Abstract

This study aims to analyze the implementation of supervision by the Notary Supervisory Board (MPW) of Central Java Province regarding the implementation of the notary professional code of ethics, as well as the obstacles and solutions encountered. The research method used is normative legal research with a statute approach and a case approach. Legal sources include laws and regulations, notary codes of ethics, ministerial regulations, and secondary literature in the form of books, journals, and scientific articles. The results of the study indicate that normatively, the regulations regarding notary supervision are adequate as stipulated in Law No. 30 of 2004 in conjunction with Law No. 2 of 2014 concerning the Position of Notary, the Regulation of the Minister of Law and Human Rights, and the Notary Code of Ethics. However, in practice, obstacles are still found, such as budget limitations, low notary compliance with summons, weak deterrent effects of sanctions, and overlapping authority with the Notary Honorary Council. Nevertheless, the MPW continues to strive to carry out supervision through coaching, routine inspections, and recommendations for sanctions. For more effective oversight, data synchronization, improved coordination between levels of the assembly, stricter enforcement of sanctions, and strengthening of preventive functions through professional ethics education and outreach are required. Thus, the MPW is expected to maintain notary integrity while providing better legal protection for the public.

Abstract

This study uses a qualitative case study method with three HL music students in the International Baccalaureate (IB) Diploma Programme. It aims to analyze the creative process of students who selected HL music out of interest but lacked prior musical theory or skills. The focus is on the Contemporary Music Maker HL Only assessment, where students produce a music composition. The composition process is analyzed using Jean Piaget's cognitive theory, particularly the stages of assimilation (integrating prior knowledge), accommodation (adapting to new knowledge), and equilibrium (balancing the two). The findings show that Piaget’s cognitive stages effectively guide students through the creative process. The quality of equilibrium each student achieves is reflected in their IB scores, demonstrating their ability to integrate and apply new knowledge. This study underscores the relevance of Piaget's cognitive theory as a foundation for developing creative skills in music education. It highlights the importance of understanding cognitive stages to support student learning in music composition. Further research is recommended to explore its application across different educational levels and cultural contexts.

Abstract

The development of Village-Owned Enterprises (VoE) has emerged as a strategic instrument in Indonesia's rural transformation. However, its effectiveness and success remain uneven. This study employed a mixed-methods approach, incorporating stakeholder analysis using the MACTOR (Matrix of Alliances and Conflicts, Tactics, Objectives, and Recommendations) method. Primary data were collected through in-depth interviews with ten actors representing the pentahelix collaboration, comprising government, academics, business sector, community, and media representatives. The analysis showed that government actors served as the main drivers. Pioneering VoEs and their communities still rely on external support, while advanced VoEs were more independent and influential. The most supported key objectives among actors were the improvement of managerial skills and the dissemination of best practices in VoE management, while green business initiatives still received limited attention. These findings confirm that the success of VoE development depends on institutional capacity and effective collaboration among actors involved in achieving village economic independence. They also highlight the importance of strengthening stakeholder collaboration to accelerate rural development by aligning economic empowerment with social welfare and environmental responsibility.

Abstract

This study aims to map the distribution of the open unemployment rate (TPT) in Java Island in 2024 and analyze the factors that influence it. Although Java Island is the center of national economic growth, the open unemployment rate in this region is still high and unevenly distributed. The spatial method employed to capture the impact of geographical dependence between areas, which has not been extensively disclosed in prior studies, is what makes this work new. This study utilizes cross-sectional secondary data from 119 districts/cities and is analyzed using classical regression and spatial regression (Spatial Error Model) through GeoDa software. The results show that the variables of district/city minimum wage (UMK), the labor force participation rate (TPAK), and the human development index (IPM) have a significant effect on the open unemployment rate (TPT), while economic growth (PE) and the ratio of the population living in poverty (KEMISKINAN) do not have a significant effect. The findings also indicate a strong spatial autocorrelation, suggesting that the unemployment condition in a region is influenced by its surrounding regions. This study concludes that unemployment in Java is more influenced by structural factors than macroeconomic growth. Therefore, unemployment reduction policies should be regional, focus on improving the quality of human resources, and consider spatial interrelationships between regions.

Abstract

This paper explores the use of the Game Development Life Cycle (GDLC) in creating a hybrid game that integrates visual novel storytelling with match-three puzzle mechanics. The visual novel emphasizes player decision-making and narrative immersion, while the puzzle element adds strategic challenges that propel the story. GDLC's structured phases facilitated efficient teamwork, resource management, and iterative testing throughout development. The findings highlight GDLC's effectiveness in merging diverse game genres, creating an engaging experience for varied audiences. Given the declining popularity of standalone puzzle games, this approach demonstrates how puzzle mechanics can enhance broader gameplay structures, enriching narrative flow and player engagement. The study also examines the challenges of combining visual novels and puzzles, alongside cultural considerations for addressing societal issues in Indonesia. This research underscores GDLC's potential for cross-genre innovation and invites future exploration into player-driven narratives and dynamic content in game design.

Abstract

Poverty is a specific problem so that programs that pay attention to spatial or demographic aspects are crucial to being able to create programs that are right on target in alleviating poverty. Apart from looking at demographic factors, we also analyze technological and institutional factors. This research aims to develop a Regional Poverty Mitigation Model in the province of East Kalimantan. This model is designed to provide a comprehensive framework for understanding and addressing poverty in the region. The focus of this research is specifically on the problem of poverty in the province of East Kalimantan. The data used in this study is the latest data from the 2021 Village Potential (Podes) of East Kalimantan province, which includes 1039 villages. The method used in this study is a quantitative analysis method using panel data which is then performed regression. The results show that geographical variables (regional areas and bordering the sea) have a negative and significant relationship to poverty in East Kalimantan, and technology has a positive and significant relationship to poverty in East Kalimantan. In addition, institutions (health and education) have a positive and significant relationship to poverty in East Kalimantan.

Abstract

The struggles of indigenous peoples in both New Zealand and Indonesia to gain legal recognition remain ongoing. This study focuses on two central aspects. Firstly, it examines the historical-legal journey of indigenous peoples in their quest for legal acknowledgment. Secondly, it makes a comparative analysis with New Zealand, highlighting the potential contributions that indigenous peoples can provide to their respective countries. The study follows a legal research methodology, linking existing issues with authoritative sources and real-world situations. The findings reveal that in New Zealand, indigenous peoples possess a legal standing, albeit not entirely comprehensive. Conversely, Indonesian regulations do not provide strong legal support for indigenous people's rights. Despite their limited rights, indigenous peoples in New Zealand have made significant contributions to the nation's development. Additionally, the article contends that given their fundamental role in the founding of the Indonesian State, it is time for indigenous peoples to receive proper recognition for their substantial contributions to the nation's development.DOI: https://doi.org/10.22304/pjih.v10n3.a3
