Abstract

Decentralization and regional autonomy are pivotal in reshaping Indonesia's governance, particularly in managing natural resources. In environmental law, regional autonomy empowers local governments to take a more active role in protecting and managing the environment by local characteristics. However, the exercise of this authority is not without its hurdles, including regulatory disharmony between the central and regional governments, institutional capacity constraints, and underdeveloped oversight and public participation systems. This study examines the opportunities and challenges that arise when implementing environmental law within the framework of regional autonomy, with a specific focus on regulatory, institutional, and participatory aspects. The methods employed are a legal-normative and empirical approach involving an analysis of legislation, scientific literature, and case studies in several natural resource-producing regions. The study findings underscore that decentralization paves the way for reinforcing regional roles. However, this potential has not been fully harnessed due to the lack of policy synchronization and implementation capacity. The strategic role of regions in environmental protection continues to be impeded by the dominance of central authority, particularly in the mining and forestry sectors. Therefore, it is recommended that regulations be harmonized across levels of government, human resource, and institutional capacity in regions be bolstered, and community participation mechanisms in environmental decision-making processes be fortified. With this strategy, environmental law can emerge as a tool for ecological justice firmly rooted in local autonomy, fostering inclusivity through community participation.

Abstract

This paper aims to examine the cascading impact of current conditions on the freedoms of expression and religious belief within Indonesia's online sphere, particularly amidst a rising trend of religious blasphemy cases. The dynamic nature of social interactions and discussions in cyberspace has fostered diverse interpretations influenced by subjective understandings of religion, often resulting in disputes of religious blasphemy. Employing a qualitative research method, the study analyses pertinent literary sources to provide insights into the practice of blasphemy laws and their detrimental effects on the freedoms of religion and expression. Indonesia, as a signatory of ICCPR and the Rabat Plan of Action, upholds constitutional guarantees of these freedoms. However, the current application of blasphemy regulations needs reform to better safeguard the rights of its citizens. By targeting laws that prohibit incitement to religious hatred, the legal framework can more effectively fulfill its primary objective of protecting people from discrimination and ensuring their dignity. This research underscores the urgency for Indonesia to recalibrate its approach to blasphemy laws, aligning them with international human rights standards. So that Indonesia can enhance its commitment to protecting freedom of expression and religious belief, fostering a more inclusive and rights-respecting environment for its diverse population.

Abstract

Article 2 of the Draft of the Criminal Code Law of 2015 provides a living law opportunity (adat law) in the community as the basis of criminal imposition or is also called the principle of material legality. However, the enactment of living law must be in accordance with the values of Pancasila, human rights and the principles of common law. In relation with the matter, there are three questions that need to be answered, i.e.: the legal expert's response to the addition of the living law in the Draft of the Criminal Code Law, living law requirements, preparation of regional  governments to welcome the application of the principle of material legality. Living law is needed to overcome the gap between the acts derived from the living laws conceived by the community rather than the criminal. However, in the Criminal Code, it is conceived as a crime. Living law should be in accordance with Pancasila, human rights and the principles of common law. For this reason, adat law community needs to revitalize the laws, and, the regional governments should actualize the living laws with their regional regulations afterwards. Keywords: living law, the principle of material legality, revitalization, actualization

Abstract

Penelitian ini bertujuan untuk mengkaji pengaruh variabel kecukupan modal, kualitas aset, dan efisiensi operasional Bank Umum Syariah menggabungkan variabel Dewan Pengawas Syariah sebagai moderasi. Penelitian ini melibatkan seluruh Bank Umum Syariah di Indonesia sebagai populasi dan sampel, dengan total 11 bank yang dipilih melalui metode Purposive Sampling. Data dianalisis menggunakan regresi berganda dengan data panel. Hasil penelitian menunjukkan bahwa, DPS mampu memperkuat keterhubungan antara modal dan kinerja bank, serta mengurangi efek negatif dari biaya operasional terhadap profitabilitas bank syariah. Akan tetapi, dalam manajemen aset, peran DPS belum menunjukkan hasil yang signifikan pada Bank Umum Syariah di Indonesia. This study aims to examine the influence of capital adequacy, asset quality, and operational efficiency variables of Islamic Commercial Banks combining the Sharia Supervisory Board variable as a moderation. This study involved all Islamic Commercial Banks in Indonesia as the population and sample, with a total of 11 banks selected through the Purposive Sampling method. The data were analyzed using multiple regression with panel data. The results of the study indicate that DPS is able to strengthen the relationship between capital and bank performance, as well as reduce the negative effects of operational costs on the profitability of Islamic banks. However, in asset management, the role of DPS has not shown significant results in Islamic Commercial Banks in Indonesia.

