Abstract

Aceh is one of the provinces in Indonesia which is located at the tip of Sumatra Island. History records that Aceh has a strategic position which is the starting point for trade from the sea. Both national and international traders use Aceh as a transportation route. The maritime history of the Kingdom of Aceh can be preserved and published, such as the story of Admiral Keumalahayati. The purpose of this research is to take lessons from the story of Admiral Keumalahayati's leadership for the development of a maritime defense strategy. This study uses qualitative methods and uses a socio-political approach to determine the character of leadership and historical methods to determine the journey of Admiral Keumalahayati's leadership. The results showed that Admiral Keumalahayati had been the leader of the Inong Bale Troop (widow woman), conducting diplomacy with countries that wanted to cooperate with the Kingdom of Aceh. Admiral Keumalahayati was the first female warlord to become the navy leader of the Kingdom of Aceh. This maritime history ultimately has a significant role in overcoming several problems related to Indonesia's position as the world's maritime axis country.

Abstract

The relocation of the new capital city (IKN) of the archipelago to the East Kalimantan region has a national development plan in which there are defense problems. The development of defense and security is very necessary to pay attention to strive for protective measures to anticipate external threats, one of which is reviewing from the side of Indonesia's sea defense. Indonesia's sea defense in the construction of the new capital city provides a view to improve defense strategies, especially in Indonesian sea waters. This research uses qualitative by describing with a good structure through descriptive analysis which is obtained from the study of qualified and current literature. The results of this study show that Indonesia's sea defense strategy in IKN Nusantara with efforts to implement smart defense and dual strategy is able to provide a good solution for Indonesia's sea defense.

Abstract

Vietnam is a country in Southeast Asia located on the Indochina Peninsula. The country has the full name of the Socialist Republic of Vietnam and is a communist state that recognizes one party, the Communist Party. Vietnam's involvement in the South China Sea conflict has national interests as the basis for fighting over the territory. The South China Sea is currently in the spotlight because of the disputes there. The geographic location of Vietnam is at 80 North Latitude-240 North Latitude and 1020 East Longitude – 1100 East Longitude, with an area of ​​331,210 km2. The method used in this article is descriptive qualitative, in this article explaining Vietnam's sea defense strategy. Vietnam has a fleet of 9 frigates, 14 corvettes, 45 Paroli ships, 6 submarines and 8 warships. Based on this information, Vietnam's marine defense system is included in the Green Water Navy group. Then the potential threat of the South China Sea dispute that might occur was also brought to the ASEAN Forum to get support from ASEAN member countries. We can take the lesson that a country whose sovereignty is threatened will definitely make preparations and anticipate in carrying out defense and defense by strengthening its combat fleets.

Abstract

Indonesia is the world's largest archipelagic country, with a coastline of 81,000 km. Indonesia's beaches and seas are rich in natural resources, especially marine commodities in the form of fish. The abundance of fish in the Indonesian seas has led to crimes committed by domestic ships not equipped with documents and foreign vessels. In this study, the authors will analyze the causes of criminality in the Makassar Strait, then the process of monitoring maritime security using an AIS Satellite. Enforcement carried out by stakeholders related to the sea and maritime security. This research method uses a qualitative descriptive approach to describe data from AIS satellites in the Makassar Strait. Then it is used to determine which ships are initially identified as committing a violation. This information is used to act effectively, efficiently, and appropriately on sea breaches. This method is expected realization that institutions and stakeholders can work together to patrol at sea and promptly act against violations at sea. The discussion location is in the Makassar Strait because the area borders other countries and is one of the locations for abundant fish resources and international shipping lanes. The data for identifying ships suspected of committing crimes in the Makassar Strait was processed from 2019 to 2022. The violations include 22 smuggling ships, 13 drug smuggling ships, and 12 offending crime ships. From the data, it is a significant violation. Thus, from the analysis results, it is better to need the right timing in implementing patrols and the appropriate momentum for enforcement. Therefore, using AIS Satellite is expected to help and improve law enforcement in that location.

