Abstract

This Paper analyzes about enforcement the norm of women's representation in the Regional House of Representatives of Pekalongan Regency for the period 2019-2024 and its implications for regional policies related to women's issues. Empirical juridical research uses a qualitative approach. Data collection techniques using interviews, questionnaire and the documents studies. Technical analysis using interactive models. The results showed that, enforcement norms of woman’s representation in the Regional House of Representatives of Pekalongan Regency for the period 2019-2024 not effective because there are several factors that influence it, among others: 1) the substance of the norms of representation of 30% women in the legislative institutions contained in the electoral law is inconsistent because if the registration of political parties participants does not the requirements of 30% of Women's representation, political parties are allowed to improve the proposed candidates. The norm will make political parties election participants in recruiting Women as an only formality with jargon " the important thing is fulfilled” without regard to the quality of Women's participants; 2) Knowledge and understanding of Pekalongan District community about women's politics are still low, so that if women run for election participants then very small supporters; 3) patriarchal legal culture build a mindset that the political world is identical with a man. The implications of enforcing the norm of 30% of women's representation in the Regional House of Representatives of Pekalongan Regency , namely being able to represent women's voices and fight for women's rights through policies and programs produced. That is, with the representation of women in regional House of Representatives, the needs of women will be met because those who know and understand the needs and problems of women are women themselves.

Abstract

Human rights are rights that exist in every human being. These rights are obtained by every human being or can be called equal to one another. Persons with Disabilities have the same Human Rights as society in general. One of them is the Rights of Persons with Disabilities in the Pemalang District Court because the Pemalang District Court is a community service which is certainly the center of attention for every community. So the purpose of this study is to find out the implementation of the fulfillment of Accessibility Rights for Persons with Disabilities in the District Court based on existing regulations and Constitutional Rights. So that this research is expected to make public awareness more open to persons with disabilities and for the government to pay more attention. This study uses empirical juridical research methods with a qualitative approach that uses interactive analysis techniques to analyze the problems that exist in this study. The data used are primary data obtained from interviews and direct observation at the research location, as well as secondary data obtained from written reports and documents obtained from the literature. The results of this study indicate that the implementation of the fulfillment of Accessibility Rights for Persons with Disabilities at the Pemalang District Court is not in accordance with Constitutional Rights and regulations that have been made by the government. At the Pemalang District Court there are still some that have not been fulfilled in terms of physical and non-physical accessibility. And in reality, there are still many in our own society who view people with one-sided disabilities who cannot work and cannot do other positive things like society in general. So that many of their lives are deprived because they are hampered in terms of mobility. In the Regional Government itself, there are also those who have not made specific regulations regarding the rights of Persons with Disabilities. Which regulations must be made in each region to support the survival of Persons with Disabilities.

Abstract

This study aims to examine the urgency of public relations (PR) management in building a positive image for schools, especially in the context of increasingly competitive education. The focus of this research is on two schools in Pringsewu Regency, namely SD Muhammadiyah Pringsewu and SD IT Cahaya Madani Pringsewu, which have distinct characteristics and approaches to PR management. In the digital era and the era of information transparency, the role of PR is crucial in strengthening relationships between schools, communities, and parents, as well as in building a positive image that can enhance the school's reputation in the public eye. The study involved 10 informants, consisting of school principals, vice principals in charge of public relations, teachers, and parents, selected through purposive sampling techniques. Data collection was carried out through in-depth interviews, observation, and documentation. The collected data were analyzed using a qualitative descriptive approach, including the stages of data collection, reduction, categorization, and narrative presentation. To ensure data validity, this study employed source and technique triangulation, rechecking, and verification by experts. The findings indicate that although the two schools differ in their planning and organization of PR activities, both successfully built a positive image through structured PR activities involving collaboration between internal and external stakeholders. SD Muhammadiyah Pringsewu emphasizes publication and close collaboration with the community, while SD IT Cahaya Madani Pringsewu focuses more on school promotion and character development of students. These two approaches demonstrate that effective PR management must be aligned with the vision, mission, and characteristics of each school. The implications of this study highlight that effective PR management can strengthen the relationship between schools and the community, enhance the school's reputation, and positively impact the quality of education delivered. Furthermore, this research contributes to the development of better PR strategies in the context of educational institutions.

