Abstract

The Department of Horticulture and Plantation Crops of Bengkulu Province is one of the Government Agencies in Bengkulu Province, where the office has implemented Information Technology which is used to assist the data processing. Every The Department of Horticulture and Plantation Crops of Bengkulu Province conducts employee performance assessments. In accordance with Government Regulation of the Republic of Indonesia Number 30 of 2019 concerning Performance Assessment of Civil Servants Part Three Article 41 Point (2) The performance appraisal of civil servants as referred to in paragraph (1) can be carried out by giving each element of the assessment a weight of 70% for the SKP assessment and 30% for work behavior assessment or 60% for SKP assessment and 40% for work behavior assessment. At The Department of Horticulture and Plantation Crops of Bengkulu Province, it uses the weight of the PNS performance assessment with 60% for the assessment of SKP and 40% for the assessment of work behavior. In the process of managing the data, computerization has been used through the Microsoft Office application package. The application for determining the best employees based on employee performance appraisal data at The Department of Horticulture and Plantation Crops of Bengkulu Province was made to help facilitate the Department in determining the best employees through 3 (three) decision support system methods, namely the SAW, WP, and TOPSIS methods. Comparative analysis of the 3 methods SAW, WP and TOPSIS went through 3 stages, namely processing time, final assessment results and sensitivity tests carried out. Applications for determining the best employees based on employee performance appraisal data at The Department of Horticulture and Plantation Crops of Bengkulu Province were built using the Visual Basic .Net programming language and SQL Server 2008 database. Based on the black box testing that has been carried out, the results show that the functionality of the application for determining the best employees based on employee performance appraisal data at The Department of Horticulture and Plantation Crops of Bengkulu Province runs as expected and the application is able to display the results of comparative analysis of the SAW, WP and TOPSIS methods and is able to display sensitivity test results.

Abstract

KUA Ulu Musi Sub-district is one of KUA offices in Empat Lawang Regency that plays an important role in recording and facilitating marriage processes, including issuing permits, recording, and issuing related documents. Until now, data processing at KUA Ulu Musi has been done manually through data recording books, and the number of marriages is written on a board provided as information. Given that the number of marriages fluctuates annually from 2014 to 2023, KUA sometimes faces difficulties in ensuring the availability of documents, managing wedding queues, and preparing the necessary facilities. The implementation of data mining in predicting the number of marriages using the least squares method at KUA Ulu Musi can provide information regarding the predicted number of marriages for the following year, enabling KUA to prepare sufficient administrative staff and personnel to serve prospective couples optimally and avoid case backlogs during certain periods. Based on test data with two data conditions—odd numbers (2014–2022) and even numbers (2014–2023) the predicted number of marriages for 2023 was 166, and for 2024, it was 168. From the accuracy level testing, the accuracy level calculation yielded a MAPE error percentage of 18.43%, indicating good accuracy. This shows that the least squares method is sufficiently reliable in predicting the number of marriages at KUA Ulu Musi.

Abstract

Poverty is one of the complex social problems and is the main focus of development in many areas that affect various aspects of people's lives, especially in rural areas. Padang Kuas Village is one of the villages in Seluma Regency in Bengkulu Province. Based on test data of 88 residents of Padang Kuas Village in 2023, the results of the Cluster C1 data grouping (very poor group) consisting of 27 population data, Cluster C2 (poor group) consisting of 36 population data, Cluster C3 (almost poor group) consisting of 1 population data, and Cluster C4 (vulnerable poor group) consisting of 24 population data. Based on the system testing that has been carried out, it can be concluded that the Village Office can find out the level of poverty which has been divided into 4 groups, and the application is quite helpful in identifying residents who fall into groups according to the level of poverty.

Abstract

The performance assessment of Posyandu cadres at the Tanjung Agung Palik Community Health Centreis still carried out manually, requiring a more measurable solution.This study aims to design and develop a Decision Support System(DSS) for assessing the performance of the best Posyandu cadres. This DSS was developedusing the Waterfall model and implementing the WeightedProduct (WP) method to process assessment data. The criteria usedinclude attendance, administration, length of service, and communication, which areweighted according to their level of importance. The application of the WP method involvescalculating preference vectors and normalising the final scores to producea ranking of cadres. The results show that this system is capable ofautomatically and efficiently presenting recommendations for the best cadres. It is hoped that this DSS can be an accurate and data-based tool, reducingsubjectivity and assisting health centres in making fair and accountable decisions.
