Abstract

Abstract-Since the implementation of Special Autonomy law, the system of governance of Papua province experiencing changes in terms namely institutional establishment of the Papuan People's Assembly (MRP). The presence of MRP institutions greatly affect the implementation of the Provincial Government of Papua, especially in the manufacture of specific local regulations. The purpose of this study was to determine the effectiveness of the network between local governance institutions in the manufacture of specific local regulations (Perdasus) in Papua province. This study uses "triangulation" that combines qualitative and quantitative methods. The use of this method to produce a general overview of the phenomenon to be studied. In this study suggest that the making of specific local regulations (Perdasus) involving the three institutions namely the provincial government, the DPRP and MRP have done quite effectively. It is characterized by involvement, commitment, roles, and the implementation of mechanisms of each institution towards making Perdasus based authority. The study recommends that the need for institutional capacity development, especially against the MRP as a representative institution of the Papuan people.

Abstract

The purpose of  this study is to look at the impact of  the implementation of the policy Business Tegal. In evaluating the program Business Tegal viewed from the aspect of  productivity policy, financial efficiency and level of  community satisfaction policy Business Tegal. By using a mixed method research approach hopes this research can include aspects of  qualitative and quantitative. Based on the results of  research carried out showed that the productivity of the policy can not boost industrial production and the quality of  many of  the home industry go bankrupt due to the government can not provide assistance in the form stimulant funds. Although the government has provided some training still can not help improve the quality of  the industry because the training is not only limited to assisting the industry as expected by the public. With the impact, then the public is not satisfied about the implementation of  the Business Tegal policy because no positive impact on the sustainability of  the industry and welfare.

Abstract

Indonesian constitution no. 1 year of 2004 about the state treasury that can open the new corridor for the performance-based budgeting application in government circumtances. The article 68 and article 69 of the constitutionsassert that the government instance have the main duty and function to serves the public society. It also able to applythe flexible budgeting managent pattern by accentuated the productivity, efficiency, and effectivity in a form of thePublic Services agency (BLU). BLU is expected as the real image of performance-based budgeting managementapplication. IAIN Sulthan Thaha Saifuddin has been a BLU since November 23rd 2009. In performance of BLU, IAINSulthan Thaha Saifuddin experiences the change of budgeting systems, Organization structure, and organizationperformance achievement. This research tried to know the evaluation of BLU in IAIN STS by using Balanced Scorecard.The Application of BSC based on 4 perspectives, encompases the monetary perspectives, consumer perspectives,internal bussiness perspectives,and learning and developing perspectives. The evaluation of BLU is proposed toknow the effort of public services quality improvement, transparancy and accountability of government budget managementin IAIN Sulthan Thaha Saifuddin. The approach of this research is qualitative describtive and the methodealso use the qualitative methode. While, the data collecting use the questionaire to the BLU group-based respondents.The result of the research shows the work of Public Service Agency in IAIN Sultan Thaha Saifuddin Jambi is alreadywork effectively but it still need to be improved, especially the implementation of Standard Operational Procedure(SOP) and the minimal standard of services / Standar Pelayanan Minimal (SPM) in order to expected to be prominentconcrete examples of the application of financial management based on the results (performance).

