Abstract

Manuscript digitization is an effort to preserve the content of the manuscript from damage. The content of the manuscript which contain local wisdom must be saved, because the manuscript is old and is in a concerning condition, damaged, destroyed, or even lost. Therefore, digitalization needs to be done. However, digitalization cannot be done easily, because there are cultural differences that underlie it. This study wants to see how intercultural communication is carried out during the process of digitizing a manuscript so that digitization can be carried out. This study uses a qualitative method with observation, interview, and data triangulation techniques. This research is useful to add insight and make it easier for the digitizer to digitize the manuscript if he meets a manuscript owner with a different culture than the digitizer. The result or finding is that the intercultural communication used in digitizing manuscripts uses a cultural dimension approach so that digitization can be carried out.Keywords: Manuscript digitization, power distance, uncertainty avoidance, the collectivism-short term communication ABSTRAKDigitalisasi naskah ialah upaya untuk melestarikan isi naskah dari kerusakan. Isi naskah yang berisi local wisdom harus diselamatkan,karena usia naskah sudah tua dengan kondisi yang prihatin, rusak, hancur, bahkan hilang. Karena itu digitalisasi perlu dilakukan. Namun, digitalisasi tidak dapat dilakukan dengan mudah, disebabkan ada perbedaan budaya yang mendasarinya. Penelitian ini ingin melihat bagaimana komunikasi antarbudaya yang dilakukan ketika proses digitalisasi naskah sehingga digitalisasi dapat dilakukan. Penelitian ini menggunakan metode kualitatif dengan teknik observasi, wawancara dan triangulasi data. Penelitian ini berguna menambah wawasan dan memudahkan pendigital dalam melakukan digitalisasi naskah, jika bertemu dengan pemilik naskah yang berbeda budayanya dengan pendigital. Hasil atau temuan penelitian ini adalah komunikasi antarbudaya yang digunakan dalam digitalisasi naskah menggunakan pendekatan dimensi budaya sehingga digitalisasi dapat terlaksana. Kata Kunci: Digitalisasi naskah, power distance, uncertainty avoidance, collectivism-short term orientation,  low level communication

Abstract

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable. Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

Abstract

Koperasi merupakan salah satu pilar ekonomi rakyat yang harus ditingkatkan kinerjanya. Koperasi memiliki peran penting bersama usaha mikro kecil dan menengah lainnya untuk pembangunan ekonomi bangsa. Koperasi memberi sumbangan sebesar 5,54% bagi Pendapatan Domestik Bruto Nasional dengan peningkatan volume usaha yang signifikan dari tahun ke tahun. Pemerintah melalui Dinas Koperasi mempunyai tugas untuk melaksanakan pembinaan terhadap koperasi, terutama dalam hal melakukan pemantauan serta evaluasi kesehatan dari setiap koperasi yang masuk dalam wilayah kerjanya. Kesehatan koperasi yang dimaksud terdiri atas tujuh aspek, yaitu aspek permodalan, manajemen, efisiensi, kemandirian dan pertumbuhan, kualitas aktiva produktif, jatidiri koperasi dan likuiditas. Penelitian ini bertujuan untuk membuat model pemetaan koperasi berbasis kinerja, dengan mengintegrasikan data-data yang ada di setiap koperasi sehingga berbentuk data terpadu yang menggambarkan kesehatan koperasi di tingkat Provinsi. Dengan demikian proses pengawasan dan evaluasi yang dilakukan oleh Dinas Koperasi UKM Provinsi Jawa Tengah dapat dilaksanakan dengan lebih baik.

