Abstract

This study aims to analyze the effect of the General Allocation Fund (DAU), the Special Allocation Fund (DAK), and the Revenue Sharing Fund (DBH) on the Human Development Index (HDI) in Surabaya City during the period 2010–2024. A quantitative approach was employed using a multiple linear regression method based on secondary time-series data obtained from official government institutions. The results indicate that DAU, DAK, and DBH simultaneously have a significant effect on the Human Development Index. Partially, the Special Allocation Fund exhibits the strongest and most significant influence, reflecting its targeted allocation toward basic public service sectors, particularly education and health. The General Allocation Fund also has a positive and significant effect by strengthening overall regional fiscal capacity to support public service provision. In contrast, the Revenue Sharing Fund shows a positive but statistically insignificant effect on the Human Development Index. These findings suggest that improving human development outcomes in Surabaya City requires more targeted, effective, and equitable management of intergovernmental transfer funds, with a stronger emphasis on enhancing the quality of basic public services.

Abstract

Background: Scabies disease in cattle causes significant economic losses for farmers due to declines in the animals’physical condition and productivity.Objective: This study aims to evaluate the effectiveness of the Edited Nearest Neighbours (ENN) method in improvingclassification performance for scabies in cattle.Methods: This research employs machine learning methods, including Random Forest and XGBoost. A dataset of 600clinical symptom samples was converted to numerical data and cleaned of noise using the ENN technique.Result: Applying ENN significantly improved the accuracy of both the Random Forest and XGBoost models, increasing itfrom around 0.60 to 0.91. In addition, both models achieved a perfect recall of 1.00, indicating maximum capability todetect positive cases.Conclusion: This study concludes that noise reduction using ENN can produce a more accurate and reliable diagnosticsystem. This method is highly recommended to optimize the performance of classification algorithms on animal clinicaldata with high levels of inconsistency.

Abstract

This study examines changes in the function of rice fields and their impact on community welfare in Aceh Besar from the perspective of Tasarruf Fi Istimal Al-Mal. The conversion of rice fields into non-agricultural land has become a critical issue, as rice fields serve as a primary source of food security and farmers’ income. The study aims to identify the factors driving land-use change, analyze its economic and environmental impacts on farming communities, and assess the phenomenon through the lens of Islamic economic principles. A qualitative naturalistic approach was employed. Data were collected through in-depth interviews with affected communities and village officials, as well as participatory field observations. Data analysis was conducted inductively through data reduction, narrative presentation, and conclusion drawing based on fiqh muamalah perspectives. The finding is influenced by economic pressures, housing demands, and weak local land protection policies. The negative impacts include reduced agricultural land, declining farmers’ income and employment opportunities, and increasing social inequality. From the perspective of Tasarruf Fi Istimal Al-Mal, the study emphasizes the need for responsible and equitable asset management to ensure food security and long-term community welfare.

Abstract

Thyroid Eye Disease (TED), also known as Graves’ ophthalmopathy, is an extra-thyroidal manifestation of autoimmune thyroid disorders characterized by chronic inflammation of the orbital tissues. This condition may result in various ocular manifestations, including proptosis, diplopia, dry eyes, photophobia, and decreased visual acuity, significantly affecting patients’ quality of life. The development and progression of TED are influenced by both non-modifiable factors such as age, sex, and genetic predisposition, as well as modifiable factors including uncontrolled thyroid dysfunction, smoking, radioiodine therapy, oxidative stress, elevated TSH receptor antibody levels, and dyslipidemia. This case report describes a 49-year-old woman who presented with a protruding left eye for approximately five years prior to hospital admission. The patient also complained of blurred vision, diplopia, glare, and dry eyes. She had a history of hyperthyroidism diagnosed eight years earlier. Ophthalmologic examination revealed a left visual acuity of 2/20, upper eyelid retraction, and exotropia. Laboratory evaluation demonstrated elevated free thyroxine (T4) levels of 215.53 nmol/L and suppressed thyroid-stimulating hormone (TSHS) levels of <0.005 uIU/mL, consistent with hyperthyroid status. Based on clinical presentation and supporting investigations, the patient was diagnosed with proptosis due to Thyroid Eye Disease in the left eye. This case highlights the importance of early diagnosis, comprehensive assessment, and appropriate management of TED. Timely identification and control of modifiable risk factors, along with individualized therapeutic strategies according to disease severity, are essential to prevent disease progression, minimize complications, and preserve visual function and overall quality of life in patients with Thyroid Eye Disease.

