Abstract

Abstract. Sembako programme is a government programme in reducing poverty, in practice the sembako programme often faces problems, one of which is target accuracy. The inaccuracy of targeting in the sembakoprogramme often results in food assistance that is not appropriate and does not touch the people who really need it, thus hampering the success of the programme. Therefore, this study analysed the Sembako program in Rangkasbitung Sub-district with a focus on the accuracy of targeting using the Logical Framework Approach (LFA). The main objectives of this study were to find the problems of targeting for the Sembako program and to make an improvement plan to improve the accuracy of the targeting of the Sembako program. The results showed that targeting accuracy in the kecamatan was affected by low data quality and weak verification. To ensure that the targeting accuracy is met, this study suggests creating clearer poverty indicators and training human resources. There is also a need for updated and connected data. The results of this study are expected to have an impact on the improvement of the Sembako programme so that it can target the people who really need it. Keywords: Sembako Program, Targeting Accuracy, Logical Framework Approach (LFA), Data Quality, Verification, Human Resources (HR). Abstrak. Program sembako merupakan program pemerintah dalam mengurangi kemiskinan pada praktiknya program sembako sering menghadapi masalah salah satunya adalah ketepatan sasaran. Ketidaktepatan sasaran dalam program sembako sering kali mengakibatkan bantuan sembako tidak tepat guna dan tidak menyentuh masyarakat yang benar-benar membutuhkan sehingga menghambat keberhasilan program. Oleh karena itu Penelitian ini menganalisis program Sembako di Kecamatan Rangkasbitung dengan fokus pada ketepatan sasaran menggunakan pendekatan Logical Framework Approach (LFA). tujuan utama penelitian ini adalah untuk menemukan masalah tepat sasaran untuk program Sembako dan untuk membuat rencana perbaikan untuk meningkatkan ketepatan sasaran program Sembako. Hasil penelitian menunjukkan bahwa ketepatan sasaran di kecamatan dipengaruhi oleh kualitas data yang rendah dan verifikasi yang lemah. Untuk memastikan tepat sasaran terpenuhi, penelitian ini menyarankan pembuatan indikator kemiskinan yang lebih jelas serta pelatihan sumber daya manusia. Selain itu diperlukan juga penyempurnaan data yang diperbarui dan terkoneksi. Hasil penelitian ini diharapkan dapat berdampak pada perbaikan program Sembako yang tepat sasaran sehingga sembako dapat menyasar masyarakat yang benar-benar membutuhkan. Kata Kunci: Program Sembako, Ketepatan Sasaran, Logical Framework Approach (LFA), Kualitas Data, Verifikasi, Sumber Daya Manusia (SDM).

Abstract

This study aims to analyze the communication strategy of the agricultural insurance program in the South Kalimantan region to create superior and independent farmers. This communication strategy can contribute to existing development programs in the South Kalimantan region. This research used qualitative methods with SWOT and TOWS analysis techniques. Data collection techniques were open interviews, focus group discussions (FGD), and field observations (research locations and district level). The results of the study showed that agricultural insurance in the South Kalimantan region had obstacles that occurred in the field, many farmers needed help understanding and were not interested in participating in this rice farming insurance. First, the analysis of the agricultural insurance communication strategy in the SWOT analysis in the South Kalimantan region was to increase the quality capacity of government human resources in the field by providing socialization technical training and involving opinion leaders, groups, and village governments in disseminating information. Second, the communication strategy in the TOWS analysis was to optimize the existing social capital in the community, form an information centers at the village level, add variety and diversity in the methods of conveying information by extension workers and Jasindo officers and provide a variety of media sources of information, especially social media, and internet. The agricultural insurance communication strategis important to policymakers in implementing development programs.

