Abstract

Tujuan dari studi ini ialah untuk meneliti aturan dan kebijakan dalam pengelolaan aset publik yang berkaitan dengan pencapaian tata kelola yang baik. Pengelolaan aset publik merupakan elemen krusial dalam pemerintahan, karena memiliki hubungan langsung dengan efektivitas, tanggung jawab, dan keterbukaan dalam penggunaan sumber daya yang dimiliki negara. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif, di mana data diperoleh melalui analisis dokumen peraturan, laporan resmi dari pemerintah, serta wawancara mendalam dengan individu yang terlibat dalam pengelolaan aset publik. Sekelompok masyarakat yang berkepentingan juga dikumpulkan. Proses analisis data dilakukan dengan menggunakan pendekatan analisis tematik untuk mengevaluasi kesesuaian antara regulasi, penerapan kebijakan, dan masalah yang muncul dalam pelaksanaan. Hasil dari penelitian ini menunjukkan bahwa regulasi mengenai pengelolaan aset publik secara umum sudah memadai; akan tetapi, terdapat sejumlah hambatan dalam pelaksanaannya, seperti kurangnya kapasitas sumber daya manusia, kelemahan dalam sistem pengendalian internal, dan pemanfaatan teknologi informasi yang belum dioptimalkan dalam pengelolaan aset. Penelitian ini merekomendasikan untuk meningkatkan kapasitas lembaga, pengembangan kompetensi pegawai, serta penyusunan sistem informasi manajemen aset yang berintegrasi. Diharapkan bahwa temuan ini bisa memberikan kontribusi dalam penyusunan kebijakan yang lebih ampuh untuk mewujudkan tata kelola yang terbuka, bertanggung jawab, dan partisipatif.

Abstract

Reformasi birokrasi dan penerapan prinsip good governance merupakan agenda penting dalam meningkatkan kualitas penyelenggaraan pemerintahan. Salah satu aspek strategis yang mendukung agenda tersebut adalah pengelolaan aset publik melalui kebijakan klasifikasi dan inventarisasi aset yang sistematis dan akuntabel. Penelitian ini bertujuan untuk menganalisis peran implementasi kebijakan klasifikasi dan inventarisasi aset dalam mendukung reformasi birokrasi dan penerapan prinsip good governance. Metode yang digunakan adalah studi literatur dengan menelaah berbagai jurnal ilmiah, artikel, laporan, dan publikasi akademik yang relevan dengan pengelolaan aset publik, reformasi birokrasi, serta tata kelola pemerintahan. Hasil analisis menunjukkan bahwa penerapan kebijakan klasifikasi dan inventarisasi aset yang terstruktur mampu meningkatkan efisiensi administrasi, akurasi data aset, serta transparansi dan akuntabilitas dalam pengelolaan aset publik. Selain itu, pemanfaatan sistem informasi berbasis teknologi digital berkontribusi terhadap penguatan pengambilan keputusan berbasis data dan efektivitas kinerja birokrasi. Namun demikian, implementasi kebijakan ini masih menghadapi berbagai kendala, terutama terkait keterbatasan sumber daya manusia, sistem informasi yang belum optimal, serta sarana dan prasarana pendukung. Oleh karena itu, diperlukan penguatan kapasitas aparatur, peningkatan sistem teknologi informasi, serta perbaikan koordinasi dan regulasi agar kebijakan klasifikasi dan inventarisasi aset dapat berfungsi secara optimal dalam mendukung reformasi birokrasi dan terwujudnya good governance.

Abstract

Pengelolaan Barang Milik Daerah (BMD) merupakan aspek penting dalam mewujudkan tata kelola pemerintahan yang efektif, efisien, dan akuntabel. Salah satu tahapan krusial dalam siklus pengelolaan aset adalah prosedur penghapusan dan pemindahtanganan yang bertujuan memastikan bahwa aset yang tidak lagi memiliki nilai guna dapat dikelola secara tepat guna dan tepat administrasi. Penelitian ini bertujuan untuk menganalisis prosedur penghapusan dan pemindahtanganan aset daerah serta menilai sejauh mana penerapannya dapat meningkatkan efisiensi pengelolaan BMD. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui studi dokumentasi, wawancara, dan observasi pada instansi pemerintah daerah terkait. Hasil penelitian menunjukkan bahwa kendala utama dalam implementasi prosedur penghapusan dan pemindahtanganan meliputi kurangnya pemahaman aparatur terhadap regulasi, proses administratif yang panjang, serta keterbatasan sistem informasi aset. Meskipun demikian, penerapan prosedur yang sesuai ketentuan perundang-undangan terbukti mampu meningkatkan efisiensi pengelolaan aset melalui optimalisasi ruang penyimpanan, pengurangan biaya pemeliharaan, dan peningkatan akurasi data aset. Penelitian ini merekomendasikan peningkatan kapasitas SDM, penyederhanaan prosedur, serta penguatan sistem informasi manajemen aset sebagai langkah strategis untuk mendukung pengelolaan BMD yang lebih efisien dan akuntabel.

