Abstract

This study evaluates the business feasibility of Minie Cake by reviewing four main aspects, namely market finance, human resources, and legal aspects. A mixed approach was used through observation, interviews, and financial data analysis with NVP, IRR, and BEP indicators. The results show that the Minie Cake business is classified as feasible and profitable, with a positive NPV of IDR 8,707,917,836, an IRR of 2297%, and a BEP of only 258 units per year. In addition, compliance with business licenses, ranging from IUMK to BPOM certification, increases consumer confidence and business sustainability. This study concludes that the combination of financial viability and legal compliance is a strong foundation for the long-term competitiveness of Indonesian MSME bakeries.

Abstract

However, the proliferation of various cosmetics without distribution permits carries risks for users. Some studies state that several cosmetic product preparations contain the dangerous dye rhodamine B. In addition, examination of whitening lotions also shows that the content of the heavy metal mercury is above the threshold requirements of the BPOM. Therefore, in this community service activity, 23 women from PKK and Dasawisma cadres provided counselling on how to choose safe cosmetics. Community service activities are carried out using the lecture method and giving booklets containing information about dangerous chemicals in illegal cosmetics. At the beginning and after counselling, an evaluation of the cadres' knowledge is carried out. The evaluation results showed an increase in the posttest score, which was 19% higher than the pretest score (p=0.01). This activity is highly appreciated by mothers and stakeholders because mothers are cosmetic users, so it is hoped that they can minimize the risk of using dangerous cosmetics.

Abstract

The enactment of Government Regulation (GR) No. 28 of 2025th on Risk-Based Business Licensing has not been automatically followed by regulatory adjustments at the regional level nor by improvements to the electronically integrated licensing system (Online Single Submission). This condition has legal implications for the validity of business licenses and has hindered the delivery of licensing services administered by the Investment and One-Stop Integrated Services Office (DPMPTSP) of Central Sulawesi Province. This research aims to examine the extent of the juridical implications of the implementation of The enactment of Government Regulation on the legitimacy and authority of the Head of DPMPTSP in administering licensing services in Central Sulawesi. This study employs normative legal research, using a statutory approach, and a conceptual approach, which are analyzed and presented prescriptively. The findings indicate that the enactment of GR No. 28 of 2025 does not affect the institutional authority of the Head of DPMPTSP; however, its substantive authority related to types of licenses, including licensing norms, standards, procedures, and criteria, requires adjustments to the Governor’s Regulation in conformity with GR No. 28 of 2025 in order to ensure legal legitimacy.

Abstract

The innovative work behaviour of teachers is critical in creating a dynamic learning environment, increasing student engagement and motivation, and encouraging professional development. Innovation not only benefits students but also helps teachers develop and adapt to face challenges in the world of modern education. Quality of work life is assumed to influence innovative behaviour at work but does not influence it directly. Therefore, this research uses happiness as a mediator variable. This research aims to determine the influence of quality of life on teachers' innovative behaviour, which is mediated by happiness at work. The research subjects were 119 people who worked as teachers in primary, junior, secondary and senior secondary schools. The instruments used are the quality of work-life scale, happiness at work scale and innovative work behaviour scale. Data analysis uses regression analysis techniques with mediation. The results show no direct influence of the quality of work life on innovative behaviour at work. However, it was found that happiness at work fully mediates the influence of the quality of work life on innovative behaviour at work. The expected implication is to make teachers feel happy by increasing the quality of life at work.

Abstract

The agricultural sector is undergoing rapid transformation in the digital era, yet disparities in farmers’ capacity and the performance of agricultural extension workers remain significant challenges. This study aims to examine the effect of agricultural extension workers’ performance and the utilization of digital technology on improving farmers’ capacity within the Agricultural Extension and Human Resources Development Agency of the Ministry of Agriculture. A quantitative approach was employed using a survey method involving 72 farmers selected through incidental sampling. Data were collected using structured questionnaires that had passed validity and reliability testing. Multiple linear regression analysis was applied using SPSS to evaluate the relationships among variables. The results indicate that both the performance of agricultural extension workers and the utilization of digital technology have a positive and significant effect on farmers’ capacity. The regression coefficients show that extension performance contributes slightly more compared to digital technology utilization. Furthermore, the coefficient of determination (R² = 0.547) suggests that these two variables explain a substantial proportion of the variance in farmers’ capacity. These findings highlight the importance of strengthening extension services alongside expanding digital technology adoption to enhance farmers’ knowledge, skills, and adaptive capacity in the digital era.

Abstract

Indonesia, as a unitary state, adheres to a government system based on the principle of decentralization as mandated in the 1945 Constitution of the Republic of Indonesia. Through decentralization, the state grants autonomy to regions to regulate and manage certain governmental affairs, including the authority to create regional legal products as instruments for regulating regional autonomy. This authority is constitutionally legitimized in Article 18, paragraph (6) of the 1945 Constitution; however, it is not absolute, as it must remain within the framework of the Unitary State of the Republic of Indonesia and the national legal system, which is hierarchical. This research is normative legal research using a statutory, conceptual, and historical approach. The study analyzes the position and limits of the authority of autonomous regions in the formation of regional legal products, as well as the juridical problems that arise in practice. The results of the study indicate that regional legislative authority is a legitimate attribution of authority constitutionally, but it is limited by the principles of the unitary state, the hierarchy of legal regulations, the mechanisms of supervision and guidance from the central government. In practice, the formation of regional legal products still faces juridical problems, such as discrepancies between the material content and regional authority, the weak application of the principles of good legislative process, and the duality of supervision authority and harmonization between the Governor as the representative of the central government in the region and the Regional Office of the Ministry of Law and Human Rights.