Abstract

La Via Campesina (LVC) is atransnational agrarian movement that actively promotes food sovereignty as analternative approach to the global food crisis. Communication among local,national, and global members of this movement is needed to spread it furtherand support food sovereignty. This study focused examines the dynamics of local–globalcommunication in a food-sovereignty movement by comparing peasants’ statementsin the relevant communicative spaces and official texts produced by LVC. Themethod of ethnography of communication (EO) is used to determine peasants’ understandingof food sovereignty and the context that influences it. Based on a multi-sitestrategy of ethnography for gathering data, we observed seven relevantcommunicative spaces and interviewed 22 peasants from 15 Indonesian regions. Wealso gathered secondary data to analyze LVC’s official publications. We found aconvergence between local and global in understanding food sovereignty, suggestingthat the dynamics of local–global communication are influenced by the following:(1) the existence of communicative spaces on the local, national, and global levels;(2) the importance of the participation of local peasants in thesecommunicative spaces; and (3) location-specific issues.

Abstract

Relations in the fishermen community of Betahwalang village are shown in economic field and non economic field. The strong network and social norm within community enable fishermen community members to confineand to direct actions of actors within the group. Fishermen of Betahwalang are able to separate economic field and non economic field by logic of separation. This research aims to understand the dynamic of fishermen’s social capital in economic arena. Qualitatively, this study finds dynamic relationship in economic field in blue swimming crab fishermen community of Betahwalang village. Economic action is the actions of individual to maximize profits for themselves. Collaboration in economic field can occur in low level of trust, strong norms and network. In contrast, Sosial capital form different element of capital (i.e. trust, norms and networks) in different sosial situations (i.e. cooperation, competition or conflict).

Abstract

Relations between humans and social groups always involve power. Power exists in all fields of life; it includes the ability to govern and also make decisions that directly influence the actions of others. This study aims to determine how social interaction and power practices between the crew and shipowner; and between crews on small vessels. This research was conducted with a descriptive-qualitative approach using a case study strategy. The study was conducted in Muarareja Urban Village, West Tegal Subdistrict, Tegal City, Central Java Province. The results showed that small scale fishers in Muarareja Urban Village, Tegal City can be categorized as daily fishers and weekly fishers. The practice of power between the owner and the daily crew on the small vessels has an exploitative relationship dimension. This relationship is indicated by the compulsion of the shipowner to the crew to keep fishing even though the weather is bad or during a low season. The practice of power between the shipowner and the crew was strongly influenced by the shipowner's debt to the Bank or middleman, which must be paid every month. On the other hand, the practice of power exercised by the weekly fishers to the shipowner is by being able to resign and choose to work with other shipowners easily. If the crew feels uncomfortable working on a ship, they will look for a new shipowner.

Abstract

The sources of social change are diverse; one of which is the social movement. The study of social movements is essential for understanding contemporary society and the direction of its movement. Whether or not a movement is massive does not hide the reality that social movements can change history, sometimes by causing significant changes. The emergence of social movements is not sudden but determined by various factors, such as political opportunities, mobilization structures, and framing processes. A new factor which becomes the focus of the present study is related to the complexity of the actors involved in a social movement. This focus is important, given the mapping of strengths and roles of actors who have networked in different spheres of power has its benefits in order to analyze the dynamics of social movements. This study aims to analyze the success factors of the fishers’ social movement and the roles of actors in determining the strategy of the movement, which can influence the results. This research used a mixed-method that involves a combination of qualitative and quantitative approaches. The results showed that actors in the social movement of fishers were divided into five layers with a hierarchical structure, while each layer had different roles and responsibilities. Furthermore, mobilized resources include moral resources, material resources, socialorganizational resources, and human resources.

