Abstract

This study examines religious polarization in North Maluku, proposing moderated identity politics and a hybrid representation model to explain post-conflict electoral behavior. It highlights local leaders who strategically balance identity appeals with cross-group alliances, integrating structural and agential factors to advance electoral theory and offer a replicable model for mitigating identity-based conflict in plural Indonesian regions. Using a mixed-methods sequential explanatory design, quantitative data were first collected from 100 proportionally sampled respondents. Subsequently, in-depth qualitative interviews were conducted with 17 key informants. Data triangulation, comparing survey results with interview findings, ensured consistency and strengthened the validity of the research conclusions. The study presents four novel contribution findings. First, it challenges conventional religious voting, demonstrating Sherly Tjoanda’s Catholic victory in a Muslim-majority province, attributed to economic pragmatism, political legacy, and networks over religious affiliation. Second, it introduces the Hybrid Representation Model, combining development performance with a moderate religious figure. Third, it refines voter decision-making through Post-Conflict Electoral Rationality and welfare populism, illustrating how trauma fosters pragmatism. Finally, it develops Moderated Identity Politics, integrating local factors like Nahdlatul Ulama’s influence and conflict trauma to reduce polarization and promote electoral pragmatism. The 2024 North Maluku gubernatorial election, with the Sherly-Sarbin ticket’s victory, exemplified pragmatic considerations outweighing religious identity. This model outcome establishes Moderated Identity Politics that can depolarize elections by endorsing competence-based, cross-faith alliances, and prioritizes a competence-plus-credibility approach. In contexts with a dominant, moderate Islamic organization and where economic competition is not a zero-sum game.

Abstract

Backgrounds: Indonesia experiences economic and human resource inequality. This inequality is caused by several factors, one of which is development that focuses on the island of Java. Apart from that, the Indonesian government has designated 62 disadvantaged areas, all of which are outside the island of Java. Objectives: This research aims to examine and analyze the direct and indirect influence of capital expenditure and operational expenditure on human development in underdeveloped regions in Indonesia through the regional economy as an intervening variable. Therefore, this research focuses on underdeveloped areas in Indonesia from 2011 to 2021. Method: This research is quantitative using the panel regression method with path analysis. The variables used in this research are government spending as an exogenous variable, and human development as an endogenous variable. Results: The results of this research show that capital expenditure has a negative effect on human development, while operational and regional economic expenditure has a positive effect on human development in underdeveloped areas. On the other hand, operational spending has a positive effect on the regional economy, but capital spending has a negative effect on the regional economy of underdeveloped regions. Capital expenditure has a negative impact on the regional economy because government spending so far has not met the needs of regional communities, and its value is still relatively low, inefficiency, and development is still focused on urban areas on the island of Java, so there is a need for more inclusive infrastructure investment.

Abstract

This study is an empirical research that aims to examine the role of Internal Control System (SPI) in overseeing the financial management accountability of BLUD Puskesmas in Wonogiri Regency. This research uses secondary data from the audit results of BLUD financial statement in 2022 and 2023. This research finds that the implementation of SPI at BLUD Puskesmas in Wonogiri Regency is quite adequate, although there are still several Puskesmas that are classified as inadequate. Empirical analysis shows that control activities, information and communication, and monitoring demonstrate a positive effect on the BLUD financial accountability. However, the role of the control environment and risk assessment is not yet optimum in maintaining accountability. This research provides several practical recommendations based on the empirical findings. BLUD Puskesmas in Wonogiri Regency needs to improve the quality of SPI implementation, especially in strengthening the control environment and improving risk assessment. BLUD Puskesmas in Wonogiri can recruit more human resources to reduce the burden of concurrent tasks, as well as ensure consistent implementation of financial management tasks and authority in accordance with the existing organizational structure. BLUD financial management personnels are also suggested to improve their competency through adequate training. Apart from that, information and communication as well as monitoring must be continuously improved by coordinating with BLUD’s upper offices in Wonogiri Regency, supported by the application of information technology. Finally, it can be expected that the quality of SPI can improve and become stronger in maintaining accountability in BLUD financial management.

Abstract

This study aims to examine the effect of the complexity of local government and local government internal control on the timeliness of local government financial reporting in Indonesia. This study produces panel data with a total of 1524 observations from 508 local governments in Indonesia. Data analysis was performed by panel data regression. This study found that there were still local governments in Indonesia during the 2016-2018 period that had not been able to submit their financial reports on time with an average delay of 2 days from the specified reporting deadline. Furthermore, the empirical findings of this study reveal that the complexity of local government does not affect the timeliness of local government financial reporting, while internal control shows a positive influence. This study also recommends local governments to continuously improve the quality of internal control to be more effective and efficient in order to oversee the local government financial reporting process so that it can be completed on time.

Abstract

Polemics over the management of State Owned Enterprises in various parts of the world, which are full of inefficiency and expropriation by politicians, have prompted major reforms, both in terms of ownership structure and the implementation of good corporate governance. It is hoped that with these reforms, the governance of State Owned Enterprises will become more efficient and transparent. However, the reform of State Owned Enterprises through changes in ownership structure without removing the burden of policy actually makes the privatized State Owned Enterprises perform worse due to being trapped in the soft budget syndrome. Thus, the reform of State Owned Enterprises actually invites a lot of skepticism in several countries. Therefore, this study examines the previous literature that presents empirical and theoretical facts regarding the management of State Owned Enterprises around the world. Based on the previous literature review, State Owned Enterprise reform will be nil if it is not followed by removing the burden of policy. The burden of the policy will be a hindrance for State Owned Enterprises in carrying out efficiency so that State Owned Enterprises will find it difficult to compete with private companies in the market and tend to rely on subsidies or capital assistance from the government to survive. Abstract

Blood Bank Refrigerator is a piece of equipment used as a cooler. It is usually used to store blood, and various blood products such as plasma, platelets, and red blood cells. Blood Bank Refrigerator can maintain the quality of blood products even if stored for a long time. Inappropriate temperatures can make blood clot or rupture, making it unsafe to give to patients. The problem with the blood bank referigator is that it cannot be monitored, and currently monitoring the temperature in the blood storage refrigerator is still done independently by taking manual notes.Based on the description above, in this Final Project the author will make a database-based blood bank referigator temperature monitoring tool. This research uses the System Development Life Cycle (SDLC) method, which is the process of making and changing systems as well as models and methodologies used to develop a system. The temperature measurement is done with a value of 4 ° C which is displayed on the LCD and database. Using an average time of 12 minutes and measurements every 2 minutes testing 6 times from 2 blood bank refrgator obtained an average difference of less than 0.2°C. After testing and data collection of the module, it can be concluded that the module and program run well in accordance with the plan.

Abstract

The research was conducted at the Research and Development Planning Agency (BAPPEPAN) office by observing two independent variables, namely leadership style and workload on one variable, namely employee performance. This study uses multiple linear regression using 75 samples. The results of the analysis for the leadership style variable (X1), obtained the value of Sig = 0.001, using a significant limit of a = 0.05 it can be seen that the value of Sig = 0.001 <a = 0.05 and tcount = 3,497 > ttable = 1,993. The results of the analysis for the workload variable (X2), obtained the value of Sig = 0.009, using a significant limit of a = 0.05 it can be seen that the value of Sig = 0.009 < a = 0.05 and tcount = 3,263 > ttable = 1,993. This means that workload has a significant influence on employee performance at the Office of the Research and Development Planning Agency (BAPPEPAN) of Mamuju Regency
