The urgency of inclusive policies in a very diverse cross-cultural perspective is a form of follow-up to the implementation of inclusive education that provides equal and equal educational services to all children with diverse cultural backgrounds. The purpose of the inclusion policy study in the cultural perspective of East Java is to find out how the implementation of inclusion policies can represent the cultural diversity that exists in East Java. The implementation of inclusion policies is not only for disabilities, but also the implementation of inclusion policies is able to reach into various aspects of life that are developing in the people of East Java. This literature review aims to summarize how the concept of inclusion policy is in the perspective of East Java culture. The selection of articles started from peer-reviewed research journals at Google Scholar and Z-library. From this search, 14,700 articles were found. Then after screening the articles published from 2010 to 2020 and found 1045 articles. There were 10 articles that were studied and analyzed according to the topic discussed. The analysis technique used is content analysis. Based on the results of the analysis, it can be seen that it is necessary to implement inclusive education policies to improve the quality of life for persons with disabilities and individuals. Through formal education in the cultural perspective in East Java, it is expected to be able to overcome the diversity of social and cultural dimensions. The existence of a policy on inclusive education can realize the implementation of public services in the field of education and other fields that respect diversity and is not discriminatory for all individual learners. The implication of the results of this study is guidance and counseling teachers are required to have competence in providing services for children with disabilities.

abstract Erosion problems on the Manado-Bitung Freeway slopes occur because the slope is greater than 45 degrees with erosion-prone soil conditions. The treatment effort that can be done is to use hydroseeding technology, which is cheap, environmentally friendly, and fast in its implementation. But this technology still has shortcomings when applied to slopes greater than 45 degrees, so it needs to be combined with an erosion control mattress made from organic material. The purpose of this study is to evaluate the performance of the application of hydroseeding technology combined with organic mattresses on the slopes of the Manado-Bitung Freeway. The study was carried out through field trials on prepared experimental plots, utilizing the seeds of the colopogonium mucunoides, centrosoma pubescent, and pueraria javanica vegetation, combined with organic mattresses. The observation results show that, in the first month, the proportion of vegetation cover, by colopo-gonium mucunoides vegetation reaches 70% to 85%, by pubescent centrosoma vegetation reaches 75% to 80%, and by pueraria javanica vegetation reaches 50% to 60%. The quality of this growth is increasing in the second month, with a maximum vegetation cover rate of 90%. Soil erosion can be reduced up to nearly 100% with light to heavy rainfall. Abstrak Masalah erosi di lereng Jalan Bebas Hambatan Manado–Bitung terjadi karena kemiringan lereng lebih besar dari 45 derajat dengan kondisi tanah yang rawan erosi. Upaya penanganan yang dapat dilakukan adalah dengan menggunakan teknologi hydroseeding, yang murah, ramah lingkungan, dan cepat dalam pelaksanaannya. Tetapi teknologi ini masih memiliki kekurangan bila diterapkan pada lereng dengan kemiringan yang lebih besar daripada 45 derajat, sehingga perlu dikombinasi dengan matras pengendali erosi yang berbahan organik. Tujuan studi ini adalah mengevaluasi kinerja penerapan teknologi hydroseeding yang dikombinasi dengan matras organik. Penelitian dilakukan melalui uji coba lapangan pada petak-petak percobaan yang telah disiapkan, dengan memanfaatkan biji-biji vegetasi colopogonium mucunoides, centrosoma pubescent, dan pueraria javanica, serta menggunakan matras organik. Hasil pengamatan menunjukkan bahwa, pada bulan pertama, proporsi penu-tupan oleh vegetasi colopogonium mucunoides mencapai 70% hingga 85%, oleh vegetasi centrosoma pubescent mencapai 75% hingga 80%, dan oleh vegetasi pueraria javanica mencapai 50% hingga 60%. Kualitas pertum-buhan ini semakin meningkat pada bulan kedua, dengan penutupan maksimal mencapai 90%. Erosi permukaan tanah dapat direduksi hingga mendekati 100% dengan curah hujan ringan sampai dengan berat. Kata-kata kunci: erosi; lereng jalan; hydroseeding; biji vegetasi; matras organik.

Abstract: Quality education can provide many benefits if implemented properly. To ensure the implementation of quality national education, in 2016 Indonesia began implementing a teacher and community empowerment program through KIAT Guru. The implementation of the KIAT program was not comprehensive in Indonesia, West Kalimantan and East Nusa Tenggara Provinces were chosen as the KIAT Guru working areas for the 2016-2019 period and have been extended to over the next several years. Using survey and literature methods, this paper aims to see the implementation of KIAT Guru in Golo Terong Catholic elementary schools. In general, the implementation has followed the design that has been developed although there are weaknesses that need to be fixed so that it can be implemented properly in the future. Now there are four fundamental changes to the implementation of KIAT Guru after the Covid-19 Pandemic but they can be overcome with a good work system arrangement. This study aims to determine the effect of the interaction of soil treatment methods and tofu liquid waste fertilizer on the growth and yield of soybean plants and get the best combination of treatments. This research was carried out at the University of Riau's Faculty of Agriculture's Technical Implementation Unit (UPT) for 4 months from April to July 2018. The study was conducted experimentally in a 3 x 4 factorial form arranged according to a completely randomized design (RAL). The first factor is the method of tillage consisting of three levels: no tillage (TOT), minimum tillage and perfect tillage. The second factor is the dose of tofu liquid waste consists of four levels: 0 ml.2m-2, 250ml.2m-2, 500 ml.2m-2 and 750 ml.2m-2. The parameters observed were plant height, flowering age, harvest age, number of pods per plant, number of pithy pods per plant, weight of 100 seeds and dry seed production. Soil processing can accelerate flowering age and harvest age, increase the number of pithy pods per plant and dry seed production of soybean plants. Tofu wastewater fertilizer can increase plant height, accelerate flowering age and weight of 100 soybean seeds. Keywords: tillage, tofu liquid waste, soybeans