Abstract

The rapid growth of the automotive, manufacturing, and heavy-duty industries has increased lubricant demand, particularly lithium-based grease. However, due to supply constraints and rising costs, calcium is a more sustainable substitute for lithium in lubricants. This study develops heavy-duty bio grease based on palm oil estolide with calcium sulfo-oleate as a more economical and eco-friendlier alternative. The research adopts a pilot-scale approach with a 36 tons/year production capacity, aligned with Micro, Small, and Medium Enterprises (MSMEs). The product, heavy-duty bio grease Calcium Sulfo-Ole, uses Estolide Base Oil SAE 40 as the primary component. The process includes epoxidation, esterification, saponification, and formulation. Testing confirms that the ester-based oil has high viscosity and oxidative stability, making it suitable for NLGI 2 standard applications in heavy machinery. Economic analysis indicates strong viability, with a positive Net Present Value (NPV) of Rp1.3 billion over 10 years, Internal Rate of Return (IRR) of 13%, and Return on Investment (ROI) of 206%. The Break-Even Point (BEP) reached 83% capacity, proving feasibility. This bio grease reduces reliance on lithium-based lubricants while promoting sustainable, plant-based lubricants.

Abstract

This study aims to describe the types of spelling errors that frequently occur in official letters written at the Kebanggan Village Office, Moga District, Pemalang Regency. This study uses a qualitative approach and descriptive methods. The data in this study are written data in the form of spelling errors, including capitalization errors, word misspellings, punctuation errors, and loanword errors. The data sources used in this study were official letter documents prepared by the Kebanggan Village officials, Moga District, Pemalang Regency. The technique used in this study was observation and note-taking. The data analysis techniques included data preparation, data reduction, data presentation, and conclusion drawing. The results of this study indicate that eleven types of spelling errors were found in official letters written at the Kebanggan Village Office, Moga District, Pemalang Regency. First, there were five capitalization errors. Second, there was one word misspelling. Third, there were four punctuation errors. Fourth, there was one loanword error. ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan bentuk kesalahan ejaan yang sering muncul dalam penulisan surat resmi di Kantor Desa Kebanggan, Kecamatan Moga, Kabupaten Pemalang. Jenis penelitian ini yaitu menggunakan pendekatan kualitatif dan metode deskriptif. Data dalam penelitian ini yaitu data tertulis yang berupa kesalahan ejaan yakni mencakup kesalahan penulisan huruf kapital, kesalahan penulisan kata, kesalahan penulisan tanda baca, dan kesalahan penulisan serapan. Sumber data yang digunakan dalam penelitian ini berupa dokumen surat resmi yang dibuat oleh perangkat Desa Kebanggan, Kecamatan Moga, Kabupaten Pemalang. Teknik yang dilakukan dalam penelitian adalah teknik simak dan catat. Teknik analisis data yang dilakukan terdiri dari tahap penyediaan data, tahap reduksi data, tahap penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa dalam penulisan surat resmi di Kantor Desa Kebanggan, Kecamatan Moga, Kabupaten Pemalang terdapat sebelas bentuk kesalahan ejaan. Pertama, terdapat lima data kesalahan penulisan huruf kapital. Kedua, terdapat satu data kesalahan penulisan kata. Ketiga, terdapat empat data kesalahan penggunaan tanda baca. Keempat, terdapat satu data kesalahan penulisan serapan.

