Abstract

Background: Vocational education is expected to produce graduates who are ready for the labor market; however, gaps between school learning and industry demands remain a persistent issue. Policy interventions such as BLUD have been introduced to enhance institutional flexibility, yet their impact on student outcomes is not fully understood. Objective: This study aims to examine the effect of BLUD policy implementation on students’ job readiness by incorporating key educational process variables, including learning facilities, teaching effectiveness, practical activities, and potential development. Methods: A quantitative approach with a causal-explanatory design was employed. Data were collected from 583 students from 21 vocational school. The model includes six latent variables with 19 indicators and was analyzed using PLS-SEM. Findings: The results show that BLUD policy has strong effects on educational processes, particularly on learning facilities (β = 0.728), teaching effectiveness (β = 0.662), practical activities (β = 0.636), and potential development (β = 0.760). The model demonstrates high explanatory power (R² = 0.725). Research Implications: These findings highlight the need to shift policy focus from infrastructure provision to strengthening experiential learning, industry-based practice, and student development programs. Optimizing BLUD flexibility should prioritize practice-based learning systems to enhance employability outcomes. Originality: This study provides a novel perspective by demonstrating that vocational education effectiveness is driven more by process-based factors than structural inputs, challenging infrastructure-centered policy approaches.

Abstract

This study aims to analyze the influence of communication and resources on the implementation of in-depth learning policies in elementary schools in Penajam District. Previous studies on educational policy implementation have generally emphasized structural and administrative factors; however, limited research has specifically examined how communication processes and resource availability jointly influence the implementation of in-depth learning policies at the elementary school level, particularly in regional contexts. This gap highlights the need for empirical investigation into the role of these factors in supporting effective policy implementation in schools. The study used a quantitative approach with an associative (correlational) design to statistically test the relationship and influence between variables. The study population consisted of all 289 public elementary school teachers in Penajam District who implemented in-depth learning. The research sample consisted of 168 teachers determined using a probability sampling technique with the Slovin formula at a 5% error rate. Data collection was carried out through a survey method using a questionnaire that had been tested for validity and reliability. Data analysis was carried out through descriptive statistics, classical assumption tests, multiple linear regression analysis, and hypothesis testing using t-tests, F-tests, and coefficients of determination. The results showed that communication and resources had a positive and significant influence on the implementation of in-depth learning policies. Partially, communication had the most dominant influence with a beta coefficient value of 0.631, while resources had a positive influence with a beta coefficient value of 0.184. Simultaneously, both variables had a significant influence with a calculated F value of 65.102 and a significance level of 0.000. The coefficient of determination of 43.4% indicates that communication and resources partially explain the variation in the implementation of immersive learning policies in elementary schools. This finding underscores the importance of effective policy communication and adequate resource support in enhancing the success of immersive learning implementation in elementary schools.

Abstract

The performance of school principals plays a crucial role in determining the effectiveness of school management and the overall quality of education. Principals are required to carry out various managerial responsibilities while also maintaining professional performance under different organizational conditions. However, the increasing managerial workload and the level of welfare received by principals are often considered factors that may influence their performance in managing schools effectively. This study aims to empirically analyze the influence of managerial workload and welfare level on the performance of public and private elementary school principals in North Penajam Paser Regency, both partially and simultaneously. The study used a quantitative approach with an ex post facto causal design. The study population consisted of 109 principals, and all were sampled through a saturated sampling technique. Data collection was conducted using a five-level Likert-scale questionnaire that had been tested for validity and reliability. Data analysis was carried out through descriptive statistics, classical assumption tests, multiple linear regression, t-tests, F-tests, and coefficients of determination. The results showed that managerial workload had a positive and significant effect on principal performance with a significance value of 0.001 and a beta coefficient of 0.212. The welfare level also had a positive and significant effect with a significance value of 0.000 and a beta coefficient of 0.739 and was the most dominant variable. Simultaneously, both variables contributed 83.6% to the variation in principal performance. These findings indicate that improving principal performance requires strengthening managerial capacity as well as implementing policies that continuously enhance the welfare of school principals.

Abstract

Islamic boarding schools (Pesantren) play a strategic role not only as educational and da'wah institutions, but also as institutions for the economic empowerment of the community. Law Number 18 of 2019 concerning Islamic Boarding Schools (Pesantren) emphasizes the role of Islamic boarding schools in education, da'wah, and community empowerment, including economic empowerment. This article aims to analyze the management of Islamic boarding school entrepreneurs in realizing economic independence in Islamic boarding schools, using a case study of the Al-Kautsar Modern Islamic Boarding School in Sumbersari, Srono, Banyuwangi. This research uses a qualitative approach with a case study design, focusing the analysis on the management functions of planning, organizing, implementing, and controlling (POAC). The study results indicate that Al-Kautsar Modern Islamic Boarding School has developed a pesantren business unit as an alternative source of income. However, the implementation of pesantrenpreneur management still requires strengthening the planning system, organizational structure, implementation mechanisms, and integrated evaluation and control. Systematically strengthening pesantrenpreneur management has the potential to promote economic independence in Islamic boarding schools while strengthening institutional commitment without abandoning Islamic educational values.

Abstract

The integration of labor education into community service has emerged as a promising approach to strengthening ideological and political education in vocational colleges. However, coordination among curriculum content, community service needs, practical design, and evaluation mechanisms remains underdeveloped, particularly in Guangzhou's vocational education context in China. This study aimed to examine how students perceive a proposed collaborative model that integrates labor education into community service within ideological and political education through a curriculum-practice-evaluation framework. A quantitative descriptive survey was conducted using a 30-item questionnaire on a five-point Likert scale, administered to 43 students from a single vocational college in Guangzhou via a convenience sample. Data were analyzed using descriptive statistics and reliability testing. The findings showed strong overall support for the proposed model, with a mean score of 4.358 and excellent internal consistency for the overall instrument (Cronbach’s alpha = 0.936). Among the six dimensions, Practice Design received the highest support, followed by Community Needs and Evaluation Mechanism. The strongest item-level support concerned community participation in evaluation, clear categorization of service programs, and close alignment between ideological and political courses and community-based projects. Overall, the results indicate that the model is theoretically relevant and receives strong preliminary support at the level of student perceptions rather than at the level of demonstrated institutional effectiveness. Because the evidence is drawn from a single institution, the study should be interpreted as a preliminary model-building inquiry. Practically, the findings suggest that vocational colleges may strengthen labor education by aligning structured community practice, curriculum integration, and diversified evaluation within a collaborative institutional framework.

Abstract

In the context of sustainable development (Sustainable Development Goals/SDGs), improving the quality of public services is an important aspect to support Goal 16, "Peace, Justice, and Strong Institutions." This study aims to comprehensively evaluate the quality of public services at the Bojonegoro District Education Office, highlighting the gap between the expectations outlined in regulations and the reality of service practices at the service provider unit. The research was conducted at the Bojonegoro District Education Office using a qualitative case study approach to evaluate the quality of public services in government agencies. Data collection was carried out using observation, document analysis, and interviews with non-probability sampling—purposive sampling. The data analysis technique used was flow chart analysis according to Miles-Huberman, which includes data reduction, data display, and drawing conclusions/verification. In conducting the evaluation of public service quality, the framework of William N. Dunn was used, which includes criteria for assessing effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results of the data analysis indicate an improvement in the quality of public services at the Bojonegoro District Education Office, as reflected in the results of the community satisfaction survey and the assessment of compliance with public service delivery. However, based on the analysis of the evaluation results, it is necessary to formulate constructive policy recommendations for improving the quality of public services in the future to support the achievement of organizational goals.
