Abstract

Violence in elementary schools has emerged as a critical national concern requiring systematic policy responses. Indonesia's Ministerial Regulation No. 46 of 2023 established School Violence Prevention and Handling Teams (TPPK) to create safe learning environments, yet implementation challenges persist across educational settings. This study analyzed TPPK policy implementation in Indonesian elementary schools using Edwards III's four-dimensional framework (communication, resources, disposition, bureaucratic structure) and examined local wisdom integration as a complementary violence prevention strategy. A systematic reflective literature review was conducted, synthesizing peer-reviewed journals, government regulations, and policy reports published primarily within 2019-2025. Content analysis employed Edwards III's theoretical dimensions to identify implementation patterns, challenges, and the role of cultural values. Findings revealed persistent implementation gaps attributable to inconsistent communication failing to build shared understanding, insufficient resource allocation constraining implementer capacity, dispositional orientations prioritizing compliance over commitment, and predominantly administrative bureaucratic structures. However, integration of Indonesian cultural values—gotong royong (mutual cooperation), tepa selira (empathetic respect), and musyawarah (deliberation)—demonstrated significant potential to strengthen implementer disposition and enhance policy effectiveness by fostering empathy and moral commitment. Effective TPPK implementation requires alignment across Edwards III's four dimensions, strengthened through cultural integration that transforms formal policies into contextually meaningful practices. Local wisdom functions as a mediating dimension permeating structural variables, suggesting that universal implementation theories require cultural adaptation across diverse sociocultural contexts to create safe, inclusive elementary school environments.

Abstract

Deep Learning policy implementation in Indonesia aims to transform pedagogical practices through mindful, meaningful, and joyful learning principles to develop holistic character aligned with Pancasila Student Profile dimensions. However, systematic analysis of implementation dynamics using comprehensive theoretical frameworks remains limited, particularly in elementary school contexts. This qualitative instrumental case study employed the Edwards III model to analyze Deep Learning policy implementation at SD Negeri 2 Kesamben involving 15 participants. Data were collected through semi-structured interviews, 18 classroom observations, and document analysis, then analyzed using thematic analysis with NVivo 14 software.  Findings revealed communication distortion from leadership (95% comprehension) to technical implementation (55%), resource disparities between trained (4.2) and untrained teachers (3.3), implementor disposition variations (75% positive, 25% neutral/resistant), and bureaucratic structure challenges in coordination. Deep Learning principles achieved 66.7%-100% implementation rates, yielding significant character development across eight dimensions, particularly collaboration (4.5), creativity (4.3), and communication (4.2). School culture emerged as a moderating factor facilitating implementation effectiveness. Results validate the Edwards III model's applicability in developing country contexts while identifying factor interactions and cultural dimensions as critical implementation determinants. Successful implementation requires simultaneous attention to communication clarity, capacity building, positive dispositions, and enabling bureaucratic structures within supportive organizational cultures. Findings provide practical guidance for schools implementing transformative pedagogical policies within Indonesia's Merdeka Curriculum framework.

Abstract

In the context of sustainable development (Sustainable Development Goals/SDGs), improving the quality of public services is an important aspect to support Goal 16, "Peace, Justice, and Strong Institutions." This study aims to comprehensively evaluate the quality of public services at the Bojonegoro District Education Office, highlighting the gap between the expectations outlined in regulations and the reality of service practices at the service provider unit. The research was conducted at the Bojonegoro District Education Office using a qualitative case study approach to evaluate the quality of public services in government agencies. Data collection was carried out using observation, document analysis, and interviews with non-probability sampling—purposive sampling. The data analysis technique used was flow chart analysis according to Miles-Huberman, which includes data reduction, data display, and drawing conclusions/verification. In conducting the evaluation of public service quality, the framework of William N. Dunn was used, which includes criteria for assessing effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results of the data analysis indicate an improvement in the quality of public services at the Bojonegoro District Education Office, as reflected in the results of the community satisfaction survey and the assessment of compliance with public service delivery. However, based on the analysis of the evaluation results, it is necessary to formulate constructive policy recommendations for improving the quality of public services in the future to support the achievement of organizational goals.

