Abstract

Many of the problems that occur in the implementation of education in Indonesia are not only due to the education system but can also be suspected to be due to the perpetrators of the education providers themselves. In reality, there are still quite a lot of school-age people who do not go to school because of the problem of expensive education costs. Thus, in conditions of very limited funds and schools faced with diverse needs, schools must be able to make decisions while still being guided by quality improvement. This study aims to analyze the role and strategy of schools in financing education to improve the quality of education. The research method used is a qualitative method with a descriptive approach. Data collection was conducted through preliminary analysis of teachers and principals, observations to schools, and interviews of administration staff, teachers and principals at SMA PGRI 12 Jakarta. The results showed that one of the factors that influence the quality of education in a school is the role and strategy of the school in managing its education financing. Thus, the correlation created between school financing and the quality of education can be clearly seen in teaching and learning activities.

Abstract

This study investigates the influence of digital literacy and teaching experience on teachers' pedagogical competencies and essential skills, which are crucial for ensuring effective and high-quality learning processes. In the digital era, digital literacy empowers teachers to integrate technology into teaching, while teaching experience shapes their ability to manage classrooms and deliver effective instruction. Despite the increasing importance of these factors, there still needs to be a gap in understanding how they interact to enhance pedagogical competence. Data was gathered by administering questionnaires to 136 private senior high school teachers in the Cengkareng sub-district, who were chosen proportionately at random using a quantitative technique and multiple linear regression analysis. The findings indicate that digital literacy and teaching experience significantly influence teachers' pedagogical competence. These results underscore the importance of promoting digital literacy and fostering teaching experience as strategic measures to improve pedagogical competence. The study suggests that targeted professional development initiatives should enhance these factors to improve teaching effectiveness and ultimately elevate school learning outcomes.

Abstract

Teachers, as the main actors in the education process in schools, need to pay attention to the quality of services they provide to students as their primary customers. In achieving the expected quality of service, the principal's leadership plays an important role as the driver and determinant of school policy direction. This study aims to analyze and explore the extent of the influence of instructional leadership on improving the quality of service of Vocational School teachers. This research uses a quantitative approach with a survey method, product-moment correlation, and simple linear regression analysis techniques. The data in the study were obtained through a questionnaire with a research sample of 112 teachers selected randomly through a simple random sampling technique. The results showed that instructional leadership has a positive and significant effect on the quality of teacher services, with a percentage of the influence being 42.9%, which means a moderate correlation. This provides information that if instructional leadership by school principals increases, the quality of teacher services in schools will also increase. This study implies that principals need to allocate particular time to motivate and facilitate teachers to improve the quality of their services, dialogue with teachers, build effective communication, conduct adequate supervision, and monitor the progress of student learning outcomes optimally through teachers.

Abstract

This study aims to answer these questions through a systematic analysis of empirical literature published in the period 2015–2025. Given the importance of evidence-based policies, this study is expected to provide comprehensive insights into the effectiveness of BOS Funds and become a basis for more targeted and equitable education policy reforms. Using a systematic literature review method, this article examines seven main sources that include quantitative, qualitative, and mixed approaches. The focus of the study is directed at quality indicators such as the learning process, facilities and infrastructure, and education governance. The results of the study indicate that BOS Funds generally contribute to improving the quality of the teaching and learning process and education facilities. However, there are still significant gaps in the effectiveness of implementation, especially between developed regions and 3T (disadvantaged, outermost, and frontier) regions, as well as weak accountability and reporting systems for the use of funds. This study recommends reformulating BOS policies based on local needs and improving the monitoring system through digitalization. This article is expected to contribute to the formulation of evidence-based policies for increasing basic education funding in Indonesia.

Abstract

This article aims to examine the practices of inclusive education financing based on national and international literature, with a focus on how funding systems can be responsive to the needs of children with special needs (ABK) and support the development of a more equitable and inclusive education system. The study employs a literature review approach using a descriptive-qualitative method. Sources analyzed include scholarly journals, national policy documents such as UU No. 20 Tahun 2003 and Permendiknas No. 70 Tahun 2009, as well as reports from international institutions. Content analysis techniques were used to explore financing models, implementation challenges, and best practices in inclusive education. The review reveals that countries like Australia and Finland have adopted funding models based on individual student needs and tiered support systems. In Indonesia, inclusive education financing heavily relies on the General Operational Assistance Fund (Dana BOS), which does not adequately account for the specific needs of ABK. Additional challenges include limited teacher training, disparities in regional funding allocations, and the absence of technical regulations for inclusive spending. This article highlights the importance of responsive, flexible, and needs-based funding approaches as a foundation for inclusive education reform.

Abstract

The success rate of BOS fund implementation over the past three years shows great potential to continue to drive innovation in education management. Digital technology, with its various benefits, not only increases efficiency but also ensures equity in education across regions. This study analyzes the application of digital technology in education fund management in Indonesia, focusing on the allocation of School Operational Assistance (BOS) and its impact on efficiency, transparency, and equitable access to education. Data were collected through literature studies, government policy analysis, and interviews with school principals and financial staff in various regions. The results of the study show that the use of digital systems accelerates financial administration and supervision, and supports the optimization of fund allocation, especially in the 3T regions. The implications of this study are the need for improved digital infrastructure and ongoing training to expand the benefits of technology in education fund management nationally.