This study aims to determine the implementation of vocational skills programs for mental disabilities in terms of context, input, process , and product . At the same time knowing the supporting and inhibiting factors for implementing vocational skills programs for mental disabilities in special schools. The design used is a holistic single-case study. The analysis technique used is Miles and Huberman's data analysis technique which consists of data reduction, presenting data and drawing conclusions/verification. Checking the validity of the data is done through triangulation of data/sources and triangulation of methods. The results of this study are in the form of an overview of the implementation of the vocational skills program for mental disabilities at Pembina SLB Malang in terms of context, input, process, and product aspects. As well as the supporting and inhibiting factors for its implementation.

Parent and teacher hold an important role in children's communication development. Both of them have a time to spend with the children, parent almost take a whole time with their children in the home while teacher has a mean time in the school. The method used is qualitative methods of case study research. Collecting the data, doing an interview, observing, and documenting was used as main instrument. The steps to do a data analysis was reducing data, presenting data, and drawing the conclusions. Meanwhile, the data validation used the triangulation technique (technique triangulation and source triangulation) and member check. It showed that parent and teacher’s effort were to provide a two-way communication stimulus in the end.

Abstract : The purpose of this study was to describe the prospect policy, forecast future policy, and compile policy recommendations of the elimination of “calistung” learning policies in the lower classes of elementary schools in Malang city. The method used in this study is descriptive qualitative. This study analyzed using the public policy prospective analysis theory from Dunn. This research in collecting data using interview techniques, and study reference. The key informant is the principal and additional informants namely the teacher and parents of students. The findings of the study are (1) The core of the substantive problem of policy is the problem of skills student and school curriculum; (2) The results of policy forecasting show the competitiveness of students towards “calistung” is slow; and (3) Policy recommendations made by the education authorities should immediately formulate policy guidelines, and schools can get around the “calistung” program by inserting on character building or educational games. Abstrak : Tujuan dari penelitian ini adalah untuk mendeskripsikan prospek kebijakan, meramalkan masa depan kebijakan, dan menyusun rekomendasi kebijakan penghapusan pembelajaran calistung pada kelas rendah sekolah dasar di kota Malang. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Penelitian ini melakukan analisis menggunakan teori analisis prospektif kebijakan publik dari Dunn. Penelitian ini dalam pengumpulan data menggunakan teknik wawancara, dan kajian kepustakaan. Key Informan yakni kepala sekolah dan informan tambahan yakni guru dan orang tua siswa. Temuan dari penelitianyakni (1) Inti permasalahan substantif kebijakan yaitu masalah kecakapan dan kurikulum sekolah; (2) Hasil peramalan kebijakan menunjukkan daya cakap siswa terhadap calistung lambat; dan (3) Rekomendasi kebijakan dilakukan dinas pendidikan seyogyanya segera menyusun panduan kebijakan, serta sekolah dapat menyiasati program calistung dengan menyisipkan pada pembinaan karakter atau permainan edukasi.

This study aims to analyze the management of inclusive education services in schools through self-awareness, motivation, and self-efficacy. This study uses a qualitative research method with a case study approach through interviews with principals and teachers at inclusive schools in Malang. Based on the study results, it is known that when school members have self-awareness and have high motivation to teach children with special needs, self-efficacy grows in teachers to provide inclusive education services that are according to crew needs. Management strengthening in schools that implement inclusive education is obtained through socialization, training, and policy provision.

Sebuah sekolah dikatakan inklusif ditandai dengan adanya anak berkebutuhan khusus di sekolah umum. Beberapa kota di Indonesia telah melaksanakan pendidikan inklusif dan mendapatkan hasil yang beragam dalam pelaksanaannya. Untuk memfasilitasi segala kebutuhan dan pelayanan anak berkebutuhan khusus maka sekolah perlu menambahkan guru pendamping khusus atau GPK. Guna mewujudkan suatu pendidikan inklusi yang ideal, ada beberapa aspek yang perlu dikelola dengan baik dan sungguh-sungguh, satu diantaranya adalah kompetensi dasar tenaga pendidik. Metode dalam penelitian ini adalah kualitatif deskriptif. Hasil penelitian yaitu terungkapnya beberapa kendala implementasi pendidikan inklusif dan gambaran pengetahuan profesional dari GPK di sekolah dasar inklusi kota Surabaya yang sesuai dengan kebutuhan tenaga pendidik di sekolah guna terciptanya pendidikan inklusi yang ideal.

Tujuan dari penelitian ini adalah untuk mengembangkan sebuah teknologi atau strategi yang dapat membantu cerebaral palsy yang memiliki kebutuhan komunikasi yang kompleks dalam mengekspresikan emosi, ide, dan pendapat serta untuk berinteraksi secara sosial. Metode yang digunakan adalah melakukan analisis tinjauan literature dari artikel yang terbit tahun 2007 sampai dengan 2020. Hasilnya menunjukkan bahwa strategi dan pengembangan teknologi bantu dapat berimplikasi positif dalam perkembangan komunikasi anak CP. Anak CP mencapai peningkatan keterampilan komunikasi yang efektif dan berdampak mampu menciptakan kualitas hidup yang lebih baik. Jadi, teknologi dan strategi harus mempertimbangkan kebutuhan, karakteristik, dan fungsionalitas sebagai prioritas utama untuk menjadi teknologi tepat guna bagi anak CP.