Abstract

Corneal ulcer is the partial loss of the corneal surface due to the death of corneal tissue, characterized by the presence of a purulent infiltrate accompanied by a corneal defect extending from the epithelium to the stroma. Corneal ulcers can occur due to trauma from foreign objects, tear insufficiency, or diseases that facilitate the entry of bacteria, viruses, or fungi into the cornea. Appropriate medical management to prevent complications such as endophthalmitis, cataracts, secondary glaucoma, and corneal perforation. A man was reported with complaints of blurred vision in his left eye accompanied by pain, itching, and watering since 1 month before admission to the hospital. The complaint is exacerbated by the presence of white spots in the left eye and a sharp decline in vision, with the patient only able to see shadows from a close distance. Examination of the left eye revealed a visual acuity of 1/300, with the eyeball in an orthophoric position. Inspection of the upper and lower eyelids revealed edema, hyperemia, and discharge. The ball movement is good, but the field of view is difficult to assess. The cornea has ulcers that are diffuse, extending from the center to the periphery, 1 mm from the limbus, with irregular, round borders and a size of 5 mm. The anterior chamber, iris, pupil, lens, and fundus examination are difficult to assess. The patient was diagnosed with a left eye corneal ulcer with impending perforation.

Abstract

Dry eye is one of the most common complications following cataract surgery, primarily caused by tear film instability, ocular surface epithelial damage, and altered mucin secretion. This condition may reduce visual comfort, delay postoperative recovery, and negatively impact patients’ quality of life. Recent literature from the last five years indicates that 3% Diquafosol sodium, a P2Y₂ receptor agonist, provides substantial therapeutic benefits by promoting tear and mucin secretion, enhancing ocular surface integrity, and supporting epithelial repair after surgical trauma. Multiple studies report that Diquafosol, either as monotherapy or in combination with sodium hyaluronate, significantly improves tear breakup time (TBUT), reduces corneal and conjunctival staining, and enhances Schirmer test scores. Improvements in subjective symptoms, including dryness, irritation, and discomfort, were also noted in many postoperative individuals. Perioperative administration initiated prior to surgery and continued during the healing phase has demonstrated superior outcomes compared to postoperative use alone. However, heterogeneity among study designs, variation in treatment duration, and inconsistent subjective symptom improvement remain limitations in current evidence. Overall, available scientific findings support Diquafosol sodium as an effective and safe therapeutic option for managing postoperative dry eye and suggest its incorporation into standard management protocols, especially for patients with pre-existing dry eye or those at high risk.

Abstract

The cornea is a transparent, avascular layer located at the front of the eye, primarily functioning to protect the eyeball. It consists of five distinct layers: the epithelium, Bowman's membrane, stroma, Descemet's membrane, and endothelium. The corneal epithelium plays a crucial role as a barrier against infection. Damage to the epithelial layer allows external substances to penetrate the underlying tissues, potentially leading to a corneal ulcer. A corneal ulcer is a pathological condition characterized by a lesion or defect in the corneal epithelium, resulting from a loss of tissue integrity and accompanied by an inflammatory infiltrate. This condition can affect the cornea from the epithelium to the stroma and constitutes an ophthalmic emergency that can severely threaten vision. Corneal ulcers are frequently associated with hypopyon, which is an inflammatory reaction in the anterior chamber of the eye, visible as a white layer that settles at the bottom of the chamber due to gravity. In this case report, a 45-year-old woman presented with a red right eye and decreased visual acuity that had persisted for one month. The patient reported a history of ocular trauma from being struck by grass while pulling weeds. Ophthalmological examination revealed a visual acuity of 1/300 in the right eye (OD), bulbar conjunctival injection, hyperemia of the fornix and palpebral conjunctiva, positive ciliary injection, a cloudy cornea with a distinct, excavated central lesion measuring 9 mm x 7 mm, and hypopyon occupying the lower one-third (1/3) of the anterior chamber. Visual acuity in the left eye (OS) was 6/6, and the anterior segment of the OS was within normal limits. The management provided included medicamentous therapy, non-medicamentous therapy, and a plan for operative intervention. The medicamentous regimen for the right eye consisted of topical Moxifloxacin 0.5% hourly, Natamycin 5% every 3 hours, Atropine Sulfate 1% every 8 hours, Sodium Potassium Chloride every 4 hours, and systemic therapy with Ciprofloxacin tablets 2x500 mg and Ketoconazole tablets 3x200 mg.