Abstract

Public assets play a strategic role in supporting governmental operations and public service delivery at the local government level. The condition and performance of public assets are crucial in ensuring operational sustainability. However, in practice, public asset maintenance is often reactive and insufficiently integrated into long-term development planning. This study aims to analyze public asset maintenance strategies and their role in supporting the operational sustainability of local governments. A qualitative approach with a descriptive-analytical design was employed. Data were collected through in-depth interviews, field observations, and documentation studies involving local government agencies responsible for asset management. Data analysis was conducted using qualitative techniques, including data reduction, data display, and conclusion drawing. The findings indicate that public asset maintenance strategies are predominantly corrective, while preventive and condition-based maintenance have not been optimally implemented. Key constraints include limited policy support, weak institutional coordination, budget constraints, insufficient human resource capacity, and underutilization of asset information systems. The study concludes that well-planned, preventive, and integrated asset maintenance strategies are essential to maintaining asset performance and ensuring the operational sustainability of local governments.

Abstract

This study discusses strengthening bureaucratic ethics as a strategic effort to prevent abuse of power in public administration. The main issue raised is the continued prevalence of ethical violations within the bureaucracy, such as practices of collusion, nepotism, and corruption that erode public trust in the government. Theoretically, this study is based on the theory of public ethics and good governance, which emphasize the importance of moral values, accountability, and transparency in carrying out state administrative functions. The research method used is a qualitative descriptive approach with data collection techniques through literature studies, policy document analysis, and studies of cases of abuse of authority in the public sector. The results show that strengthening bureaucratic ethics can be achieved through internalizing integrity values, ethics training for civil servants, implementing a strict code of ethics, and establishing an effective oversight system. In addition, leadership with integrity and an organizational culture oriented towards public service are key factors in preventing abuse of power. In conclusion, strengthening bureaucratic ethics is the main foundation in realizing a clean, just, and trusted government.

Abstract

Technological developments have entered various fields, both formally and informally. One technology that is developing very quickly at the moment is the communication system. With the development of the internet, communication can be done from anywhere and at any time. Basically, office administration is an activity that is closely related to the administration system in an office, various applications according to needs and services can be implemented so that implementation is more effective and efficient. This activity is very beneficial and useful for government and office employees, especially to speed up service. Therefore, it is important for us to make optimal use of ICT to build a better future. This article's research method uses a qualitative descriptive method where all problems and solutions are related to the theme and are taken from various sources. This approach aims to describe and understand in depth about the development of ICT and its influence on office administration in Serang City. The results of the study are expected to provide a comprehensive picture of the development of ICT and its influence on office administration in Serang City.

Abstract

The Public Relations and Protocol Bureau is an important unit in an organization that has a strategic role in supporting organizational performance. This research aims to analyze the strategic role of the Public Relations and Protocol Bureau. This research uses a case study method by collecting data through interviews, observation, and documentation. The results showed that the Public Relations and Protocol Bureau has an important role in supporting organizational performance through: Building and maintaining good relationships with internal and external publics. Disseminating information and publications about the organization Managing the organization's image and reputation Handling communication crises Planning and organizing official organizational events Welcoming and accompanying VIP guests Organizing procedures and protocol in official events Providing services and hospitality to guests. Decision-making is an important process in management that determines the direction and success of the organization. The success of decision-making is greatly influenced by the effective application of management functions.

Abstract

Neoclassical political economy, a pivotal school of economic thought, has shaped our understanding of economics while facing criticism. Dominating the global stage, it accentuates free markets and the price mechanism's role in resource allocation. Despite its influence, this school isn't immune to scrutiny, particularly regarding government bureaucratic ethics—the moral compass guiding state apparatus behavior. Upholding strong foundational principles, it encounters disapproval regarding its stance on ethical governance. Government bureaucracy's ethical framework is crucial for fostering public trust, prompting ongoing debate within the neoclassical paradigm. While revered for its insights, this school grapples with the challenge of aligning economic theory with ethical imperatives in governance. Balancing market dynamics with ethical considerations remains a perpetual task, underscoring the complexity of neoclassical political economy's role in contemporary discourse.

Abstract

This research is a literature review of the Economic Policy Package launched by President Joko Widodo in 2015. The Economic Policy Package consists of several volumes. When it was first launched, namely Volume 1, the economic policy package aimed to stimulate the real sector and drive the economy. Volume 1 of the Economic Policy Package is one of 16 economic policy packages launched until 2018. A review of the literature related to the Economic Policy Package volume 1 was conducted to identify the latest research related to economic policy packages and provide an assessment of the effectiveness of the Government's policies related to the Economic Policy Package. There are several aspects of national economic development, such as economic growth, inflation, and fiscal and monetary policies.Literature both in the form of academic studies and opinions and public perceptions of economic policy packages are explored in depth mainly by using search engines in the form of both formal and informal studies such as mass media. This study found that the literature related to Economic Policy Package Volume I is relatively limited and the discussion tends to focus on the impact of policies on capital market reactions. In addition, research on economic policy packages is dominated by quantitative approaches. In the future, it is necessary to expand the discussion of economic policy packages with broader theories, use a qualitative approach and dig deeper into the effectiveness of the economic policy packages

Abstract

A comparative analysis of the quality of public services between private organizations and public organizations is a study that aims to determine H the differences in the quality of services provided by private organizations R and public organizations. In this study, service quality is influenced by R various factors, such as organization, leadership, abilities and skills, A appreciation and public knowledge of public services. This analysis will display the results of measuring public satisfaction with public services, which is measured using the Public Satisfaction Index (IKM). From this research, it is expected that several conclusions will emerge regardingthe quality of public services provided by private organizations and public organizations, as well as the factors that influence the quality of public services. This research will assist the government and public organizations in improving the quality of public services, so as to increase public satisfaction with the public services provided.