Abstract

This paper aims to discuss the impact of state intervention on social capital of fishermen community in small islands. The research was conducted in Barrang Lompo Island, Makassar. The data was collected through in-depth interview and limited observation from twelve informants determined by snowball sampling. Questionnaires were also spread to about 40 respondents. The data was then analyzed qualitatively to explain research’s data and facts. The results of the research show that state intervention for the last ten years on small islands communities has impact on various aspects such as the diminishing loyalty and trust among locals to the government. Therefore, the intervention reduce the community’s participation, individually and collectively, in development activities. The situation, in turn, could affect the diminishing political capacity of the locals and government in the implementation of development in the islands. The state intervention, however, strengthened social solidarity, local value practices and the enthusiasm to understand religious values which in turn could tighten the internal bond of a community. This bond can become a potential strength to build communities in small islands. Tulisan ini bertujuan untuk mendiskusikan dampak intervensi negara pada kapital sosial komunitas nelayan di pulau-pulau kecil. Penelitian ini dilakukan di Pulau Barrang Lompo, Makassar. Pengumpulan data dilakukan melalui wawancara mendalam dan observasi terbatas dari dua belas informan ditentukan oleh snowball sampling. Kuesioner juga menyebar ke 40 responden. Data tersebut kemudian dianalisis secara kualitatif untuk menjelaskan data penelitian dan fakta. Hasil penelitian menunjukkan bahwa intervensi negara selama sepuluh tahun terakhir pada masyarakat pulau-pulau kecil memiliki dampak pada berbagai aspek seperti, mengurangi loyalitas dan kepercayaan di antara penduduk setempat kepada pemerintah. Oleh karena itu, partisipasi mereka, secara individu dan kolektif, dalam kegiatan pembangunan kurang. Ini akan berakibat pada berkurangnya kapasitas politik penduduk setempat dan kapasitas pemerintah dalam pelaksanaan pembangunan pulau. Kendati demikian intervensi negara juga memperkuat solidaritas sosial, praktek nilai lokal dan semangat untuk memahami nilai-nilai agama yang pada gilirannya dapat memperkuat ikatan internal masyarakat. Ikatan ini selanjutnya dapat menjadi kekuatan potensial untuk membangun masyarakat di pulau-pulau kecil.

Abstract

The passage of Act No. 18, 2001 on regional autonomy and followed up with the issuance of Qanun No. 4, 2003 on mukim, and Qanun No. 5, 2003 on gampong and reinforced by UUPA No. 11, 2006 on Acehnese government is a history of social identity of Acehnese society, which has been neglected during the conflict. The regional government has made some breakthroughs and one of the breakthroughs was gampong revitalization through a program called “back to gampong”. The study aims to answer the dynamic of revitalization of gampong institution in the middle of special autonomy implementation and the implementation of Qanun gampong in the administration of gampong institution. The study shows that the implementation of program “back to gampong” encourages the strengthening process of gampong institution as well as weakens the institution itself. The development of gampong that focuses on physical aspect has created coordination gap among officials of gampong institution in planning system and financial management.  The tug in the mechanism of financial development and management at gampong has created a space for the involvement and influence from gampong elite in gampong governance. Non-uniform honorary allocation for gampong governmental apparatus is one of indicators of weak role and function of gampong cultural institution because the previous inherent communal values have been calculated economically.

Abstract

The gap in the coastal resources utilization on the North Coast in Serang Regency has the potential to cause conflict between coastal communities dealing with local governments and sea sand mining companies. This research focuses on how the communication practices of the conflicting parties and the typology of conflict, communication interactions in conflict relations and communication strategies in conflict solutions. The research used qualitative approach which was conducted through in-depth interview with informants purposively. The results of the research showed that the dominance of natural resources was the trigger for conflict in the utilization of coastal resources on the North Coast in Serang Regency. The ineffectiveness of government and company communication in managing conflict potentials made coastal communities perceived the sea sand mining activities negatively. Coastal communities fought for their interests in various forms namely demonstrations, anarchism, social conflict between layers and human rights violations. The most active community groups were fishermen because sea sand mining had caused technical problems with fishing and decrease in income. The conflicting parties communicated with each other openly, defensively and in confrontational way. The practice of communication in resolving conflicts ran less effectively because the government and the company did not involve conflicting parties through communication to resolve the conflict. The research findings are the basis of understanding to manage potential conflicts and its escalations through appropriate communication to reach consensus to realize convergence of interests.
