Abstract

Village government is the spearhead of the administration of government affairs to realize the welfare of the people through the functions of governance, development, development, empowerment of rural communities. The administration of government is determined by the implementation of good government management based on the size of the rights of origin and traditional rights of the village. Thus, the capacity of the apparatus becomes important in administering village government as an independent entity and the lowest level of government following Law Number 6 of 2014. The research method used is a mixture of quantitative and qualitative approaches. The number of samples in this study was 269 respondents, and the research informants were 22 informants. Data analysis used Structural Equation Model and Qualitative Data Analysis. The results of this study indicate that there is a causal relationship between policy implementation. Budget Allocation and Leadership on the Capacity of the Village Government Apparatus, the results obtained are entirely "positive and significant" as indicated by the calculated value (t-value) of each variable greater than 1.96. The distribution of scores across all dimensions is 93% greater in the excellent category. The integration of quantitative methods and qualitative methods obtained the exact most dominant dimensions so that it can be stated that there is a "match." The Daffaryas Digital Apparatus Model is a research finding determined by five factors: bureaucratic structure, attitude disposition, value for money, change-oriented leadership behavior, and task-oriented.In conclusion, the Capacity of the Village Government Apparatus is in a good category. All three hypotheses are accepted. The causality relationship is positive and significant so that new models and concepts of government apparatus capacity are obtained.

Abstract

The Coal Handling System is a system to handle everything from unloading coal from barges to stockpiling coal at PLTU Kaltim Teluk. The fire hazard in the coal handling system can be triggered by the large amount of coal fuel, coal dust and the potential for self-ignition to coal dust explosions. Active fire protection systems make a major contribution to the success of fire management. Therefore, it is necessary to have an overview of the application of an active protection system and the level of compliance with NFPA standards which include: NFPA 10, NFPA 13, NFPA14, NFPA20, NFPA72, NFPA850. The type of research used is descriptive qualitative with data collection: observation and interviews. Assessment of the results of the existing suitability will be assessed using a descriptive percentage calculation. The results showed that of the 7 variables with 63 elements discussed, 93% were in accordance with the standard and 4 elements (7%) were not met. Based on the fire audit assessment level of the Research and Development Center of the Ministry of Public Works, the results are in the criteria of Good or have met the requirements.

Abstract

Abstract

Background: Access to health services is a fundamental right for every citizen, but its equitable distribution remains challenging due to the influence of several variables. Indonesia has achieved Universal Health Coverage (UHC), but access to health services for those with health problems is still low. Aims: This study aims to determine the variables influencing access to health services in Indonesia. Methods: Longitudinal analysis of panel data was used, and the dataset was taken from the 34 provinces of Indonesia from 2018 to 2022. The data obtained were then analyzed descriptively and analytically by linear regression using STATA software. Results: Individual and family variables influencing access to health services for the population with health problems included variable need (health problem), ownership of health insurance, and ability to pay. Furthermore, the results showed that the number of areas with high poverty rates (socioeconomic) was a contextual factor with a higher level of influence. Conclusion: Based on the results, policies to improve access to health services, a basic human right, could not be solely achieved by the health sector. Therefore, integrated comprehensive planning collaboration of Penta-Helical elements was needed to reduce poverty enclaves. Keywords: ability to pay, access to health services, health insurance, poverty
