Abstract

Through a quantitative approach to data analysis using SEM-PLS, this research aims to identify factors that can improve the performance and growth of the food sector BUMD of DKI Jakarta Province. This research was motivated based on the fact that most BUMDs in Indonesia underperform with various causes. Total respondents were 98 employees from middle to top level management positions in three food BUMDs in DKI Jakarta. The main findings of this research are 12 indicators (inner model) which are divided into five variables in the measurement model (outer model): management, organization, human resources, finance and technology that have a significant relationship and positive effect on all variables. While of the five variables used in the structural model, only financial variable has a significant effect on the performance of BUMD businesses. While the variables of performance improvement of management, organization, human resources and technology do not significantly improve the performance of BUMD businesses. Going forward, companies and the DKI Jakarta Provincial Government can focus on evaluating and improving the growth capital structure and business volume. The company's increased profitability will provide a multiplier effect on increasing the performance and growth of BUMD businesses.

Abstract

The expansion of crop land to suboptimal land (especially in the outside of Java Island) should be set up as source of agriculture crop production growth. Saturated-soil Cultivation (SSC) Technology is able to improve the productivity of soybean plants up to 4.0 tons/ha in the suboptimal land. This research is aims to examine the decision making process on innovation adoption of soybean Saturated-soil Cultivation (SSC) Technology, conducted in Labuan Ratu Enam Village, East Lampung Regency. Main approaches were used in this research is Rogers’ theory of innovation diffusion. Decision process was divided into four main group of analysis: i) communication channel and general description of stages in the innovation decision, ii) influential variables of respondents’ characteristics on the knowledge stage using Kruskall-Wallis test, iii) influential variables of the innovation’s attributes on the persuasion stage using Spearman Correlation test, and iv) correlation between the stages of innovation decision process using Spearman Correlation test and Mann-Whitney test. The results  shows that i) interpersonal channel is chosen as the way to diffuse SSC innovation to 25 potential farmer adopters through discussion, direct practice, and guidance; ii) the influential variables of individuals’ characteristics are leve of nonformal education and level of motivation, while level of formal education and farming experience is not significant difference in their knowledge level about SSC; iii) there is significant correlation between the level of respondents’ persuasion and their perception on the innovation complexity and triability, but not compatability and observability; iv) each stage of SSC innovation-decision, one stage to another in sequence, has significant positive correlation.

Abstract

Produksi padi di Indonesia dapat ditingkatkan melalui pemanfaatan lahan rawa. Pengembangan lahan rawa memerlukan perencanaan dan penerapan teknologi yang sesuai. Berbagai program pemerintah untuk meningkatkan produktivitas padi lahan rawa telah dilakukan, antara lain melalui program optimalisasi lahan rawa pada tahun 2019. Program ini diharapkan dapat meningkatkan produktivitas padi melalui penerapan teknologi usahatani padi sawah berbasis Pengelolaan Tanaman Terpadu (PTT), dan peningkatan sarana dan prasarana pertanian. Penelitian ini bertujuan untuk melihat dampak pelaksanaan program optimasi lahan rawa melalui penerapan teknologi dan efisiensi teknis oleh petani yang terlibat dalam program tersebut dan faktor yang mempengaruhinya. Penelitian dilaksanakan di Kabupaten Barito Kuala (Batola), Provinsi Kalimantan Selatan. Penelitian dilakukan pada musim tanam 2020. Dalam penelitian ini terdapat 105 sampel. Responden yang menjadi sampel adalah petani padi yang mendapatkan bantuan program optimasi lahan rawa dan dianalisis menggunakan metode scoring untuk mengetahui tingkat penerapan teknologi dan model Stochastic Frontier Analysis digunakan untuk melihat tingkat efisiensi teknis petani. Hasil penelitian menunjukkan tingkat penerapan teknologi dalam PTT oleh petani padi di Kabupaten Barito Kuala tergolong sedang. Rata-rata tingkat efisiensi teknis usahatani padi adalah 74,49 persen dan cukup efisien secara teknis. Variabel yang mempengaruhi nilai efisiensi teknis adalah tingkat penerapan teknologi PTT, umur petani, dan pengalaman petani dalam berusaha tani padi. sehingga membuktikan tingkat penerapan teknologi budi daya padi dalam PTT berpengaruh positif dan signifikan terhadap tingkat efisiensi teknis budi daya petani padi.

Abstract

Herbs are environmentally friendly commodities that slogan 'back to nature'. Herbal is a reliable commodityIndonesia because herbal raw material comes from Indonesia's abundant biodiversity. However, the currentIndonesian herbal faced a number of challenges to be able to compete with the herbs that come from foreigncountries. The existence of the Free Trade Agreement can be seen by the opening of the market to the entry ofIndonesian herbal products imported from Cina, India, Malaysia, and others. Economically, Indonesia's tradebalance deficit with export figures of herbal products continues to decline. That is, the existence of free tradeagreements is adversely affected by the low competitiveness of herbal products against imported products thatcirculate in Indonesia. In the midst of adversity free trade, in 2015 has agreed a free trade agreement between theASEAN countries (EAC). Will EAC able to lift Indonesian herbal products from the domestic market?.