Abstract

The School Operational Assistance (BOS) program is a strategic policy of the Indonesian government aimed at supporting the operational financing of basic education and ensuring equitable and inclusive access to quality education. However, the utilization of BOS funds at the school level has often not been fully effective in enhancing the quality of learning. This study aims to analyze strategies for optimizing the use of BOS funds through a literature review of 30 national and international academic journals published between 2021 and 2025. The method employed is a systematic literature review, focusing on scholarly documents that meet inclusion criteria based on topic relevance, publication year, and academic credibility. The findings indicate that while BOS has significantly contributed to the sustainability of basic education services, its use remains largely administrative and insufficiently focused on quality improvement efforts such as teacher development, literacy and numeracy programs, and inclusive education initiatives. Challenges in BOS implementation include limited managerial capacity at schools, delays in disbursement, low community involvement, and inflexible policy guidelines. Therefore, reforms are needed in planning, supervision, and technical guidance to make BOS more adaptive to local needs and quality-oriented.

Abstract

This study aims to identify and analyze the education financing gap in Indonesia, particularly between public and private schools, as well as between urban and rural areas. The objective is to examine how funding disparities affect the quality and accessibility of basic and secondary education services. A qualitative descriptive approach was employed through a literature review method. The analysis focused on identifying patterns of inequality in funding allocation and its implications for educational quality. The study reveals significant disparities in education funding. Public schools in urban areas benefit from more stable and substantial funding through the School Operational Assistance (BOS) program, whereas private schools in rural areas rely heavily on community contributions with limited purchasing power. These funding gaps directly impact the availability of learning facilities, teacher quality, and student academic outcomes, further exacerbating long-term social inequality. This study offers a comprehensive and up-to-date synthesis of the structural disparities in Indonesian education financing. Its novelty lies in the analytical integration of BOS data, student performance indices, cross-subsidy models between regions, and the strategic role of corporate social responsibility (CSR) in education—elements rarely examined collectively in previous literature.

Abstract

This study aims to examine the disparity in education financing between regions in Indonesia in the context of fiscal decentralization. The main focus is directed at how variations in fiscal capacity and regional governance affect the proportion of education spending and the achievement of access and quality of education services. The method used is a systematic literature review of scientific journals, policy documents, and reports from national and international institutions published in 2015–2025. The analysis was carried out through thematic coding of issues such as the General Allocation Fund (DAU), Special Allocation Fund (DAK), Regional Original Income (PAD), and education indicators such as School Participation Rate (APS), Gross Participation Rate (APK), and National Assessment results (AN). The results of the study show significant disparities in education spending per capita between regions with high and low PAD. Transfer funds from the center have not been fully effective in closing the gap, especially because the allocation scheme is less flexible and there are minimal performance-based incentives. Regions with weak managerial capacity tend to have lower education outcomes. The novelty of this article lies in the development of a conceptual model that links fiscal decentralization, local budget capacity, and the proportion of education spending to equal access and quality of education. This model provides a basis for recommendations for fiscal policies based on performance and real regional needs.

Abstract

Transformasi manajemen pendidikan Islam menjadi kebutuhan mendesak untuk menghadapi tantangan global di era Revolusi Industri 4.0 dan Society 5.0. Penelitian ini bertujuan untuk mengeksplorasi strategi inovatif yang dapat diterapkan dalam manajemen pendidikan Islam, guna menjawab tantangan globalisasi, kemajuan teknologi, dan perubahan sosial budaya. Metode penelitian menggunakan pendekatan kualitatif melalui studi kepustakaan, dengan analisis deskriptif dan analisis isi. Hasil penelitian menunjukkan bahwa transformasi dalam manajemen pendidikan Islam melibatkan integrasi nilai-nilai Islam dengan pendekatan modern, seperti penggunaan teknologi digital, pembaruan kurikulum berbasis STEM, serta pemberdayaan guru dan siswa dalam menghadapi tantangan global. Implementasi strategi ini memerlukan kepemimpinan yang adaptif, fleksibilitas kurikulum, dan kolaborasi internasional untuk menguatkan posisi pendidikan Islam di kancah global. Penelitian ini diharapkan memberikan wawasan baru bagi pengembangan manajemen pendidikan Islam yang relevan dan berkelanjutan.The transformation of Islamic education management has become an urgent necessity to face global challenges in the era of Industry 4.0 and Society 5.0. This study aims to explore innovative strategies that can be applied in Islamic education management to address the challenges of globalization, technological advancement, and socio-cultural changes. The research method uses a qualitative approach through literature study, with descriptive analysis and content analysis. The results of the study indicate that the transformation in Islamic education management involves the integration of Islamic values with modern approaches, such as the use of digital technology, curriculum renewal based on STEM, and the empowerment of teachers and students in facing global challenges. The implementation of these strategies requires adaptive leadership, curriculum flexibility, and international collaboration to strengthen the position of Islamic education on the global stage. This study is expected to provide new insights for the development of relevant and sustainable Islamic education management.
