Abstract

Defense Policy is a basis for realizing the Strategic Plan of a State Special Military Satellite which is a state defense and security need for implementation and regulation so that it can run ideally. The Ministry of Defense as one of the leading sectors in realizing the existence of military satellites in Indonesia, so that it can accommodate all needs for military satellites that can be used in ways that can be implemented easily, simply and as efficiently as possible. So that the research objective is to provide an in-depth analysis of the implementation of policies regarding military satellites issued by the ministry of defense. So that it becomes an important thing to do an evaluation so that it can find solutions and strategies in implementing the implementation of these policies. The research method is using a qualitative method with data collection in the form of interviews, indirect observation and literature studies, which are then processed with Edward III's Policy Implementation theory and strategy theory for how to maximize efforts to implement policies on military satellites. The results of the research are in the Policy Implementation Process, in this case namely the Military Satellite Policy contained in the General Policy on National Defense issued by the Ministry of Defense, there are communications that have not been implemented to Policy Executors such as Bakamla and TNI AL, while to make strategies for implementing these policies, with the concept of means, ways and ends, provides output of the concept of implementation strategy resulting from a comparison of Chinese and American military satellite policies, which have important criteria, namely leadership style factors, budget base and supporting infrastructure.

Abstract

This paper discusses changes in environmental quality caused by the increase in the earth’s temperature which is increasing every year. The impact of rising earth temperature includes environmental damage, economic losses, and social losses. Therefore, several countries have discussed renewable energy as a solution to withstand the increase in earth’s temperature, one of which is through the concept of NZE (Net Zero Energy) which aims to reduce dependence on fossil energy sources. The implementation of NZE in Indonesia in 2060 is expected to support the national Net Zero Emission (NZE) 2060 program, which is a continuation of the follow-up to the Paris Agreement. In addition, the author also relates government support in order to maximize the potential of Renewable Energy in the Application of NZE can also support the defense of the Indonesian state. The research method used is a qualitative method in the form of an objective narrative literature review.

Abstract

In recent decades, geothermal energy has become increasingly important as an alternative energy source that can support national energy security and economic sustainability in developing countries. This article discusses the potential of geothermal resources and their implications for national defense and economic sustainability in developing countries. The author presents an overview of the potential of geothermal energy in developing countries and then discusses its implications for national defense and economic sustainability. This article also discusses the challenges and opportunities faced by developing countries in harnessing the potential of geothermal energy to strengthen energy security and support economic growth. The method used in this research is literature analysis and case studies. Data was collected from sources such as official government reports, academic studies, and scientific journal articles. The results of the study show that geothermal energy has great potential in supporting national defense and economic sustainability in developing countries. However, there are still many challenges to be overcome in developing the geothermal energy industry, including difficulties in identifying geothermal resource potential and building the necessary infrastructure to harness it. Nevertheless, this article shows that geothermal energy can be a promising solution for developing countries to strengthen energy security and support sustainable economic growth.

Abstract

This study aims to dissect the battle in the Java Sea between Japan and the Allies as a lesson learned in developing Indonesia's maritime defense. The research method is a descriptive qualitative approach to historical methods and thematic phenomenology. The results of this study show the weakening of maritime culture and changes in the cultural perspective of the people and the Dutch East Indies colonial government, which resulted in a massive and fast defeat process in sea battles that determined one of them, namely in the Java Sea. This event became a lesson for Indonesia to rebuild a maritime culture towards a world maritime axis country. Maritime Culture is the foundation for strengthening Indonesia's layered maritime defense system but with the availability of a fleet that has yet to reach the current Minimum Essential Forces (MEF) target.

Abstract

This study discusses the TNI-Polri Cooperation strategy and the Jakarta Provincial Government in accelerating handling of COVID-19. This Study using the theory of Organizational Resources from George R. Terry. The aim is to describe Cooperation regulations, activity methods, readiness of human resources and the availability of infrastructure facilities in accelerating the handling of COVID-19. The method used is an observational case studies method with both quantitative and qualitative approaches (mix method) and uses SWOT and AHP for analysis. As a result, the first strategy is to create cooperation policy regulations, the second strategy is to increase public awareness of implementing Health protocols, the third strategy is to create superior human resources, and the fourth strategy is to realize the readiness of facilities and infrastructure.

Abstract

The Russia-Ukraine War is still rolling today, potential and factual threats can make the war even more late. In building a defense and security system the best can be done by studying the history of battles in the past. One of them is the Battle of Normandy which was fought by America and its allies with Germany in northern France. This article aims to gain benefits to build a better strategy for sea defense operations from the events of the Battle of Normandy and the Russia-Ukraine war. The method used is qualitative by using literature as a source of data. The results of the analysis and discussion carried out on these two events, the researcher found that both carried out the concept of implementing the Indirect Approach strategy echoed by Sir Basil Liddell Hart in which Ukraine carried out an unexpected attack on the Russian cruiser, Moskva, which caused the sinking the ship. So that the concept of the Indirect approach strategy carried out by America and its allies in the 2nd World War is still relevant to strategic maritime defense operations in the 21st century.

