Abstract

Participatory oversight in elections is an important instrument to maintain the integrity of electoral democracy, where Bawaslu, in particular, plays a role in activating public involvement through various communication strategies. However, the effectiveness of public relations practices at the local level, such as in Mojokerto district, still faces structural and cultural challenges, so it needs to be examined as a social practice influenced by the local context and actor dynamics. This study examines institutional relationships and inter-actor dynamics in public relations practices at the Mojokerto District Election Supervisory Agency (Bawaslu) in the context of participatory election monitoring. Using a qualitative approach and a single case study design, data collection was conducted through observation, interviews, and document analysis with informants from Gakkumdu, ad hoc supervisors, and local officials who were then validated through triangulation and member checking, and analyzed using a thematic approach. The findings show that the Mojokerto District Bawaslu's public relations practices are influenced by the institutional structure, the capacity of local actors, and the socio-cultural context of the community. Social media is used not only to disseminate information, but also to build an image and mobilize public participation, although its effectiveness is still constrained by limited human resources, the digital divide, and weak institutional coordination. Using structuration and practice theory, this study confirms that PR communication strategies are adaptive and relational, reflecting local actors' negotiations in responding to digital habitus and democratic dynamics at the grassroots level.

Abstract

Evaluasi tata kelola Teknologi Informasi menjadi aspek penting bagi sektor pemerintahan untuk memastikan efisiensi,efektivitas, serta keselarasan TI dengan tujuan organisasi. Penelitian ini bertujuan mengevaluasi tingkat kapabilitas tata kelola TI di Diskominfo Kabupaten Lahat menggunakan framework COBIT 2019. Fokusnya adalah pada dua proses utama, yaitu proses EDM04 (Ensure Resource Optimisation) dan APO07 (Manage Human Resources). Pengumpulan data dilakukan melalui observasi, wawancara, dan kuisioner yang disusun berdasarkan aktivitas dalam setiap proses COBIT 2019. Evaluasi dilakukan dengan mengukur kesenjangan antara kondisi saat ini dengan tingkat kapabilitas yang diharapkan untuk memberikan rekomendasi perbaikan yang sesuai. Hasil penelitian menunjukkan bahwa proses EDM04 saat ini berada pada level 3 sementara target level yang diharapkan berada pada level 4, sedangkan proses APO07 berada pada Level 2 dengan target level yang diharapkan berada pada level 3. Tantangan yang dihadapi mencakup pemantauan efektivitas strategi alokasi sumber daya, pengembangan dan pengelolaan kompetensi SDM TI, serta mitigasi risiko operasional TI. Penelitian ini merekomendasikan peningkatan sistem monitoring dan evaluasi sumber daya, penguatan mekanisme pengelolaan dan pengembangan SDM yang berkelanjutan, serta optimalisasi sistem pencatatan dan mitigasi risiko operasional TI. Penerapan rekomendasi diharapkan dapat meningkatkan efektivitas dan efisiensi tata kelola teknologi informasi di Diskominfo Kabupaten Lahat, sehingga dapat mendukung tercapainya tujuan strategis organisasi.

Abstract

Tata kelola teknologi informasi (TI) yang efektif merupakan faktor kunci dalam meningkatkan kualitas layanan publik di sektor pemerintahan. Penelitian ini mengevaluasi tingkat kapabilitas tata kelola TI pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Situbondo menggunakan kerangka kerja COBIT 2019. Fokus kajian difokuskan pada dua proses utama, yaitu DSS04 (Managed Continuity) dan DSS05 (Managed Security Services). Hasil penilaian menunjukkan bahwa DSS04 berada pada level kapabilitas 1 dan DSS05 pada level 2, yang masih di bawah target organisasi (masing-masing level 3 dan 4). Gap analysis mengindikasikan perlunya peningkatan dalam hal dokumentasi, prosedur operasional, serta pelatihan SDM. Rekomendasi strategis mencakup penyusunan BCP dan DRP, pembentukan tim tanggap insiden, serta penerapan kebijakan keamanan informasi yang komprehensif. Studi ini memberikan kontribusi terhadap perbaikan tata kelola TI pada instansi pelayanan publik, khususnya dalam konteks keberlanjutan layanan dan keamanan informasi.