Abstract

Tesis ini menitik beratkan pada proses rekrutmen calon Kepala Daerah Kota Baubau pada pemilihan KepalaDaerah Kota Baubau Tahun 2012, dimana peneliti studi yang dilakukan pada DPC Partai Amanat Nasional (PAN)Kota Baubau. Proses rekrutmen Kepala Daerah Kota Baubau pada pemilihan Tahun 2012 yaitu mengadakanseleksi baik internal maupun formal, membuka penjaringan, menyusul pengkaderan pada pengurus yangmasuk dalam struktur organisasi, namun setelah melihat kenyataan dilapangan Kader-kader atau penguruspartai yang akan mencalonkan diri sebagai Kepala Daerah belum sesuai dengan prosedur atau persyaratanyang partai amanat nasional adakan, sehingga Partai Amanat Nasional tidak lagi melakukan penyeleksian, dansehingga Partai Amanat Nasional hanya menetapkan 1(satu) nama saja.Adapun permasalahan yang diangakatdalam penelitian ini adalah proses rekrutmen Calon Kepala Daerah melalui Partai Politik (PAN) pada pemilihanKepala Daerah Kota Baubau Sulawesi Tenggara Tahun 2012, dan Faktor-faktor apakah yang mempengaruhiproses rekrutmen calon Kepala Daerah melalui partai politik (PAN) pada pemilihan Kepala Daerah Kota BaubauSulawesi Tenggara Tahun 2012. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif yaitumenggunakan pendekatan pada kenyataan yaitu data primer dan data sekunder. Sumber data primer adalahsumber data yang diperoleh langsung dari responden atau obyek yang diteliti, sedangkan sumber datasekunder adalah sumber data yang diperoleh melalui Dokumen-dokumen tertulis, arsip maupun yang lainnyapada instansi atau lembaga yang berhubungan dengan penelitian. Hasil penelitian ini telah menunjukan bahwa,proses rekrutmen Calon Kepala Daerah melalui partai politik (PAN) Kota Baubau Sulawesi Tenggara Tahun2012, sudah berjalan dengan obtimal meskipun ada beberapa faktor penghambat yang mempengaruhi prosesrekrutmen tersebut, yaitu (1) terjadinya perpecahan didalam partai itu sendiri dalam mengusung calon, dariketidak kekompakan tersebut terjadilah dualisme karena adanya kepentingan di masing-masing pengurus, (2).Adanya penekanan dari wilayah untuk membuka penjaringan, (3). Dilihat dari gelar akademik, mempunyaikekayaan (finansial), mempunyai jabatan tinggi dari birokrasi (Indikator Topeng), (4). Dilihat dari kualitaspengalaman kerjanya, dan mempunyai prestasi pada masyarakat setempat dan sekitarnya (Indikator Kinerja).Meskipun ada beberapa faktor yang mempengaruhi proses rekrutmen calon kepala daerah Kota Baubau diatasnamun ada faktor yang mendukungnya yaitu, (1). Dukungan pengurus partai amanat nasional yang dari DPD,DPW, dan DPP, (2). Tim-tim dari pemenang dari luar yang mampu meyakinkan calon tersebut, (3). Tim seleksimelihat dari socil backroundnya calon yaitu dari keluarga yang mampunyai kemampuan untuk maju menjadicalon Kepala Daerah (finansial) dan dari keluarga elit, (4). Tim seleksi melihat calon dari seorang figure dalambirokrasi atau pemerintahan, (5). Bakal calon tersebut mempunyai motivasi untuk mewujudkan pembangunandan kesejahteraan masyarakat Kota Baubau sehingga mempunyai visi-misi yaitu Kota Baubau menjadi DaerahOtonom di kawasan Daerah Provinsi Sulawesi Tenggara.

Abstract

The purpose of  this study was to describe the quality of  public services in the Air Abik dan Pejam, Gunung Muda in2012-2013. While the service quality measurement instrument in this study using Zeithaml thinking that; direct evi-dence / keterwujudan (tangible), responsiveness (responsiveness), reliability (Reliability), assurance (assurance)and empathy (empathy). Accompanied programs, practices and factors of quality of health care in the hamlet Air Abikand closed. The method used is the method mix (mix method). The results of  the study indicate that the quality ofhealth services provided by Polindes and Pustu to Komunitas Adar Terpencil (KAT) People in Dusun Air Abik dan Pejam,Desa Gunung Muda and closed is good with 3:50 cumulative index value of a maximum value of  5. The dimensions ofempathy into the dimension with the highest value ie 4:10 and indicators assurance to a low of  2:30. tangible scored3.73, responsiveness got 3.78 and reliability with a value of  3.62. The service practices are in accordance SOP, andthe health care program is still equated with the program in the  district. Is a factor that affects the law of  customary/local knowledge, infrastructure, location and quality of the resource geogerafis aparatur. Conclusion of this researchis that the quality of  health services provided by Polindes and Pustu on KAT People Lom in Hamlet Air Abik and closedeither with the index value 3.50 of  the maximum value. The practice of health care provided was appropriate SOPexisting health services. The recommendation is that the government should pay more attention Bangka khsusunyahealth care quality improvement and  infrastructure  facilities.

Abstract

This study is shown to measure the impact of the rising of many South Buru district budget is problematic(mistimed), namely from the year 2010 to 2015 discussions always happen tug of interests that result in a delayof APBD. therefore be important to do a study on (1), the Executive and Legislative Relationship Patterns inSouth Buru budget discussion. Abstract

Reclamation is an activity held for the sake of increasing the benefits of land resources in terms of environment andsocial economic by the methods of reclamation and drainage. Coastal reclamation in Indonesia has been done sincethe year of 1979 and is continuously implemented until present time. The purpose of this research is to evaluate thecoastal reclamation program and to recognize the impact of reclamation program at Halmahera beach in Ternate. Theresearch methodology used is qualitative research, whilst the research itself is conducted in Halmahera beach in Soa-Sio village, Ternate city. Data gathering techniques used in this research are observation, interview, and documentation.The analysis of this research is done by describing the coastal reclamation program using qualitative descriptiveanalysis. The results of this research are, 1) in terms of context; regulations, the impact of reclamation needs to bereviewed, the coastal reclamation planning has been appropriate but the purpose of reclamation program is yet to beachieved and longer process is necessary in achieving the intended purpose. 2) In terms of input; human resources,facilities and infrastructure, and funding have been in accordance with the provisions. However improvement is necessaryfor a better result in the future. 3) In terms of Halmahera coastal reclamation process; an issue concerning landlicense by Legal Aid Institution (LBH) of Ternate occurs, and the application period on the year of 2013 was notutilized. Therefore, evaluation toward future reclamation program is necessary. 4) In terms of product; based on thefield observation, spatial planning in Ternate has been managed in a good manner. 5) The impacts of Halmaheracoastal reclamation program; impaired quality of seawater occurs due to ground work activities and public facilitiesconstruction during the construction process based on the indicator of Ministerial Decree LH No. 51 year 2004 aboutwater quality standard. The arousal of coastal aquatic biota disruption and coastal aquatic bio-diversity reduction,indicated by the abundance of planktons and benthos. Social jealousy due to the use of outside workers instead oflocal workers during the construction. The aesthetic improvement of the environment (safe, comfortable, beautiful)emerges for the implementation of ground care. The increase of local economic activities, signified by the economicactivities of the local area and the increase of merchants’ income. The increase of job opportunities due to theopening job field for land manager and mini market employees. From several impacts above, preventive measures andutilization of the reclamation program need to be done by government in order to increase job opportunity andsociety’s welfare.

