Abstract

Abstrak Penelitian ini mengkaji pertanggungjawaban pidana pelaku politik uang dalam pemilihan umum berdasarkan Pasal 523 Undang-Undang Nomor 7 Tahun 2017. Politik uang dipandang sebagai pelanggaran serius yang merusak integritas demokrasi dan mengabaikan prinsip pemilu yang luber serta jurdil. Tujuan kajian meliputi analisis unsur-unsur tindak pidana politik uang sesuai Pasal 523, bentuk pertanggungjawaban pidana, dan hambatan dalam penegakan hukum. Pendekatan yang digunakan ialah penelitian yuridis normatif dengan analisis perundang-undangan dan konsep hukum. Data dihimpun melalui studi kepustakaan atas peraturan, literatur, dan putusan pengadilan terkait. Hasil kajian menunjukkan Pasal 523 memuat sanksi pidana bagi pihak yang dengan sengaja memberi atau menjanjikan uang maupun materi lainnya kepada pemilih demi memengaruhi pilihan, baik pada masa kampanye, masa tenang, maupun hari pemungutan suara. Pemidanaan dapat dikenakan jika terpenuhi unsur kesengajaan, pemberian atau janji, serta tujuan memengaruhi pilihan pemilih. Penegakan hukum terkendala minimnya bukti, rendahnya kesadaran hukum, dan intervensi politik. Penelitian merekomendasikan peningkatan pengawasan, edukasi politik, dan koordinasi antar-lembaga guna mengurangi praktik politik uang dalam proses pemilu. Kata Kunci: Pertanggungjawaban Pidana, Politik Uang, Pemilihan Umum, Penegakan Hukum   Abstract This study examines the criminal liability of perpetrators of money politics in general elections based on Article 523 of Law Number 7 of 2017. Money politics is considered a serious violation that undermines the integrity of democracy and disregards the principles of free, fair, and honest elections. The objectives of the study include analyzing the elements of political money crimes under Article 523, forms of criminal liability, and obstacles in law enforcement. The approach used is normative legal research with analysis of legislation and legal concepts. Data was collected through a literature review of regulations, literature, and court decisions related to the topic. The study results show that Article 523 imposes criminal sanctions on parties who intentionally give or promise money or other material benefits to voters to influence their choices, whether during the campaign period, the quiet period, or on election day. Criminal penalties may be imposed if the elements of intent, giving or promising, and the purpose of influencing voters' choices are met. Law enforcement is hampered by a lack of evidence, low legal awareness, and political interference. The study recommends increased oversight, political education, and inter-agency coordination to reduce money politics in the electoral process. Abstract

Coal Water Fuel (CWF) merupakan pemanfaatan limbah batu bara dengan mencampurkannya dengan zat aditif untuk menghasilkan sumber energi berupa bahan bakar yang ramah lingkungan. Salah satu hal yang perlu diperhatikan dalam penggunaan CWF yaitu stabilitas, yang sangat penting untuk menjaga kualitas bahan bakar selama penyimpanan dan penggunaannya. Penelitian ini bertujuan untuk menganalisis pengaruh variasi konsentrasi batu bara sebesar 30%, 40%, dan 50% serta variasi zat aditif Carboxymethyl Cellulose (CMC) sebanyak 0,5%, 0,7%, dan 1% terhadap kestabilan CWF berdasarkan uji sedimentasi dan densitas. Campuran CWF disiapkan dengan mencampurkan batu bara, air, dan CMC sesuai variasi, kemudian diuji menggunakan metode sedimentasi selama 8 jam dan pengukuran densitas dengan piknometer. Hasil penelitian menunjukkan bahwa peningkatan konsentrasi batu bara berbanding lurus dengan kenaikan densitas. Nilai densitas optimal menurut literatur berada pada kisaran 1,05-1,15 g/mL, dan sampel yang memenuhi kriteria ini adalah B1C3, B2C1, B2C2, B2C3, dan B3C1. Uji sedimentasi memperlihatkan bahwa formulasi dengan konsentrasi batu bara lebih tinggi cenderung lebih stabil. Dari seluruh variasi, komposisi B2C2 (40% batu bara + 0,7% CMC) merupakan yang paling optimal karena densitasnya berada di tengah rentang ideal dan stabil tanpa endapan signifikan. Temuan ini diharapkan dapat berkontribusi pada pengembangan teknologi CWF yang stabil, efisien, serta ramah lingkungan, sekaligus mendukung penerapan Clean Coal Technologies (CCT) di sektor energi industri.

Abstract

This study, titled Inclusive Education and Papuan Literature for Diversity and Equality, aims to develop inclusive education teaching materials grounded in Papuan literary culture to foster values of equality and diversity in the educational context of Eastern Indonesia. Using a research and development (R&D) approach, the study adopts Plomp’s model, consisting of five systematic phases: initial investigation, design, realization, test-evaluation-revision, and implementation. The research was conducted at SMP Negeri 1 Sorong Regency, involving 21 Grade VII students. Data were gathered through expert validation—covering content, media, and language aspects—and teacher feedback on the practicality of the materials. The effectiveness test revealed an improvement in student learning outcomes, with a gain score of 0.46, categorized as moderate (0.3–0.7 range). Theoretically, this study contributes to the integration of local cultural narratives into inclusive literacy instruction, strengthening frameworks of multicultural and place-based learning. Its novelty lies in leveraging the literary richness of Papua to develop adaptive, inclusive literacy materials. Practically, the resulting product serves as a validated, practical, and effective model applicable in 3T (frontier, outermost, and disadvantaged) regions, promoting students' cultural identity, tolerance, and active engagement in learning.

