Abstract

Language planning policy is essential for language preservation, yet research rarely addresses vernacular or local languages specifically. This study examines how vernacular language planning policies can contribute to the preservation and revitalization of local languages, focusing on the case of Aceh, a province in Indonesia with a rich variety of local languages requiring preservation efforts. The study’s primary goal is to identify an effective framework for vernacular language planning in Aceh that can serve as a practical reference for language policymakers, planners, and researchers in Indonesia and beyond. Utilizing a systematic review method, this research analyzes literature on language vitality, endangerment, revitalization, and planning policy. Key findings reveal a newly developed vernacular language planning framework tailored to the current vitality status of Acehnese languages, offering a suitable model for their preservation and revitalization. This framework has the potential to serve as a foundational tool for efforts to sustain and revive Acehnese and other vernacular languages more broadly.

Abstract

This study examines the weaknesses in Law Number 23 of 2004 on the Elimination of Domestic Violence (UU PKDRT), particularly concerning the absence of provisions for restitution for victims of domestic violence (KDRT). Restitution, as a form of financial compensation given by the perpetrator to the victim, is regulated in Aceh's Qanun Number 9 of 2008 on the Development of Acehnese Life, which reflects the socio-cultural practices of the Acehnese community in providing protection and recovery for KDRT victims. However, this provision is not included in the UU PKDRT, making it unenforceable by public prosecutors in the national legal context. This study employs an empirical legal research method with data collection techniques through interviews to gather perspectives from traditional leaders, Keuchik, Tuha Peut, Imeum Gampong, and other relevant parties regarding the application and shortcomings of the UU PKDRT. The absence of restitution provisions in the UU PKDRT is a significant weakness that hinders comprehensive protection for KDRT victims. The adoption of restitution provisions into national law through the UU PKDRT is highly feasible, considering that the purpose of the law is for humans and to realize the welfare of the entire society. This policy reformulation is expected to strengthen legal protection for KDRT victims and accommodate existing socio-cultural values in society.

Abstract

Abstract

This paper examines how the legal protection of women in the event of talaq divorce at the Sharia Court is related to the relative competence of the Sharia Court. This study is significant due to many talaq divorce cases at the Sharia Court filed by husbands not based on the wives’ domiciles. Such practices have been contrary to the principle of civil procedural law, which stipulates that a divorce case filed by the husband must be based on the wife’s domicile. Data were taken from talaq divorce decisions tried by the Banda Aceh Sharia Court, analyzed using the principles of civil procedural law. Findings of the study revealed that the majority of talaq divorce cases tried by the Sharia Court did not have strong legal force, as they were not in line with the principle of actor sequitor forum rei. In general, the decisions of the Banda Aceh Sharia Court in talaq divorce cases were made without the presence of the respondents (wives). Such decisions not only contradicted the principles of civil procedural law, but also had an impact on limited access for women to defend their interests in the courtroom.

Abstract

This study investigates the enhancement of English writing assessments focusing on local cuisine as a thematic subject. A comprehension test was employed as a key instrument to measure students' progress and evaluate their understanding of the lessons delivered. Following the test administration, the teacher utilized appropriate assessment methods to ensure accurate evaluation. The primary objective of this research is to develop and refine writing assessments for English language learners, particularly within the context of local culinary topics. The study adopted a Research and Development (R&D) approach, structured into six distinct stages: (1) information and data collection, (2) data analysis, (3) development of new writing assessments, (4) expert validation, (5) revision of assessments, and (6) finalization of the validated tool. Data was gathered through interviews and questionnaires distributed to English teachers. Two evaluators—an English lecturer and an English instructor—provided critical validation of the assessment tools. The evaluation framework emphasized three core competencies: attitude, knowledge, and skill, incorporating a formative and authentic assessment approach. The writing tasks centered on topics such as local dishes, pastries, and beverages, integrating cultural elements into language learning. The assessment instruments underwent validation by two professionals, yielding an excellent classification score of 93%, indicating the reliability and effectiveness of the developed tools. The study underscores the significance of culturally relevant content in English language learning, fostering deeper engagement and contextual understanding among students. By integrating local cuisine into writing assessments, the research highlights the potential to enhance both linguistic competence and cultural awareness, promoting a more holistic educational experience.

Abstract

The revitalization of customary law is an effort to integrate traditional values with modernity in sustainable environmental management. Customary law plays a crucial role in maintaining ecosystem balance and ensuring the sustainability of natural resources through principles rooted in local wisdom. However, exploitative economic development and growth-oriented policies often overlook its significance. This study analyzes the challenges, causes, and solutions in revitalizing customary law to create synergy between tradition and modernity. A qualitative approach is employed through in-depth interviews, field observations, and focus group discussions (FGDs) to assess its effectiveness in environmental conservation. The findings indicate that the revitalization of customary law can enhance the effectiveness of natural resource management, strengthen the rights of Indigenous communities, and mitigate conflicts between economic and environmental interests. Integrating customary law into national and international policies, raising public awareness, and fostering cross-sector collaboration are strategic steps to optimize its role in maintaining ecological and economic balance.