Abstract

Online shopping platforms have reshaped consumer behavior, prompting companies to adopt interactive and experience-based promotional strategies. This study aimed to analyze the influence of content marketing and online customer reviews on consumer purchase intentions for Indomilk Durian Musang King products on TikTok Shop, focusing on consumers in Babelan District. Using a quantitative survey method, data were collected from 110 respondents who had purchased Indomilk and seen advertisements for the Durian Musang King variant. Multiple linear regression was used for data analysis. The findings revealed that content marketing (X1) had a positive and significant partial effect on purchase intention by 50.3%, while online customer reviews (X2) had a stronger positive effect of 66.8%. Simultaneously, both variables influenced purchase intention (Y) by 67.8%, with the remaining 32.2% attributed to other factors not studied, such as price, product quality, and brand image. These results highlight the strong role of digital engagement in driving consumer decisions.

Abstract

This research aims to develop an Augmented Reality media-based module with learning the Pancasila Student Profile Strengthening Project that is feasible and effective for fourth-grade students in elementary schools. This research starts by examining the demands and traits of the prospective audience, then continues with the design of a module that utilizes AR technology to provide a more dynamic learning experience. This study employed the research and development method with the ADDIE model, which consists of five main stages: analysis, design, development, implementation, and evaluation. The data analysis techniques employed included qualitative and quantitative descriptive approaches. Qualitative data were obtained from observations of the implementation of the teaching module, while quantitative data were obtained from assessments by content experts and material experts, as well as from questionnaires. The results indicated that the media expert validation reached a percentage of 90.97%, and material experts reached 85.00%, both of which fall into the 'excellent' category. Therefore, the media was deemed suitable for use in learning. The field trial involved 60 students. The results showed that in the small group trial, the media obtained a percentage value of 90.63%, categorized as 'excellent', while in the large group trial, it obtained a percentage value of 92.73%, also categorized as 'excellent'. Based on the feasibility and effectiveness evaluations, the module is suitable and effective for use by fourth-grade students of SD Negeri Tualang Cut Aceh Tamiang. Thus, the AR-based module is an innovation that can enhance the quality of learning by making content dynamic and interactive.

Abstract

Rhynchophorus spp. has been observed to be a potential pest in oil palm plantations in Indonesia. Rhynchophorus spp. has been reported to have attacked oil palm in Kalimantan and Papua, but reports regarding attacks by Rhynchophorus spp. in Sumatra have not been updated. Riau is the biggest producer of crude palm oil. This study aims to investigate Rhynchophorus spp. at oil palms in Siak, Riau. The study was conducted in the smallholder area of the Kerincikanan region. The study used survey methods to observe the symptoms of oil palms infested by Rhynchophorus spp. Pheromone aggregate traps were also used to capture Rhynchophorus spp. The results showed that after tree felling, two oil palms were positively infested by Rhynchophorus spp. Both the oil palms exhibited characteristic symptoms, including a collapsing crown, no visible injury or fungal infections in the stem, some leaves were still green, while others were dry. While, other eight oil palms were suspected to be infested by Rhynchoporus spp. Based on morphological characters, it was shown that Rhynchophorus spp. captured was R. vulneratus. These results suggest that oil palm plantations in the studied area should increase their awareness of the palm weevil's attack and implement mitigation approaches to mitigate further impacts.

Abstract

Complex combinatorial optimization problems that must meet various hard constraints and soft constraints occur in lecture scheduling. A feasible and high-quality schedule in limited computing time is often difficult to produce using conventional methods. In this study, a hybrid optimization model is proposed that combines Ant Colony Optimization (ACO) and Particle Swarm Optimization (PSO), the aim of which is to improve solution quality and convergence speed. In this model, ACO builds solutions based on pheromone intensity and heuristic information, while PSO is used to dynamically adjust ACO parameters through learning from individual and global search experiences. The model is implemented using MATLAB R2023b and tested on real data involving 10 courses, 4 classrooms, and 6 time slots per day. The ACO+PSO approach is significantly able to reduce the penalty value. This approach reflects better fulfillment of constraints and is the result of experiments obtained. Compared to pure ACO, the hybrid method shows more consistent and stable performance in various trials. Visualization of parameter convergence also strengthens the effectiveness of this hybrid approach in finding the optimal parameter configuration. This research contributes to the development of an intelligent lecture scheduling system that is adaptive and aligned with institutional policies.