Abstract

Bubuk kayu manis (kode HS 090620) adalah salah satu produk turunan rempah yang paling banyak diekspor oleh Indonesia dan volumenya menurun dalam beberapa tahun terakhir dibandingkan negara pesaingnya, yaitu Vietnam. Analisis permintaan dilakukan untuk menilai posisi persaingan pasar bubuk kayu manis Indonesia di pasar dunia menggunakan metode almost ideal demand systems. Hasilnya menunjukkan bahwa pada pasar Amerika Serikat dan Jerman, Indonesia menjadi eksportir tebesar, sedangkan pada pasar Kanada, bubuk kayu manis Vietnam menempati posisi tertinggi. Berdasarkan elastisitas permintaan, bubuk kayu manis Indonesia adalah produk yang bersifat inelastis dan saling bersubtitusi dengan pesaingnya, yaitu Vietnam di pasar importir Amerika Serikat, Jerman, dan Kanada. Agar dapat terus berdaya saing dalam perdagangan bubuk kayu manis, perlu ada perbaikan mutu produk sesuai dengan sertifikasi internasional serta menjalin kerja sama bilateral. Abstract

This study aims to analyze the impact of the tariff and non-tariff policies implementation of the importing countries on the export performance of Indonesian processed tuna. A cross-sectional gravity model analysis was conducted to find out the impact of these policies on exports. The variables used include GDP per capita of the importing countries, population, economic distance, export prices, actual exchange rates, tariff policies, and non-tariff policies in the form of sanitary and phytosanitary (SPS) and technical barriers to trade (TBT). The estimation shows that the variables of GDP per capita of the importing countries, population, exchange rates, export prices, and SPS give a positive and significant effect on the trade of Indonesian processed tuna commodities. On the other hand, economic distance and TBT policy give a negative and significant impact on the volume of this particular commodity. Meanwhile, the tariff policy implementation also give a negative effect on the export volume, but it is not significant. Keywords: cross sectional gravity, export performance, non-tariffs, tariffs

Abstract

Indonesia has achieved relatively high economic growth from 1960 until 1997 just before the crisis. During the crisis, the most affected area was the rural area. In 1999, people living under the poverty line in the rural area increased to 26 percent, this number was higher compared to urban area which was 19.4 percent. Public spending has a crucial role in the poverty reduction. The objective of this paper is to investigate the role of public spending, especially agricultural research and development, education and health, in reducing the poverty in Indonesia, especially in the rural area. The result showed that in order to decrease rural poverty the government must focus its effort in increasing TFP by improving literacy rate. Increasing government expenditure on agricultural research will have no effect on rural poverty; meanwhile increasing government expenditure on education will have more effect in increasing agricultural wage rather than non-agricultural wage.

Abstract

Indonesia is the third largest cocoa producing country in the world. The cocoa price in Indonesia refers to the world price. This paper examines the efficiency of world’s cocoa price that is transmitted to cocoa price in Indonesia and in major cocoa producing provinces, such as North Sumatera, South Sulawesi, Central Sulawesi, South East Sulawesi and North Sulawesi. The efficiency of the transmission can be calculated by testing the cocoa’s market integration using two indicators, i.e. short market segmentation and short-run integration. The result showed that the cocoa market in Indonesia was segmented and not integrated with the world market. The cocoa markets in North Sumatera and Central Sulawesi were segmented with the world market, but other provinces were not. On the other hand, only the cocoa market in North Sumatera was integrated in short-run with the world market.

Abstract

The rise of export tax of oil palm from 1.5% to 5.5% in the period of 2004-2006 was due to (a) the scarcity of cooking oil in the market; (b) the rise of cooking oil price in the domestic market; and (c) the scarcity of availability of domestic crude palm oil. The export tax of crude palm oil policy has long been a fiscal policy issued by the government of Indonesia since 1994. The export tax of crude palm oil has fluctuated, following the demand of crude palm oil in the international market. There is a pro and contra between farmers and the government in determining export tax of crude palm oil. In one hand, the farmers wish to have a very low level of export tax, while in the other hand the government wants to push the export tax at the highest level. This conflict of interest can no longer be solved so far by the crude palm oil stakeholders.

Abstract

Cocoa is one of the major Indonesian agricultural export products. Cocoa international market has great potential regarding world’s consumption growth, therefore Indonesia is expected to take advantage on existing opportunities. The aims of this study were to analyze the competitiveness of Indonesian cocoa beans and processed cocoa trade in the international market as well as the level of competition between cocoa exporting countries. By using Revealed Comparative Advantage (RCA) and Spearman Rank Correlation, it showed that Indonesia had a comparative advantage as an cocoa exporter on the international market, the highest for cocoa beans and the lowest for cocoa paste; Indonesia also had a significant correlation to exporting countries in cocoa beans’ market (Ghana) and cocoa paste’s market (Netherlands and Malaysia), the correlation suggests that there were high correlation between Indonesia and the exporting country in competing for market share.Keywords: cocoa, comparative advantage, international trade, competitiveness, market share, RCA ABSTRAKKakao merupakan salah satu komoditas pertanian unggulan ekspor Indonesia.  Pasar kakao memiliki potensi yang besar dilihat dari peningkatan konsumsi dunia, sehingga Indonesia diharapkan dapat memanfaatkan peluang yang ada.  Tujuan penelitian ini adalah menganalisis daya saing perdagangan biji kakao dan kakao olahan Indonesia di pasar internasional serta hubungan daya saing antar negara eksportir kakao. Dengan menggunakan Reavealed Comparative Advantage (RCA), dan Korelasi Rank Spearman, hasil analisis menunjukkan bahwa Indonesia memiliki keunggulan komparatif sebagai eksportir biji kakao dan kakao olahan di pasar internasional, tertinggi untuk biji kakao dan terendah untuk kakao pasta;  Indonesia juga memiliki korelasi yang signifikan di beberapa negara untuk pasar biji kakao (Ghana) dan kakao pasta (Belanda dan Malaysia), korelasi tersebut menunjukkan bahwa terdapat hubungan daya saing yang cukup tinggi antara Indonesia dengan negara eksportir tersebut dalam perebutan pangsa pasar dunia.