Abstract

Abstract. Subak as Bali Civilization Fortress. The degradation of nature has potential to weaken the harmony between humans and their environment in a number of subak. Subak culture is only effective at the level of the superstructure, but the level of implementation is that subak have begun to be degraded due to land conversion, transfer of professions, poor economies, and young people who do not want to continue subak tradition. The purpose of this research is to see the existence of subak civilization then creates the policy strategy to develop Subak’s role as an ecological civilization tourism destination. The effectiveness method was used to see the existence of subak and AWOT Method as subak developing strategy to an ecoculture-tourism. Based on the results of effectiveness analysis and AWOT, it shows that subak culture as Bali civilization at the superstructure level is still exists and strong. However, at implementation level, there had been a weakening especially in urban areas. The implementation and preservation of the Sarbagita community based on the three components study was quite effective even for the superstructure component into a very effective category with an effectiveness value of 83.84%. So the components of the superstructure need to be maintained as a fortress of civilization in Sarbagita. However, the components of the social structure and infrastructure had quite low values, which are 59.55 percent and 50.32 percent respectively, which was included in the effective category but located in critical value. So it needs to improve level of social structure and infrastructure so that the three components of the subak civilization run effectively. Keywords: AWOT, subak civilization, effectiveness Abstrak. Degradasi alam berpotensi melemahkan harmonisasi antara manusia dan lingkungannya di sejumlah subak. Budaya subak hanya efektif pada tingkat suprastruktur, tetapi dalam implementasinya subak telah mulai terdegradasi karena konversi lahan, pengalihan profesi, ekonomi miskin, dan kaum muda yang tidak ingin melanjutkannya. Tujuan penelitian ini adalah untuk melihat keberadaan peradaban subak, kemudian strategi kebijakan dalam mengembangkan peran subak sebagai tujuan wisata peradaban ekologis. Metode efektivitas digunakan untuk melihat keberadaan subak dan metode AWOT sebagai strategi pengembangan subak untuk wisata peradaban ekologi. Berdasarkan hasil analisis efektifitas dan AWOT menunjukkan bahwa budaya subak sebagai peradaban Bali di tingkat suprastruktur masih ada dan kuat. Namun, pada level implementasi telah terjadi pelemahan, terutama di daerah perkotaan. Pelaksanaan dan pelestarian masyarakat Sarbagita berdasarkan tiga komponen (sebutkan komponennya) yang diteliti efektif bahkan untuk komponen superstruktur masuk kedalam kategori sangat efektif dengan nilai efektivitas sebesar 83.84%. Sehingga komponen superstruktur perlu dipertahankan sebagai benteng peradaban di Sarbagita. Namun untuk komponen struktur sosial dan infrastruktur mempunyai nilai cukup rendah yaitu berturut-turut 59.55 persen dan 50.32 persen yang termasuk dalam kategori efektif tetapi berada pada titik kritis. Sehingga perlu dilakukan perbaikan pada tataran struktur sosial dan infrastruktur agar ketiga komponen peradaban subak berjalan efektif. Kata Kunci: AWOT, peradaban subak, efektivitas

Abstract

Penyuluh sosial memiliki peran penting dalam pembangunan kesejahteraan sosial, yaitu sebagai komunikator, informan, motivator, serta edukator.Tuntutan transformasi digital saat ini memberikan pengaruh kepada kebutuhan kompetensi yang berkaitan dengan teknologi informasi dan komunikasi digital.Tingkat kompetensi komunikasi inovatif diukur melalui indikator tingkat literasi digital, kemampuan berempati, dan kemampuan komunikasi partisipatif. Karakteristik individu, faktor belajar, tingkat pemahaman peran, lingkungan kerja dan tingkat pemanfaatan Teknologi Informasi dan Komunikasi (TIK) akan memengaruhi kompetensi komunikasi inovatif penyuluh sosial.Penelitian ini bertujuan menganalisis faktor-faktor yang memengaruhi tingkat kompetensi komunikasi inovatif penyuluh sosial.Pengambilan data dilaksanakan pada bulan Januari 2023 melalui sensus secara daring kepada Pejabat Fungsional Penyuluh Sosial di seluruh Indonesia.Jumlah penyuluh sosial yang berpartisipasi dalam penelitian ini mencapai 279 orang responden.Instrumen penelitian berupa kuesioner pertanyaan dan pernyataan menggunakan aplikasi digital Google Forms dengan tautan yang disebar melalui WhatsApp.Data diolah menggunakan analisis regresi linear Ordinary Least Square (OLS) Berganda.Hasil penelitian menunjukkan bahwa tingkat kompetensi komunikasi inovatif penyuluh sosial berada dalam kategori sedang dengan skor 54,5. Faktor belajar, tingkat pemahaman peran dan tingkat pemanfaatan TIK mempunyai pengaruh yang bermakna terhadap tingkat kompetensi komunikasi inovatif penyuluh sosial.

Abstract

This research was conducted referring to the theoretical elements of development communication, while the practical techniques used were not considered. The purpose of this study is to describe the conditions and problems faced by the community in Timor Tengah Selatan Regency (TTS), especially those who carry out people's weaving business and analyze the development communication that occurs in the TTS Regency community. Qualitative methods are used to interpret real-world social problems, including people's behavior, perceptions, and experiences. This study used secondary data. Researchers use dissertations, scientific journals, the internet, and data from related agencies to gather this data. Furthermore, the authors conducted direct interviews with a group of people's weaving craftsmen under the guidance of the Department of Trade, Industry, Cooperatives, and SMEs in the TTS Regency. This study found that development communication in an area has not yet led to empowerment. On the other hand, the dynamics of power between the elderly and the younger generation will continue to be a hallmark of society. Therefore, development communication must be carried out to facilitate the communication structure of different local cultures, and to encourage empowerment not only for parents but also for the younger generation.

