This research aims to analyze and describe the implementation of teacher performance appraisal management in Junior high school, consist of: 1) planning, 2) organization, 3) actuating, 4) controlling/ monitoring, 5 ) the role of assessors, 6) the obstacles / obstructions in the appraise teacher performance, 7) support of stakeholders. This research used a qualitative descriptive approach, with the design of phenomenology. The collecting data then compiled, interpreted, analyzed, reduced, and described. The results showed that: The implementation of Teacher Performance Appraisal, which was obtained through: Optimization implementation of management functions, supported Total Quality Education, Integrated Quality Management of Education, and was designed by Technical Directive of Teacher Performance Appraisal, can improve the quality of teacher performance appraisal implementation. All of those can be described: 1) The mapping of the quality and teachers competence, 2) Teachers carry out their duties in accordance duties and functions, 3) Increasing the service quality of teachers in the learning process (professional teacher).Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan tentang implementasi manajemen penilaian kinerja guru di SMP, terdiri: 1) perencanaan 2) pengorganisasian, 3) pelaksanaan , 4) pengawasan, 5) peran penilai (asesor), 6) kendala/hambatan, 7) dukungan stakeholders. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif, dengan rancangan fenomenologi. Data yang diperoleh untuk disusun, dimaknai, dianalisis, direduksi, dan dideskripsikan. Hasil penelitian menunjukkan bahwa: Implementasi Manajemen Penilaian Kinerja Guru, yang diperoleh melalui: optimalisasi fungsi manajemen pendidikan, yang didasari Total Quality Education, dan dirancang berdasarkan Petunjuk Teknis Penilaian Kinerja Guru, memberikan gambaran positif terhadap kualitas implementasi manajemen penilaian kinerja guru. Hal ini dapat tergambar: 1) Terpetanya kualitas dan komptensi guru, 2) Guru melaksanakan tugasnya sesuai tugas pokok dan fungsi, 3) Meningkatnya kualitas layanan guru dalam proses pembelajaran (guru professional).