Abstract

In Law Number 20 of 2003 concerning National Education (UUSPN) Chapter II article 3 concerning the function of national education, it is stated that national education functions to develop the abilities and shape the character and civilisation of a dignified nation in order to educate the nation, with the aim of develop the potential of students to become people who are faithful and devoted to God the Almighty, have noble character, are healthy, knowledgeable, skilled, creative, independent and become democratic and responsible citizens. However, in reality, there are still many students who do not emphasise the above points, more specifically building Islamic leadership character. The purpose of this study is to discuss the role of boarding school programmes in building Islamic leadership character in a case study at MAN 1 Mojokerto. The method used in this research is a qualitative approach with a case study type. The results show that madrasahs can produce graduates who are able to lead when they enter their local communities, achieve more at the next level, have strengthened character values, religious moderation, and a strong national and Indonesian perspective. The competencies that students must possess, especially in boarding school programmes, include communication skills, decision-making skills, and team management skills.

Abstract

Desa Ngadipuro adalah desa yang memiliki wisata pantai paling banyak di Kabupaten Blitar, Jawa Timur. Namun demikian, penataan atau site-plan pantai dirasa masih belum maksimal. Selain itu, pemerintah Desa Ngadipuro juga berencana untuk mengembangkan pantai-pantai yang ada agar mampu menarik lebih banyak wisatawan untuk berkunjung, salah satunya adalah Pantai Selok Dadap. Namun demikian, Pantai Selok Dadap belum memiliki akses transportasi yang baik. Selain itu, tidak adanya dermaga kayu sederhana mengurangi daya tarik pariwisata laut sehingga mengurangi minat wisatawan yang ingin berkunjung. Tujuan kegiatan PKM ini adalah untuk memberikan sosialisasi site-plan pantai dengan dermaga kayu sederhana di Pantai Selok Dadap dalam upaya untuk peningkatan pariwisata Desa Ngadipuro, sesuai dengan tata cara dan aturan yang dipersyaratkan. Peserta kegiatan PKM adalah Kelompok Sadar Wisata (Pokdarwis) Desa Ngadipuro, Kabupaten Blitar. Hasil kegiatan PKM menunjukkan bahwa materi kegiatan PKM sesuai dengan kebutuhan pengembangan desa, dan memberikan wawasan tambahan bagi pengurus desa dan Pokdarwis terkait site-plan dan pembuatan dermaga sederhana. Secara umum, kegiatan PKM di Desa Ngadipuro, Kabupaten Blitar, berjalan dengan lancar dan sukses.

Abstract

Air merupakan sumber daya alam utama yang keberadaannya sangat mempengaruhi keberlangsungan hidup manusia dan makhluk hidup lainnya. Sungai Brantas yang merupakan sungai lintas kabupaten/kota memiliki peran vital dalam menunjang kehidupan masyarakat, khususnya sebagai sumber utama penyedia air bersih. Namun, turunnya kualitas Sungai Brantas, serta ancaman krisis air bersih dan perubahan iklim merupakan suatu tantangan yang perlu dihadapi bersama. Tujuan kegiatan PKM adalah penanaman pohon di kawasan Titik 0 Arboretum Sumber Brantas dengan harapan menjaga kualitas air Sungai Brantas dan mendukung pengelolaan air yang berkelanjutan bagi generasi mendatang. Peserta kegiatan PKM adalah 5 PTNBH Jawa Timur (Universitas Airlangga, ITS, Universitas Brawijaya, Universitas Negeri Surabaya, dan Universitas Negeri Malang), Perumda Air Minum (PDAM) Surya Sembada Kota Surabaya, 8 BUMD Air Minum Jawa Timur, Perum Jasa Tirta I, dan Dinas Lingkungan Hidup (DLH) Provinsi Jawa Timur. Hasil kegiatan PKM kolaboratif berjalan dengan baik dan lancar. Seluruh peserta PKM telah melakukan kegiatan penanaman pohon sesuai dengan lokasi yang ditentukan. Hasil kegiatan ini merupakan penerapan SDG 6 (Air bersih dan sanitasi layak) sebagai sumber air bersih, dan SDG 13 (Penanganan perubahan iklim), dan diharapkan diharapkan sebagai awal pengembangan kawasan DAS Brantas sebagai kawasan edukatif (SDG 4) dan kebugaran (SDG 3).

