Abstract

Inequality of access to education in Indonesia is still a major problem, especially for low-income people (MBR). The high dropout rate in this group reflects structural and economic barriers that hinder the sustainability of education. The government responded through education subsidies such as the Smart Indonesia Program (PIP), School Operational Assistance (BOS), and scholarships for poor families. This study evaluates the effectiveness of the program in reducing dropout rates and increasing graduation through  the Systematic Literature Review (SLR) approach to literature and data for the past five years. The results show that the subsidy has reached around 3.8 million recipients, reduced the dropout rate by 42%, and increased graduation by 68%, with a budget of Rp4.2 trillion. Despite showing moderate efficiency, challenges remain, such as uneven distribution of funds and limited aid. The conclusion of this study is that education subsidies contribute significantly to increasing access and sustainability of education for MBR, but improvements are needed in governance and data collection.

Abstract

This study aims to analyse the opportunities and challenges of implementing e-RKAS (electronic-based School Activity and Budget Plan) as part of efforts to digitize education financing governance in Indonesia. The main focus of this study is how e-RKAS contributes to improving transparency, efficiency and accountability in the management of BOS Funds at the education unit level. Methods: The method used is a systematic literature review (SLR) with a qualitative approach. Data sources were collected from relevant national and international literature, published between 2015 and 2025, using keywords such as “e-RKAS”, “education financing” and “BOS governance”. Analysis was conducted using thematic coding techniques to identify key issues that emerged from previous studies. Results: The results show that e-RKAS provides a strategic opportunity to accelerate the disbursement process, strengthen the integration of digital financial reporting, and encourage the implementation of school-based management. However, significant challenges such as limited technological infrastructure, low digital literacy of school managers, and lack of training and technical assistance are still obstacles in the implementation of this system. Novelty: The novelty of this research lies in the systematic mapping of the actual conditions of e-RKAS implementation nationwide, as well as the formulation of evidence-based strategic recommendations to strengthen the success of digitizing education financing in the future.

Abstract

The purpose of this article is to review and propose a conceptual model of sustainable education financing in the context of developing countries, integrating the principles of education economics and fiscal sustainability. The background of this research is based on the fact that many education systems face long-term fiscal pressures, dependence on central funds, and weak financing governance.  This research was conducted through a conceptual approach based on a comprehensive literature review. The main sources included books on educational economics theory, indexed scientific journals (Scopus, ERIC), and reports from global institutions such as the OECD, UNESCO, and the World Bank. The analysis was conducted through a narrative synthesis of three main dimensions: fiscal, institutional and political sustainability. The study produced a Sustainable Education Financing (SEF) model consisting of four main components: (1) Revenue Mix Strategy to diversify funding sources; (2) Rule-Based Allocation as a results-based allocation mechanism; (3) Stability Fund and Endowment Fund to anticipate fiscal risks; and (4) Digital-based Integrated Monitoring and Evaluation System. This model promotes efficiency, accountability, and multi-actor participation. The main novelty of this article lies in the development of a financing framework that incorporates an interdisciplinary approach and the principle of long-term sustainability.

Abstract

Private schools play a crucial role in the provision of primary and secondary education in Indonesia, particularly in areas not yet fully covered by public education services. This study aims to analyze the operational feasibility of a private junior high school (SMP) operating under the Regular School Operational Assistance (BOS) fund without tuition fees. Using a descriptive quantitative approach, an operational budget simulation was conducted, taking into account the minimum requirement standards and the commonly used teacher-student ratio assumptions. Based on the 2025 BOS unit cost of Rp1,260,000 per student, the simulation results indicate that a private school requires at least 507 students (with a teacher-student ratio of 1:25) to 583 students (with a ratio of 1:20) to cover all routine operational needs without relying on other funding sources. These findings confirm that only large-scale private schools can likely survive without tuition fees, even with high management efficiency and a lean organizational structure. Conversely, small schools scattered across Indonesia face the risk of becoming unsustainable without additional funding alternatives or policy interventions. Therefore, this study recommends an affirmative policy in the form of adjusting the BOS unit costs based on the number of students, region, and institutional status, to ensure the sustainability of equitable and fair education.

Abstract

Implementasi Standar Operasional Prosedur (SOP) dilakukan sebagai langkah kerja bagi instansi yang bergerak dalam memberikan pelatihan. Penelitian ini menganalisis implementasi SOP Pelatihan berdasarkan tujuh indikator yaitu efisiensi, konsistensi, minimalisasi kesalahan, penyelesaian masalah, perlindungan tenaga kerja, peta kerja, dan batasan pertahanan dengan menggunakan pendekatan kualitatif metode deskriptif. Pengumpulan data dilakukan dengan observasi, wawancara, serta studi dokumentasi. SOP pelatihan di UPT Pelatihan Pemprov DKI Jakarta telah diterapkan sejak tahun 2019. Dari dari tujuh indikator, empat indikator menekankan bahwa implementasi SOP Pelatihan di UPT Pelatihan Pemprov DKI Jakarta sudah dilakukan sesuai dengan standar. Meskipun begitu, dalam implementasi SOP terdapat beberapa kekurangan pada indikator konsistensi, perlindungan tenaga kerja, dan peta kerja. Penelitian ini menyimpulkan bahwa meskipun terdapat hambatan dalam implementasi SOP di UPT Pelatihan Pemprov DKI Jakarta, pelatihan dapat berjalan sesuai dengan tujuan yang ditetapkan.Penerapan Standard Operating Procedures (SOP) dilakukan sebagai langkah kerja bagi instansi yang terlibat dalam pemberian pelatihan. Dari ketujuh indikator tersebut, empat indikator menunjukkan bahwa pelaksanaan SOP Pelatihan di Satuan Diklat Pemprov DKI Jakarta telah dilaksanakan sesuai standar. Namun, dalam penerapan SOP, terdapat beberapa kekurangan pada konsistensi indikator, perlindungan tenaga kerja, dan peta kerja. Penelitian ini menyimpulkan bahwa meskipun terdapat kendala dalam pelaksanaan SOP di UPT Diklat Pemprov DKI Jakarta, namun pelatihan dapat berjalan sesuai dengan tujuan yang ditetapkan.