Abstract

This study is to evaluate the efficacy of the implementation of Aceh Qanun Number 8 of 2016 about the Halal Product Guarantee System in enhancing the quality of products and packaging for Micro, Small, and Medium Enterprises (MSMEs) in Aceh. The study employs a descriptive qualitative methodology, utilizing literature reviews derived from legal statutes, statistics from the Statistics Indonesia (BPS), reports from the Aceh Cooperatives and SMEs Office, and various pertinent scientific publications. The study's findings indicate that the Aceh Ulama Consultative Assembly (MPU) and LPPOM's implementation of halal certification is still facing a number of challenges. These include high certification costs, a lack of knowledge about halal among MSME actors, and ineffective supervision and mentoring systems at the district and city levels. However, halal certification has been shown to help improve the quality of products and packaging, promote cleaner and more sanitary production methods, and boost consumer trust in local goods. Halal certification is not only a way to enforce rules, but it also plays a strategic role in making the economy more competitive in the region and helping the concepts of maqāṣid al-syarī'ah to be used in the business world. This study is limited as it is conceptual and literature-based; thus, more research employing an empirical approach is advised to achieve a more full understanding of the impact of halal certification in Aceh.

Abstract

Phishing attacks represent a significant cybersecurity threat aimed at stealing sensitive user information through psychological manipulation using fake websites. Conventional detection methods relying on blacklists are considered ineffective in recognizing zero-day attacks or newly published phishing sites. This study aims to develop an automated detection model using a Machine Learning approach by comparing the performance of two Supervised Learning algorithms: K-Nearest Neighbor (K-NN) and Decision Tree. The dataset used is sourced from the UCI Machine Learning Repository, consisting of 11,055 records with 30 URL characteristic features. Performance evaluation was conducted using Accuracy metrics and Confusion Matrix analysis. Experimental results indicate that the Decision Tree algorithm significantly outperforms K-NN with an accuracy of 95.21%, while K-NN achieved an accuracy of only 60.11%. Furthermore, Decision Tree demonstrated a very low False Negative rate, making it a more recommended model for real-time cybersecurity system implementation.

Abstract

Kegiatan ini bertujuan untuk meningkatkan pertumbuhan pemasaran produk UMKM di Desa Genting Tanah dengan strategi pemasaran yang tepat supaya mampu bersaing di pasar kompetitif dan meningkatkan pengembangan manajemen keuangan UMKM dalam peningkatan pendapatan dengan manajemen keuangan yang baik. Kasus pada UMKM di Desa Genting adalah produk dijual masih dalam pada pasar yang kecil yaitu di lingkungan desa, sehingga UMKM tidak mengalami peningkatan baik dari skala kreatifitas produuk, pangsa pasar dan profit usaha. Metode yang digunakan adalah Bimbingan Teknologi (Bimtek) melalui media video edukasi dan pendampingan pembuatan laporan keuangan. Melalui metode tersebut pemasaran yang dilakukan oleh pelaku UMKM lebih modern dan lebih variatif serta inovatif, sehingga memperluas jangakauan pemasaran produk. Hasil dari serangkaian proses kegiatan yaitu pelaku UMKM mampu memahami pemasaran produk dengan memanfaatkan media sosial Facebook. Promosi yang dilakukan menggunakan poster sederhana yang bisa dibuat dengan menggunakan aplikasi canva sehingga promosi yang dilakukan lebih menarik. Selanjutnya dengan adanya pendampingan pembuatan laporan keuangan dasar UMKM, para pelaku UMKM lebih bisa mengatur atau memanajemen keuangan usaha nya.