Abstract

This research is motivated by the quality of SMA/MA level student graduates which is less than optimal, meaning that when viewed from the national exam scores they are not included in the top five highest score categories in Indonesia. Madrasa heads and teachers within the scope of educational institutions are the spearheads in creating the quality of graduates, so in this research these two factors will be tested for their influence on the quality of graduates. The method in this research is a quantitative approach with an ex-post facto type, with a population of all madrasa heads and teachers in Central Lampung district. Meanwhile, the samples were taken randomly from all madrasas. Data analysis techniques use simple and multiple regression tests with prerequisite tests for normality and linearity tests. From the results of this research, the author concludes: 1) There is a significant influence between the performance of madrasa heads on the quality of Madrasah Aliyah graduates in Central Lampung Regency which has a positive impact of 38.5%. 2) There is a significant influence between teacher performance on the quality of Madrasah Aliyah graduates in Central Lampung Regency which has a positive impact of 48.5%. 3) There is a significant influence between the performance of madrasah heads and teacher performance on the quality of Madrasah Aliyah graduates in Central Lampung Regency which has a positive impact of 75.6%.

Abstract

Gender inequality and injustice in an organization or company, educational institutions included, can still be found. The cause of these differences often occurs due to the influence of gender bias which is still commonly found in reference books, where women are positioned as "second class" society assuming that women's abilities only in domestic affairs and only men who can only play roles as leaders in public affairs. The purpose of this study was to examine and provide an overview of women's leadership in a gender perspective at universities in Lampung Province. This study utilizes qualitative research methods with in-depth interview and documentation as data collection techniques. This study involves the Rector, Vice Rector, Dean and Dean Deputy of various universities in Lampung Province as the subject of the research. The data collection was performed on each different set of times since the depth comprehension through interview is required in this study. The results indicated that female leaders in universities in Lampung Province have a tendency to adopt a feminine-transformational leadership style. It can be seen that up to now, female leaders in universities in Lampung Province have succeeded in improving the performance, morality and performance of the ranks, staff and subordinates which have resulted in brilliant achievements and well-run work programs that have been planned. For further research, it is to be expected that future study could involve more variables and expand the scope of research for the betterness.

Abstract

Penelitian ini mengkaji integrasi manajemen budaya organisasi dan Sistem Informasi Sumber Daya Manusia (SISDM) di lingkungan sekolah melalui studi literatur. Tujuan utama penelitian adalah menganalisis bagaimana integrasi kedua elemen ini dapat meningkatkan efisiensi dan produktivitas pengelolaan sumber daya manusia dalam konteks pendidikan. Dengan menggunakan metode deskriptif kualitatif, penelitian ini menyoroti pentingnya budaya sekolah yang adaptif dalam mendorong penerapan teknologi baru. Hasil penelitian menunjukkan bahwa integrasi manajemen budaya sekolah dengan SISDM memberikan berbagai manfaat, seperti peningkatan akurasi data, transparansi dalam pengambilan keputusan, serta pengurangan biaya dan waktu administratif. Selain itu, integrasi ini membantu sekolah meningkatkan efektivitas dalam pengelolaan personel, termasuk perekrutan, evaluasi kinerja, dan pengembangan profesional guru dan staf. Namun, penelitian juga menemukan beberapa tantangan dalam proses integrasi, seperti resistensi terhadap perubahan di kalangan staf dan guru yang disebabkan oleh ketidakpastian dan kurangnya pemahaman tentang teknologi baru. Oleh karena itu, peran kepemimpinan sekolah sangat penting dalam menciptakan budaya yang mendukung adopsi teknologi dan memberikan pelatihan yang memadai bagi staf. Kesimpulan dari penelitian ini menekankan bahwa dukungan dari pihak manajemen sekolah, serta pendekatan partisipatif dalam pengembangan sistem, sangat diperlukan untuk mencapai keberhasilan dalam integrasi SISDM. Penelitian ini berkontribusi pada literatur manajemen dan pendidikan, dengan memberikan rekomendasi praktis bagi sekolah yang ingin meningkatkan efisiensi dan produktivitas melalui penerapan teknologi informasi yang terintegrasi.