Abstract

 Quality education will require qualified teachers who have potential and ability to improve the quality of education in schools. The main objective of this research is to evaluate teacher training toward teacher development as a professional teacher. This research uses qualitative approach and involves principal and teachers as the main subjects. Collecting data through observation, interviews, and document analysis then analyzing by qualitative descriptive analysis. The results show that training and development give best impact on teacher performance, improving quality and value of the teachers.Keywords: teacher competency, teacher training, elementary school

Abstract

This study aims to describe the evaluation of the implementation of Education policy in the perspective of the philosophy of Education in Indonesia. This study uses a literature study method by observing various documents from books and journals. The literature study in this study focuses on researching literature related to Education policy in Indonesia, the philosophy of Education, and the evaluation of education policy. Data collection was carried out by collecting library data, reading, recording, and managing research results objectively, systematically, analytically, and critically by looking at the year of publication and the most recent research. The results of this study indicate that the implementation of Indonesian Education policy has the potential to improve the quality of education, but also faces various challenges. Disparities in education and teacher quality are key factors that need to be considered in policy evaluation. Therefore, it is important to conduct continuous evaluation of education policy to ensure that education goals can be achieved effectively. The government needs to evaluate policy implementation so that education goals can be achieved.

Abstract

Digital content creation literacy has become a crucial competency for teachers in the era of technology-driven learning. This study synthesizes findings from 15 Scopus-indexed studies focusing on the effectiveness of online teacher professional development programs in enhancing teachers' skills to design and produce digital learning products, such as interactive videos, web-based modules, and infographics. The review was conducted using the PRISMA framework, ensuring a systematic and transparent process of article identification, screening, eligibility assessment, and inclusion. The analysis reveals that online TPD is most effective when it incorporates hands-on digital product creation, combined with structured mentoring, peer feedback, and the integration of synchronous and asynchronous sessions. Programs emphasizing collaborative online communities foster continuous skill improvement and knowledge sharing among educators. Meanwhile, studies that did not center on digital product creation highlight the importance of strengthening teachers' TPACK frameworks and digital literacy foundations as prerequisites for quality content development. For the Indonesian context, the findings suggest that a blended online TPD model, integrating practice-based modules, national and local collaborative forums, AI-assisted tools, and the development of Open Educational Resources, is optimal for sustainable improvement. This review also identifies research gaps, particularly the lack of large-scale local studies and the limited evaluation of classroom-level impacts. Future research should focus on assessing the quality of teacher-created digital products and their direct influence on student learning outcomes.

Abstract

The purpose of this research is to find and identify the root of the problem in Data-Based Planning that is useful for realizing the quality of sustainable basic education. In this study, the three elements that actively implement the program consist of teachers, principals, and learning communities. Analysis of Education Report data documents for school planning and reporting, as well as a review of learning community activities, are all strategies used to collect data. The results of the study show that the most effective methods to realize high-quality and sustainable education through the learning community are as follows: (1) using educational report card data as a basis for discussion and reflection, (2) using the Identification, Reflection, Improvement Planning, Improvement Implementation (IRBB) approach in solving the root of school problems, (3) allowing teachers to work together to learn through training, (3) incorporating learning community outcomes into educational planning in schools (RKT and RKAS), and (4) improving a culture of learning, sharing, collaboration and evaluation based on real practices.. The findings are expected that stakeholder collaboration and the learning community can be more than just an ordinary discussion space. Proper data-driven planning and community collaboration Learning can be recommended as a strategic effort to drive a sustainable transformation of quality-oriented school culture.

Abstract

Kebijakan Instruksi Pengurangan Beban merupakan strategi untuk meningkatkan manajemen mutu pendidikan dengan mengurangi beban kognitif yang tidak relevan pada siswa dan guru. Berbasis pada Cognitive Load Theory Sweller (1988), kebijakan ini menekankan pentingnya penyederhanaan instruksi dan fokus pada kompetensi inti guna memaksimalkan kapasitas memori kerja siswa. Selain itu, Instructional Design Theory Merrill (2002) memberikan kerangka sistematis dalam desain pembelajaran berbasis pengalaman siswa, demonstrasi konsep, dan aplikasi praktis. Penelitian mendukung efektivitas kebijakan ini, seperti yang ditunjukkan oleh Chandler & Sweller (1991) yang mengungkapkan bahwa materi yang dirancang dengan prinsip pengurangan beban kognitif meningkatkan pemahaman siswa. Implementasi kebijakan ini melibatkan kurikulum yang relevan, teknologi pembelajaran, dan pengurangan tugas administratif. Namun, pelaksanaannya menghadapi tantangan, seperti resistensi perubahan dan keterbatasan sumber daya. Workload Theory (Wickens & Hollands, 2000) relevan dalam mengidentifikasi tekanan kerja yang tidak produktif pada pendidik dan siswa. Studi menunjukkan bahwa kebijakan ini mampu meningkatkan efisiensi pembelajaran, hasil belajar siswa, dan keseimbangan kerja guru. Kesimpulannya, kebijakan ini memberikan pendekatan holistik dalam reformasi pendidikan untuk menciptakan pembelajaran yang lebih produktif, relevan, dan berkelanjutan.
