Abstract

Laut Indonesia yang luas dan kaya akan sumber daya alam menghadapi berbagai ancaman keamanan maritim, seperti pencurian ikan, penggunaan alat tangkap yang merusak lingkungan, overfishing, dan kerusakan ekosistem. Penelitian ini bertujuan mengidentifikasi dan menganalisis peran tradisi dan kearifan lokal dalam pencegahan ancaman tersebut. Dengan pendekatan kualitatif dan studi pustaka, penelitian ini mengkaji praktik Sasi di Maluku, Awig-awig di Lombok Timur, Lilifuk di Nusa Tenggara Timur, dan Panglima Laot di Aceh. Hasilnya menunjukkan tradisi dan kearifan lokal efektif menjaga kelestarian sumber daya laut, keseimbangan ekosistem, dan kesejahteraan masyarakat pesisir. Implementasi tradisi ini menciptakan tanggung jawab bersama dalam menjaga keamanan maritim. Tantangan globalisasi dan modernisasi yang terjadi di masyarakat serta keterbatasan dukungan pemerintah berpotensi menghambat pelestarian tradisi lokal Masyarakat. Dibutuhkan upaya untuk dapat mengintegrasikan kearifan lokal dengan kebijakan pemerintah dalam pengelolaan sumberdaya laut yang berkelanjutan. Hal ini bisa dicapai melalui peningkatan kapasitas masyarakat dalam meghadapi ancaman keamanan maritim dengan memanfatkan kearifan lokal yang hidup di dalam masyarakat.

Abstract

Memanfaatkan bonus demografi Indonesia di 2045 merupakan aspek penting yang harus di persiapkan oleh Indonesia. Namun, meninjau pada eksistensi dari potensi ancaman people smuggling memberikan dorongan kuat untuk menyelesaikan persoalan ini dengan perencanaan yang matang. Studi ini bertujuan untuk memberikan proyeksi terhadap alternatif penananganan people smuggling melalui pendekatan diplomasi maritim sebagai kunci utamanya. Studi ini bertujuan untuk memberikan pemetaan terhadap penyusunan rencana strategi pertahanan melalui konsep means, ways dan ends sebagai instrumen yang mengkonstruk pelaksanaan diplomasi maritim. Dengan mengadopsi pendekatan kualitatif, peneliti berusaha mengungkap rekomendasi penanganan yang sistematis dan terstruktur dimana dalam praktiknya tidak hanya melibatkan faktor interal tetapi juga faktor eksternal secara bersamaan. Temuan ini mengungkap bahwa keberhasilan dari penanganan kasus people smuggling disebabkan oleh perencanaan strategi pertahanan yang baik dengan mengkombinasikan pola - pola diplomasi secara taktis dan efisiensi sesuai dengan perkembangan jejaring sindikat kejahatan people smuggling. Sebagai simpulan dan rekomendasi terhadap penananganan kasus people smuggling untuk mencapai Indonesia Emas 2045, diperlukan pendekatan diplomasi yang kolaboratif dan adaptif untuk memprediksi perkembangan kasus yang ada dengan menekankan pada perencanaan strategi pertahanan yang matang dan terstruktur.

Abstract

This study investigates social conflict in Wadas Village from the perspective of Structuralist social conflict, focusing on interactions between the government and local communities in the context of andesite mining development plans. A qualitative approach with case studies was used to explore the dynamics of this conflict, collecting data from literature studies and involving in-depth interviews with various related parties. Research subjects include the Wadas Village community as a group directly affected and the government as the force that initiates and regulates the development process. This research reveals that these conflicts do not simply stem from individual or local disputes, but more deeply from structural inequalities in access to and control over resources and development decisions. The government, in its role as the highest structure, dominates the development process without adequately considering the interests and aspirations of local communities who are often marginalized. This creates significant tension between the bourgeois class who have greater economic and political access and the proletarian class who rely on local resources for their livelihood. The results of this research highlight the need for structural reforms in development policies that are more inclusive and equitable, as well as increasing community participation in decision making regarding natural resources. The implications of these findings can help in designing policies that are more responsive to local needs, reduce social tensions, and promote economically, socially, and environmentally sustainable development in the region.

Abstract

Various sectors experienced losses as a result of the disaster. Education is one sector that is badly affected by disasters, especially when disasters occur during school hours. Students, who are the country's future assets, are the biggest victims. In addition, accidents can cause damage to the learning process, school documents, and school facilities. For this reason, disaster risk reduction management must be in place. One way to do this is by providing education about disaster risk reduction. This research uses a qualitative approach, which means describing and explaining what schools are doing to reduce disaster risk by implementing a disaster-safe education unit program. Steps to describe and explain data by referring to expert opinions. This study shows that the Disaster Safe Education Unit (SPAB) program is very important to implement in schools because it can increase the school community's understanding of matters related to disasters. It is hoped that the implementation of the SPAB program will enable schools to remain safe and comfortable and increase students' understanding of how to deal with disasters