Abstract

Perkembangan teknologi di zaman sekarang telah menjadi alat bantu bagi masyarakat yang bekerja di industri kuliner seperti pengelola Cafe Parkir Depan yang terletak di Kota Kediri, Jawa Timur. Pengelola cafe tersebut telah mengadopsi teknologi berupa website untuk meningkatkan performa pelayanan mereka. Namun fakta yang terjadi bahwa dalam pengimplementasian website oleh pengelola cafe tersebut ternyata belum terintegrasi dengan pembayaran non-tunai dan timbul opini positif dan negatif yang menimbulkan pertanyaan terkait niat pelanggan dalam memakai website Cafe Parkir Depan. Penelitian mengacu pada pendekatan kuantitatif dengan melibatkan model penerimaan teknologi. termodifikasi yang bertujuan untuk menganalisa pengaruh secara langsung dari persepsi kemudahan, persepsi kegunaan, persepsi kesenangan terhadap niat penggunaan serta pengaruh secara tak langsung perceived ease of use terhadap intention to use melalui perceived usefulness. Penelitian ini menggunakan teknik purposive sampling sebagai penentuan kriteria sampel dan kuesioner sebagai insrumen penelitian dalam pengumpulan data serta menggunakan metode Structural Equation Modeling-Partial Least Square (SEM-PLS). Hasil penelitian ini menunjukkan bahwa perceived enjoyment dan perceived usefulness berpengaruh positif signifikan secara langsung terhadap intention to use. Di sisi lain, perceived ease of use tidak berpengaruh signifikan secara langsung terhadap intention to use, melainkan hubungan terserbut berpengaruh tidak langsung melalui perceived usefulness.

Abstract

This study investigates the implementation of Supply Chain Management (SCM) and the advantages of the franchise business model at Mixue, a culinary brand specializing in sweet dishes, particularly in its Pauh branch. The objective is to evaluate how efficient SCM practices and comprehensive support from the franchisor, including training and the provision of high-quality raw materials, have contributed to Mixue's rapid expansion in Indonesia. A thorough literature review was conducted to identify the key factors driving Mixue's success. The findings reveal that Mixue's SCM system ensures the seamless distribution of raw materials across all outlets, maintaining consistent product quality. Additionally, continuous operational support from the parent company offers attractive business opportunities for franchisees. The study concludes that the integration of an effective SCM system with a robust franchise model has enabled Mixue to create a profitable business ecosystem, establishing it as a major player in Indonesia's culinary industry

Abstract

Hypertension is a significant health problem in the elderly that can increase the risk of cardiovascular disease. Home care has the potential to improve hypertension management in this population. This study aims to evaluate the effectiveness of home care in managing hypertension in the elderly. This study uses a mixed-methods design with quantitative and qualitative approaches. Quantitatively, quasi-experimental studies were carried out with intervention and control groups. The intervention group received home care services, including education, blood pressure monitoring, and medication adherence support. The control group received standard treatment. Blood pressure data were measured at the beginning of the study. Qualitatively, in-depth interviews were conducted with the elderly and home care nurses to understand their experiences and perceptions. Quantitative results showed a significant decrease in systolic and diastolic blood pressure in the intervention group compared to the control group after 6 months (p < 0.05). Qualitative results revealed that the elderly felt more motivated and better-understood hypertension management thanks to home care support. Home care nurses also reported increased medication adherence and positive lifestyle changes in the elderly. Home care is effective in improving hypertension management in the elderly. These services provide comprehensive support, including education, monitoring, and motivation, which contribute to lowering blood pressure and improving the quality of life of the elderly.

Abstract

The media in reporting crimes is considered to have conducted a trial by the press. The press appears to take on the role of law enforcement officers by seeking evidence, interviewing witnesses, analyzing cases, and ultimately judging through their views on a criminal event. Trial by the press is certainly contrary to the principle of the presumption of innocence and an open and impartial trial process (fair trial). Trial by the press was found in press coverage of the Mirna Salihin murder case and the case of celebrity Rachel Venya. This study will examine the influence of trial by the press on the criminal law enforcement process in Indonesia and how the press reports criminal cases in order to avoid trial by the press and to know and understand the regulations on reporting in accordance with the principle of the presumption of innocence in laws and regulations. The research method used is normative juridical using concept analysis, analysis of laws and regulations, and case analysis. This study aims to ensure that the press does not conduct a trial by the press in reporting crimes. The results of the study found that trial by the press resulted in trial by the public so that the public formed an opinion on a criminal case. After the ratification of the New Criminal Code, the press that conducted trial by the press can be sentenced to imprisonment or a fine as regulated in Article 281 of the New Criminal Code and based on the press law.

