Abstract

Termarginalkannya kelembagaan penyuluhan sejalan dengan diterbitkanya Undang-undang No. 23 Tahun 2014 tentang pemerintah daerah berpotensi pada melemahnya kinerja penyuluh dan kapasitasnya. Kehandalan penyuluh berkaiatan erat dengan tingkat kapasitasnya. Masalah di lapangan adalah melemahnya kepuasan petani terhadap kegiatan penyuluhan pertanian. Provinsi Lampung di era pembubaran kelembagaan penyuluhan ditingkat kabupaten dan provinsi, hal ini menyebabkan melemahnya penyuluh dan lemahnya komitmen terhadap pembiayaan penyuluhan. Tujuan dari penelitian ini adalah untuk menganalisis hubungan tingat kapasitas penyuluh dengan kepuasan petani. Penelitian ini merupakan penelitian eksplanatori dengan menggunakan pendekatan kuantitatif dan didukung informasi kualitatif. Penelitian dilaksanakan di Provinsi Lampung dengan responden sebanyak 355 penyuluh dan 355 petani binaan. Metode skoring digunakan untuk pengukuran tingkat kapasitas penyuluh dengan indikator berdasarkan fungsi penyuluhan yang tertuang dalam Undang-undang No. 16 Tahun 2006. Terdapat perbedaan yang nyata antara karekteritik penyuluh PNS dan penyuluh THL. Tingkat kapasitas penyuluh pertanian di Provinsi Lampung berada pada kategori sedang cenderung rendah demikian halnya dengan kepuasan petani akan kegiatan penyuluhan masih rendah. Tingkat kapasitas penyuluh berhubungan sangat nyata dengan kepuasan petani terhadap kegiatan penyuluhan. Sejalan dengan hilangnya kelembagaan penyuluhan di tingkat kabupaten dan provinsi berarti melemahnya kapasitas penyuluh berdampak nyata pada melemahnya kepuasan petani.

Abstract

Pengembangan masyarakat dan kawasan transmigrasi seharusnya dirancang dalam kerangka untuk menjadikan masyarakat transmigrasi berdaya dalam menjalankan kegiatan usahanya, sehingga tercapai kesejahteraan. Keberdayaan merupakan unsur dasar yang memungkinkan suatu masyarakat dapat bertahan dalam mengembangkan diri untuk mencapai kemajuan. Tujuan penelitian adalah menganalisis tingkat keberdayaan transmigran dalam berusaha tani dan faktor-faktor yang dominan memengaruhi keberdayaan transmigran dalam berusaha tani. Penelitian dilakukan mulai Mei 2016 sampai Januari 2017. Jumlah populasi adalah 3.537 rumah tangga transmigran. Besarnya sampel dalam penelitian ini ditentukan dengan menggunakan rumus Slovin. Jumlah sampel sebanyak 359 responden. Penarikan sampel secara acak berstrata (stratified random sampling). Data penelitian terdiri dari data primer dan data sekunder. Data primer diperoleh melalui wawancara terstruktur, wawancara mendalam, dan pengamatan di lapangan. Pengaruh antar peubah, diuji menggunakan SEM (Structural Equation Modelling). Hasil penelitian menemukan bahwa tingkat keberdayaan transmigran dalam berusaha tani dalam kategori rendah. Faktor yang berpengaruh terhadap keberdayaan adalah ketersediaan faktor pendukung, dukungan lingkungan sosial budaya, kegiatan penyuluhan, pelatihan calon transmigran, dan karakteristik individu transmigran.

Abstract

Cocoa is a pre-eminent commodity in Indonesia after oil palm and rubber. However, there has not been much improvement in production due to the lack of technological improvement and lack of extension support in increasing the competence of cocoa farmers. This study aims to: (1) analyze the characteristics of cocoa farmers, extension roles, and competence of cocoa farmers, (2) to analyze the effect of farmer characteristics and extension service role on cocoa farmers competency level, (3) analyze the extension approach in improving farmers’ competence. The study was conducted in four districts in Central Sulawesi Province, namely Poso, Sigi, North Morowali and Donggala districts. Cluster random sampling technique was applied with relatively advanced and less developed village clusters in each district. The total research samples were 380. Data were analyzed using Structural Equation Modeling(SEM). The results show that the level of competence of low cocoa farmers is caused by the weakness to cosmopolitan. In addition, the low competence is due to the weak role of extension personal as communicator, advisor, dynamics role, motivator, organizer, and educator. Efforts to increase farmer's competence require their cosmopolitan improvement and extension personal roles as communicators, advisors, motivators, organizers, educators and dynamic role.

