Abstract

Energy subsidy policy has become one of the key strategies of the Indonesian government in its efforts to improve public welfare, particularly for low-income groups. By subsidizing fuel (BBM), 3-kg LPG, and electricity tariffs, the government aims to stabilize energy prices to make them more affordable for the poor. However, the effectiveness of this policy in achieving social welfare goals remains debatable, especially regarding the accuracy of subsidy distribution. This study aims to analyze the impact of energy subsidies on the welfare of poor households in Indonesia using both qualitative and quantitative approaches based on secondary data from BPS, the Ministry of Finance, and reports from international institutions such as the World Bank and the IMF. The analysis shows that although energy subsidies provide direct benefits by reducing the household expenses of the poor, a significant portion of the subsidies is actually enjoyed by middle- and high-income households. This unequal distribution reduces the effectiveness of subsidies as a tool for promoting welfare equity. Therefore, reform of energy subsidy policies is needed to improve targeting accuracy, such as by converting subsidies into direct cash transfers based on social data. These findings offer important implications for the formulation of more efficient and equitable fiscal and social protection policies in the future.

Abstract

Digital transformation has become a central driver in reforming public services in Indonesia. However, the effectiveness of government expenditure in supporting this transition remains a critical issue. This study aims to examine the extent to which public spending contributes to the improvement of digital public service quality, efficiency, and accessibility. Using a quantitative approach with a descriptive-explanatory design, data were collected from ten regional governments through documentation and surveys. The results show a positive correlation between government spending on digitalization and service performance, although this relationship is also influenced by factors such as infrastructure readiness, human resource capacity, public participation, and inter-agency coordination. The findings emphasize the importance of sustainable budgeting and measurable monitoring in managing digital fiscal policies. The study recommends an integrated strategy combining fiscal planning, bureaucratic capacity-building, and public digital literacy to ensure inclusive and impactful digital service transformation.

Abstract

This study aims to analyze the impact of layoffs (PHK) on the decline in people's purchasing power and Indonesia's economic growth in 2025. Layoffs are predicted to increase due to various factors such as tax hikes, subsidy restrictions, and decreased purchasing power. The study uses a quantitative method with secondary data from BPJS Ketenagakerjaan, Bank Indonesia, and other relevant institutions, as well as consumer survey data to measure the decline in purchasing power. The results show that layoffs significantly reduce people's purchasing power, which in turn negatively affects household consumption and national economic growth. The MSME and informal sectors are also affected by this decline in purchasing power. The study recommends policies that support industries prone to layoffs, revise layoff requirements, and maintain macroeconomic stability to prevent mass layoffs and minimize their impact on Indonesia's economy.

Abstract

The State Revenue and Expenditure Budget (APBN) is a fundamental fiscal policy instrument for realizing national development and public welfare. This study aims to analyze the correlation between APBN management and Indonesia’s economic growth, focusing on the effectiveness of government spending and oversight of budget misappropriations. Based on the 2023 audit report by the Supreme Audit Agency (BPK), financial losses due to APBN mismanagement reached IDR 8.2 trillion, highlighting the weakness in financial oversight and transparency. Using a descriptive qualitative approach, this study explores the significance of budget efficiency and the implementation of APBN’s fiscal functions in supporting macroeconomic stability. The findings suggest that government spending significantly influences economic growth, yet its effectiveness is heavily dependent on robust monitoring systems and sound fiscal strategies. Therefore, strengthening fiscal transparency and supervision is crucial to prevent state losses and promote equitable development.

Abstract

Food security is a crucial aspect of national development that ensures the availability, affordability, and safety of food for all communities. This article examines the Indonesian government's strategies to maintain food security through public policies using a qualitative literature study approach. The study focuses on agricultural infrastructure development, productivity improvement, food diversification, strengthening distribution systems, and empowering communities and farmers. Both central and regional governments play strategic roles in formulating and implementing adaptive policies addressing challenges such as climate change, resource limitations, and food price volatility. Additionally, large budget allocations and innovative financing approaches like green bonds and public-private partnerships are key instruments supporting sustainable food security. The role of regional governments is also vital in regulation, facilitation, and community empowerment to ensure local food security. The findings indicate that integrated public policies and stakeholder synergy effectively enhance national food security comprehensively and sustainably.

Abstract

This research uses a qualitative method to evaluate the impact of social assistance programs on poverty alleviation in rural areas. The focus of this study is on how effectively the implementation of social assistance programs can improve the welfare of the rural poor, particularly in terms of economic conditions, social well-being, and quality of life. The findings indicate that social assistance programs have had a positive impact in reducing the economic burden of poor households, improving access to education and healthcare services, and encouraging community empowerment through productive economic activities. However, challenges remain, such as mistargeted beneficiaries, delays in distribution, and lack of supervision in program implementation. Therefore, continuous evaluation and active involvement from all stakeholders, including local governments and rural communities, are needed to ensure the optimal achievement of poverty alleviation goals. This study also recommends improvements in data collection systems and monitoring to ensure that social assistance programs are more effective and sustainable in the future.

Abstract

In many developing countries today, the capitalist economic system still dominates. Not infrequently, this system causes various problems when applied in the governance of a country's economy. These problems generally arise because policies, regulations, and public financial management have not been directed at the principles of Islamic economics (sharia). In fact, the public economic system based on sharia provides guarantees for the fulfillment of state needs (income) and people's needs (expenditure). In addition, the rampant practice of misappropriation such as fraud and corruption has also caused the loss of public trust in public economic management. This condition contributes to the economic crisis and exacerbates the suffering of the people. Therefore, to solve these problems, the government needs to adopt a public economic concept based on Islamic values, because this system has been proven to be able to encourage justice and improve social welfare. This study uses a qualitative method with a literature study approach. The findings in the study indicate that there are various sources of income in the Islamic economy that can be utilized as public finances, such as Ghanimah, Fa'i, Jizyah, Kharaj, Waqf, Nawaib, Zakat, Infak, Sedekah, and 'Usr. Meanwhile, state expenditure is allocated to fulfill basic community needs, state defense and administration, education, social security, and development of infrastructure and public facilities. Abstract

In the framework of Islamic economics, which places a strong emphasis on social justice and ethics, fiscal policy is crucial in controlling a nation's economy. The necessity to comprehend how fiscal policy can be executed in line with sharia principles in order to attain public welfare serves as the backdrop for this study. This study's goal is to investigate the connection between Islamic economics and fiscal policy and evaluate how it affects the general welfare. The approach is library research, which involves gathering and examining a variety of works pertaining to Islamic economics' fiscal policy. The findings demonstrate how fiscal policies rooted in Islamic principles, like zakat and charity, can promote equitable and inclusive economic growth. In the Islamic system, fiscal policy fosters social and spiritual peace in addition to financial welfare. To sum up, fiscal policies that adhere to sharia principles can establish a just, durable, and advantageous economic structure that benefits all societal levels. Therefore, in order to attain economic stability and overall welfare, it is crucial that the government execute fiscal policies that are consistent with Islamic beliefs.