Abstract

This study examines the implementation of lease agreements for regional assets between the Kediri District Government and the Regional Bank of Kediri District (PD BPR). The research method employed is socio-legal jurisprudence with descriptive analysis. Primary data includes Civil Code, Agrarian Law, and regulations, supplemented by secondary data from books, journals, and other documents. Data were collected through interviews and document studies. The findings indicate that lease agreements are conducted annually between the Kediri District Government and PD BPR Kediri District. The lease period is one year, with agreed-upon prices updated annually. The Kediri District Government proposes annual rent increases, which are negotiated and incorporated into the lease agreement. Land management is leased for public interest and regional revenue. The Kediri District Government grants the right to use land and buildings for a specific period without ownership rights. Lease agreements are renewed annually to determine rental prices. Ownership rights for school building construction remain with the Kediri District Government, with PD BPR Kediri District acting solely as a lessee.

Abstract

This study is motivated by the limited specific research on the responsibilities of correctional institutions in rehabilitating recidivist inmates, despite the issue having significant implications for reducing repeat offenses and strengthening the criminal justice system in Indonesia. The objective is to analyze the legal responsibilities of correctional institutions and evaluate the implementation of Article 2 of Law No. 22 of 2022 in the rehabilitation of recidivist inmates. The research employs a normative juridical method with descriptive analysis, using legal documents, legislation, and relevant literature as primary and secondary data sources. Data were collected through document studies and analyzed using legal interpretation and qualitative descriptive techniques. The findings reveal that, normatively, correctional institutions bear legal, moral, and social responsibilities in rehabilitating recidivists. However, implementation is hindered by issues such as overcrowding, limited human resources, inadequate facilities, and generic rehabilitation programs. The study concludes that recidivist rehabilitation requires more personalized, structured, and collaborative strategies to fulfill the goals of the correctional system. The research offers theoretical contributions to the development of correctional law and provides practical recommendations for policymakers and correctional officers to strengthen individualized rehabilitation and enhance inter-agency coordination. Furthermore, it opens avenues for future studies on alternative rehabilitation models for high-risk recidivists.

Abstract

The Role of the Teacher in Growing Student Learning Motivation in Social Studies Subjects Class V at UPT SD Negeri 31 Gresik. (Supervised by Ismail Marzuki, M.Pd and Iqnatia Alfiansyah, M.Pd). This study aims to find out how the role of the teacher and the teacher's constraints in fostering student learning motivation in social studies class V at UPT SD Negeri 31 Gresik. The type of research used is qualitative research. The data collection techniques used in this study were interviews, observation, and documentation of research subjects so as to provide a clear picture of the teacher's role and the teacher's constraints in fostering student motivation in social studies class V at UPT SD Negeri 31 Gresik. The results of the study show that the teacher's role in fostering student learning motivation is the teacher as evaluator, the teacher gives gifts, gives additional value, praise. The teacher as class manager, the teacher pays attention to the concentration of students by going around and rolling student seats. The teacher as a facilitator and mediator, the teacher provides the facilities that have been provided by the school and for media the teacher prepares media from home according to the material to be taught. The teacher as a demonstrator, the teacher provides a method that is adapted to the learning material to be taught and the teacher also uses language that is easily understood by students. The teacher's constraints are due to external factors such as the environment and family as well as internal factors such as student interest in learning and the level of understanding of each student is different.

Abstract

This study aims to describe the functions of representative speech used by users of the social media application Facebook. The study uses a descriptive qualitative method, and data is collected through documentation techniques from the social media platform Facebook. The data analyzed in this study includes words, sentences, and paragraphs posted by Facebook users. The results of this study reveal that representative speech has four functions: (1) to state the hopes, principles, aspirations, and beliefs of the speaker, (2) to inform readers or interlocutors about information, events, concepts, and knowledge, (3) to suggest that interlocutors believe, do, or follow something that the speaker has experienced, and (4) to complain about what the speaker is feeling, thinking, or doing and hoping to receive comments, approval, and feedback from interlocutors. This research is relevant to the study of language acts and representative speech on the Facebook social media platform.

Abstract

Based on the results of data analysis, hypothesis testing, and discussion that has been carried out, it can be revealed that: The use of an Integrative Approach in the listening and writing skills of class VIII MTs Nurul Falah Kutabumi is able to improve student learning outcomes, the Integrative Approach is felt to be more effective than using other approaches with the effectiveness weight is 21.7%, and the results of the ability to listen and write news for class VIII students increase more after using the Integrative Approach. This is indicated by the average value of the experimental class 78.40 which is greater than the average value of the control class 67.28