Abstract

Perang Dunia I memiliki pengaruh yang signifikan terhadap pembentukan kebijakan pertahanan nasional Indonesia. Dalam periode ini, Indonesia masih berada di bawah penjajahan Belanda. Namun, perang dunia I memunculkan kesadaran dan kepentingan nasionalisme di kalangan pemuda Indonesia, yang akhirnya menjadi pemicu pergerakan kemerdekaan Indonesia. Perang Dunia I juga mempengaruhi kebijakan pertahanan nasional Belanda di wilayah Indonesia. Belanda membangun sistem pertahanan untuk melindungi wilayah jajahannya dari serangan musuh, termasuk dengan memperkuat pertahanan di wilayah Indonesia. Hal ini mendorong Indonesia untuk memperkuat pertahanan nasionalnya sendiri. Penelitian ini bertujuan untuk memahami pengaruh Perang Dunia I terhadap pembentukan kebijakan pertahanan nasional Indonesia. Metode yang digunakan adalah metode kualitatif dengan menggunakan sumber-sumber primer dan sekunder yang relevan dengan topik penelitian. Peneliti menggunakan teori nasionalisme dari Ernest Gellner yang menyatakan bahwa perang dunia I memunculkan kesadaran nasionalisme di kalangan pemuda Indonesia. Hasil penelitian menunjukkan bahwa Perang Dunia I memberikan pengaruh signifikan terhadap perkembangan kebijakan pertahanan nasional Indonesia. Perang ini memunculkan kesadaran nasionalisme dan memperkuat keinginan Indonesia untuk memperkuat pertahanan nasionalnya sendiri. Kesimpulannya, Perang Dunia I memiliki dampak signifikan pada pembentukan kebijakan pertahanan nasional Indonesia. Perang ini memunculkan kesadaran nasionalisme dan memperkuat keinginan Indonesia untuk memiliki kebijakan pertahanan yang lebih kuat dan mandiri. Oleh karena itu, perlu dilakukan penelitian lebih lanjut untuk memperdalam pemahaman tentang pengaruh perang dunia I pada pembentukan kebijakan pertahanan nasional Indonesia.

Abstract

State defense is a very important field to be realized to be strong, but there are many obstacles to achieving the desired defense goals. Based on the various obstacles, the priority is the provision of quality human resources. Public policy in the field of government regarding the management of civil and military human resources is equally important in realizing human resources that can produce defense technology that has a deterrent effect. This study aims to analyze the national defense system through the analysis of public defense policies in the face of a Revolution in the Military Affairs (RMA). The research method used is a qualitative approach. Data was collected through Focus Group Discussion (FGD), in-depth interviews and literature review. The characteristics of the informants in this study were 12 students of the year 2020 Marine Defense Strategy study program who had taken state defense strategy courses at the Defense University. The student is a member of the Indonesian Navy (TNI). The results of this study indicate that to realize reliable human resources without losing their identity requires an understanding of defense public policy. Changes in defense technology are also related to the RMA which continues to move forward and affects the interaction of international relations. In addition, in the face of change, the role of education is needed as a tool to keep up with actual and factual changes

Abstract

The Indo-Pacific region is experiencing quite sharp conflicts. The power rivalry between these two countries also dragged Indonesia into Thucydides' trap because they joined an alliance with the aim of regional cooperation. This research aims to analyze the tendencies and projections of various aspects of the US vs China towards Indonesia in determining strategic leadership decisions 5.0. The method used is a dynamic system using 2018 time series data and projections up to 2050. The variables used by the Loewy Institute are Economic Relations, Defense Network, Diplomatic Influence, Cultural Influence, Economic Capability, Military Capability, Resilience, and Future Resources. The research results show that the model and tendencies of the US vs China rivalry are influenced by several factors. From 2018 to 2050, it is known that the US vs China rivalry shows fluctuating conditions. Novelty in this research includes 8 scenarios from (1) economic relations such as enhancing multilateral diplomacy and dialogue, promoting regional economic and security cooperation, (2)Defense Network such as strengthening economic, political, and security relations, (3)Diplomatic Influence such as diplomatic approach and regional cooperation, (4)Cultural Influence utilizing US cultural influence to strengthen diplomacy and international cooperation, (5)Economic Capability such as Indonesia can be an effective mediator between the US and China, (6)Military Capability such as strategic leadership 5.0 relies on diplomacy and coalitions, (7)Resiliance and (8)Future Resources such as effective mediator and promotes bilateral and multilateral cooperation. In conclusion, the US vs China rivalry will experience fluctuating developments.

Abstract

This research discusses the joint exercise between the Indonesian Navy, the US Navy, and the US Marines (USMC), namely Cooperation Afloat Readiness and Training (CARAT) to carry out Intelligence, Surveillance, and Reconnaissance (ISR), littoral warfare, and coastal defence missions. This research uses descriptive qualitative related to Cooperation Afloat Readiness and Training (CARAT). CARAT is implemented bilaterally to enhance the maritime partnership between Indonesia and the US. For Indonesia, building a maritime partnership with the US should focus on bilateral interests as well as regional security. For the US, the CARAT programme in Indonesia can be seen as part of an effort to strengthen its influence in Southeast Asia, including facing China's dominance in the region. Based on the above background, the researcher formulates the problem, namely how to strengthen Indonesia's cooperative relationship with the United States in the face of China's dominance in the Southeast Asian region. Data collection is obtained from literature review by collecting various articles, books, journals, or other sources.   The results of this study indicate that to strengthen Indonesia's cooperative relationship with the United States in the face of China's dominance in the Southeast Asian region, is to increase cooperation in the field of security and defence, through Cooperation Afloat Readiness and Training 2024. This will help strengthen Indonesia's defence capacity and also send a signal to China that Indonesia is not easily intimidated. It is also important to continue to build relations with China in a critical but constructive manner, by promoting dialogue and diplomacy to seek points of agreement and achieve stability in the Southeast Asian region as a whole. CARAT activities are an effective strategy in enhancing security stability in the region through maritime defence cooperation. The programme benefits partner countries in building relationships of trust, enhancing defence capabilities and combating maritime threats. To increase the effectiveness of CARAT, it is recommended that partner countries continue to be committed to the programme and maintain good cooperation with the US navy and other countries in the region.

