Abstract

Abandoned, lost, or discarded fishing gear (ALDFG) poses a significant threat to natural marine habitats, causing damage to aquatic ecosystems and affecting fishing productivity. In this study, the Analytic Hierarchy Process (AHP) method was employed, and interviews were conducted with stakeholders to identify strategies for preventing the occurrence of ALDFG in crab fisheries in Rembang waters. The results indicate that the highest-priority criteria, as identified by stakeholders, include: marine debris: plastic bags; fishing gear waste: fishing traps; cause: entanglement with other fishing gear; impact: decreased income; solution: prohibition of modified purse seines; and actor: central government. These were considered the most significant by stakeholders. In contrast, the lowest-priority criteria were marine debris: sacks; fishing gear waste: nets or flags; cause: physical damage (cuts); impact: anxiety; solution: establishment of an oversight committee; and actor: business entities. It is hoped that these findings will offer stakeholders new insights and perspectives, which will accelerate the process of integrating diverse public opinions to develop more effective approaches to handle ALDFG. Abstract

Small-scale capture fisheries have a very important place globally, but unfortunately are still mostly unregulated. Typically, they are defined based on capture fisheries characteristics, technical attributes of fishing vessels, and socio-economic attributes of fishers. Indonesia uses the term ‘small-scale fisher’ (nelayan kecil), currently defined to include fishing boats of ≤ 10 gross tons (GT), which previously covered only boats of ≤ 5 GT. Because small-scale fishers are by law granted a privilege by government to be exempted from fisheries management measures (e.g. fisheries licensing system), its current definition jeopardizes fisheries sustainability and significantly increases the size of unregulated and unreported fisheries. It is also unfair, as it legitimizes the payment of government support to relatively well-off fishers. This paper aims to develop a functional definition of small-scale fisheries (perikanan skala kecil) to guide policy implementation to improve capture fisheries management in Indonesia. A definition of small-scale fisheries is proposed as a fisheries operation, managed at the household level, fishing with or without a fishing boat of < 5 GT, and using fishing gear that is operated by manpower alone. This definition combines attributes of the fishing vessel (GT), the fishing gear (mechanization), and the unit of business decision making (household) to minimize unregulated and unreported fishing and focus government aid on people who are truly poor and vulnerable to social and economic shocks. The terms small-scale fisheries and small-scale fishers must be legally differentiated as the former relates to fisheries management and the latter relates to empowerment of marginalized fishers.

Abstract

Blue Swimming Crab (BSC) is an Indonesian fishery export commodity that has high economic value, with the largest BSC production in Indonesia in WPPNRI 712. Cirebon and Demak are the centers of BSC landing base in WPPNRI 712. Data and information on fishery characteristics are needed as a basis for arranging sustainable fishery management policies. This study aims to analyze variations in BSC fishery characteristics in the Cirebon and Demak districts. This study was conducted from August to September 2024 in both locations. Data collection was carried out using field observation and interview methods, and samples were taken using a purposive sampling method. The data analysis was carried out by comparing fisheries characteristics of two locations and evaluating compliance with applicable laws and regulations. The results of the study showed that there were variations in the characteristics of BSC fisheries in Cirebon and Demak, namely: boat, fishing gear, fishing grounds, catch composition, and socio-economic conditions of BSC fisheries. Fishers used traps, bottom gillnet, bottom otter boat trawl, and dregde (specifically in Cirebon) to catch BSC with boats 1-2 GT size. Traps and bottom gillnets are allowed fishing gear operating in Indonesian waters, while bottom otter boat trawl and dredge, as non-permitted gears, have a detrimental impact on fish resources and its environment. The BSC is the main target of traps and bottom gillnets, while these are as bycatch for bottom otter boat trawl and dredge. Demak fishers sell fresh BSC, while in Cirebon, they sell BSC meat and fresh. Key words: blue swimming crab, Cirebon, Demak, fisheries characteristics, WPPNRI 712

Abstract

The Saleh Bay is one of the bays in West Nusa Tenggara utilized as the grouper fishing ground. However, in the previous spawning potential ratio study, some grouper species have been overexploited in Saleh Bay. This study aimed to estimate the status of grouper utilization with a catch per unit effort (CPUE) approach and the spatio-temporal fishing intensity of grouper in fishing grounds in Saleh Bay. Data were gathered using the fish landing data and geo-reference of fishing ground grouper in Saleh Bay. This study used several methods: descriptive analysis, catch per unit effort, and spatial-temporal analysis. The result showed that the catch unit effort positively impacts production, with the increasing trend of grouper fishing in Saleh Bay waters. The CPUE value in 2016 was 2.82 kg/trip, while in 2020, it increased to 3.99 kg/trip. Spatially and temporally, fishers caught grouper around small islands such as Liang Island, Dempu Island, Lipan Island, Takat Nusa Pudu, and Rakit Island. The highest intensity of grouper fishing around the marine protected area, namely Rakit Island, Liang Island, and Ngali Island. Keywords: catch per unit effort, fishing ground, grouper, Saleh Bay

Abstract

The fish apartment is one of the concepts of artificial structures on the seabed where the design and construction are created to resemble the conditions of natural reefs. The fish apartment is designed with concrete material which is combined by utilizing waste pearl shells with the same construction but different in the application of the use of shells. This study was carried out for 6 months with 12 observations, which aimed to examine the treatment preferences of the fish apartment that have an impact on the presence of fish in the vicinity. The fish apartment is placed in two different locations to see the preference of the fish in the fish apartment. Data was collected using the visual census method to determine the effect of the fish apartment on the presence of fish using data analysis of variance (ANOVA) with the factorial randomized block design experimental method. The assessment of the effect of fish apartment on the presence of fish was carried out by treating the fish apartment construction itself, and other treatments that were also tested were sampling time, placement position, and repetition (groups). The types of fish observed in the fish apartment and its surroundings were 19 families on good coral reef locations, and 15 families on damaged coral reef locations. The number of fish observed was more in a fish apartment without pearl shells.
