence of structural and socio-economic barriers that exclude vulnerable groups. Policies have not fully ensured social equity due to disparities in resource distribution, transparency, and implementation effectiveness. Reform grounded in social justice and enhanced monitoring systems is needed. This study contributes to the development of a more inclusive and equitable higher education policy. Abstract

Penelitian ini bertujuan untuk mengkaji secara sistematis keterkaitan antara efektivitas dan transparansi pengelolaan dana pendidikan dengan mutu layanan pendidikan di Indonesia. Menggunakan metode Systematic Literature Review (SLR) dengan pendekatan PRISMA, sebanyak 25 artikel ilmiah terbitan 2020–2025 dianalisis melalui thematic synthesis. Hasil kajian menunjukkan bahwa pengelolaan dana yang efektif dan transparan secara signifikan berkontribusi terhadap peningkatan mutu pendidikan, baik melalui peningkatan layanan, hasil belajar, maupun partisipasi pemangku kepentingan. Tiga tema utama yang diidentifikasi meliputi: (1) prinsip tata kelola dana berbasis transparansi, efisiensi, dan akuntabilitas; (2) pengaruh terhadap kualitas layanan pendidikan dan kepercayaan publik; serta (3) model pengelolaan partisipatif seperti BOS dan MBS yang terbukti mendukung efektivitas pengelolaan keuangan sekolah. Kendati demikian, tantangan seperti rendahnya kapasitas manajerial dan lemahnya sistem pelaporan masih menjadi kendala. Implikasi praktis dari temuan ini menegaskan pentingnya pelatihan manajemen keuangan, reformasi sistem pelaporan berbasis kinerja, dan pelibatan masyarakat dalam pengawasan dana pendidikan. Studi ini memberikan dasar bukti yang kuat bagi pengambilan kebijakan yang mendukung pengelolaan dana pendidikan yang efisien, transparan, dan berorientasi pada mutu.

Abstract

Tinjauan literatur ini bertujuan untuk mengkaji efektivitas program bantuan beasiswa pendidikan dalam mengurangi angka putus sekolah, dengan perhatian utama pada peserta didik atau mahasiswa dari komunitas ekonomi lemah. Kajian dilakukan menggunakan pendekatan Systematic Literature Review (SLR) terhadap sejumlah studi nasional dan Internasional yang diterbitkan dalam kurun waktu 2010-2025. Temuan menunjukkan bahwa beasiswa yang dirancang berdasarkan kebutuhan ekonomi secara signifikan menurunkan angka putus sekolah, dibandingkan dengan skema berbasis prestasi akademik semata. Kajian ini juga membandingkan program beasiswa Indonesia (Bidikmisi/KIP-Kuliah) dengan model Internasional seperti Pell Grant di Amerika Serikat dan Education Maintenance Allowance (EMA) di Inggris. Meskipun Indonesia melalui Bidikmisi dan KIP-Kuliah telah mengadopsi pendekatan berbasis kebutuhan seperti Pell Grant dan EMA, implementasinya belum sekuat negara maju karena masih lemah dalam pendampingan dan akses informasi di lapangan. Inggris, lewat EMA, menargetkan siswa menengah dengan insentif kehadiran yang langsung memengaruhi partisipasi sekolah, sementara Indonesia lebih fokus ke pendidikan tinggi dengan skema afirmatif, namun belum menjangkau akar masalah sejak jenjang awal. Hal ini menggarisbawahi bahwa efektivitas beasiswa tak hanya ditentukan oleh desain skema, tetapi juga oleh presisi penargetan, intensitas pendampingan, dan konsistensi pelaksanaan di tingkat lokal. Hasil kajian ini diharapkan dapat memberikan arah kebijakan beasiswa yang lebih terbuka atau merangkul semua kalangan dan berkeadilan.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi implementasi biaya satuan (cost unit) dengan pendekatan Activity-Based Costing (ABC) sebagai metode modern dalam memahami dan mengelola pembiayaan pendidikan di SMK X, Lenteng Agung, Jakarta Selatan. Dengan menggunakan pendekatan kualitatif deskriptif melalui studi kasus & data dikumpulkan melalui studi literatur. Hasil penelitian menunjukkan bahwa metode ABC mampu mengidentifikasi secara lebih akurat elemen-elemen biaya pendidikan tersembunyi, seperti biaya operasional laboratorium dan praktik industri siswa, serta menghasilkan informasi biaya satuan yang objektif dan relevan untuk mendukung perencanaan anggaran berbasis kebutuhan. Temuan juga menunjukkan bahwa keberhasilan implementasi sangat bergantung pada kualitas sistem informasi akuntansi dan kompetensi manajerial tenaga administrasi. Kendala utama meliputi keterbatasan SDM dalam memahami prinsip ABC dan belum optimalnya dukungan perangkat lunak pendukung. Penelitian ini merekomendasikan pengembangan sistem informasi biaya berbasis aktivitas, integrasi pelatihan ABC dalam pengelolaan pendidikan, serta studi lanjutan mengenai dampak implementasi terhadap mutu lulusan dan keberlanjutan keuangan sekolah. Kesimpulannya, metode ABC tidak hanya sebagai alat akuntansi biaya, tetapi juga sebagai strategi penguatan tata kelola pendidikan vokasi yang transparan, efisien, dan adaptif terhadap kebutuhan dunia kerja serta sistem pembiayaan berbasis performa.

Abstract

Penelitian ini bertujuan menganalisis indeks keadilan dalam pembiayaan pendidikan antar provinsi di Indonesia, dengan fokus pada disparitas yang muncul serta implikasinya terhadap kebijakan pendidikan nasional. Studi dilakukan melalui pendekatan studi literatur secara deskriptif-analitis dengan menggunakan berbagai literatur relevan yang bersumber dari jurnal ilmiah terindeks. Hasil analisis menunjukkan adanya disparitas signifikan dalam pembiayaan pendidikan antar provinsi , yang dipengaruhi oleh kapasitas fiskal daerah, tata kelola keuangan pendidikan di tingkat lokal, serta kebijakan alokasi anggaran. Temuan tersebut mengindikasikan bahwa provinsi dengan kapasitas fiskal rendah dan tata kelola yang lemah menghadapi tantangan lebih besar dalam mencapai keadilan pembiayaan pendidikan. Implikasi kebijakan dari studi ini merekomendasikan perlunya intervensi pemerintah pusat melalui skema transfer dana yang lebih berorientasi pada pemerataan, reformulasi alokasi berbasis kebutuhan, serta peningkatan kapasitas fiskal dan tata kelola daerah untuk menjamin distribusi sumber daya pendidikan yang lebih adil dan merata. Penelitian ini menawarkan pengembangan indeks keadilan pembiayaan pendidikan berbasis analisis spasial.

Abstract

This study investigates the influence of digital literacy and teaching experience on teachers' pedagogical competencies and essential skills, which are crucial for ensuring effective and high-quality learning processes. In the digital era, digital literacy empowers teachers to integrate technology into teaching, while teaching experience shapes their ability to manage classrooms and deliver effective instruction. Despite the increasing importance of these factors, there still needs to be a gap in understanding how they interact to enhance pedagogical competence. Data was gathered by administering questionnaires to 136 private senior high school teachers in the Cengkareng sub-district, who were chosen proportionately at random using a quantitative technique and multiple linear regression analysis. The findings indicate that digital literacy and teaching experience significantly influence teachers' pedagogical competence. These results underscore the importance of promoting digital literacy and fostering teaching experience as strategic measures to improve pedagogical competence. The study suggests that targeted professional development initiatives should enhance these factors to improve teaching effectiveness and ultimately elevate school learning outcomes.