HighlightThe sex ratio of giant prawns in the waters of fe- male groceries is 3 times higher than that of males.The growth characteristic of male and female   giant   prawns   is   negative   allometry, but the male and female body shapes are fat.Total   mortality, capture mortality, catch rate, male prawns are higher than females.The male infinitive growth is longer than the female,but the female's growth rate is faster than male.AbstractGiant prawns (Macrobrachium rosenbergii) is a crustacean class that has the larg- est size and its habitat in Sembakung waters included brackish water (estuarine) with a salinity variable of 6.5+0.5 ppt and a temperature variable of 28.5+0.5OC and a variable pH of 6 (acidic). The objective of this research was to analyze the growth and mortality model of giant prawns (M. rosenbergii) that was taken from the catch of fisherman in the estuary, Sembakung sub-district, Nunukan Regency, Indonesia. The study was conducted for 3 months from November 2019 to Janu- ary 2020. The sampling was by using a survey method with purposive judgment sampling based on a catch of 14 fishermen who used the bottom fish pot from Sembakung waters, Nunukan Regency (Indonesia). The data collection included data of sex, total length, and the total weight of giant prawns. While analysis was employed for growth pattern, condition index, Von Bertalanffy growth, and mor- tality. The results obtain the sex ratio of male and female giant prawns 1:3.67. The growth pattern of male and female giant prawns were allometric negative. The growth of the von Bertalanffy model for infinitive growth of male giant prawns were 21.219 cm and female were 18.42 cm, respectively the mortality from giant prawns obtain total male mortality is 2,257, catch mortality is 1.92 and natural mortality is 33.75% with an exploitation rate of 0.85 (85%). The total female mor- tality is 1.528, catch mortality is 120.1% and natural mortality is 32.69% with an exploitation rate of 0.786 (78.6%).

HighlightThe sex ratio of tiger prawns in the waters of female groceries is 1.08 times higher than that of males.The  growth  characteristic of male and female tiger prawns is negative   allometry, but the male and female body shapes are fat.Fishing mortality, capture mortality, exploitation rate, female tiger prawns are higher than males, but total mortality and natural mortality male tiger prawns are higher than females.The male infinitive growth is longer than the female.AbstractThe windu shrimp (Penaeus monodon) is an economically important fishery species in the waters of Tarakan. The shrimp is highly demanded for frozen seafood industry that makes its market price range attractive from Rp. 50,000 (USD 3.37) to Rp. 70,000 (USD 4.72)/kg. This can cause the species to be potentially exploited. However, due to lack of data, the exploitation status of the windu shrimp is unknown. Hence, the present study was carried out to determine the absolute growth, mortality, and exploitation level of the windu shrimp in Juata waters of Tarakan. Sampling of the shrimp using experimental trawling net was conducted four times between June and August 2020 in the waters of Tarakan. Morphometric data of the windu shrimps including sex, total length, carapace length, and total weight were recorded and analyzed. The results showed that the sex ratio of male and female tiger prawns was 1:1.08. The maximum growth of male and female shrimps was estimated at 26.875 and 21.435 cm respectively. The size of the male shrimps caught during the sampling ranged between 8.7 and 22.5 cm, and was estimated to be at 13 to 67 days old respectively. Maximum growth of male shrimp was estimated at 26.875 cm that could be achieved within 411 days. The size of female shrimp caught during the sampling ranged from 9.8 to 19.3 cm with an estimated age of 21 to 87 days respectively. The maximum growth for female shrimp was estimated at 21.435 cm, and achievable within 377 days. The mortality of male and female shrimps was not significantly different at 110.3% and 110.1% respectively. The fishing mortality for male and female shrimps was recorded at 19% and 22.5% respectively. The level of exploitation of male and female shrimps was slightly different at 17.2% and 20.5%, respectively. Finally, the natural mortality for male and female shrimps was at 91.3% and 87.5%, respectively.