Abstract

Rendahnya kapasitas penyuluh swadaya menyebabkan fungsinya dalam memberdayakan petani cenderung tergantung penyuluh pemerintah (PNS/THL-TBPP), dan sebagian besar organisasi yang di bina oleh penyuluh swadaya berbasis bantuan pemerintah yang keberlanjutannya selalu tergantung terhadap jangka waktu pelaksanaan program. Penelitian ini bertujuan untuk menganalisis tingkat kapasitas dan kemandirian penyuluh swadaya serta faktor yang berpengaruh terhadap kapasitas dan kemandiriannya. Penelitian ini menggunakan desain survei dengan teknik pengambilan sampel cluster random sampling, diperoleh 224 responden yang mewakili penyuluh swadaya di empat kabupaten (Bogor, Karawang, Majalengka dan Sukabumi) di Jawa Barat. Data dikumpulkan melalui kuesioner dan wawancara mendalam. Pengolahan data menggunakan teknik deskriptif dan path analysis. Hasil penelitian menunjukkan penyuluh swadaya memiliki tingkat kapasitas yang baik dalam pemberdayaan petani. Penyuluh swadaya juga memiliki tingkat kemandirian dalam kategori tinggi. Hal ini menunjukkan bahwa penyuluh swadaya memiliki inisiatif dan kemauan keras untuk mewujudkan harapannya (daya saing), mampu bekerja sama dengan pihak lain dalam kedudukan yang setara (daya sanding), dan mempunyai daya saring yang tinggi dalam menetapkan pilihan tindakan terbaik bagi kegiatan pemberdayaan petani. Faktor yang memiliki pengaruh positif terhadap kemandirian penyuluh swadaya adalah modal sosial masyarakat yang memberikan kontribusi tinggi, dan diikuti secara berurutan oleh factor usia, akses terhadap teknologi informasi, akses sumber informasi konvensional, dan tingkat pendidikan formal yang di dukung oleh adanya peningkatan kapasitas individu penyuluh swadaya.

Abstract

Investments in large companies engaged in natural resource management have the potential to cause conflict, which requires an alternative model of conflict potential management. This study aims to analyze the development of creative social energy as an alternative to managing potential conflicts through empowering community food security. This study uses a participatory action study method for community empowerment and cybernetic triangulation methods in extracting data. Communities in the company's operational Ring1 area carried out community empowerment efforts by placing extension workers as community assistants. The results of the study show that community empowerment through a participatory extension approach is effective in supporting the realization of community welfare through increased income. Participatory community empowerment is effective in developing creative social energy. There is a close relationship between community empowerment and strengthening creative social energy and increasing the ecological adaptation capacity of society to the dynamics of environmental change. The ecological adaptation capacity of the community develops in line with the level of community empowerment. Community empowerment through effective participatory counseling is a model for managing potential conflicts in CSR programs. Extension workers with participatory community empowerment competencies are a key factor in the success of community empowerment.

Abstract

Farmer regeneration is a solution to the declining number of farmers. The research aims to analyze descriptively agribusiness activities, entrepreneurial capacity, the role of agricultural extension workers, government support, family, community, market and characteristics, and analyze the factors that influence the entrepreneurial capacity and agribusiness activities of young farmers. Data collection through interviews using research instruments. The instrument was in the form of a valid and reliable questionnaire. Data analysis was performed descriptively and inferentially using Structural Equation Models (SEM). The results found that young farmers had a better education than adult farmers, most of whom had not yet received training and apprenticeships, had access to Information and Communication Technology (ICT), perceptions of agricultural businesses were in the medium category but the motivation was still low. Likewise, young farmers receive external support, the role of agricultural extension workers is still low and has the capacity and agribusiness activities in the low category. Developing entrepreneurial capacity can be done by strengthening the characteristics of young farmers and the role of agricultural extension workers. The characteristics of young farmers are reflected through formal education, access to ICT, perception, and motivation. The role of the agricultural instructor is reflected as a facilitator, communicator, motivator, and consultant. Strengthening the agribusiness activities of young farmers can be done through their entrepreneurial capacity by increasing the ability of adaptation, leadership, ability to manage businesses, cooperation, and the role of agricultural extension workers as facilitators, communicators, motivators, and consultants. Agribusiness activities of young farmers can also be increased by strengthening external support including support from government, families, communities, and markets.