Abstract

Sistem Informasi Sumber Daya Manusia (SISDM) memiliki peran krusial dalam merumuskan dan mengimplementasikan strategi sumber daya manusia (SDM) yang efektif. SISDM tidak hanya membantu pengelolaan data karyawan, tetapi juga menyediakan alat strategis untuk pengambilan keputusan berbasis data. Penelitian ini bertujuan untuk menganalisis peran SISDM dalam meningkatkan efisiensi kerja, akurasi pengelolaan data, serta akuntabilitas organisasi. Dengan memanfaatkan teknologi informasi, SISDM membantu organisasi dalam proses rekrutmen, pelatihan, pengembangan karyawan, hingga evaluasi kinerja. Kualitas data yang dihasilkan SISDM berdampak langsung pada kinerja perusahaan, dimana sistem yang andal dapat meningkatkan kepuasan pengguna serta produktivitas karyawan. Kompetensi SDM menjadi faktor penting dalam keberhasilan implementasi SISDM. Karyawan dengan keterampilan dan pengetahuan yang tinggi lebih mampu memanfaatkan sistem ini untuk menghasilkan keputusan yang lebih baik. Selain itu, integrasi SISDM dengan teknologi informasi mendukung transparansi dan akuntabilitas, terutama di organisasi publik yang memerlukan pengelolaan anggaran secara efektif. Penelitian ini menggunakan metode analisis literatur, menggabungkan berbagai temuan untuk memberikan wawasan komprehensif terkait implementasi SISDM. Hasil studi menunjukkan bahwa penerapan SISDM tidak hanya meningkatkan efisiensi operasional tetapi juga membantu organisasi mencapai tujuan strategis. Sebagai rekomendasi, organisasi perlu berinvestasi pada pengembangan keterampilan karyawan dan memilih teknologi yang sesuai untuk mendukung penerapan SISDM. Langkah ini penting untuk memastikan pengelolaan SDM yang adaptif terhadap perubahan teknologi di era Revolusi Industri 4.0

Abstract

Perencanaan sumber daya manusia (SDM) yang berbasis pendekatan stratejik dalam Manajemen Sumber Daya Manusia (MSDM) menjadi landasan utama dalam pencapaian visi dan misi organisasi. Artikel ini membahas bagaimana pendekatan stratejik dalam perencanaan SDM dapat meningkatkan efektivitas organisasi melalui perumusan strategi SDM yang menyelaraskan kebutuhan dan tujuan organisasi dengan pengelolaan talenta serta keterampilan. Studi ini menggunakan metode kualitatif dengan analisis literatur yang fokus pada kajian teori serta penerapan konsep MSDM di Indonesia. Pendekatan stratejik dalam MSDM mencakup identifikasi kebutuhan kompetensi, pemetaan talenta, dan adaptasi terhadap perubahan lingkungan bisnis. Hasil penelitian menunjukkan bahwa pendekatan ini tidak hanya membantu organisasi dalam mengantisipasi perubahan eksternal, tetapi juga memperkuat pengelolaan kompetensi karyawan melalui pelatihan berkelanjutan dan pengembangan karier. Hal ini mendukung terciptanya tenaga kerja yang terampil, inovatif, dan siap menghadapi tantangan bisnis yang kompleks. Lebih lanjut, implementasi perencanaan SDM yang stratejik juga terbukti mampu meningkatkan produktivitas dan efisiensi organisasi melalui optimalisasi pengelolaan sumber daya dan distribusi tanggung jawab kerja yang tepat. Integrasi teknologi menjadi salah satu faktor kunci yang diidentifikasi dalam penelitian ini, karena mampu mendukung proses analisis data yang akurat untuk pengambilan keputusan yang lebih efektif. Kesimpulan penelitian ini menunjukkan bahwa perencanaan SDM yang proaktif, dinamis, dan berbasis teknologi adalah kunci untuk menjaga daya saing organisasi. Strategi ini tidak hanya memastikan keselarasan antara visi organisasi dan pengelolaan SDM, tetapi juga menciptakan keunggulan kompetitif yang berkelanjutan di tengah dinamika pasar global.