Abstract

Background: Corruption and bribery are persistent global problems that undermine governance, economic growth, and societal trust. While numerous legal frameworks have been developed to address these issues, their effectiveness is often influenced by cultural, religious, and institutional contexts. In Muslim-majority countries, Sharia-based legal principles provide a distinctive ethical and normative foundation for combating corruption. Purpose: This study aims to examine cross-cultural variations in anti-corruption laws with a specific focus on the contributions of Sharia-based frameworks to ethical governance, transparency, and accountability. Methods: Employing a comparative legal analysis, the research reviews anti-corruption legislation, international conventions, and Islamic jurisprudence (fiqh) on integrity and public trust. Data are drawn from legal texts, case studies, and policy reports across multiple jurisdictions to evaluate enforcement mechanisms, preventive strategies, and public awareness campaigns. Findings: Employing a comparative legal analysis, the research reviews anti-corruption legislation, international conventions, and Islamic jurisprudence (fiqh) on integrity and public trust. Data are drawn from legal texts, case studies, and policy reports across multiple jurisdictions to evaluate enforcement mechanisms, preventive strategies, and public awareness campaigns. Theoretical and Practical Implications: The study contributes to legal anthropology and Islamic jurisprudence by framing anti-corruption laws within culturally rooted governance models. Practically, it offers policymakers strategies for integrating ethical-religious norms into legal reforms to improve transparency, strengthen institutions, and foster public trust. Originality/Novelty: systematically compare Sharia-based anti-corruption models with secular approaches through a cross-cultural lens, highlighting the role of religious-ethical frameworks as complementary tools to global legal standards

Abstract

Background: The criminal responsibility of minors remains a pressing issue in contemporary legal studies because it lies at the intersection of justice, child protection, and societal security. Purpose: The aim of this paper is to critically analyze the legal and conceptual foundations of juvenile criminal responsibility, with particular attention to international human rights standards and comparative practices across jurisdictions. Methods: the study adopts a doctrinal and critical comparative approach, examining statutory frameworks, judicial interpretations, and scholarly debates while integrating insights from developmental psychology. Findings: The results reveal substantial inconsistencies in the age of criminal responsibility, limited compliance with the UN Convention on the Rights of the Child, and inadequate consideration of psychological maturity in determining culpability. Theoretical and Practical Implications: the study contributes to debates on the relationship between law, developmental science, and human rights in shaping juvenile justice frameworks. Practically, the findings underscore the need for policies that integrate restorative justice principles, prioritize rehabilitation over punitive measures, and harmonize domestic laws with international standards. Originality/Novelty: The originality of this research lies in its interdisciplinary critique that combines legal analysis, psychological insights, and human rights frameworks to propose an evidence-based recalibration of juvenile criminal responsibility .

Abstract

CV Pria Tampan termasuk dalam kategori industri batik skala besar. Perusahaan ini memproduksi batik untuk pasar lokal dan internasional, menggunakan sistem produksi make to stock dan make to order. Kegiatan supply chain meliputi pembelian bahan baku, kegiatan produksi, dan pendistribusian kepada pelanggan. Di dalam supply chain management (SCM) kinerja dan perbaikan secara berkelanjutan merupakan aspek fundamental. Untuk mengoptimalkan produk batik sampai ke pelanggan dan meningkatkan performansi sebagai industri batik yang kuat diantara pesaing, maka perlu melakukan pengukuran kinerja supply chain. Metode yang digunakan adalah supply chain operations reference (SCOR). Terdapat 5 proses inti yaitu plan, source, make, deliver, dan return dengan atribut yaitu reliability, responsiveness, agility, cost, dan asset. Pada model SCOR identifikasi Key Performance Indicator (KPI) menjadi tolak ukur dalam pengukuran kinerja perusahaan. KPI memiliki satuan yang berbeda sehingga dilakukan perhitungan normalisasi Snorm De Boer untuk menyamakan skor. Penentuan prioritas menggunakan metode Analitycal Hierarchy Process (AHP). Nilai total kinerja supply chain didapat dari nilai skor KPI dikalikan dengan bobot dari perhitungan AHP. Hasil perhitungan total nilai kinerja supply chain CV. Pria Tampan sebesar 68,63% tergolong rata-rata dan hasil pembobotan pada proses inti yang memiliki bobot tertinggi adalah proses make sebesar 0,29. Artinya, proses make memiliki prioritas pertama dalam kegiatan supply chain.