Abstract

Indonesia, as the world’s largest archipelagic state, faces complex maritime security threats, including piracy, illegal fishing, smuggling, and South China Sea tensions. These threats impact both national sovereignty and the economic and social welfare of coastal communities. Recognized as an archipelagic state under UNCLOS 1982, Indonesia has a strong legal foundation to claim inter-island waters under full sovereign jurisdiction. Using a qualitative approach and literature analysis, this study examines the role of the archipelagic state concept in designing adaptive maritime security policies. Findings indicate that this concept supports enhanced surveillance and law enforcement, although challenges in technology and coordination remain. Recommendations include strengthening technological capacity, inter-agency coordination, and international cooperation to bolster Indonesia’s maritime stability in the Indo-Pacific

Abstract

Abstrak Pancasila bukan hanya dihafalkan dan diperingati hari lahirnya saja. Kajian ini bertujuan melihat implementasikan Pancasila terutama dalam visi misi Indonesia sebagai poros maritim dunia, didahului pembahasan Pancasila sebagai ideologi, filsafat, karakter bangsa dan penggunaan filsafat Pancasila dalam realisasi poros maritim dunia. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dan yang menjadi human instrument adalah peneliti. Metode kualitatif deskriptif berupa menganalisis dan mendapatkan kesimpulan dengan menggunakan berbagai macam sumber kepustakaan. Kesimpulan dalam penelitian ini Dengan keunggulan Pancasila, bersamaan dengan nilai dan moral yang mampu membentuk karakter masyarakat. Setiap sila yang terkandung memiliki tujuan yang terintegrasi dan dapat diaplikasikan menjadi aksi. Nilai Pancasila dapat beriringan dengan visi dan misi pemerintah untuk membangun Indonesia sebagai negara maritim. Dengan nilai-nilai tersebut, diproyeksikan masyarakat. memiliki karakter yang terbentuk dari Pancasila untuk bersama-sama merealisasikan Poros Maritim Dunia. Karakter maritim membentuk masyarakat semangat mempergunakan kekayaan laut sebagai kekuatan maritim yang berjaya, mandiri dan berkelanjutan. Untuk membentuk masyarakat dengan kualitas seperti itu, falsafah Pancasila dapat diaplikasikan untuk mencapai kehidupan berbangsa dan bernegara dengan mengajak masyarakat bersatu mendukung serta berperan aktif dalam setiap program Poros Maritim Dunia demi mendapatkan kehidupan berbangsa dan bernegara yang lebih baik, lebih sejahtera dan adil bagi setiap masyarakat Indonesia. Kata Kunci: Pancasila, Filsafat, Karakter Bangsa, Poros Maritim Dunia Abstract Pancasila is not only to be memorized and commemorated. This study aims to assess the implementation of Pancasila based on Indonesia's vision and mission as the Global Maritime Fulcrum (GMF). In this study, Pancasila is viewed as an ideology, philosophy, national character and its potential use in the realization of the GMF is discussed. A descriptive qualitative method is used with the researcher as human instrument. With this method, analysis was done and conclusions were drawn using various sources of literature. The conclusion in this study is that Pancasila, along with its values and morals is able to shape the character of society. Each of the principles contained has an integrated purpose and can be applied to action. Pancasila values can go hand in hand with the government's vision and mission to develop Indonesia as a maritime country. With these values, it is projected that society has a character formed from Pancasila to jointly realize the Global Maritime Fulcrum. The maritime character forms a spirited society to use the wealth of the sea as an independent and sustainable maritime power. To form a society with such qualities, the philosophy of Pancasila can be applied to achieve the goals of the nation and state by engaging with the community and encouraging them support and play an active role in every program of the Global Maritime Fulcrum for a better and more prosperous Indonesia. Abstract