Abstract

Agrarian conflicts in Indramayu between the Indramayu Farmers' Union (STI) and Perum Perhutani are complex issues that involve various parties and different interests related to agricultural land. This research aims to analyze conflict resolution using a communication approach. This study employs a constructive paradigm with a qualitative content analysis method. The research highlights critical strategies, including accurate understanding and effective information dissemination. An in-depth understanding of ownership rights, laws, and regulations is necessary for all parties. Information dissemination through various communication channels, such as open meetings, workshops, and social media, helps reduce misunderstandings and improve transparency. They were second, creating a space for dialogue and active participation of involved parties. Dialogue spaces allow parties to speak openly, listen to perspectives, and seek solutions by involving STI, Perum Perhutani, the government, law enforcement agencies, NGOs, academics, and the community. The creation of dialogue spaces should be inclusive. Furthermore, negotiation and mediation approaches help reach a middle ground. Negotiation allows parties to discuss differences and find mutually beneficial agreements. Mediation, involving a neutral third party, facilitates dialogue and finds solutions acceptable to all parties. This approach focuses on collaboration for sustainable resolution. Finally, a holistic approach involves legal clarification, community empowerment, livelihood diversification, and improved communication. Conflict resolution considers social, cultural, and economic aspects. A combination of conflict resolution strategies can address agrarian conflicts in Indramayu, leading to harmonious agricultural land management and promoting the parties' well-being.

Abstract

The presence of development journalists is needed to criticize, study, evaluate, and report on the relevance of development projects. The press, as the fourth pillar of democracy, has a very crucial role in conveying criticism. The research aims to analyze the influence of society's information needs (X1), politics (X2), and government (X3) on the quality of development messages (Y1) and news (Y2). The research methodology uses a mixed-methods approach with a sequential explanation strategy. The  research population covers  television news viewers and observers. The research sample consisted of 110 respondents who were viewers and observers of news broadcasts in mainstream media. The research results show: (1) there is a significant influence between the information need variable based on the community perspective (X1) on the quality of development messages (Y1); (2) there is no significant influence between the variable information needs based on the perspective of the business world (X2), politics (X3), and government (X4) on news quality (Y2), but there is an influence of public information needs (X1) on news quality (Y2). Based on information from press representative institutions, there was a decline in quality caused by: (1) complaints of violations from the Indonesian Broadcasting Institution; (2) less attractive news packaging; (4) social media competition; (5) in-depth news analysis; (6) intervention from stakeholders; (7) lack of cross-sectoral support; and (8) the small compensation received by journalists. In conclusion, information needs based on society's perspective do not influence the quality of development messages but do influence the quality of news.

Abstract

The purpose of this research is to describe the conditions and problems faced by the people in South Central Timor (TTS) Regency, especially those who do people's weaving businesses and to analyze the development communication that occurs in the weaving group assisted by the Trade, Industry and MSME Office of TTS Regency. This study uses a qualitative method with an interpretive approach. Furthermore, the author conducted direct interviews with a group of people's weaving craftsmen under the auspices of the Department of Trade, Industry, Cooperatives and SMEs in TTS Regency. This study found that development communication in an area has not led to empowerment. On the other hand, power dynamics between parents and young people will continue to be a feature of a society. Therefore, development communication must be carried out to facilitate different local cultural communication structures, in order to encourage empowerment not only for parents but also for the younger generation.

Abstract

The rural communities living around the National Park are generally farmers. They are less empowered and classified as poor. This is due to the relatively low capacity of farmers. In order to be more empowered, the farmers need to improve their capacity. This study aimed to analyze the factors that directly and indirectly affect the capacity building of agroforestry farmers around the National Park. This study was conducted in Kuningan and Majalengka districts of West Java Province for four months, from July to October 2017. Sampling technique used was random sampling with cluster location was agroforestry Forest Farmer Group (FFG) in the buffer zone of Gunung Ciremai National Park. The sample size was 310 members of agroforestry Forest Farmer Group. The results showed that the capacity of agroforestry farmers around the National Park was low. This is due to the low level of formal education, farming experience, cosmopolitan level, and narrow farmland of farmers. It is also caused by low environmental support factors (economic accessibility, ecological conditions, FFG role) and low participation of farmers in agroforestry both economically and socially.

Abstract

Situ Gede is an ecotourism destination in Bogor City that combines the attractions of a lake ecosystem and a forest. Situ Gede ecotourism is a community-based ecotourism site managed by the Local Kelompok Sadar Wisata (Pokdarwis) Situ Gede. Communication interactions within Pokdarwis generate various fantasy themes, which then form symbolic convergence (Bormann, Cragan, & Shields, 2001). These fantasy themes flow through both offline and online communication via WhatsApp group. This research aims to understand how the fantasy themes formed within Pokdarwis Situ Gede relate to the principles of ecotourism development. This study is qualitative, employing several methods, including virtual ethnography, observation, and interviews. The findings reveal that the rhetorical vision of Pokdarwis Situ Gede can be divided into four pillars: environmental education, conservation, community empowerment, and livelihood enhancement.