Abstract

Artikel ini membahas pada konsep serta rintangan yang dihadapi dalam suatu pengembangan manajemen sumber daya manusia (SDM) pada sektor dunia pendidikan. Manajemen SDM dalam pendidikan berperan krusial dalam meningkatkan kualitas proses pembelajaran dan agar tujuan pendidikan yang lebih baik dapat tercapai. Konsep manajemen SDM dalam konteks pendidikan mencakup rekrutmen, pelatihan, pengembangan, dan analisis kinerja tenaga pendidik serta kependidikan, yang berfokus pada peningkatan kompetensi dan kesejahteraan mereka. Selain itu, artikel ini juga mengidentifikasi berbagai tantangan yang muncul dalam pengembangan manajemen SDM, salah satunya, seperti kurangnya profesionalisme di kalangan pendidik, keterbatasan sumber daya untuk pelatihan dan pengembangan, serta hambatan birokratis yang memperlambat implementasi kebijakan pendidikan. Untuk mengatasi permasalahan tersebut, dilakukan pendekatan terpadu yang memanfaatkan teori-teori dari HRD seperti model kompetensi dan pemanfaatan teknologi. Proses pada pengembangan yaitu meliputi perencanaan, desain, implementasi dan evaluasi. Perubahan lingkungan yang dinamis juga memerlukan pengelolaan keanekaragaman budaya, adopsi teknologi dan keterlibatan pemangku kepentingan seperti orang tua dan masyarakat.

Abstract

Kompetensi Sumber Daya Manusia (SDM) adalah elemen penting dalam mencapai tujuan organisasi, terutama dalam menghadapi tantangan industri yang terus berkembang. Penelitian ini menekankan bahwa pengembangan kompetensi yang relevan harus didasarkan pada analisis pekerjaan yang terstruktur dan sistem pembelajaran terintegrasi yang sesuai dengan kebutuhan organisasi. Analisis pekerjaan menjadi landasan strategis untuk mengidentifikasi kompetensi spesifik yang diperlukan pada setiap peran, sehingga mendukung proses rekrutmen, pelatihan, dan evaluasi kinerja. Pengembangan kompetensi SDM yang efektif meningkatkan kualitas laporan keuangan, sebagai indikator kinerja organisasi, sekaligus mengatasi kesenjangan tenaga kerja dan meningkatkan tingkat retensi karyawan. Organisasi yang menerapkan analisis pekerjaan secara sistematis melaporkan penurunan biaya rekrutmen hingga 20% dan peningkatan efektivitas pelatihan sebesar 30%. Temuan ini menggarisbawahi pentingnya strategi berbasis kompetensi dalam manajemen SDM untuk menciptakan sumber daya manusia yang adaptif, terampil, dan tangguh dalam menghadapi kemajuan teknologi serta perubahan pasar. Artikel ini mengulas prinsip, metode, dan tantangan analisis pekerjaan dalam konteks pengembangan kompetensi SDM, serta memberikan rekomendasi praktis bagi organisasi untuk mengintegrasikan pendekatan ini ke dalam kerangka strategis SDM. Evaluasi dan adaptasi proses analisis pekerjaan secara berkala sangat penting untuk menjaga relevansi dengan dinamika perubahan lingkungan. Dengan mengintegrasikan praktik ini ke dalam budaya organisasi, analisis pekerjaan menjadi alat untuk mendorong pertumbuhan berkelanjutan, menyelaraskan kapabilitas karyawan dengan tujuan bisnis, serta mencapai kesuksesan organisasi jangka panjang.