Abstract

Abstrak Perang Dunia I menyebabkan kematian sekitar 17 orang dan menghancurkan banyak wilayah di Eropa. Perang ini juga memaksa negara-negara mengeluarkan banyak uang untuk persenjataan, logistik, dan pengobatan para prajurit. Dalam penelitian ini menggunakan metode penelitian kualitatif, yang bertujuan untuk menganalisis studi kasus yang akan dipaparkan secara deskriptif untuk menjawab permasalahan yang sudah dirumuskan. Pada penelitian ini, menggunakan teknik pengumpulan data berdasarkan atas studi pustaka dalam mengumpulkan data. Penulis berusaha membahas bagaimana perang telah memainkan peran penting dalam mengubah ekonomi global dari masa ke mas. Pengeluaran besar-besaran oleh pemerintah untuk membiayai perang yang memicu inflasi dan kenaikan harga barang dan jasa. Perkembangan teknologi ini telah membawa kemajuan besar dalam berbagai aspek kehidupan manusia, termasuk komunikasi, transportasi, kesehatan, energi, dan industri. Meskipun perang selalu membawa dampak negatif, namun kemajuan teknologi dan inovasi yang dihasilkan dari perang juga telah membawa dampak positif pada dunia modern. Kata Kunci: Konflik Militer, Perang, Perubahan Ekonomi Abstrak World War I caused the death of around 17 people and destroyed much of Europe. This war also forced countries to spend a lot of money on weapons, logistics, and medical treatment of soldiers. In this study using qualitative research methods, which aims to analyze case studies that will be presented descriptively to answer the problems that have been formulated. In this study, using data collection techniques based on literature in collecting data. The author tries to discuss how war has played an important role in changing the global economy from time to time. Massive spending by governments to finance wars which fueled inflation and increased prices for goods and services. The development of this technology has brought major advances in various aspects of human life, including communication, transportation, health, energy and industry. Although war has always had a negative impact, technological advances and innovations resulting from war have also had a positive impact on the modern world. Abstract

Abstrak Kecanggihan teknologi ini tentunya membutuhkan industri pertahanan nasional yang kuat dan mandiri. salah satu cara mendapatkan industri pertahanan yang kuat dan mandiri, termasuk teknologi pertahanan yang mumpuni, adalah melalui peran ekonomi dan konsep sishankamrata. Tujuan dari penulisan ini untuk membahas membahas mengenai peran ekonomi dalam meningkatkan kemandirian pertahanan melalui konsep sishankamrata. Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang didasarkan pada studi pemahaman yang mendalam. Hasil dan pembahasan apabila Indonesia ingin meningkatkan kemandirian pertahanan dan mencapai tujuan yang diinginkan Indonesia terlebih dahulu harus mengatasi masalah yang menghambat pengembangan industri pertahanan negara. Kesimpulan dari Penelitian ini adalah Pemerintah menetapkan BUMN pertahanan menjadi industri alutsista dan pemimpin utama (main integrator), yang memproduksi alutsista dan/atau mengintegrasikan seluruh bagian, komponen, dan bahan baku utama ke dalam alutsista untuk mendapatkan keuntungan serta menciptakan sistem pertahanan yang mandiri. Namun, apabila dilihat dari konsep sishankamrata bahwa Sistem pertahanan dan keamanan seluruh rakyat dilaksanakan oleh Tentara Nasional Indonesia dan Kepolisian Negara Republik Indonesia sebagai kekuatan utama dan rakyat sebagai kekuatan pendukung. Abstract

The history of war in several countries proves that universal war is a reliable strategy to win a battle. This universal war is used by weak military forces by utilizing national resources to fight against stronger and more modern forces in weaponry, as was done by China, Vietnam and Indonesia. War is caused by several factors, among others, psychological, cultural, ideological, economic and political. In writing this literature review, the author uses methods and theories by collecting data and information through the help of various materials contained in literature (books) or also known as phenomological research types associated with qualitative descriptive and defense philosophy. From the results of literature research, the writer finds that the universal war waged by each country that has adopted this strategy is different in its implementation and the objectives to be achieved. However, the universal war that has been carried out has brought very good results in accordance with the objectives of the struggle of each country that has used it.

Abstract

Protracted Russia - Ukraine conflict that occurred from the beginning of February 2022 caused the world economy to falter. This condition is one of the reasons for the projection that the world economy will experience a recession. These conditions made the world shake given their dependence on Ukraine, especially on the wheat sector. Wheat farmers in Ukraine have difficulty harvesting wheat. This condition makes Russia and Ukraine have to survive, and one of the factors is the economic factor. The comparison of the strengths of these countries needs to be reviewed considering that these two countries are world players in each of the sectors that affect their defense. This paper uses the theory of national power which is narrowed down to aspects of geography, natural resources, human productivity, and industrial capabilities. This paper uses a qualitative method with a comparative study approach. The results and discussion of this paper provide an overview of the capabilities in each aspect. This paper concludes that Russia is superior in political economy to Ukraine