The development of Indonesia’s Blue Economic Zone relies on effective communication structures to facilitate coordination among key stakeholders. However, the interaction between religious leaders and the military in this process presents structural challenges that impact collaboration efforts. Using Giddens’ Structuration Theory as a framework, this study examines how communication dynamics shape the roles of these two groups in the Blue Economy’s development.This qualitative case study was conducted across six Indonesian provinces, involving informants from the TNI, religious leadership, and local communities. Findings indicate that collaboration remains weak, as discussions rarely prioritize joint efforts—accounting for less than 50% of total deliberations. Moreover, differing interpretations of economic development create contrasting discourses: the military emphasizes security and strategic control, while religious leaders focus on ethical stewardship and community welfare. This structural disconnect hinders cohesive policy-making and implementation.To bridge this gap, the study suggests the establishment of an ad hoc communication task force to foster structured dialogue and legitimacy between these actors. These findings contribute to the understanding of communication in multi-stakeholder governance and highlight the need for adaptive institutional structures in Blue Economy initiativesKeywords: Structuration, Religionist and Military, Development Communication ABSTRAKPengembangan Zona Ekonomi Biru di Indonesia bergantung pada struktur komunikasi yang efektif untuk memfasilitasi koordinasi di antara para pemangku kepentingan utama. Namun, interaksi antara pemuka agama dan militer dalam proses ini menghadirkan tantangan struktural yang berdampak pada upaya kolaborasi. Dengan menggunakan Teori Strukturasi Giddens sebagai kerangka analisis, penelitian ini mengkaji bagaimana dinamika komunikasi membentuk peran kedua kelompok tersebut dalam pengembangan Ekonomi Biru. Penelitian ini menggunakan metode studi kasus kualitatif yang dilakukan di enam provinsi di Indonesia, dengan informan yang terdiri dari anggota TNI, pemuka agama, dan komunitas lokal. Hasil penelitian menunjukkan bahwa tingkat kolaborasi masih lemah, di mana diskusi terkait pengembangan Ekonomi Biru jarang menempatkan kerja sama sebagai prioritas utama—tercatat bahwa kolaborasi hanya dibahas dalam kurang dari 50% dari total diskusi yang dilakukan. Selain itu, terdapat perbedaan interpretasi mengenai konsep pembangunan ekonomi, di mana militer lebih menitikberatkan pada aspek keamanan dan kontrol strategis, sedangkan pemuka agama lebih berfokus pada pengelolaan etis serta kesejahteraan masyarakat. Ketidaksinambungan struktural ini menghambat perumusan kebijakan yang kohesif serta implementasi program secara efektif. Untuk menjembatani kesenjangan ini, penelitian ini merekomendasikan pembentukan gugus tugas komunikasi ad hoc guna mendorong dialog yang lebih terstruktur serta membangun legitimasi antara kedua aktor tersebut. Temuan ini memberikan kontribusi dalam pemahaman komunikasi dalam tata kelola multi-pemangku kepentingan serta menekankan perlunya struktur kelembagaan yang adaptif dalam inisiatif Ekonomi Biru.Kata Kunci:  Ekonomi Lokal, Komunikasi Kewirausahaan, Mitos, Pariwisata Berkelanjutan, Wisata Religi.

Abstract

Coastal abrasion that occurred in Demak Regency caused the loss of agricultural land due to drowning and brought social changes to the community among farmers. In anticipating this, it is necessary to overcome abrasion and increase the social resilience of the community. The ability of GIS in monitoring and mapping the area can be used as a means of useful information for the community. This study uses a quantitative approach. Data processing is carried out using satellite image data with different temporal, namely 1991, 2002, 2012, and 2021. Analysis of shoreline change predictions is carried out using the Digital Shoorelines Analysis System Method. The results of the analysis using the Digital Shoreline Analysis System (DSAS) method found that changes in the northern coastline of Demak Regency tend to experience significant abrasion from year to year. The coastline prediction obtained from the map is known to predict the coastline in the next 10 years the north coast of Demak Regency will experience abrasion. The highest abrasion occurred in Sayung District. Abrasion has an impact on changes in farmers' economic income which changes the behavior of the farming community so that efforts are needed to increase the resilience of the farming community, efforts that can be made include: 1). Prevention of coastal abrasion in areas that have the potential to experience coastal abrasion. 2). Building synergy to increase social resilience between the Government and the community. 3). Build and revive strategic leadership oriented to farmer welfare. The results of the research can also be used as material for consideration in policy making by the relevant government in disaster management efforts that may occur.

Abstract

Bengkalis Regency is located on the north coast of Riau Province, where the coastal area is very vulnerable to the threat of maritime disasters. Global warming can result in natural disasters, which means catastrophe on earth. Global warming causes an increase in the temperature of the earth's surface. This study aims to analyze the progress of the coastline and sea level rise that occurs and their impact on the degradation of Mangrove land on the north coast of Bengkalis Island, Riau Province. The research method used is the quantitative method through analysis of satellite images to map predictions of abrasion in the future. Data processing is carried out using satellite image data with different temporal, namely 1991, 2002, 2012, and 2021. Analysis of shoreline change predictions is carried out using the Digital Shorelines Analysis System Method. Utilization of GIS data can be used to map areas with the potential for abrasion, and make anticipatory measures against abrasion that may occur. In Bengkalis Regency itself, several efforts have been made by the local government, namely through mangrove planting programs, and increasing public awareness.

Abstract

This study examines the role of Indonesia's maritime sector as a driver of sustainable economy. Indonesia as an archipelagic country has a strategic location. Indonesia plays an important role in global trade and geopolitics through the contribution of the fisheries, maritime transportation, and marine tourism sectors. Improving port infrastructure and optimizing the Indonesian Archipelago Sea Lanes supports logistics efficiency and attracts investment, while implementing the right defense strategy improves maritime security. The method used is a literature study, namely the collection and analysis of information from various written sources systematically. The research process is carried out in four stages: recording findings related to research problems, combining data and theories, comparative analysis between sources, and criticism to generate new ideas. The results of the study show that the synergy between maritime policies, infrastructure improvements, and integrated defense strategies can drive Indonesia's transformation into an inclusive and sustainable global maritime economic center.