Abstract

The weak independence of farmers in managing farming is characterized by weak levels of farmer production and selling prices that are still determined by market conditions. The information sources owned by farmers are not strong enough to help farmers in analyzing problems faced by farmers ranging from land preparation, cultivation, harvesting to post-harvest. Therefore, the study aimed to look at the influence of agricultural information sources on the support of the institutional environment of farmers on the independence of farmers. This research used a quantitative approach with survey methods in Ogan Ilir Districts and Banyuasin Districts, South Sumatera Province. This study used a sample of 294 farmers who joined farmer groups. This research showed that the weak source of information used by farmers and the low support of the institutional environment results in the farmers' independence being quite weak. Farmers have not been able to build competitiveness, filter and partnership in the scope of their lives up to farmer groups. The independent model of farmers was able to explain 91% of sources of information and institutional environment support. Therefore, it was necessary to strengthen accurate, correct, in-depth information and adapt it to local site conditions.

Abstract

The independence of learning based on e-learning needs to be owned by extension workers in order to be able to increase their insight and knowledge through accessibility to learning resources from the internet, which is expected to increase their capacity as extension workers. The research objectives are to analyze the factors affecting capacity and independent learning of extension workers through e-learning and to build a strategy to increase the independent learning of extension workers through e-learning. The study was conducted in Cianjur and Bogor Districts, and in the learning area of ​​Universitas Terbuka 2019. Respondents are 96 extension workers who take studying at UT in 2019 through census techniques, and 160 extension workers in Bogor and Cianjur Districts who were assigned cluster random sampling. The results show that the dominant factors affecting the capacity and the independent learning of extension workers through e-learning are: the level of ICT utilization and environmental factors. Strategies to strengthen the independent learning of extension workers are: (1) utilizing extension institutions in increasing training and extension activities through the use of ICT, (2) maintaining the facilitation of supporting facilities for extension workers learning through e-learning, (3)Improving the reward system for outstanding extension workers, (4) Increasing the strengthening of the quality and service of the cyber extension website as a reference for extension workers in carrying out the independent learning process, and (5) Providing various communication spaces in a well-managed network. Abstract

Tjondronegoro's concept of sodality is gaining momentum to be applied in a broader context. Sodality is relevant to participatory approaches in community development, extension/empowerment, and development communication. This study aims to answer how the role of sodality is in the empowerment of peri-urban communities from communication and extension development sciences. This research method uses a participatory action study by placing the researcher to live with the community. Sodality can be interpreted as the life force of a unique community unit. However, without any family relationship, they are bound by a synergy of interest relations without eliminating the primary relationship. In the context of empowerment, the bonds in sodality are colored more with interest in achieving life necessities among community members. Thus, in peri-urban communities, sodality is closer to the meaning of social capital, which effectively strengthens the community's efforts to live a life together, both with internal and external parties. The Tjondronegoro version of the concept of sodality in the current era is not only for the smallest community unit in the community territory, but it can be strengthened by the meaning of a synergy of interests in meeting the needs of a community.

Abstract

Indonesia is one of the richnest country in biodiversity, including the higest of diversity of agriculture genetic resources. Tugutil society is one ethnic in halmahera which have well knowledges in used of genetic resouces. Indigenous knowledges on genetic resources of agriculture by tugutil in Wasile, Halmahera is presented. 149 sources of They have been used 149 agricultural and medicinal genetic resources. There are 100 genetic resources of agriculture crop (71 species) they used for sources of primary food, secondary food like fruit, vegetables, etc.) and 49 plant medicinal genetic resources (45 species). Tugutil society has knowledge about how they wise used the genetic resources like not over exploited, local wisdom to conservation their genetic resources from destruction.