Abstract

Praktik Kerja Lapangan (PKL) merupakan salah satu strategi pengembangan human capital dalam pendidikan vokasi yang berperan penting dalam menyiapkan lulusan Sekolah Menengah Kejuruan (SMK) menghadapi tuntutan dunia kerja di era Revolusi Industri 4.0. Namun demikian, efektivitas pelaksanaan PKL perlu dievaluasi secara sistematis agar selaras dengan tujuan kebijakan pendidikan vokasi. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan kebijakan PKL berdasarkan persepsi siswa SMK dengan menggunakan model evaluasi kebijakan William N. Dunn yang meliputi enam dimensi, yaitu efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Penelitian ini menggunakan pendekatan kuantitatif deskriptif-evaluatif dengan metode survei. Sampel penelitian terdiri atas 224 siswa kelas XII yang telah melaksanakan PKL di SMK Negeri 1 Slahung Ponorogo. Data dikumpulkan menggunakan kuesioner tertutup berskala Likert 1–4 yang dikembangkan berdasarkan indikator evaluasi kebijakan Dunn, kemudian dianalisis menggunakan statistik deskriptif dan uji reliabilitas. Hasil penelitian menunjukkan bahwa secara umum pelaksanaan PKL berada pada kategori baik, dengan dimensi efektivitas dan ketepatan sebagai aspek terkuat menurut persepsi siswa. Sementara itu, dimensi responsivitas dan pemerataan masih menunjukkan capaian yang relatif lebih rendah dibandingkan dimensi lainnya. Temuan ini mengindikasikan bahwa PKL telah berkontribusi positif terhadap peningkatan kesiapan kerja siswa, namun masih memerlukan penguatan dalam hal penyesuaian terhadap dinamika kebutuhan industri serta pemerataan kesempatan dan layanan PKL. Penelitian ini memberikan implikasi praktis bagi pengelola pendidikan vokasi dalam meningkatkan kualitas dan keberlanjutan pelaksanaan PKL sebagai strategi pengembangan sumber daya manusia di era Revolusi Industri 4.0.

Abstract

The zoning policy in Indonesia's education system is implemented to equalize access to education in all regions and reduce inequality between schools. This study aims to analyze the impact of the zoning policy on student resilience, self-efficacy, and learning achievement in public junior high schools in Gresik Regency. The method used in this research is a qualitative approach with a literature study, collecting data from various literature sources such as books, scientific articles, journals and related policy documents. The results show that the zoning policy has a positive impact on students' emotional resilience, improving social interaction between students and creating more equitable educational opportunities. However, it also poses challenges for schools with limited facilities that have to improve teaching quality to meet students' and parents' expectations. The impact on students' self-efficacy depends on school facilities and students' perceptions of the school they choose. Overall, the zoning policy can improve learning achievement if it is followed by improvements in the quality of education in all schools.

Abstract

Education is the main foundation in shaping superior, faithful, pious and responsible human resources. Schools, especially junior high schools, have a strategic role in implementing the education process to face global challenges. However, the quality of education in Indonesia, including in junior high schools, still faces various complex challenges. This study aims to examine the role of education policy in supporting the implementation of subject teacher meetings (MGMP), increasing teacher resilience, and implementing academic supervision, as well as knowing the contribution of the three to improving the quality of learning in junior high schools in Gresik district. This research uses a qualitative approach with a library research method, by reviewing various literature sources such as journals, books, and previous research results. The results showed that the quality of learning in junior high schools in Gresik Regency increased through the synergy between MGMP, teacher resilience, and academic supervision. The three complement each other in building a collaborative and quality-oriented education ecosystem. MGMP supports teacher competence, resilience builds resilience, and supervision maintains learning quality.

Abstract

The purpose of this study is to describe the principal's leadership in managing inclusive schools, related to the principal's policy, curriculum and learning management, learning assessment, and inclusive culture. This study was conducted through a qualitative approach with a multi-site design using a constant comparative technique at SMP Negeri 29 Surabaya City, and SMP Negeri 5 Surabaya City. The research findings indicate that the principal's leadership in formulating inclusive school policies is based on government appointments. Inclusive curriculum management is in the form of a curriculum that is modified according to the characteristics and needs of students, including aspects of objectives, sources, materials, media, schedules, and assessments. Learning leadership is carried out collaboratively between subject teachers, GPK, BK teachers, and homeroom teachers. Student assessments take into account the conditions of students with and without disabilities. The development of an inclusive culture is carried out through learning, scouting activities, self-development and extracurricular activities. The principal's leadership emphasizes the value for school personnel to have confidence in carrying out tasks, high commitment, and enthusiasm to help the community get decent education inclusively, which has an impact on the development of inclusive education in schools.