Abstract

The problems in this study include how the performance of the NGOsis in achieving Good Governance and the factorsthat affect the NGOs in achieving Good Governance. The study aimed to know and describe the performance of theNGOs to achieve Good Governance and also to know the factors that influence the performance of the NGOs in doingso. The study showed that the performance of the NGOs in Makassar to achieve good government from 2010 to 2012is good. This good performance works on the objects under the study which are Kopel, ACC, LBH APIK, and OXFAM andcan be seen from the works that those NGOs conducted such as encouraging financial transparencyof the localgovernment, enhancing the accountability of the work of local government, encouraging the rule of law in the country,developing agreement orientation to the government, encouragingthe equality between the government and thepublic, responding to a variety of problems that occur in the country, and encouraging the efficiency and effectivenessof government work. Meanwhile, the factors that affect the performance of the NGOs in achieving Good Governanceare the human resource factors, the donating agencies, the accountability of the NGOs, the independence, the networks,the idealism and leadership. The government should facilitate the NGOs which have good work performanceand are well-trusted by the public as they have contributions to the nation development. The NGOs should receive aserious attention by all related parties from the government and the society. It is because the NGOs function as abridge between the public and the government. As the NGOs are directly connected with the donors from the developedcountries, it is possible that there can be particular intentions or interests that those countries put through theNGOs.

Abstract

The regional administration is directed to accelerate the realization of public welfare through the improvement ofservice, empowerment, and community participation, as well as increased competitiveness of the region by observingthe principles of democracy, equality, justice, and the peculiarities of an area in the Unitary State of the Republic ofIndonesia. To the head area in demand to improve the quality and not merely rely on institutions and is supported byintellectual ability, sharpness of vision, and the ability of ethical and moral civilized. The issues raised in this study isAre there any significant effect of Transformational Leadership Regional Head Against Employee Performance in theRegional Secretariat of the Government of North Maluku province. This study aims to determine the significant influenceof regional leadership to employee performance in the Regional Secretariat of the Government of North Malukuprovince. In this study, the type of study is a survey research type. The method used is explanatory, as it explains thecausal relationship between the variables through hypothesis testing. This was done to demonstrate a wide range ofdata and theories that have been obtained to then be in the know the level of significance between the discussion ofissues were raised with the reality that has been found, the closer to the type of Quantitative Research. These resultsindicate that the Regional Head of Transformational Leadership, influence the variable (Y) Performance Officer at theSecretariat of the Regional Government of North Maluku province with the number of correlation of 0.25 in the lowcategory but has particularly certainty. This study uses the sample, based on the test of the hypothesis that thesample is proven to represent the population as a whole. In a matter of determination as well as the contribution ofvariable (X) of the variable (Y) is low at 6.25% above the value interpretation. From the test results, the reality in thefield, the hypothesis of this study is: “the influence of Transformational Leadership Regional Head on EmployeePerformance in the Regional Secretariat of the Government of North Maluku province.” Has been proven and testedempirically in the field can thus be said that the leadership Gebernur North Maluku, including the leadership styletrasformasional with low category.Recommendations from this study are: (1) In order to leadership which is run by thegovernor can be run with both the need for a courageous stand to think and act in accordance with the applicableprovisions, (2) be more active to transform attitudes in the form of policy making and policy should based on theability to mengaplikasinya, (3) To the employees to work in accordance with scientific qualification in order to improveperformance by improving the quality, quantity and integrity. In addition to realizing the public service is always openand not favoritism.

Abstract

The purpose of  this study was to describe the role of the  PDI-P in the formulation of  public policy in Kulon Progo2010-2012. This research method is qualitative research. Data collection techniques used were interviews and docu-mentation. Retrieval of  data from these sources is snowball, which is derived from selected informants that in theperspective of  researchers mengetahuiproses public policy formulation. Data analysis technique used is the tech-nique of  triangulation. The results of  this study of the PDI-P, Kulon Progo Regency has a strategic role for the welfareof  the people through various programs and building articulation of  community interests. Factors that affect the roleof  the PDI-P Kulon Progo is a factor in the formulation of a strong party leadership as well as the solidity of  the partyorganization. as the three pillars is a key player in the process of the emergence of public policy formulation. Each ofthese pillars has aspirations and authority, but in the unity of  responsibility.
